The Commission Administrator called roll. LARRY ROPER 2.0 HECC Strategic Plan Update: current content, and context for DUNCAN WYSE potential broadening Ben Cannon shared with the Commission his Strategic Plan Memo dated March 4, 2021, (as presented in agenda item 2.0a) describing the current status, the Non-voting members potential additional consideration of higher education structures to

include the impact of the pandemic, economic recovery, and racial justice, and LEE AYERS-PREBOSKI the associated risks in undertaking the suggested type of structural evaluation.

Director Cannon also shared a draft of HECC’s Oregon Postsecondary ENRIQUE FARRERA Education and Workforce Training: Preparing for a Strong Recovery to COVID- 19 Crisis issue brief (as presented in agenda item 2.b). 4.0 A ‘Design Workshop’ with Commissioners and other stakeholders including university, community college, labor, and equity representatives was held on a virtual blackboard to address: “How might we design a process that helps optimize the organization of Oregon higher education so that all learners are served equitably and sustainably?”

5.0 Closing Remarks and Next Steps Director Cannon will email the design workshop participants a survey requesting additional feedback to workshop and the HECC Strategic Plan. The Commission will review the results of the virtual blackboard created and make recommendations along with strategic partners. Chair Rives shared that he accepted a job in Vietnam and will be resigning as Chair by the April 8 meeting.
