ABSTRACT The Regional Unit for Social and Human Sciences in Asia and the Pacific (RUSHAP) is entrusted with the tasks of coordinating, planning, and executing UNESCO's program for the development of social and human sciencs in Asia and the Pacific. The activities conducted by RUSHAP during 1984 and 1985 are reported in -his document. The activities conducted under various major programs; the organization's participation in meetings, seminars, and workshops; and missions made to member states in the region are documented. UNESCO established a post of the Regional Adviser for Social Sciences in September 1974 at its Regional Office for Science and Technology for South East Asia (ROSTSEA), Jakarta. The first in- cumbentstarted functioningfrom there at thebeginning of January 1975. His office was transferred to Bangkok in February 1977, as a Regional Unit for Social Sciences in Asia and Oceania, forming an integral part of the then UNESCO Regional Office for Education in Asia and Oceania (ROEA0). Through a later decision of the General Conference, the word 'Oceania' was replaced by 'Pacific' bothfor the Unit and the Regional Office. With the inaugural of the Second Medium-Term Plan in 1984, the Sector for SocialSciences was renamed as Sector for Social and Human Sciences; consequently, the Unit's name was also changed ti reflect the expansion of its activities covering both Social and Human Sciences. The Unit is now named as D'ogional Unit for So- cial and Human Sciences in Asia and the Pacific (RUSHSAP).

RUSHSAP's current staff includes a Regional Adviser (RASHSA2), and an Assistant Programme Specialist. There is a provision of two Associate Experts for the Unit, but at pr:sent, there is only one Associate Expert attached to the Unit.

Originally started as a wing of the Division for the Inter- national Development of Social Sciences, this Unit hus now been given the responsibility of co-ordinating and implementingac- tivitiesof the entire Sector that are planned for this region. It now functions under the direct supervisionof the Assistant Director-General for Social and Human Sciences. The Unit has en- deavoured to develop inter-sectoral linkages by participating in the organization of their activiticl. In particular, it works very closely with the Division for Ecological Sciences in the Science Sector, assisting it in the promotion of social science input in MAB. Collaborative arrangements have been forgedwith theRegional Office for Education in Asia and the Pacific, and the Regional Offices for Science and Technology (Jakarta, and New Delhi). It alsoassists the UNESCOOffice for the Pacific States, based in Apia, Western Samoa.

RUSHSAP is entrusted with the following tasks:

(i) Co-ordinate and execute UNESCO's programme for the development of social and human sciences in Asia and Pacific;

(it) Help in planning UNESCO's medium term programme for the development of social and human sciences in the rrgion; RUSIVAP activities 1984-85

(iii) Maintain close working relationships withother United Nations agencies, in particularwith Resident Representatives of the UnitedNations Development Programme, with Economic andSocial Commission l'or Asia and the Pacific (ESCAP),and with U.N. institutes;

(iv) Act as social science adviser to other regional offices especially in regard toprogrammes in science policy, environmental studies, and educational programmes with special referenceto integrated rural development;

(v) Contribute actively to the planning andcarrying out of the activities of the Sector in Asiaand the Pacific and take appropriate stepsto stimulate and facilitate the effectivepartici- pation of all Member States concernedtherein;

(vi) Promote social science contribution to theMan and the BioLphere programme (MAB);

(vii) Develop documentation services;

(viii) Carry out such other functions in thefield of social and human sciencesas may be assigned b: the Assistant Director-General for Socialand Human Sciences.

The activities of the officecover the following countries:

Afghanistan; Australia; Bangladesh; Burma,Bhutan; People's Republic of China; Democratic Kampuchea; Democratic People's Republic of Korea; India; Indonesia; Iran; Japan; Lao People's Democratic Republic; Malaysia; Maldives; Monlolia;Nepal; New Zealand; PaHstan; Papua New Guinea;Philippines; Republic of Korea; Socialist Republic of VietNam; Sri Lanka; Thailand; Tonga; Turkey;Union of Soviet Socialist Republics; and WesternSamoa.

1. VISITORS

A total of 197 visitors were received at theUnit during 1984-85. These included important officials of thevarious na- tional commissions, including those from Denmark, France, and FederalRepublicofGermany; ministersordeputy ministers; senior U.N. officials; leading social scientists; and research scholars. The newly appointed ADG of the Sector,Dr J. LabEstida Martin del Campo also came to inspect the office.

During the period under report, e total of 20 missions were undertakenby the staffofthis office. The missions were undertaken:

to organize and attend UNESCOmeetings

to represent UNESCO at meetingsof other international or national agencies

to have discussion with researchersinvolved in UNESCO projects and publications.

National Potential in Asia and the Pacific (para 06415)

In 1974-1975 UNESCO initiated national surveys on the status of Social Sciences that covered 24 countries of the Region. The results of the survey were later published in a book form under the title Social Sciences in Asia and the Pacific.

During 1984-1985, it was decided to extend the exercise to cover those countries not earlier included. Contracts for the preparation of country reports on social science teaching and research were established in the following countries: Lao People's Democratic Republic, Maldives, USSR. Turkey, and Tonga.

The Unit attempted to synthesise the findings of different country reports with a view to developing a regional profile of the social sciences.

AASSREC

The Association of Asian Social Science Research Councils (AASSREC), which had completeda decade of its existence in 1985, has received continuous support from UNESCO. RUSHSAP worked closely with the Association and in 1984-85 provided technical and academic as well as financial assistance for the organization of the Executive Council Meeting (1984, Bangkok) and for the 6th General Conference (1985, Bali, Indonesia).

The Executive Council 1,/eting was held at the UNESCO office in BaAgkok from to 7 September 1984. RUSHSEP staff attended the meeting on special invitation. The meeting reviewed and appraised the

past programmes and activities and plannednew programmes for 1985. It approved publication plan for 1985 and discussed the organizational matters such as associate membership, amendments in the constitution, expansion of membership, etc. In addition, the meeting approved the final version of the Report on the proceedings of the 5th Conference for publication. It also decided about the pro- gramme and schedule and other preparatory work for the 6th Conference.

The Sixth Conference of the Association of Asian Social Science Research Councilswas held in September 1985, at Bali, Indonesia. The Conference was attended by 11 of the 12 member councils, and observers from the academies or councils of China, Democratic People's Republic of Korea, Japan, Malaysia, and the Pacific Social Science Association. UNESCO was represented by the ADG of the SHS Sector, and the Regional Adviser. The Rector of the U.N. University, Professor Soejatmoko came to deliver the Keynote Address. The Conference convened two symposiaon (i)Social Sciences end the Government,and (ii) Ybuthand Society :Viewpoints on Future. It also held a special session to discuss the prospects of

establishing a Regional Network of Social Science Information and Documentation Centres. Prior to the Conference, several member councils organized national level seminars on the two symposia themes. The Conference decided to hold its next session in Seoul, Republic of Korea, in August 1987.

B) Project on Food Self-Sufficiency

A researcher from the Indian Institute ofManagement prepared a report containing (i) a bibliographical survey and review of existingliterature in social and human sciences on socio-economic aspects of problem of hunger and food self-sufficiency; and (ii) a feasibility study for a regional project in the area of food and hunger.

With the endorsement of AASSREC Executive Council, the offer from the Republic of Korea to host a Regional Training Course in Social Science Methodology was accepted. The training course was organized from 22 April to 3 May 1985 in Seoul, in collaboration with the Korean Social Science Research Council, and the National Commission of the Republic of Korea. 22 trainees from nine countries in the region participated; the course was given by six facultymembers, including the Regional Adviser. This training course focussed on quantitative methodologyand the application of computers to social science data processing and analysis.

Unit 3 Asia and the Pacific Pilot Project (pare 06439)

As part of the Experimental Project for the pro- duction of indigenous teaching material to be set up in co-operation withregional organizations, support was given to the Institute of Pacific studies of tha University of South Pacific.Three textbooks have been published with UNESCO's financial assistance :the first volume of the series, titled Kiribati : A ChangingAtoll Culture deals with the cultural profile of a Pacific Island, the second volume examines the political structures of the Pacific Island countries in the process of decolonization (title :Decentralization in the South Pacific); the third volume provides an account of the Pacific Island Economies. These constitute part of the "UNESCO Sponsored Series on the Social Sciences in the Pacific".

Mit 4 Asia and the Pacific FeasibilityStudy (pare 06441)

With endorsement by AASSRECat its Executive Committee Meeting in September 1984,a contract was made with a consultant, Dr Ursula Picache, former Dean of the Instituteof Library Science, University of the Philippines, forcarrying out a feasibility study on the establistuentof a Regional Network of SocialScience Information and Documentation Centres. The study provides information on the situation andfacilities already existing in the field of socialscience information and documentation ina number of countries of the region and suggests ways of settingup links for information exchange.

In September 1985, a specialsession of tte 6th General Ccnference of AASSRECwas devoted to examine the findings of the studyand discuss the feasibility of the network. The study vial later sent to all the National Commissionsof the region and to the members of AASSRECin order to get their views and commentson the establishment of the network, preparatory to the formallaunching of the Network in 1986.

Due to limited amount of funds availablefor this activity, and also in orderto avoid duplication of work, inquiriesweie made about the existing directories 'nthe region.

After careful exawfnation of theavailable documentation, a questionnairewas devised by RUSHSAP and canvassed through thenational focal points and/or the UNESCO nationalCommissions of the region. Responses from 15 countrieswere

received. These have been analysed and the manuscripts prepared for their publication in 1986.

b) Preparation of teaching materials on fibmees Studies

As a follow-up to the New Delhi Meeting of Experts on Women's Studies and 3ocial Sciences, a project for the preparation of teaching materials was launched in 1984. As a first step an "Issue paper" was prepared and sent to several interested institutions and scholars to seek their opinions and ideas regarding the work to b_ carried out.

Taking into consideration all the res?onses, guidelines for the preparation of teaching materials were prepared.

In 1984, the project was commissioned to two countries, namely India and Thailand, and in 1985 three more, namely Japan, the Philippines and Turkey were involved in the project.

All the contractors have completed their assignments. They are now being encouraged to find publishers in their own countries so that the materials produced by them can be used in teaching at the college level.

Co-operation between developLv countries, and socio- cultural factors conducive to regional and sub-regional integration (para 08125)

In order to evaluate the extent to which regional co-operation has taken place and the factors that have supported or retarded its promotion, a Regional Norkshop on Intellectual Co-operation between Developing Countries in Asia was organized in November 1984 in Bangkok, in collaboration with the Chulalongkorn University's Social Research Institute (CUSRI). The meeting was attended by re- presentatives from 16 institutes/organizations/

funding agencies, including ADIPA/APDC,IDE, RIHED, AMIC, IDRC, SEAMEO, UNICEF and ESCAP.

The purpose of the meetingwas to examine the existing modalities of exchange ofexpertise and training of skills, and to evaluatetheir con- tribution to the task of regional andsub-regional integration. In the light of sucha review, it was possible to identify problems andgaps and to develop suggestions and recommendationsfor a strategy aiming at strengthening intra-regional co-operation and integration. The idea of setting up a regional network of organizations and institutions engaged in thearea of social, cultural and economic developmentwas discussed. In particular, the meeting emphasized theneed for co-operation and collaboration among theagencies and institutions in thearea of social science information and documentation.

The final report on the meeting has beenpublished.

Sub-Programme VIII.1.2 : Development, Population, Environment and Technological Progress Para 08135

Development, population and the brain drain

I. The findings of a research project launchedin 1982 on the migration to the Middle East from four Asian countries -- viz, India, Pakistan, SriLanka, and Thailand -- were edited and sent to theirrespective authors for their finalization. The editing was je'ntly done by RUSHSAP staff andan ILO staff member; besides editing, thisgroup also wrote introductory lnd concluding chapters. The manuscript titled Middle East Interlude: Asian Nbrkers Abroad was sent to thePress for its eventual publication in early 1986.

2. In order to examine the phenomenon of migrationof professionals, particularly involvingyoung highly qualified personnel -- researcheson brain drain were commissioned to scholars in India, Sri Lanka, and the Philippines. The researchers were invi.ted to carry out the country studies followingthe guidelines provided by RUSHSAP.

The reports from the countriesare expected in early 1986, when they will be edited fora possible publication.

Chit 1National Training Course in Development Planning in Nepal and Fiji (para 08161)

Two training seminars on Development Planning were organized in Nepal and in Fiji. The courses focussed on concept and methods of planning with particular reference to emerging concerns in the area of development.

In Nepal, the course was organized by the Nepal Social Science Research Council in close colla- boration with RUSHSAP. The two-week workshop took place in Kathmandu from 9 to 21 September 1984 and was attended by about 25 participants. The training seminar in Fiji was organized by the Institute of Social and Administrative Studies, the University of the South Pacific, in Suva from 22 July to 2 August 1985. The seminar was attended by 14 participants and several observers from Fiji, Tonga, Cook Islands, Marshall Islands and Vanuatu.

Unit 2 Promotion of Snb-regional POpulation Training of Trainers (Para 08163)

Four state-of-the art papers on training in population communication were prepared under contract in 1984 for Indonesia, Malaysia, the Philippines and Thailand. These provided the background documentation for a sub-regional meeting on Training of Population Field Staff Trainers, organized under contract by the Asian Institute for Broadcasting Dlvelopment in Kuala Lumpur from 26 to 30 August 1965;it was attended by 23 participants from six countries, namely India, Indonesia, Malaysia, Philippines, Thailand, and Socialist Republic of Viet Nam. The meeting discussed the ways and means to strengthen communication component in training of trainers in the field of population.

As a follow-up, another seminar on the same topic was organized by AIBD in Kuala Lumpur in December 1985.

In order to mark the International Youth Yecr, financial assistance was given to regional and national associations for promoting intellectual discussion and developing activities in the field of youth.

A Symposium on "Youth eld Society : Viewpoints on Future" was held during the eth General Conference of the Association of Asian Social Science Research Councils (AASSREC) in September 1985. Member Councils of AASSREC were requested toconvene national level seminars and report on them during the symposium. In co-operation with the AASSREC Secretariat, the guidelines for the seminars were prepared and diffused. Financial support was given to the Nepal Social Science Research Council, the National Research Council of Thailandand the Social Science Research Council of Bangladesh to help them organize the national seminais. Financial assistance was also give:, to the Yc 1th International Centre, in New Delhi, to facilitate the organization of a Regional Conference on Development and Peace.

In 1983 RUSHSAP organi:;ed a Regional Sewinaron the Elaboration and Promotion of Indicators in the Analysis and Planning of Youth Programmes. As a follow-up of that exercise rational profileson youth were commissioned in a number of countries making use of the set of indicators developed at the seminar. During the biennium under report, P. was decided to update, edit and publish two of such monographs; namely, Youth Profiles of Thailand and India.

RUSHSAP also assisted SES Division in carrying out a regional review of researches on Youth and Unemployment. This review was also presented by the contractor at the special symposiumon Youth organized in conjunction with the 6th General Conference of AASSREC.

The Regional Adviser represented UNESCO at two international gatherings held in the region as part of the celebration of the International Year of Youth. One of these was held in Auroville (India), and the other in Beijing (People's Republic of China).

Analysis of international relations in their political, social and cultural dimensions and development of the study and Teaching of Public International Law

Preparatory to the Regional Consultation Meeting on Teaching and Research in International Law, country reports on the status of the discipline were com- missioned in nine countries of the region, namely Australia, India, Indonesia, Japan, Pakistan, Philippines, Republic of Korea, Sri Lanka and Thailand.

A regional expert meeting was held in Seoul in collaboration with Korean National Commission for UNESCO and the Korean Association of International Law from October 10 through 13, 1984.

The report of the meeting has been published.The publication also contains the national status reports, and forms part of the RUSHSAP Series di Occasional Monographs. This publication was accepted by the UNESCO Press in Paris for its worldwide sale.

Out-of-school educa:ion and adult education. Contribution to the regional consultation inAsia and the Pacific

A Regional Seminar on Education for Peace, Dis- armament and Human Rights through Adult Education and Non-fermal Education was organized by the Federation of World Teachers' Unions (FISE) under contract with UNESCO, from 3 through 7 December 1984, in Colombo, Sri Lanka.

The Regional Unit for Social and Human Sciences assisted the Education Sector in the organization of the meeting and provided travel supportfor four participants from the region. As a follow-up of the above seminar, support was given for the preparation of teaching materialson human rights in Thailand. The materials, consisting ofa set of cartoons, a game, and a general reportwas prepared by the Faculty of Law, Chulalongkorn University, Bangkok. This is meant to be used in educational activities dealing with child labour and prostitution. Both Thai and English versions of the material have been published.

The project "Women :Domains of Decision" was launched in mid-1985, to conduct country studies in India, Indonesia, Malaysia, and Thailand. For the formulation of a research e.-)sign for this cross-cultural comparative studya meeting of researchers was held from 1 to 5 April 1985 in Bangkok.

The research design prvared by the meeting has been published. The work on the project is at an advanced stage of completion.

To ensure comparability, RUSHSAP designed the questionnaire, and got it pretested in all the four countries before its cinalization. The responses received on the questionnaires were centrally tabulated at RUSHSAP (using the computer facilities of ESCAP). The researchers are currently drafting their final reports.
