REGULAR BOARD MEETING Peoria Unified School District No. 11 District Administration Center 6330 W. Thunderbird Road, Glendale, AZ 85306 December 17, 2015

Mr. Matthew Bullock, Board President, called the Regular Board Meeting to order at 5:08 Call to Order p.m. in the District Administration Center Board Room. Other Board members present were Mrs. Beverly Pingerelli, Board Clerk, Ms. Judy M. Doane, Mrs. Kathy Knecht and Mr. David Jonagan. Dr. Denton Santarelli, Superintendent; Dr. Heather Cruz, Deputy Superintendent; Mr. Kenneth Hicks, Chief Financial Officer, and Mrs. Dana McCarty, Secretary, were also present.

There were approximately 20 people in the audience.

Mr. Bullock called for a moment of silence, which was followed by the Pledge of Opening Exercises Allegiance led by Marcel Perez, a senior from Centennial High School.

Centennial High School was reassigned this school year to Division 1 within Board and Staff Interscholastic Association. On November 27, 2015, Centennial’s varsity football team Recognitions squared off against Desert Ridge High School in the championship game, winning the Division 1 state title. This is the school’s 5th state title since 2006. Present from Centennial High School were Principal Chris Lopezlira, Athletic Director Brett Palmer, Head Coach Richard Taylor, Coach Hal Borhauer and Players/Team Captains Marshal Nathe, Bozton Sanders, Marcel Perez and John Rincon.

Other acknowledgements by the Board and Dr. Santarelli:  Peoria Unified high school choirs who competed in the City of Peoria’s Annual Old Town Holiday Festival Choir Competition  Sunset Heights Elementary P.E. teacher Stacy Ramirez, who was selected as the Dairy Council of Arizona’s contest prize winner for her success with her school’s Fuel Up to Play 60 Program  senior Preston Guerra for receiving the Burlsworth Character Award recognizing character and sportsmanship in high school football  Seven Peoria Unified high school students who were recognized by the City of Peoria and earned Community Partnership Awards for projects, classes and community service hours completed  Mrs. Knecht for accepting the gavel and beginning her term of service as President of the Board of Directors for the Arizona School Boards Association for the 2016 calendar year

Mr. Hicks and Mr. Tom Elliott, Executive Director of Member Services with Valley Presentation on Schools Insurance provided information on the performance of the District’s insurance Performance of programs for the fiscal year ending June 30, 2015. Valley Schools Insurance The Valley Schools Insurance Trust, which provides property and liability coverage, ended Programs and the fiscal year with a net increase of 17% to reserves for claims and expenses. The Valley Management Schools Employee Benefit Trust experienced a 7% decrease in paid medical and Group pharmaceutical claims, resulting in a net increase in reserves. Also reported was an increase in reserves for the Valley Schools Workers Compensation Pool due to a 25% decrease in operating expenses.

Minutes Page 2 of 4 12/17/15 One significant federal change impacting the Statement of Net Position for the Valley Schools Management Group is the GASB (Governmental Accounting Standards Board) requirement to report net pension liability which, for this fiscal year, was just over $4 million. While there is little chance that the Management Group would have to liquidate this liability, the requirement to report it creates a negative net position.

Arizona Programs of Study is a state-wide effort to promote a meaningful high school Career and experience and post-secondary success. The effort consists of thirteen consortia Technical representing school districts, community colleges and universities working to provide Education career exploration during high school, coursework aligned with post-secondary programs, Programs of Study dual enrollment credit, transition from high school to college and career, and the option to earn industry credentials and credit toward an Associate’s or Bachelor’s degree while in high school.

Dr. Patti Beltram, Director of Career Services, provided an update of PUSD’s progress toward implementation of the Programs of Study Framework through the expansion of dual enrollment opportunities and stackable credentials for all CTE programs. With over 80 Programs of Study and dual enrollment opportunities for 96% of CTE programs, PUSD is at the forefront of this state-wide effort, serving as a model for Arizona school districts. In addition, PUSD was recently selected to present at a nation-wide model schools conference.

Changes to the following policies: Adoption of Policy JFABC – Admission of Transfer Students - Changes are related to academic credit toward Changes graduation for students transferring into PUSD from private or public school. IHBHD – Online/Concurrent/Correspondence Courses - Changes are related to the determination of award of core credit for courses taken from an accredited online school offering only electronic format classes. IKF – Graduation Requirements - Changes add back language inadvertently removed related to requesting personal curriculum in Math in lieu of one credit of Algebra II.

Revised Exhibit B of the Intergovernmental Agreement (IGA) with Maricopa County Revised Exhibit B to Community College District for Dual Enrollment Courses for the 2015-2016 School Year IGA with Maricopa to reflect courses added for second semester at all Peoria Unified high schools. Minutes Page 4 of 4 12/17/15 Mr. Bullock pulled the Donations Report from the Consent Agenda in order to call Donations Report attention to a number of generous donations from organizations such as Gen YOUth Foundation, Centennial Packbackers, Heritage Elementary PTA, Big Brothers Big Sisters of Central Arizona, Buick Drive for Your Students, and Foothills Sports Medicine & Rehabilitation Arrowhead, Inc. It was then moved by Mr. Bullock to ratify the Donations Report containing donations in support of the District from students, parents, staff and community members. The motion was seconded by Ms. Doane, and carried unanimously.
