Bromsgrove District Council - District Plan Review Responses to Call for Sites Exercise – 2019/20

Tables of Sites by Parish – UPDATED NOVEMBER 2020

A Call for Sites exercise took place alongside the District Plan Review Update and Further Issues Consultation from September-November 2019. Interested parties were invited to submit sites to the Council which they believed to have development potential, for possible inclusion in the District Plan Review. The Council only formally closed the site submissions process in August 2020, to allow all parties the best opportunity to submit potential development sites.

The Council now has a total of 441 sites to assess. This consists of 344 Call for Sites submissions and 97 existing SHLAA (Strategic Housing Land Availability Assessment) sites which had been submitted to the Council in previous years.

2. DECLARATION OF INTERESTS There were no declarations of interest reported.

3. MINUTES OF PREVIOUS MEETING Agreed, minutes of the meeting held on 25 February 2021 were received and approved as a correct and accurate record.

4. UPDATES SINCE LAST MEETING 4.1. Paper Questionnaire progress Noted, Royal Mail approval was still awaited after several rejections. The Deputy Clerk would continue to pursue. 4.2. Business Questionnaire Discussed, that the confidentiality clause should be robust enough that the responder is confident to provide potentially business-sensitive information. Discussed, how to provide confidence and retain the data confidentiality within the steering group. Agreed, advice would be sought from other Parishes who had already made a Plan, about how they resolved this issue. Agreed, further amendments would be made to questions 2, 3, 8 9 and 10 and the questionnaire would be re-presented to the next steering group meeting.

4.3. Input from Bromsgrove Planning Noted, Gemma Hawkesford had been appointed as the designated Planning Officer to assist with the Wythall Neighbourhood Plan. Noted, North Economic Development and Regeneration had been contacted to provide contact details of local businesses. Noted, an updated edition of the Call for Sites map and table for Wythall Parish had been provided to be discussed in a later agenda item. Noted, statutory consultees would comment on a draft plan but would not be involved prior. Local consultees should be contacted as and when contributions were required.

5. CO-OPTION OF NON-COUNCIL MEMBERS PROTOCOL Recommended, the following protocol: • Each resident would need to complete an application form to confirm that the disqualification criteria did not apply and that they would abide by the code of conduct. • Completion of the register of interests form would also be required. • Co-option would then be discussed and agreed by the Steering Group before ratification by Full Council. Recommended, the co-option application form would be used for residents who wished to join the steering group, with an inclusion to question 17 for the co- opted member to declare that the Code of Conduct had been read as well as being adhered to. Recommended, voting rights would be permitted on the basis that the steering group is an advisory committee. Recommended, that a review of membership of co-opted members took place each year at the first meeting after the May re-appointment of council members. Recommended, that the co-option application form would be publicised on the website for residents to apply.

6. POLICY THEME/TOPIC GROUP NOMINATIONS Noted steering group members preferred topic group as follows: Shops & Services – Mr. Elliott Williams Environment – Cllr. Helen Cleaver Leisure – Cllr. Dianne Taylor Health & Wellbeing – Cllr. Omar Ahmed Housing – Cllr. Kathryn Kingston Transport – Cllr. Keith Yates Heritage, Business and, Crime currently unallocated. Agreed, that Cllr. Stephen Peters would be approached to lead the Heritage topic group due to his interest in local history.

7. BROMSGROVE CALL FOR SITES Discussed, at length, updated map and tables showing the results of the ‘Call for Sites’ initiative by Bromsgrove District Council. Agreed, to seek clarification regarding how this information should be used by the steering group by inviting Gemma Hawkesford, Planning Officer to attend the next meeting to discuss queries.

Noted, that the current legislation allowing virtual meetings would expire on 07 May 2021. Therefore, details of how steering group meetings after April would be facilitated were still to be advised.
