8 CHAIRMAN REPORT

The year has been a challenge for our team, particularly our staff and the wider Harbour Basketball community with many tournaments, games and practices cancelled or postponed. Through the Covid-19 crisis, I have been impressed and humbled by the resilience of the Harbour whanau.

With a significant decrease in revenue and uncertainty about our operations and programme delivery we were fortunate to be able to access the wage subsidy and I am most proud that we managed to keep all our staff employed throughout the crisis.

John and the team worked tirelessly to ensure there was communication with staff, teams and the Harbour community to get us through the crisis. Through these challenges the team remained just that, a team and worked through not being able to come into the office and communicating with teams through email and social media channels.

It is not just the staff and players who have shown resilience. The strength of the wider Harbour community came to the fore with support in terms of encouragement but also through the fees that so many of you allowed us to retain to enable us to be in a strong position to deliver on the programmes we have missed in the current year. It was humbling to see the support provided by our community and shows we are in a true partnership – thank you.

I would also like to acknowledge the strong board and leadership that steered us through this crisis. We met as a board fortnightly as we navigated our way through the twists and turns the virus dealt us. I would like to acknowledge the board members who have given up their time and energy to make sure we carry on the strong Harbour legacy.

It is with some sadness that we say farewell to Jane Finlayson who has been an integral part of our board and was deputy Chairperson. Jane leaves a legacy of championing the women’s game and is responsible in many ways for the leadership position we have taken with a Women’s development officer role, the BBNZ Girls Got Game initiative and participation of the Breeze in the women’s NBL. Jane will be missed on the board but her thinking and approach to resolving issues will continue to form a key part of the board operation. We wish Jane all the best for the future.

Finally, we end the year in a strong financial position with much work to still be done. We are all looking forward to a break and Christmas to spend time with family and allow us to recharge the batteries to launch into a new basketball season next year. We are passionate about delivering for our community and are greatly looking forward to 2021.

CEO REPORT

2020 has been one of the most challenging years in the history of Harbour Basketball on multiple fronts. I am extremely happy that we are able to meet in person tonight to talk about the year in depth and to celebrate a new life member for Harbour Basketball.

Financial: Our year was looking extremely encouraging until we had to cease competitions prior to the lockdown in March. The original Breeze season was cancelled and our representative season for the 19U, 17U and 15U age groups was effectively shut down. We were then able to have a brief window of activity after the first lockdown. The second lockdown for sports brought our Secondary School competitions to a halt and deferred the start of the second semester primary and intermediate school leagues. We started our 13U representative season much later than normal.

For our financial year overall revenue declined by 25 percent while expenses declined by 30 percent. Looking at the individual sources of income, our core revenue of competition entry fees declined by 45 percent. Tournament income was down by just under 90 percent. Development revenue (academies; holiday camps; in-schools coaching) declined by 52 percent.

We were able to claim wage subsidies throughout the financial year. We also received support through two Resilience Fund payments from Sport NZ. These payments materially cushioned the financial impact of the shutdown. Our staff reduced their pay to 80 percent for the months of April, May and June.

Four other factors enabled us to weather the storm of 2020. We had one less full time staff member; we initiated incremental revenue through the implementation of a Glory League charge for all participants; and we did not materially subsidise the Breeze campaign or the trip to the States in July.

For the year Harbour Basketball generated a surplus of $103,041 after depreciation and exceptional items (compared to a surplus of $15,461 for the 2018/19 financial year). Our reserves at the end of September sat at just under $280,000. This is an all-time high as we face an extremely uncertain 2021.

Competitions: Competition numbers prior to the lockdown were extremely encouraging, with primary school entries being up by over 20 percent. In spite of the unprecedented disruptions to the year, entries for both primary and intermediate competitions reached an all-time high. Unfortunately we could not deliver a complete module for either semester. The schools that enter our competitions were extremely supportive as we worked through the uncertainty.

We delivered seven secondary school games (versus twelve in a normal year) until the second effective shutdown in Auckland. This was a frustrating end for a number of our secondary school teams but was sadly unavoidable.

Our referee program continues to go from strength to strength. Campbell Marsters has finessed our existing programme over the year as he has dealt with multiple logistical challenges.

10 Representative Teams: 2020 was an extremely disrupted year for all of our representative teams. The U23 and 19U Nationals were cancelled (as was the Secondary School Nationals). The 17U and 15U Nationals were moved out July to Labour Weekend in October. This was particularly disappointing for us as our two U19 National title winning teams from 2019 did not have a chance to defend their titles.

Our junior representative program (elite and development combined) has stabilised in number at 45 teams, comprising 33 boys teams and 12 girls teams. This is by far the largest program in New Zealand. Thank you again to Sue for her efforts with our program in 2020. This year has been particularly challenging as we juggled resumption of a representative programme on numerous occasions.

In 2021 we will become a participating member of Basketball Pacific. Most of our older rep teams will travel to Tauranga over Easter next year. The Supercity competition for 2021 has been agreed between the seven associations in the Northern Zone and will involve more games played over individual weekends.

Harbour Breeze and Zephyr 2020:

The 2020 Women’s NBL and D-League was cancelled earlier this year. We had four contracted players and were looking forward to an exciting season with Penina Davidson and Ashleigh Karaitiana leading the team.

We are currently participating in a shortened 18in18 season at Bruce Pulman Stadium. The Breeze have started the tournament well by defeating the Capital Swish 88-65 and the Otago Gold Rush 58-47.

Basketball Pathways:

Four teams travelled to Melbourne in January to compete in the Eltham-Dandenong tournament. We were fortunate to complete the tour as it was becoming apparent that the coronavirus was starting to spread across the globe. Matt Lacey did a remarkable job with the organisation of the tour which is an integral part of our development programme. Unfortunately we will not be sending teams to compete in 2021 due to restrictions on travel to Melbourne.

We were not able to send our U19 team to the States in July this year. We hope to be able to resume this tour; potentially later in 2021.

The Trans Pacific Basketball Alliance (“TPBA”) with four Australian clubs and Tauranga City continues to gain traction. The six clubs combined have membership of over 40,000 with an additional 100,000 supporters. This has enormous potential with respect to player interaction and the exchange of best practice ideas. It also opens the possibility of Trans-Tasman sponsorship being generated.

New Zealand Representatives:

2019 was an exceptional year for Harbour Basketball with respect to New Zealand representation for our top current and former athletes. 2020 has seen very little opportunity for our athletes to compete for New Zealand, however we did have ten current Harbour representatives play in the Tall Ferns Showcase earlier this year during the men’s NBL competition.

Over the last two years 23 current or former Harbour Basketball athletes were selected for New Zealand representative or select teams. These athletes are detailed later in our annual report. We also had five coaches help with New Zealand senior or age group teams, including Junior Tall Ferns head coach Jody Cameron and Board member Justine Reed.

11 NCAA Athletes: The number of Harbour alumni playing college basketball in the United States continues to grow. In 2020 we will have 14 former Harbour Basketball athletes on full ride NCAA Division I or Division II and NAIA scholarships. In addition to this we have several more athletes attending Junior Colleges. We expect the total number of Harbour student athletes playing basketball in the States while completing a tertiary education to continue to grow as we proactively facilitate this pathway.

Staff and Board Members: We are extremely grateful to the Board members who have made their time available to serve Harbour Basketball. The efforts of Blair Johnson as chair, Jane Finlayson, Justine Reed, Jeff Olsen and Manu Fotu have facilitated the performance of my job. Their continued support of me throughout 2020 has been remarkable, and we are fortunate to have this remarkable team guiding our governance. We say goodbye to Jane Finlayson after nearly four years on the Board and will miss her insightful thought and clear perspective on the things that make us a leader in our field.

We continue to have the best group of staff at any basketball Regional Sporting Organisation. To Moira, Sue, Jody, Kaea, Andrew, Vince, Campbell and Tessa I wish to convey my enormous gratitude for the professional job that you all perform. We say goodbye to Kaea next month as he heads up to his whanau in Northland after being with us for two years. Kaea has done a great job driving our in-schools coaching programme.

We continue to be very proud of the remarkable community that Harbour Basketball has built up since its incorporation in 1972. None of what we have achieved to date could have been possible without the remarkable support of our members. With their unwavering support Harbour Basketball has become New Zealand’s leading basketball association. This support has never been more important than in 2020 and has enabled us to survive a tumultuous year. We have ambitious goals for the future.
