SENSITIVE
MEMORANDUM FOR THE PRESIDENT
THROUGH: DONALD RUMSFELD
FROM: WILLIAM N. W ALKEJ..Ll_
SUBJECT: Ambassadorial Status Report
There are a total of 123 Ambassadors with Embassies, i.e. country ambassadorial posts. Algeria is, of course, reflected in this report pursuant to our recent resumption of relations with that country. Although the U.S. does not have formal diplomatic ties with the Peoples Republic of China (PRC), and therefore no resident ambassador, the U.S. Liaison Office in Peking is listed but not computed in this report. A currently uneasy state of relations with Sudan prompted the recall of our Ambassador, William D. Brewer; however, this is not recorded as a vacancy since there has been no formal diplomatic break.
At the moment, 7 of these 123 posts are not now occupied by an Ambassador. In three (3) of these 7 cases, a candidate has been announced but not yet confirmed by the Senate (Tab C); and in 2 other cases, candidates have been approved but agrement remains outstanding (Tab D). The remaining 2 posts will remain vacant for an indefinite period (Tab F). Therefore, no actual vacancies exist at this time.
There are also a total of 24 Ambassadors without Embassies, i.e. special ambassadorial assignments. Currently, there are no vacancies (Tab 0),
• -2-
The following chart reflects the vacancy percentages and indicates the nmnber of career and non-career candidates:

VI. No Candidates In Clearance For Vacant 0 (0. Oo/o) Posts, i.e. ACTUAL VACANCIES (Tab G)
There are ll6 Ambassadors currently at post (Tab H). Four (4) candidates have been announced but not yet confirmed for non-vacant posts. Five other candidates are in clearance and their nominations will be announced at the same time as the incumbent's resignation or reassignment (Tabs J and K). In 17 other cases there is the potential for change because the incmnbent's tenure at post is sufficient to establish eligibility for reassignment or ·• retirement (Tab L). The following chart outlines the status of ambassadorial posts which are not currently vacant:
