Box 14973 La Paz - Bolivia 24 Micronews And today The Alternative Development Programme is made possible with national, bilateral and multilateral financial resources, and is one of the four fundamental pillars of the “Dignity Plan”, through which the Bolivian Government is undertaking efforts to substitute the illicit economy generated by surplus coca production, with licit economic activities, and, thus remove Bolivia from the coca-cocaine circuit. In the context of multilateral cooperation, the European Community that currently consists of 15 countries, directly in keeping with this objective has signed a Financing Agreement -BOL/B7-310/96/41- in Noordwijk, Norway on April 8, 1997, with the Government of Bolivia granting assistance in the amount of 19 million Euros. The aforementioned cooperation permitted the creation of the Project known as “ Chapare Alternative Development Strategy Support Programme” (PRAEDAC), as an instrument of support to the policies enforced by the Government of Bolivia to fight against drugs. The major objective of PRAEDAC is to contribute to the sustainable socio-economic development of the Cochabamba Tropics by supporting the national policies on Alternative Development and Administrative Decentralisation, in line with the rational management of natural resources. This Project is within the framework of structural changes that have taken place in the country since 1985, establishing new concepts for the planning and development process of the regions, based on the expansion of competence and responsibilities assigned to Municipal Governments. This Project falls under the sponsorship of the Vice-Ministry of Alternative Development and the European Commission in Bolivia, whose joint decisions and actions have accomplished significant progress in its development. The Project’s sphere of activity comprises the municipalities of Villa Tunari, Chimoré, Puerto Villarroel and the Sub-municipalities of Sinahota and Entre Ríos in the Cochabamba Tropics, all of which benefit from the four components of the Project: Credit, Clearing and Land Titling, Municipal Strengthening and Natural Resources, each of which has specific objectives. The results achieved to date are encouraging. The various infrastructure works carried out in each one of the municipalities; the progress achieved in the productive area with the financing granted to individual or juridical persons; the clearing process which includes land titling and the results obtained in specific studies and work aimed to the improvement and conservation of the environment, in the short, medium and long term will contribute to enable changes in the productive structures of the Cochabamba Tropics. The current issue of the Nuevo Gran Angular highlights the actions of PRAEDAC and its contribution to the sustainable development of the Cochabamba Tropics, within the framework of the Alternative Development Programme.
