799 Minutes of the last meeting All Cllrs. had read and agreed that the Minutes were a true and accurate record of the meeting. Acceptance of Minutes proposed by Cllr. Winn, seconded by Cllr. Andrews

800 Public Participation No comments.

801 Feedback/Matters arising from Council Representatives and Matters arising from previously circulated material. Clerk attended the KALC meeting at the Phoenix Centre Sandwich 23.01.2019 A presentation from Carers' Support of , & Thanet. It is an organisation that supports carers who are family and/or friends of the person being cared for. One in nine adults and minors are carers of some description in . Respite and trips are all part of the support available. Some of this is seen as managing guilt. Funding is from KCC's Clinical Commissioning Groups and Legacies from the public. All kinds of ailments and conditions are attended to. An update was given on the South Eastern Station Parking Charge issue. Very little progress has been made with Langdon Parish Council trying to get a meeting with South Eastern Rail but with the new Franchise being negotiated it is something which may well be left until the new Franchise takes effect. Deal, and Sandwich Local Councils are being kept informed of any new happenings as interested parties. In the meantime the whole thing is ongoing as it has been over the past year.

802 Village Hall HALL PROGRESS REPORT TO PARISH COUNCIL- February 2019 2019 PLANS. Following a successful Bingo evening plans continue for OAP lunch, Quiz night, Summer Fair, Christmas Fair, and others. HALL MAINTENANCE.

We have had problems with getting builders to quote for the roof. Once they are in, we will decide on best way forward. Internal decorating will be postponed until roofing problem is solved. Other projects will be notified to the Parish Council as they become necessary or are planned. BOOKINGS. Hall Bookings continue to increase. We will be increasing rental to £8 per hour and £6 for charities from February 1st. Coffee morning rental stays the same for the time being. CONCERNS / RISKS. 1. The roof. 2. Car Park. Clarification on who should pay insurance for the car park. The need for lines and disabled bays to be painted. At busy times and when the hall is booked cars can be parked all over the car park. Bays would help this. Disabled bays at the front of the hall are also needed. A designated path needs also to be painted so that pedestrians to the hall aren’t mixed in with reversing cars. An accident could leave the Hall and Parish Council liable. 3. Steps up to field. If steps are to be put in place will they have a safety approved hand rail? Will the steps have a lockable gate at the top to prevent public access if field is rented for sports that have a safety element to them. All groups who use the field for sports have their own insurance and risk assessments but that is on the proviso that there is 1 entrance at the top of the slope. Open steps would prevent them renting the field. This continues to be a concern with One of our groups having to consider their renting of the field due to Health and Safety reasons. 4. Still some confusion on the boundary lines between the pub and Car Park. As this is anecdotal may be a meeting to include all documentation would help.

The lines on the car park are under consideration and the steps/pedestrian access to the recreation field. Insurance details regarding the car park need to be clarified.

Jay Chamberlain discussed his planning application and asked that the PC could write to the Planning Department if they are in support of his application. There are a number of issues with the listed building department. The PC would like to meet with Jay to discuss the boundaries. This will take place on Friday 15th February at midday.

807 Roads & Footpaths/Parish Matters. a) i. Manhole beside the War Memorial –this has been cordoned off and there is a notice explaining what type of cover is required –We have been placed in a queue for the works. Cllr Bowley will chase this for an update. ii. Manhole at the top of Hill has been repaired. b) Cllr. Hubbard had been in discussion with Highways regarding potholes around the pond area and Church Lane. Highways are intending to look at these issues. Cllr Taylor asked who was responsible for the signage on grass triangle by the pond/garage. This is the responsibility of KCC. c) A reminder to Cllr. Lymer about the installation of a second bollard around the pond. d) More salt is required – Clerk to contact KCC. Thanks to Cllr Seath for replenishing the salt bins around the village when the weather was bad. e) Litter bin – this has been installed adjacent to the noticeboard. f) Bus shelter – email from resident. The shelter from is no longer available. See also Minute 808 g) Cllr. Andrews commented on the issues related to the trench by the Lydden Surgery and expressed his concerns that it had been escalated wrongly but perhaps this had been done with the best of intentions. h) Discharge of liquid into the village pond – this had been reported by a resident. Clerk will raise this is the Lydden newsletter and ask that residents are vigilant and report any incidents.

808 Action Plan Action Plan 2016-19 has been updated. Cllr Taylor and the Clerk are working on making this document more useable in conjunction with a budget spreadsheet as the action plan has implications for the budget.  Jubilee Footpath sign –no further information available.  Bus shelter –Cllrs discussed and agreed that at the present time this is considered not to be feasible because of the budget implications.
