UPDATES ON MONSOON 2011 RESPONSE

OVERVIEW

 The map above reveals that members of the Education Cluster has contributed to provide learning access for 84,234 children and adults including 38,071 girls/females by establishing a total number of 1,695 TLCs, provision of education supplies and life skill orientation for 2,117 TLC teachers Sindh.

 Majority of schools occupied by IDPs are being vacated, but in dreadful conditions which need repairing immediately. Schools rehabilitation and reconstruction is the top priority to bring back children to schools, but main obstacle is the funding.  The Education Cluster in close collaboration with the Education Department is currently updating school damages and school used as IDP shelters in 13 affected districts. Number of school used as

shelter has now decreased from 1,799 Oct. to 116 (Sanghar:110, Matiari:6) November 2011

 22 Education projects have been endorsed by Education Cluster amounting USD 21.5 million to be presented for approval by Steering Committee comprising HCT and NDMA.

CRITICAL NEEDS  Undertaking community mobilization for reaching the most vulnerable children and adolescents who have never had attended schooling will provide window opportunity for them to access education, either through TLCs or renovated schools.  Monitoring children and adolescents who have returned to their villages is critical to ensure that they continue their schooling.  Getting back affected children and teachers to school by supporting quick renovation of 6,150 partially damaged schools in Sindh (5,728) and Balochistan (422) is urgently needed to avoid a loss of one academic year  To provide transitional school structures for 3,631 totally damaged schools in Sindh (3,522) and Balochistan (109).

RESPONSE (as of 25 November 2011)

 Number of TLCs established by Education Cluster partners increased from 1,457 to 1,695. A total number of 82,117 children including 37,318 girls have attended learning activities in 1,695 TLCs (UNICEF: 1658: SC: 31, HANDS: 6) in 11 affected districts of Sindh.  Capacity of 2,117 TLC teachers including 753 females is enhanced through session of teacher orientation conducted across 1,695 TLCs in the same districts.  Currently in Sindh 84,234 children and adults including 38,071 girls/females are benefiting from Education response through establishment of TLCs, provision of education supplies, recreational kits, and orientation for teachers.

 As of 25th November 2011 accumulatively a total number of 88,519 children and adults including 39,639 girls/females have accessed to safe learning environment through the establishment of 1,701 TLCs in 11 districts since the response was rolled out in September 2011 in Sindh. The 1,701 TLCs were respectively established by UNICEF (1,658), Save the Children (31) and HANDS (10). The figures above include 86,402 children including 45 % girls and 2,117 teachers (753 females) supported by Cluster members.

 Teaching and learning activities are continued in 40 TLCs established with UNICEF support in fully damaged schools, currently 5,700 children are enrolled in these TLCs in Jaffarabad. Some 21,000 children have been beneficiated from UNICEF supported schools supplies in 352 affected schools of

Jalalabad and Kalat in Balochistan. This response in part of 2010 early recovery

GAPS AND CONSTRAINT

By reporting period only 23% beneficiaries reached in Sindh out of the total target (national) of 388,509, Supports from all stakeholders are urgently needed to fill in the unmet needs in school rehabilitation,

PROVINCE WISE UPDATES ON EDUCATION ERWG ACTIVITIES

BALOCHISTAN

The Education Early Recovery activities in Balochistan covers education services in TLCs, teacher’s and PTCMC training, distribution of school supplies. By the reporting period 138,707 children and adults including 38,714 girls/females have been reached.

Mass awareness campaign was conducted by UNICEF through BSSA, its local implementing partner in collobartion with Education Department in Jaffarabad district. The campaign activities focussed on strong involvement of parents, teachers, religious leaders, healthcare workers, and other influential from the communities. As shown in this picture rallies and walks were conducted during awareness and mobilization of community followed with public announcements through print and electronic media. Effort was also made to encourage parent to enroll their school-age children to school.

Temporary Learning Centers: Currently 166 TLCs (UNICEF: 162, EdLinks: 4 ) are actively managed providing learning opportunities to 15,245 children including 4,447 girls.

Acomulatively 51,984 children including 13,788 girls have benefitted from TLCs provision since the

reponse was rolled out.

Transitional School Structures: Till date 23 schools have been provided with TSS (UNICEF: 2, IDO: 15, TF: 6) attended by 1,805 children. Other 22 school sites have been selected by UNICEF in consultation with the Education Department. 123 schools are still needed to provide with TSS in severely affected districts of Jafarabad and Naseerabad).

School Rehabilitation:

EdLinks has planned to renovate 115 secondary (Middle & High) schools in district Naseerabad and Jafarabad. Meanwhile 315 primary schools in Jafarabad (216) and Naseerabad (99) still need critical support for renovation. So far 302 schools have been /repaired in Sibi, Jafarabad, Loralai, Jhal Magsi, Bolan and Barkhan districts entertaining 26,010 children including 7,213 girls.

Life skill for Teachers: In the reporting period 161 teachers have been trained on DRR, Child Rights and Polio awareness in Tehsil Jhat Pat, district Jafarabad with UNICEF support. With this now 1,760 teachers(428 female ) of TLCs and Government schools have been imparted with trainings by UNICEF, Save the Children, Innovative Development Organization (IDO) and Taraqee Foundation.

INEE workshop: 2nd INEE workshop for Education officials and local organizations completed on 3rd November 2011 in Jaffarabad. 35 participants attended the workshop including 6 females. In total 23 female and 40 male have been trained on INEE minimum standards of r Education in Emergencies in Balochistan.

PUNJAB

By reporting period 470,142 beneficiaries (boys/males: 273,644, girls/females: 196,498) have been reached by Education intervetion under 2010 flood reponse .

Temporary Learning Centres:

Currently 681 TLCs are being managed in Punjab benefitting 116,376 children (50,163 girls ). Accumulatively 758 TLCs were established since the education response started in Punjab accessed by 128,620 (54,689 girls) children in Muzaffargarh, Rajanpur, D.G. Khan and Rahim Yar Khan, Mianwali, Bhakkar, Layyah and Multan districts. 16,997 preschool children also made use of the establishment of TLCs to gain related ECE activities in 236 ECE centers.

Temporary School Structures:

During the reporting period 20 aditional TSS established by UNICEF in Muzaffargarh

and Rajanpur districts. A total of 75 TSS/TLS are now established against the total needs of 292 in fully damaged schools. Provision of TSS has benefitted 12,594 including 6,391 girls and 48 TSS setup by UNICEF in GMMS Dona Karim Nagar 49/NP, females. Rahim Yar khan. Punjab

Life skills for Teachers:

In the reporting period 211 teachers were trained by Plan International and Save the Children on DRR, INEE Minimum Standards, Child Safety, Interactive Teaching and Learning Methodologies and Psychosocial Support in Rajanpur, Muzaffargarh and Layyah districts. So far 4,300 teachers from 1,230 schools including 1,959 female teachers have benefitted from related life skill activity in Punjab.

School Renovation:

Plan International reported to repair 94 additional schools in Rajanpur, Muzaffargarh and Layyah districts. With this total number of school renovated has reached to 1,468 schools benefitting 249,867 children (102,234 girls) in Muzaffargarh, Rajanpur, Layyah, D.G. Khan, Rahimyar Khan and Multan districts. In addition, Qatar Charity has started it rehabilitation work in 7 flood affected schools in DG Khan.

SINDH

Most of the Education ERWG members are planning to phase out after Dec 31, 2011 and a majority of the projects will be completed. There still is a huge gap in provision of transitional school structures and no additional funding has been received during the reporting period.

One Provincial Education Early Recovery Working Group meeting was held on 03 November 2011, while three other districts level meeting were held in Dadu, Kamber and Shikarpur. Some 473,605 beneficiaries including 165,255 girls/females have been reached in Sindh.

TLCs Established: Currently 100 TLCs with UNICEF support are functioning with enrolment of 5,167 children including 1,731 girls. Accumulatively more than 170,000 children including 45 % girls have regularly attended established 3,000 TLCS since the ER response was undertaken in 2010.

So far repair work has been completed in 1,089 schools while

Transitional School Structure (TSS) Established:

Additional 23 schools have been provided with TSS/TLS bringing to a total number of 267 schools provided with TSS in 7 severely affected districts.

Life skill for Teachers: No additional teacher training is reported. A total number of 8,169 teachers including 1,931 females have been trained on various areas including psychosocial support and DRR.

Khyber Pakhtunkhwa/FATA

2010 Flood Response

Education flood response has reached 158,576 including 64,948 girls/females through various activities including setting up TLCs, school rehabilitation, teachers and PTC member’s training and provision of educational supplies.  Some 14, 420 children including 5,768 girls belonged to 93 schools are currently studying in tents and rented building with UNICEF support. 70 schools under tents are reopened in Shangla and Swat whereas 23 other schools are currently conducting learning activities in rented building.  Accumulatively 199 TLCs were established by partners (UNICEF: 93, SC: 10, URDO: 50, PRDSL: 20, NIDA: 10, Read Foundation: 16). These TLCs have been attended by 26,472 including 11,983 girls. Similarly 123,627 children (5-12 years) have been assorted with school supplies supported by UNICEF.  Some 63 schools (IRC: 20, UNESCO: 29, Hujra: 4, PRDS: 10) are reportedly renovated by partners under flood response 2011 benefitting 1,5019 children.  NRC will be set up learning centre under its Accelerated Learning Program (ALP) in Nowshera and Charsadda that will benefit approximately 1,500 children aged between 9 to 15 years affected from conflict and disaster.

Education Response to Conflict in KP and FATA

Camp schooling in Jalozai camp

In Jalozai IDP camp currently 19 schools supported by UNICEF (13) and IRC (6) are supporting learning activities of 4,642 children originating from Bajuar and Mohmand agencies. Camp schools/TLC established: A total of 473 students (150 girls and 323 boys) are enrolled in “New Durrani camp” school taught by 5

male teachers deputed by the Agency Education Department. November 2011

Education response in FATA area of return

UNICEF supported Welcome to School Initiative in the area of return in 5 agencies i.e. F R Peshawar, South Waziristan, Orakzai, Bajour, Mohmand. This initiative is aimed to welcome affected children due to conflict to return to school in FATA. Activities of this initiative include teacher training, re-activation and capacity building of Talimi Islahi Jirga (TIJ), community mobilization, and school improvement plans (SIP) and provision of supplies to schools in conflict affected areas. School supplies have been distributed to 42,632 students. 600 teachers have been trained at the same time.
