3 Cllr Joyce Duffin – Portfolio Holder for Housing and Environment Presentation on plans for mixed plastics recycling

Cllr Duffin and Verity Palk (Cornwall Council) explained how the pilot scheme for collecting additional plastic containers

(plastic pots, tubs and trays) for recycling would work. The Parishes that would have some of their properties covered in the initial scheme are:

Budock, Constantine, Falmouth, Mabe, , Mylor, Penryn, , St Gluvias

It was noted that due to the collection routes and

fortnightly collection cycle, that only half of the properties in these parishes would be covered by the trial.

th The collection scheme will begin week Commencing 30 November, with an information leaflet being delivered to each household included in the trial from the 5th October.

Questions from the Panel

Q: Which bags will be used to collect the plastics?

A: It’s the bag that is normally used for holding plastic

bottles and cans.

Q: Can the processing machine for recycling distinguish between black and brown plastic containers?

A: Yes. We cannot collect black plastic containers.

Q: Any plans for recycling tetra packs?

A: Not at present but possibly in the future.

Q: Why select this area?

A: The Pool recycling facility can be isolated to just accept

the recycling from these areas, and therefore the material can be sorted and assessed as part of the trial. In the East of the County there used to be a different collection service and this meant that some people were already placing these pots, tubs and trays into their single use sacks, which would affect the results of the trial. The appropriate number of households are in this trial and the round takes place from one single depot.

Q: Can householders collect additional sacks from the One Stop Shops?

A: Additional recycling bags, if required, will be delivered by Cory on mass to householders who have requested them, rather than using the One Stop Shops, as they could be overwhelmed with requests. The scheme area includes 46,000 households.

Q:Does it include the recycling collection points (Household Waste Recycling Centres or Recycling Banks)?

A: No this trial is only on the kerb side collection not the recycling points

People will be able to use the on line post code look up from 5th October to check if their house is within the scheme.

4 Treluswell Roundabout scheme

The scheme is scheduled to start construction early 2016 with a 12 month construction period.

Questions from the Panel members

Q: Will work be carried out after rush hour periods?

A: There are no plans to shut the main A39 whilst construction takes place. As and when required, the noisy work will take place before 11pm.

Q: Are there plans to trim back vegetation in the small lanes if diversions are required?

A: No. We have no plans for trimming hedges and diverting traffic. We will try to keep traffic on main roads.

Q: Could scheme be increased to have roads peeling off before the bridge on A39?

A: There is no option for this within the parameters of the current scheme.

Q: Will this scheme improve the backlog of traffic from and . Cllr Williams not convinced that the scheme will achieve this.

A: The scheme will not relieve all the traffic congestion but will help to increase traffic flow through this already very busy junction.

Q: A slip road from the Helston side of the roundabout allowing traffic to turn on to the A393 would help.

A: there are no current plans to incorporate this. Tim Wood to raise Cllr Williams concerns at Cornwall Council.

Q: How many lanes meet the new roundabout from Ponsanooth?

A: 2 lanes but only at roundabout.

Q: This is a flaw in the scheme because traffic will build up at this point.

Q: Penvale Villas. Traffic lights originally suggested to allow residents a much safer entry onto the A39 which would

4 have helped, now with no lights the entrance is now impossible to use and with more housing the road is busier.

Neither of the suggestions help the access.

A: Unfortunately these concerns are not able to be addressed through this scheme. It is not a simple problem to solve. It would require land purchase and budget.

Q: Solutions have been proposed but they are always said to be too expensive. We are being totally ignored by everyone MP’s, Cornwall Council, Cornwall Councillor Portfolio Holder. There is no infrastructure to support us.

Cllr Saunby: This scheme is very similar to union corner. At the moment the evidence suggests that this new scheme is working well.

Q: Have to agree with the homeowners was this £2m scheme consulted upon by residents? Because this scheme exacerbates the problem.

A: The Garage owners and residents at Sunnydale consulted but not Penvale residents as they did not fall within the boundary of the scheme.

Q: What about green area shown on the plan? Could this be used as a lay by for deliveries to Penvale?

Cllr Peter Williams has been working on behalf of residents and not happy about abandoning the residents.

A: Not considered within the scheme as proposed.

Q: How has the scheme been funded? Cornwall Council or Highways? What happens if the scheme does not go ahead?

A: Central government funded, if the scheme is not done then money disappears.

Q: How will grass areas and roundabout be maintained?

A: Possible sponsorship of roundabout. Grass areas to be included in normal Cornwall Council maintenance arrangements.

Q: Can any solution to Penvale Villas be looked at whilst scheme is ongoing.

A: Meeting with Cllr Biscoe whilst planning of scheme is taking place.

5 The Universities of Falmouth and Exeter

Professor Dave Hosken and Dr Robin Kirby gave presentations about future plans for the University of

Exeter and Falmouth University at their Penryn and Falmouth campuses, and the wider contribution the Universities make to Falmouth, Penryn and Cornwall as a whole.

Questions from Panel members

Q: When the idea of the Penryn Campus was first

developed a total of 10,000 students was suggested up until 2020 but what happens after 2020? Will student numbers continue to increase?

A: Potential 10,000 students was identified for the Falmouth & Penryn campuses in total. After 2020 it is

difficult to plan for, due to the limit of physical space. At present there are no projections beyond 2020.

Q: With expansion how many bed spaces are required in Falmouth?

A: The universities are looking at where students will live. We know that there has to be enough space in the

community and wish to work with our local communities to ensure that growth and development is sustainable.

On campus accommodation remains very popular and both Institutions guarantee University owned, managed or approved accommodation for all first year Undergraduate

students. We would like to explore purpose built accommodation as we are very aware of the need for accommodation.

We would like to explore how we spread the benefits of the student spend in other communities besides just Falmouth

and Penryn. We would welcome continued discussions with

6 the Panel to achieve this.

Q: Penryn/Falmouth has absorbed the student population in the 12 years that the Universities have been expanding but in only 5 more years there is likely to be a significant % increase in Falmouth University’s numbers which will have to be accommodated in a much shorter time period.

A: We recognise that any growth has to be sensitively considered and ideally spread more geographically and suitable accommodation developed.

Q: Does the current planning permission limit student numbers? And isn’t there a condition that planning permission is only given on the basis that student accommodation is provided?

A: This is true and to achieve this, spreading the burden of housing must be done responsibly.

Q: The town of Falmouth is currently undertaking a Neighbourhood Plan which provides a good opportunity to provide student housing responsibly. Please engage with the NP process to plan for future.

A: We really want to engage with this process and welcome the opportunity to do so.
