Regional Arts Development Fund (RADF) 2019-2020 Round 2 meeting - 13 December 2019

Executive Summary The Regional Arts Development Fund (RADF) is a partnership between Government and Central Highlands Regional Council (CHRC). The program’s aim is to invest in quality arts, cultural and heritage experiences in regional Queensland.

The purpose of the RADF program is to contribute to locally determined priorities for arts, cultural and heritage projects. This program supports individuals and groups to participate in arts and cultural activities and place-making activities.

RADF rounds are advertised throughout each funding year to support three application rounds between October and March. If funds allocated are not expended, a fourth round is offered.

Round 2 applications were assessed on 13 December 2019, by the Central Highlands Arts and Cultural Advisory Committee (CHACAC). Five items were discussed in the assessment meeting. The five items comprised; two applications, two project proposals and one previously approved project amendment. Of the two applications, one was evaluated as successful, one as unsuccessful. Both project proposals were recommended to be further developed for submission as applications in RADF Round 3. One previously approved project was amended with no budget implication.

This report puts forward the CHACAC’s recommendations regarding applications for RADF 2019-20 Round 2 for Council to consider for endorsement.

EXECUTIVE SUMMARY:

This report presents the meeting notes of the Central Highlands Arts and Cultural Advisory Committee (CHACAC) planning meetings held in Springsure on 22 November 2019 and in Emerald on 13 December 2019 to be ‘received’ by the Central Highlands Regional Council.

OFFICER RECOMMENDATION:

That the Communities Standing Committee receive the meeting notes from the Central Highlands Arts Culture Advisory Committee planning meetings held 22 November and 13 December 2019, specifically noting: 1. Draft Creative Cultural Futures and Heritage Action Plan 2020-2022 updates. 2. Central Highlands Heritage Collections Study project update. And; 3. Marketing improvements for regional arts promotion.

REPORT:

The CHACAC is a Council committee established to encourage the participation and optimum service delivery for Council communities, particularly regarding the areas of arts, cultural and heritage programs, projects and activities.

The CHACAC operates under a Terms of Reference (TOR) which is annually reviewed to align with Arts Queensland and local changes of the arts, cultural and heritage program. The current TOR was endorsed by Council on 7 August 2018.

Central Highlands is home to many diverse communities who value and respect differences of cultural background, artistic expression and lifestyle which is reflected and celebrated by the many arts, cultural and heritage groups that co-exist throughout the region.

Council recognises the relationship between the cultural, economic and social development that arts, culture and heritage provide for our region. The arts, cultural and heritage sectors enrich community wellbeing, encourage social and community development. In addition, these sectors contribute to economic and tourism growth for our region.

The purpose of this report is for Council to receive the meeting notes of two CHACAC planning meetings. These notes are for meetings held 22 November 2019 in Springsure and on 13 December 2019 in Emerald.

The next CHACAC planning meeting is scheduled for 7 February 2020 in Emerald.

Risk Assessment: There are no specific risks related to the presentation of the meetings notes, however, it is considered best practice to share these to be ‘received’ by Council.

2 Previous planning The action table from the previous meeting notes was reviewed. meeting review and Completed actions: actions update • ACO has shared CHRC Community Grant information with Rolleston contacts. • ACO spoke to Mr. Mayne to deliver feedback from CHACAC 25 October 2019 meeting. • ACO has shared the link with CHACAC members for Museums and Galleries Queensland website which contains keynote speaker presentations and photos from the Opening Doors event. – www.magsq.com.au/cms/page.asp?ID=10449 • Heritage Call Out events have been advertised. • ACO investigated livestreamed link of Arts Ablaze event for members – link has expired there are a number of YouTube clips to be found searching Arts Ablaze. • The ACO clarified that the new temporary Arts and Cultural Officer – Galleries role will focus on coordinating the Central Highlands Galleries, while also supporting the ACO. The job advertisement can be found online through a range of channels, including Seek, Jora and Facebook. It was noted that some people may have difficulty finding the position, as it’s advertised by IPA rather than council. Members were encouraged to actively promote the opportunity through their networks.

Ongoing actions: • ACO listed CHACAC discussed Creative Cultural Futures and Heritage – future aspirations document as agenda point for discussion at 6 monthly intervals with next discussion scheduled for January 2020. • ACO has met with General Manager of Infrastructure to discuss Herbert River Bridge project located in Duaringa. The former bridge timbers are still to be located and measured for Infrastructure Team to create scope for concept design. • ACO has started to conduct community engagement visits for the draft Creative Cultural Futures and Heritage action plan FYs 2020-2022. The ‘Have Your Say’ engagement model will be discussed later in today’s meeting’s agenda. • ACO is meeting with Youth Team next week to discuss arts, culture and heritage collaborative projects. • ACO has investigated to Arts Assets Valuation specialists with Queensland Museums and Galleries contacts. ACO will work with new ACO-Galleries to progress this project

• ACO to add Metal in March introductory year targeted for March 2021 into the draft Creative Cultural Futures and Heritage Action Plan 2020-2022. • ACO is retrieving cemetery records from Duaringa Historical Association. • ACO has confirmed Emerald Library visit for CHACAC planning meeting on 13 December 2019.

Pending actions: • ACO is to advise Manager Community Recreation and Facilities of Sapphire signage request and also discuss draft Cemetery Strategy. • ACO to meet with Manager Community Recreation and Facilities for an update on Beazley Park project. • ACO to discuss footpath widening with Manager Community Recreation and Facilities footpath and Mr Mayne’s mural proposal. • ACO to share film information with all CHACAC members (including Winton Film Festival). • ACO to meet with Manager Community Recreation and Facilities to discuss Big Easel Van Gogh Sunflower painting. Action: ACO to contact Canadian artist Cameron Cross to source a copy of the Van Gogh ‘Big Easel’ Sunflower painting contract copy.

3 Creative Cultural • The CDO&EO displayed the draft online consultation for the draft Creative Cultural Futures and Heritage Action Plan Futures and 2020-2022 FYs on the surface hub. Members provided feedback to help shape the final product for publication on Heritage Action council’s community engagement website, Have Your Say, Central Highlands (HYSCH). Plan - Consultation Discussion: Development • Members agreed that an overview of the strategic framework should remain on the consultation page, rather than linking to the council website. • Members requested that it be made very clear that any feedback received will be reviewed by CHACAC members and council, rather than automatically being entered into the action plan or aspirations document. • Members agreed that they will conduct stakeholder engagement with local groups and organisations when the findings of the survey have been collated. This will enable them to discuss and validate the findings with relevant stakeholders if necessary. • Members agreed that they will promote the survey widely to ensure it is representative.

Progress Report: • The ACO presented a progress report on the first 18 months of the Creative Cultural Futures and Heritage Action Plan 2018-2020.

Discussion: • Members agreed that the Marg Powell Gallery should be renamed ‘Old Rolleston Post Office’ within the Action Plan document. This is because there is no formal recognition of the ‘Marg Powell’ gallery name on file. Most Rolleston locals refer to the building as the Old Rolleston Post Office. • Cr Nixon gave an overview of how the Emerald flood markers project has evolved. • Members discussed the need to identify a system, or software, to help with tracking heritage milestones so that these events can be planned ahead of time. • Members discussed the cultural heritage assessment and compliance action item. It has complexities that make it difficult to stay up to date in this area, due to information privacy and cultural protocols. It was discussed that maybe this item should be removed from the action plan as it is difficult to influence or report on. • Associate Professor Anita Milroy agreed that the University (Emerald Campus) could be included in the positive partnerships list identified in the draft Creative Cultural Futures and Heritage 2020-2022 FYs action plan.

11.05 am Associate Professor Anita Milroy exited the meeting.

• Members viewed and discussed the community directory located on the council website under the heading ‘Community Support’: http://www.centralhighlands.qld.gov.au/communitydirectory/ • It was noted that many groups are still not listed in the directory. CD&EO gave an overview of the promotions that have been undertaken: o Flyers distributed at the Emerald Sports Forum and Emerald and Blackwater Interagency Network meetings. o Two rounds of Facebook and Instagram posts. o Direct invitations (via phone and email) to specific community organisations and groups. o Posters pinned on community noticeboards and distributed at council offices and libraries. • Cr Nixon suggested that a ‘Regional’ category would be beneficial, so that organisations that support the whole region (e.g. Central Highlands Development Corporation) don’t congest pages for individual towns. • Enhancing the existing map tool to display the whole region was discussed. • Kathy Hawkins noted that in the Lochington community, if someone new comes to the area they are welcomed and information about Lochington is shared. The Lochington recreation club is the centre of the Lochington community. • Discussion about the ongoing challenges experienced in GPS locations related to some areas of the Central Highlands. Kathy Hawkins referred to a Lochington example: When Lochington State School (LSS) is searched for in google maps (and perhaps other mapping?) it comes up as the Springsure library/council area. This appears to be because LSS is situated in the Lochington locality and by looking up the postal address, maps give you Springsure as the postal address is Springsure. Other towns such as Rubyvale have a problem with addresses also. The phone book gives some Rubyvale addresses as The Caves. • Members noted that a great deal has been achieved in the current action plan.

Draft Creative Cultural Futures and Heritage 2020-2022 FYs - Survey Questions for Have Your Say website: • Members viewed the survey questions as part of the draft online consultation. • The ACO explained that the survey questions focus on gathering feedback on the action plan delivery and process, rather than placing a lot of emphasis on gathering future aspirations.

Discussion: • Members discussed the potential benefits of having two different surveys, one for committee members and people who are familiar with the strategic side of arts, cultural and heritage delivery, and one for the general public. • CD&EO simplified the first section by reducing the number of questions from five to two, as members felt it would be more accessible to remove the scale questions. • Members requested that more information about the future aspirations document be embedded into the survey. • It was requested that Facebook and the council’s Enews Bulletin be used to promote the survey, and that questions could be posed directly on feedback. It was requested that the ACO monitor comments made on Facebook to be included in the survey findings. • Maureen Burns requested that the final question be edited to say, what “could” be implemented, instead of what would you “like” to see implemented, in order to shift the focus onto what is feasible.

Arts and Culture webpages – council corporate website • The ACO shared changes made to improve the arts and culture pages on the council website.

Action: ACO to work with council’s corporate communications team to identify best practice method to track artwork sold in council galleries: http://www.centralhighlands.qld.gov.au/facilities-recreation/art-galleries/bauhinia-bicentennial-art-gallery- springsure/ • Members discussed options for updating the State Government Heritage Register or adding historical images to council’s Montage database. It was agreed that adding images to Montage through the libraries and providing a link to state government records would be the most practical solution. The State Government Heritage Register does not feature historical images, only contemporary images of heritage facilities. • It was noted that information about cemeteries on the council website could be improved. The ACO to work with Manager Community Recreation and Facilities to consider inclusion of heritage cemeteries and lone graves. It was

One application has been received so far. • Dr Melanie Piddocke, Central Queensland Museum Officer will be visiting the Central Highlands in December 2019 for the Central Highlands Heritage Collections Study Project. 5 Member Updates Wendy Gibson • Rolleston Coffee cart volunteer’s meeting scheduled for February 2020. Their main contributor has left the area, and with only 4-5 people left, they are very stretched. There was discussion about Rolleston Painting Group volunteering to run the cart and them assisting at Carnarvon Creates. • Wendy shared that not much art had been going on since Sharon Kirk left the area, and only four or five people were involved, and they were busy with the coffee cart and raising money for renovations at the park. So unable to help or support current Carnarvon Creates project during tourist season. • The Festival of Small Halls went well and was attended by approximately 70 people.

Leisa Shuttleworth • Leisa sought feedback on graphic design options for feather street banners for the art galleries. • Most members noted they didn’t like the orange used, preferring brighter colours. The ACO explained that the orange is now part of the galleries’ branding that the CHACAC supported earlier in the year and isn’t optional. • All agreed bold text is important. • Members agreed on one design.

Barbara Beasley • Plans to do further marketing for the Carnarvon Creates Artist Retreat scheduled for 26 March – 2 April 2020. • They have confirmed 10 bookings so far. • Discussion about what’s involved and what was possible within the available budget.

Maureen Burns • Capella Pioneer Village Museum is now on Google Maps. • The museum is now in recess for the hot ‘wet’ season. • A footpath between the homestead’s accessibility ramp and the ‘kitchen’ walkway will be installed in January 2020. • The Capella Bakehouse Oven building is completed. Installations of bakehouse equipment etc. to come shortly. • Application for a CHRC community grant will be made for remediation works on the village’s ablutions block. • Glencore Oaky North Coal Mine would like to donate its old Mines Rescue building to the village. 6 Meeting Close 1.08pm meeting closed.

3 Current Planning: The draft Creative Cultural Futures and Heritage Action Plan (CCFHAP) 2020-2022 – Have Your Say survey

ACO handed the members, the package prepared to commence the online consultation using the Have Your Say Central Highlands website. Discussion: • This engagement’s purpose is to obtain feedback of the draft Creative Cultural Futures and Heritage action plan 2020-2022 FYs. • Members requested the online engagement content to be shortened. This was not possible as it was already published online. • Members requested that a shortened question segment be offered online via social media on Council’s Facebook page. ACO advised as holidays were commencing this could not be undertaken to coincide with existing Have Your Say survey that was already published.

ACO advised that 79% of the actions have been completed to date in the Creative Cultural Futures and Heritage Action plan 2018-2020 for 2019. • The outstanding actions are currently being handled in partnership through other departments within Council. • Members discussed ‘Cemeteries’ will be time consuming to complete. 4 Heritage Council’s arts and cultural website - heritage content discussions Members discussed various aspects that need to be added to the content of the heritage section in council’s website.

Central Highlands Heritage Collections Study Project Discussion: • Central Highlands Heritage Collections Study Project is currently being conducted by Central Queensland Museum Development Officer (MDO) Dr Melanie Piddocke. • 18 groups or private collections have been nominated to be invited to participate in the collection study project. • ACO accompanied MDO to Tom Wills’ collection study visit.

Tom Wills’ Collection located at Minerva, Springsure Central Highlands Discussion: • ACO advised that completing a series of oral history interviews with Tom Wills, will assist with essential management requirements for this significant family collection. This collection is potentially of national significance.

• ACO discussed there are Wills’ families’ diaries, full of stories, names, dates, social history and information on the early pioneers in Australia. • Members discussed the idea of a stand-alone project to share the Wills family story and their collections. • ACO advised there was a lady who spent four years documenting the Tom Wills’ collection. She catalogued ten years-worth of their historic family stories. This work represents a small portion of the entire Wills’ family history. • Tom Wills himself holds a great deal of his family history and knowledge, passed on to him by family members who have passed away, that he has memorised. These memories hold significant history, that would be of benefit to be recorded before they are lost. • Members agree it is a priority to preserve the Wills’ family local history. • Strategic planning will be required to obtain the history and be able to record it accordingly. Funds to complete this work would need to be sought. • Members discussed the possibility of doing a videography / documentary project to help record information. Action: ACO to investigate possibilities to assist future management support for the Wills family history. Videography Project – Heritage Collections (From Regional Arts Development Fund FY 2018/2019) • Discussion was held regarding this previously approved Council Initiated Project. • Members requested multiple videography workshops to be held between now and May 2020. • Members raised the idea of Lou Petho (videography workshop instructor) to also do a small project prior to Australia Day 2020. These workshops were to have an outcome for the annual Australia Day heritage talk planned in Emerald. • Members indicated oral histories could be enhanced with videography. Existing action plan measure is for 10 oral histories to be added to Montage over the two-year plan. This action item is in progress. Members would like to see more histories loaded as soon as possible but understand resource constraints.

5 General Business Galleries update • ACO advised members that interviews had been conducted for the temporary position of Arts and Cultural Officer – Galleries and a candidate had been selected.

Members Updates Maureen Burns • The Capella Bakehouse Oven Preservation project is complete. CHRC to attend to drainage issues as funds become available. • Capella Community Reference Group supported the Capella Pioneer Village’s request for its support for a Capella Pioneer Village ($10 000) application to the CHRC’s Community Grant program for the $15 000 remediation works on the Capella Pioneer Village ablution block. • Dr Melanie Piddocke is visiting the Capella Pioneer Village on Friday 13 December at 3.00pm, as part of the Central Highlands Heritage Studies project.

Kathy Hawkins • The Lochington children’s tea towels have been released. • The children performed a musical Christmas concert for the community. The young children played ukuleles, and the older children played guitars. Kathy expressed how beautiful the concert was.

Carnarvon Creates • Sharon Gimbert and Barbara Beazley have been receiving several bookings recently. They are on track for the targeted number of participants. • They are awaiting confirmation from the Emerald State School regarding catering.

Former Springsure Hospital Conservation Management Plan • ACO advised members who were not in attendance at the last meeting on the 22 November 2019, that members visited the Former Springsure Hospital site. Multiple aspects of the Conservation Management Plan were discussed.

 All front-office payments received during the transition from Authority to TechnologyOne have been reconciled into the new system.  100+ physical mail items and 200+ emails to Council’s enquiries mailbox processed within two business days following the Christmas closure.  Full-time Area Support Officer Blackwater position filled internally.  Full-time Area Support Officer Capella position filled internally and recruitment underway to fill vacant Area Support Officer Capella (maternity leave contract to April 2021).  Part-time Area Support Officer Tieri currently being advertised externally.  (0.8FTE) Customer Service Officer Emerald position filled internally.

 1313 customer requests logged in January 2020, up 50% from December 2019.  Increase in requests logged associated with improvements to process surrounding ‘requests for service’ received via mail and enquiries mailbox. The Central Highlands Regional Council’s Library Strategy and Action Plan 2019-2021 outlines Council’s commitment to the delivery of quality services to the community and a way to progress library services regionally.

The purpose of this report is to present Council a summary of progress made on the action plan between July and December 2019.

There are five priority areas that are the framework to deliver on the library strategy outcomes identified through the action plan. The priority areas are listed below with the percentage of actions complete against each:

This report details progress made on each of these in the report.

The delivery target for the library strategy and action plan progress for the July to December 2019 period is 50%. The delivery achieved was 66%.

REPORT:

The library strategy 2019-2021 outlines Council’s commitment to the delivery of quality services to the community and a way to progress library services regionally. To implement this strategy, an action plan was created.

This action plan fulfils multiple council commitments. These include; meeting the State Library Board of Queensland Service Level Agreement, that provides council with annual grant funding and council’s corporate and operational plan outcomes related to libraries.

The library strategy and action plan were endorsed on 5 February 2019.

The first year’s implementation of the action plan spanning from July 2018-June 2019 achieved 100% of its outcomes.

The purpose of this report is to present Council a summary of progress made on the action plan between July and December 2019.

The library team is responsible for implementing the vision, goals and objectives of the Central Highlands Library Strategy and Action Plan 2019-2021. The action plan consists of five priority areas to deliver on the library strategy outcomes.

The library strategy and action plan delivery target for the first half of this financial year is to achieve 50% completion. Details of progress made on each of the priority areas is provided below.

1. Library Staff Learning and Training Develop library service personnel skills to improve delivery of community events, programs, services and training workshop courses, as well as improve efficiency and effectiveness in day-to-day operations.

Council appreciates the efforts of the library vendors, Council staff, as well as community volunteers and donators who have contributed to this excellent result.

Staff are available to assist survey respondents if required.

Risk Assessment: There are no particular risks related to the presentation of this report. As noted in the strategy, the library team is committed to report on progress achieved on the action plan every six months.

Timings/Deadlines: There is no time sensitivity around the presentation of this progress report. It is considered best practice to share this update with council as soon as is practicable to the close of reporting cycle.

The Central Highlands Regional Council’s Reflect Reconciliation Action Plan (RAP) 2019-2020 outlines Council’s commitment to advance reconciliation.

The Reflect RAP outlines actions that all areas of Council will work on collectively with stakeholders. We share the responsibility to deliver the RAP and contribute to improving the wellbeing and quality of life for Aboriginal and Torres Strait Islander peoples in the Central Highlands.

The purpose of this report is to present Council a summary of progress made on the Reflect RAP from January to December 2019.

There are four strategic priority areas that provide a framework to deliver on the RAP outcomes identified in the action plan. The strategic priority areas are listed below, with the percentage of actions completed against each. The goal was for each area to be at a 100% completion rate within this reporting cycle.

1. Relationships 70% achieved 2. Respect 65% achieved 3. Opportunities 20% achieved 4. Tracking and progress 50% achieved

The delivery target for the Reflect RAP progress for the January to December 2019 period is 100%. The delivery achieved was 52%. Achieving 52% is a great result, given the key role responsible for delivery of the action plan was vacant from 15 February 2019 to 21 January 2020.

REPORT:

The Reflect Reconciliation Action Plan (RAP) 2019-2020 outlines Council’s strategic direction to advance reconciliation. It provides a framework that is a practical, evidence-based plan to build on past and current initiatives to develop stronger relationships and trust between Aboriginal and Torres Strait Islander peoples and council.

The RAP aligns with Council’s vision, mission and values of working in partnership to create opportunities for all community members. The RAP fulfils council’s corporate and operational plan requirement to ‘develop and implement a Reflect RAP’.

The plan ensures that people living in the Central Highlands are respectful of the tradition and culture of Aboriginal and Torres Strait Islander peoples and will assist Council to:

 Support and strengthen an understanding of reconciliation within council and throughout communities.  Identify steps to increase trust, reduce prejudice and strengthen relationships and supporting equity for Aboriginal and Torres Strait Islander peoples.  Identify actions to demonstrate an inclusive, supportive and appreciative attitude toward Aboriginal and Torres Strait Islander histories, cultures and contributions to the community.

The Reflect RAP was endorsed 12 March 2019.

The purpose of this report is to present council a summary of progress made on the Reflect RAP from January to December 2019.

The Community Development Officer Indigenous Programs facilitates the implementation of the RAP. This position was vacant from 15 February 2019 until 21 January 2020. During this period the Connected Communities team continued to implement as many actions as possible with existing resources.

There are four strategic priority areas that provide a framework to deliver on the Reflect RAP outcomes identified in the action plan. The delivery target for this first annual progress report is to achieve a 100% completion rate. Details of each priority area and their percentage of action items complete are provided below.

1. Relationships Aim - Building positive strong two-way relationships built on trust and respect between Aboriginal and Torres Strait Islander and other Australians.

70% Achieved  Continued conversations and sharing of the RAP with the following groups: o Elders in Blackwater, Emerald and Springsure communities. o Barada Kabalbara and Jetimarala peoples. o Ghungalu peoples. o Iman peoples. o Wangan peoples.  Continued conversations with Woorabinda Knowledge Centre staff.  Progress in identifying the preferred method of contact with Elders and organisations.  Celebrated National Reconciliation Week (NRW). o Hosted three events in Bluff, Blackwater and Emerald, with Aboriginal poet Dan Davis attending and launching his book ‘My Family, My Law, My Life, My Land’. Total of 51 attendees. Events provided a platform for some open honest conversations and sharing of experiences. o Article in Central Queensland News acknowledging NRW. o Council staff and community members were invited and encouraged to attend the community event. o Events were registered on the Reconciliation Australia’s NRW website. o Reconciliation Australia’s NRW resources were promoted on the council’s intranet.  Increased awareness of the RAP by: o Council libraries have purchased additional books and DVDs available for loan. o A communications plan has been developed. o Public promotion of the RAP via Interagency and other network meetings.

30% to come….  Selection of a RAP champion and establishment of a RAP working group. Group to comprise Aboriginal and Torres Strait Islander people and decision-making staff from council to support the implementation of the Reflect RAP.  Agreement on key deliverables, mission statement and terms of reference for the RAP.  Clarification with Traditional Custodians on culturally appropriate methods for liaising with individual groups.  Official launch of the RAP with Elders, once Reconciliation Australia provides final endorsement.

2. Respect Aim - Demonstrating respect for Aboriginal and Torres Strait Islander peoples’ cultures, lands, waters, histories and rights by focussing on:  Acknowledgement.  Sharing our pride and appreciation in cultures and acknowledging the history.  Shared understanding.  Learning.

65% Achieved ….  Cultural learning and development: o Acknowledging Traditional Custodians and the RAP in the new staff orientation. o Staff are invited to participate in community cultural activities. o BlackCard delivered the Cultural Capability training to 40 staff. o Encouraged staff to visit Reconciliation Australia’s website ‘Share our Pride’ www.shareourpride.org.au with links on the intranet.  Celebrated National Aborigines and Islanders’ Day Observance Committee (NAIDOC) Week: o Supported NAIDOC Week planning group in Emerald and facilitated the planning group in Blackwater with 937 attendees at five events. o Many Mobs Festival in Emerald – 500 attendees. o Morning tea and art exhibition in Emerald Art Gallery – 45 attendees. o Elders lunch in Emerald hosted by Blackwater and Emerald State High Schools – 30 attendees. o March and ceremony in Blackwater – 350 attendees. o Aboriginal art workshop conducted in Capella – 12 attendees.  Increasing awareness and understanding of Aboriginal and Torres Strait Islander cultural protocols: o The significance and meaning behind Welcome to Country and Acknowledgement to Country was shared on the intranet. Approximately 500 palm cards have been distributed amongst Council and community members. o Developing and enhancing relationships with Traditional Custodians. Working towards developing a list of Elders and their contact details for conducting Welcome to Country, noting areas associated. o Acknowledgement of the region’s Aboriginal and Torres Strait Islander peoples at the start of significant council events, such as Council meetings and official openings. o Investigated Aboriginal and Torres Strait Islander cultural learning and development packages utilised by other councils and organisations.  Raised internal understanding of Aboriginal and Torres Strait Islander cultural protocols. There has been a noticeable increase in requests from internal and external stakeholders for information in relation to Welcome to Country or Acknowledgement of Country protocols. Five requests were received for assistance in relation to Council projects.

35% Still to come…  Identify and introduce an Aboriginal and Torres Strait Islander cultural learning and development package.  Develop a list of Elders’ contact details for conducting Welcome to Country, noting the specific geographic regions they can assist with.  Introduction of the acknowledgement of the region’s Aboriginal and Torres Strait Islander peoples on strategic documents.  Provision of two training workshops, with the assistance of Department Aboriginal and Torres Strait Islander Partnerships on Aboriginal Heritage to field staff.

3. Opportunities Aim - Exploring and creating opportunities for Aboriginal and Torres Strait Islander peoples, organisations and communities.

This will assist in data collection on Aboriginal and Torres Strait Islander peoples employed with Council.  Continued to share Council’s procurement process and encourage Aboriginal and Torres Strait Islander people to become a creditor with Council. This is a business directory produced by the Department of Aboriginal and Torres Strait Islander Partnerships (DATSIP).  Promoting and encouraging existing employees to identify a baseline for council to monitor employment rates of Aboriginal and Torres Strait Islander peoples.  Creation of fact sheet ‘How to become a potential supplier to Council’.  Investigate trainee and apprenticeship programs with the potential to increase opportunities for Aboriginal and Torres Strait Islander people.  Develop a culturally appropriate means to promote the First 5 Forever initiative.

4.Tracking and Progress Aim - Tracking progress is vital for council to demonstrate the commitment to reconciliation and ensuring the actions defined in the RAP are delivered.

50% Achieved so far….  Building support for the RAP by allocating resources and budget for the implementation of the RAP.  Report to Council biannually.  Submitted draft RAP to Reconciliation Australia for review.

50% Still to come….  RAP working group to develop a system where many teams can report on their responsibilities in an efficient format.  Submit final Reflect RAP to Reconciliation Australia for formal endorsement.  Define systems and capability to track, measure and report on RAP activities.

In Summary Progress made for January to June 2019 period is approximately 52% complete. This falls short of the expected delivery target of 100% completion by 48%. Achieving 52% is a great result, given the key role responsible for delivery of the action plan was vacant from 15 February 2019 to 21 January 2020.

The Community Development Officer Indigenous Programs position has the responsibility of facilitating the RAP’s progress. As this role was vacant for much of this reporting cycle the RAP has not had a dedicated staff member to progress its actions during this time. Now that this position is filled, progress will be made to catch up on these outstanding items and achieve improved completion rates in the future. Note: Although this position is now filled, it’s time fraction has been reduced from full time to .6 part time position.

Council appreciate the time and efforts of the Elders, Traditional Custodians, community members, Council staff and stakeholders who have contributed to the work that has been completed.

Communication/Engagement: In implementing the Reconciliation Action Plan, there has been ongoing engagement during activities and events. Feedback from community members suggested some spelling of traditional language was incorrect and a staff member has since investigated thoroughly with Elders to ascertain the correct spelling as to not offend. One Traditional Custodian group has expressed the desire to discuss the RAP further and the final print of the document will be put on hold until this occurs.

EXECUTIVE SUMMARY:

The Central Highlands Regional Council’s Creative Cultural Futures and Heritage Action Plan (CCFHAP) 2018-2020 FYs outlines Council’s commitment to arts, cultural and heritage services regionally.

This action plan fulfils multiple Council commitments. These include; meeting the Arts Queensland Regional Arts Development Fund (RADF) agreement that provides Council with annual grant funding and council’s corporate and operational plan outcomes related to arts, culture, history and heritage.

This purpose of this report is to present a summary of progress made on the action plan items from July and December 2019.

The CCFHAP outlines activities to match the six objectives within Council’s Creative Cultural Futures Strategy 2016-2026 and seven categories within the Heritage Management Framework. The action plan utilises the objectives from the Creative Cultural Futures Strategy 2016-2026 to organise its content.

The CCFHAP strategic priority areas are listed below with the percentage of actions completed against each:

1. Consolidation and Revitalisation 50% achieved 2. Community and Celebration 85% achieved 3. Regional identity and Sense of Place 60% achieved 4. Positive Partnerships 90% achieved 5. Celebrate Diversity 80% achieved 6. Future Direction 85% achieved

This report details progress made on each of these in the report.

The delivery target for the CCFHAP progress for the July to December 2019 period is 50%. The delivery achieved was in fact 75%.

REPORT: Council supports and celebrates the arts, culture, history and heritage of the region. The arts and culture sectors enrich community wellbeing and encourages social and community development. In addition, these sectors contribute to economic and tourism growth in the Central Highlands. Strategically Council have two documents to guide their arts, culture, history and heritage projects, programs and services. These are, the Creative Cultural Futures Strategy (CCFS) 2016-2026 and Heritage Management Framework (HMF) (2018). These strategies are delivered through the CCFHAP 2018-2020 FYs.

The CCFHAP 2018-2020 FYs was adopted by Council on 12 March 2019.

The first year’s implementation of the action plan spanning from July 2018-June 2019, achieved 91% of its outcomes. Since then 100% has been achieved.

The purpose of this report is to present a summary of progress made on the action plan between July and December 2019.

The ACO is responsible to deliver the CCFHAP. To achieve this, the officer collaborates with the CHACAC, arts and cultural agencies, Council staff and community volunteers.

The CCFHAP outlines activities to align the six objectives within council’s CCFS 2016-2026 and seven categories within the HMF. The action plan utilises the six objectives from the CCFS 2016-2026 to organise its content.

The CCFHAP delivery target for the first half of this financial year is to achieve 50% completion. Details of progress made on each of the six objectives is provided below.

EXECUTIVE SUMMARY:

The Central Highlands Regional Council’s Youth Strategy and Action Plan 2018-2023 outlines Council’s commitment to young people and a way to progress youth services regionally. It fulfils Council’s corporate and operational plan outcomes to ‘Implement the regional youth action plan’.

The purpose of this report is to present Council a summary of progress made on the action plan between July and December 2019.

There are five strategic priority areas that provide a framework to deliver on the youth strategy outcomes identified in the action plan. The strategic priority areas are listed below with the percentage of actions completed against each:

1. Youth Development 80% achieved 2. Planning and Advocacy 70% achieved 3. Youth Participation 85% achieved 4. Youth Connections 50% achieved 5. Place Activation 80% achieved

The delivery target for the youth strategy and action plan progress for the July to December 2019 period is 50%. The delivery achieved was 73%.

That the Communities Standing Committee receives the Youth Strategy and Action Plan 2018-2023 Biannual Progress Report for the period of July to December 2019.

REPORT:

The Central Highlands Regional Council’s Youth Strategy and Action Plan 2018-2023 outlines their commitment to young people and a way to progress youth services regionally.

The strategy and action plan fulfil Council’s corporate and operational plan outcomes to ‘Implement the regional youth action plan’. The youth strategy provides greater outcomes in addressing youth issues and works towards building stronger connections between Council, youth and service providers.

The youth strategy and action plan was endorsed by Council on 5 March 2018.

The first year’s implementation of the action plan spanning from July 2018-June 2019 achieved 100% of its outcomes.

This report presents a summary of the outcomes achieved from July to December 2019.

The youth development team is responsible for implementing the vision, goals and objectives of the action plan to ensure young people are provided with opportunities to be engaged and informed in their community.

The youth action plan delivery target for the first half of this financial year is to achieve 50% completion.

There are five strategic priority areas that provide a framework to deliver outcomes identified in the action plan. Details of each priority area and their percentage of action items complete are provided below.

1. Youth Development Improve young people’s access to services, opportunities and experiences that enhance their physical, emotional and social wellbeing and build personal capacity.

80% achieved so far…. • Development of an Emerald and Capella Youthinc. • 14 Blackwater Youthinc meetings. • 45 Blackwater Youthinc members. • 2 meetings with Sport and Recreation Officers. • 7 meetings with the Arts and Cultural Officer. • 67 projects partnered with Arts and Culture, 1,156 attending. • 11 events partnered with Police Citizens Youth Club (PCYC) Blackwater, 643 attending. • 8 events partnered with PCYC Emerald, 972 attending. • Teleconference to initiate development of Memorandum of Understandings with Blackwater and Emerald PCYC facilities. • 9 partnerships in the delivery of regional events. • 2 meetings with Queensland Department of Youth Justice. • Service level agreement with Queensland Department of Youth Justice – reviewed and renewed.

2. Planning and Advocacy Research and advocate for improved services, facilities and opportunities that meet the needs of young people.

In Summary Progress made for the July to December 2019 period is approximately 73% complete.

The remaining 27% will be completed over the second half of the year between January-June 2020 to meet the delivery target of 100% for the year.

Council appreciate the efforts of the region’s youth, local businesses, youth and community organisations, community, Council staff and stakeholders who have contributed to this outstanding result.

Planning and Environment

Flying fox numbers for CHRC Flying fox numbers in the CHRC area have dropped significantly, Emerald Botanic Gardens has seen the numbers reduce to approximately 2,000 with nil animals sighted in Duaringa and the small colony that took up residency in Blackwater have now moved on.

Stock route management plan 2020-2025 Ranger services staff and other stakeholders met at the Borilla Street office to undertake a review of the current stock route management plan in preparation for public consultation of the plan for renewal. The plan will be made available for public review and consultation at a date to be determined in March at the next rural land meeting hosted by Ranger services.

Emerald Transfer Station Office Renovation Works The concept plan of the extension building for additional office space at the Emerald Transfer Station has been finalised and released for tender. This includes the design of an on-site sewerage treatment plant, proposal of a septic tank with constructed wetland (area 20 m²) for the treatment of grey water. The tender period closed on 24 January 2020.

Bin key distribution A drop in session was held at the Bauhinia Town Hall on 8 and 15 January 2020 to distribute keys to Bauhinia residents on request by the community members who couldn’t make it to one of the transaction centres. On the first day, seven (7) residents presented for keys and another two (2) on the second day. For those who missed out, keys will still be available at our transaction centres or can be sent by registered mail.

Department of Environment and Science (DES) Compliance Inspection In January, the DES inspected Duaringa Resource Recovery Centre as a part of regular compliance inspection. There were few non-compliance issues that need to be addressed as part of ongoing operations.

Capella Land Encroachment Issue Work is progressing at Capella to resolve land encroachment issues particularly the operation of the current waste transfer station on state reserve land and previous landfill activity on private land. This will be ongoing.

Cost saving initiatives for day cover 5,000 tonnes of clean soil was transferred to the Tieri Resource Recovery Centre from the Emerald Airport (Emerald Runway Extension project). Day cover is legislatively required to cover our active landfill face so this utilisation of soil from the runway project is saving Council approximately $9 per tonne.

Fence Repair Work Fence repair work was completed at the Tieri Resource Recovery Centre. An additional fenced compound was constructed for storing chemical containers at the Lochlees Resource Recovery Centre.

Rain Event Sampling Rain event sampling was conducted at the Springsure, Capella, Rubyvale Resource Recovery Centres to inspect whether there is unwanted flow from landfill to surface water after rain fall events. Results are yet to be received.

Levied infrastructure charges recovery The Development & Planning team has continued to progress the levied infrastructure charges recovery program with the commencement of a contracted compliance officer and completion of the draft recovery policy. An additional short term staffing resource is currently being finalised to ensure delivery of the program.

Infrastructure charges calculator The Development & Planning team is currently testing a better version of the infrastructure charges calculator to provide feedback which will inform the final design of the web-based portal for public use.

Development & Planning counter Commencement of the Development & Planning counter continues to be delayed due to availability of staffing resources tied to the TOTO project. Commencement of the Development & Planning counter is proposed for early March, subject to available staff.

Building certifier ‘out-and-about’ Council’s building certifier has availed himself to our other offices throughout the region, providing face-to- face building advice in each community. A schedule of dates of when the building certifier will be available in each outer office has been proposed and will be advertised to the community in advance. A proposal has been made to include planning staff on these visits, so as to provide a ‘one-stop shop’ for building and planning related enquiries. This will coincide with the commencement of the Development & Planning counter, so as to provide the outer communities the same customer service as is available in Emerald.

Connected Communities

Sharing of Indigenous Culture In January 2020, Aboriginal artist and Blackwater local, Eunice Day shared the use of soapy, soapy leaf (also known as alphitonia exelsa) with the Blackwater Office staff. Eunice and her sister Nola Graham collected the leaf a few days earlier with the community development team. The ladies conducted a demonstration for the Blackwater Office staff, to demonstrate how the leaf soaps up when ‘scrubbed’ under water. This leaf has many traditional uses such as a soap and antiseptic. Staff were very thankful to the ladies for sharing this cultural information.

Emerald Art Gallery The exhibition “Reasonable and Necessary" is on display in the Emerald Art Gallery from 7 February through to 22 March 2020. This exhibition features works created by artists with complex physical disabilities. The works are facilitated by Artel, the creative studio of CPL (Choice, Passion, Life), located in Redcliffe, South-East Queensland. Artel provides the tools, space and instruction to support its artists to creatively express themselves as a dynamic artistic movement. The opening night (which includes an artist talk) is scheduled for Friday 14 February 2020.

Bauhinia Bicentennial Art Gallery, Springsure "Our Strength During the Drought" (Barcaldine Drought Photography exhibition) is on display at the Bauhinia Bicentennial Art Gallery at Springsure. The exhibition was created from the works of local photographers from the Barcaldine region who captured these images in participation with a PhD research project. The research surrounding the potential impact of images in building resilience, well-being and capacity during the drought was conducted by Anne Smith. The exhibition can be viewed throughout February 2020.

Art Galleries Visitor Statistics January statistics recorded to date indicate that the Emerald Art Gallery has enjoyed an average of 150 visits per week. As part of ongoing improvements, systems are being put into place at Emerald and Springsure galleries for visitor statistics to be captured on a weekly basis. These will be reported on monthly in future departmental reports.

Galleries Facebook Statistics Between 7 and 27 January 2020, the Emerald and Springsure Art Galleries Facebook page published 1 post, reached 1,194 users, engaged with 32 users and received 8 likes.

Picture Book Competition The “connected communities” team have been promoting the State Library of Queensland, Picture Book Competition that closed 31 January 2020. The Picture Book Competition is part of the First 5 Forever: Queensland Stories, Songs and Rhymes project that aims to promote early literacy for all Queensland children.

The Picture Book Competition was seeking applications from writers and illustrators wanting to share their Queensland stories, songs, rhymes and illustrations. The prize is for successful illustrators to have their work developed by professional editors for publication as well as receiving $3,000 in prize money.

One of Council’s Community Development and Engagement Officers has been working with Aboriginal artist and Blackwater local aboriginal woman, Eunice Day, to enter her three unpublished stories in the competition. Competition winners will be announced 28 February 2020.

Emerald Interagency Network Emerald held their first Interagency Network Meeting for 2020 on Wednesday 22 January. 30 people from 24 different organisations attended. This group also shares information online, to a wide reach within the community. The network has 190 registered participants representing health care service providers, education, legal, charity and various other community minded institutions.

Library Facebook Statistics Between 7 and 28 January 2020, the CHRC Libraries Facebook page published 16 posts, reached 6,249 users, engaged with 377 users and received 79 likes.

Youth development program Central Highlands Youthinc Facebook Statistics There were 17 individual posts on the Youth Development Facebook page from 7 to 28 January 2020, with a reach of 16,450 people.

Regional Youth Alliance Network (RYAN) There was no Regional Youth Alliance Network meeting held in January 2020. The first meeting for the year is scheduled for 25 February 2020.

The Green Space On the 28 February 2019, 50 young people voiced their opinion on what they thought a headspace within the Central Highlands should contain. It was evident that the young people wanted a safe place where they could hang out and have access to support services if needed. This feedback empowered the Central Highlands community to host numerous 'CH goes GREEN' fundraising events. These events raised enough money to bring the young people's dream to fruition with the creation of a Green Space!

Green Space is open every Friday from 3.30 pm to 5.30 pm, upstairs at the Emerald Police-Citizens Youth Club (PCYC). Green Space is a safe place for young people aged 11-18 years to socialise and hang out with their friends and meet new people. All services are free and include:  Wi-Fi  air conditioning  table tennis, pool table and air hockey  snacks, hot and cold drinks  board games and music  arts and crafts  gaming  spaces to relax  friendly youth workers  support, information and advice  referrals for further support on specific issues (for example: accommodation, mental health, drug and alcohol, legal, education and employment).

Green Space has been made possible by the funds raised through ‘Central Highlands goes GREEN’ events, Aussie Cotton Farmers Grow Communities grant, Emerald PCYC, Anglicare Central Queensland and Central Highlands Regional Council.

The Grand Opening is scheduled for 3.30pm on the 7 February 2020 at the Emerald PCYC.

Community Recreation and Facilities

Australia Day Free entry was provided to the Regions Aquatic Facilities on Australia Day 2020. Award ceremonies occurred at Blackwater and Capella pools. Despite the rain 500 people enjoyed the opportunity following official ceremonies in Emerald and due to the success, we are looking to not only make this a permanent feature for Australia day but also look to provide additional public free days across the year.

Botanic Gardens Playground west carpark. Works are advanced in finalising the carpark and additional green space (Dependant on weather). Collaboration with Councils Infrastructure Section has enabled this project to progress swiftly to a state of completion with the road works to commence as a “stage 2” this financial year to improve the turn in/out access off Opal Street.

Capella Pool While some minor upgrades occurred at the Capella Pool facility including new signage and repairs to the slide, the facility also received the new sawtooth shade shelter over the playground equipment. This work finalised project 100882 on our capital works program for the year bringing the total nuber of projects delivered to the community to 41 for the 19/21 period to date.

This structure provides a 16x12 metre permanent all weather coverage of the area and the lessee has received excellent feedback from the public in relation to this capital improvement.

Electrical upgrade Emerald Showgrounds As part of the 19/20 Capital Works Program, electrical upgrades are to occur at a range of Council facilities across the Region. Stage 1 electrical works at the Emerald Show Grounds this financial year will deliver new mains to all distribution boards.

The works are to improve compliance with Ergon Energy regulations as well as improve infrastructure at the facility

Normal function of the grounds during non-show times rely on the feed from the existing 500KVA Batts St transformer however the electrical loading calculation for Emerald Show Grounds identified that the final demand during the Show period exceeds 1,500KVA.

Stage 2 of the project in the 20/21 financial year will include the connection of a new transformer from Hogan’s Rd power line to the network to support these increased load requirements, it will also incorporate the design and replacement of all show boxes with new pillar style boxes with underground reticulation wired back to each of the 4 new Main Distribution Boards installed in Stage 1.

However, stage 1 works require the existing overhead electrical network to be disconnected from mains supply. To ensure there is no disruption during show time we are maintaining the existing overhead connection to all show boxes with power supply coming from generators located in various sections of the grounds.

Tenders are set to be released for this work and once a contract is finalised communications are set to go out to stakeholders with details for contact. We will be confirming the use of generators for the period and ensuring locations of the devices do not conflict with site requirements.

The works will ensure compliance with the Regulator and provide a more secure power supply via modern show boxes an removing the need for overhead power lines to each pillar. It is also envisaged that the supply to the Show boxes will be controlled remotely to allow for approved users such as the Heart Foundation and others to access power from time to time without un-metered power being generally available.
