1.0 INTRODUCTION

1.1 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Stone Planning Services Limited on behalf of their client Mr Charles Holden to produce a Transport Statement (TS) in support of a planning application for the development of a Travelling Showmen site at Gors Farm, Gors Road, Towyn. A site location plan can be seen below:

1.2 This TS will provide information relating to the following:

 Review of existing site conditions including sustainability/accessibility;

 Details of the proposed development;

 Analysis of accident data for the local highway network;

 Review of traffic impact, comparing the extant use and proposed use, and;

 Assessment of appropriate access design and visibility.

1.3 This TS will review all existing and proposed highway elements, providing appropriate conclusions in order to demonstrate whether the proposed infrastructure will result in negligible/severe impacts upon the local highway network.

1.4 M-EC has completed this report for the benefit of the individuals referred to in paragraph 1.1 and any relevant statutory authority which may require reference in relation to approvals for the proposed development. Other third parties should not use or rely upon the contents of this report unless explicit written approval has been gained from M-EC.

2.0 SITE INFORMATION

Existing Site 2.1 The site is located approximately 1.2km south from the centre of Towyn seaside resort situated on the North coast. Other settlements near to the site include ; a seaside town approximately 5.1km to the north-east, and Abergele; a small market town approximately 4.8km to the south-west.

2.2 The irregular site, whilst currently unused, previously received planning consent for a leisure resort. The permitted ‘Gors Leisure’ site was to provide the following facilities on the development site, many of which were set to be available for non-resident use:

 Two-storey hotel;

 20 x two-storey lodges;

 Restaurant and tea rooms;

 Swimming pool;

 Gymnasium, and;

 Classic car museum.

2.3 The existing site has two access points as demonstrated in Figure 2 overleaf. The northern access adjacent to the River Gele bridge currently provides access for agricultural land and to a workshop barn both adjacent to the north of the site.

Local Highway Network 2.4 The site is accessed on its eastern boundary via Gors Road; a north-south tarmac carriageway measuring approximately 4.8m in width, bound by grass verges and hedgerows on both sides. The carriageway subject to a 60mph speed limit, extends from a priority junction with the A547 250m south of the site, northbound to the centre of Towyn, with the speed limit changing to 30mph on entering Towyn; 100m north of the northernmost site access.

2.5 A Traffic Regulation Order (TRO) is in place adjacent to the northern site access, covering a distance of approximately 25m including the River Gele bridge, as shown in Figure 3 overleaf. The TRO essentially restricts vehicles over 7.5 tonnes from using the specified sections of carriageway:

‘Save as provided in Article 3 of this order no person shall, except upon the direction or with the permission of a police constable in uniform or of a traffic warden, cause or permit any vehicle or vehicle and load the combined weight of which exceeds 7.5 tonnes to proceed in the length of road specified in Schedule 1 to this order’.

SITE

Proposed Site 2.6 The development proposal seeks to create a site for Travelling Showmen, the layout of which can be seen in Figure 4 overleaf, with a larger version provided in Appendix A.

2.7 The site will comprise the following elements:

 13 x Park Homes;

 Dry storage barn (for equipment maintenance);

 Tourer storage compound;

 Managers house, and;

 External storage yard.

2.8 There is a strong Travelling Showmen presence in as a result of the coastal entertainment which draws tourists to the area and the number of fairs held throughout the year in the locality. Residents would primarily attend these events together with similar events out of North Wales. As a consequence they spend frequent and often lengthy periods away from their base going from one event to another. They will often take touring caravans to live in whilst away, once they are back home the touring caravan will be stored in the secure area and families will live in their Park Home.

2.9 There is no adequate Travelling Showmen site in North Wales and a base is needed where Families can live in close proximity to their equipment. Home and equipment are inseparable. The site at Gors Road provides a rare opportunity to secure a base.

2.10 As a result of the existing TRO in place on Gors Road as detailed above, the client is proposing to create a routing agreement, whereby larger vehicles in excess of 7.5 tonnes using the site will only access/egress the site from Gors Road South; therefore avoiding the River Gele bridge and its weight limit.

3.0 SUSTAINABILITY

Facilities and Amenities 3.1 To evaluate the sustainability of the site, a number of factors have been interrogated. To start, an Accessibility Assessment has been undertaken to review the local facilities and amenities in close proximity of the site, demonstrated in Figure 5 below. Following this, studies of all sustainable modes of transport (pedestrian, cycling and public transport) have been undertaken to appraise the existing facilities.

3.2 The amenities, located in the centre of Towyn, along Towyn Road as highlighted in Figure 5 above, are between 1.1km and 1.7km from the site, with a walking time of 13-20 minutes and cycling time of 5-7 minutes. The facilities and amenities include multiple pubs/restaurants, takeaways, indoor arcades, convenience stores, cafes and a pharmacy.

3.3 Educational facilities can also be accessed in Towyn as identified on Figure 5. Ysgol Y Foryd Nursey and Infant school serving ages 3-7 years, and Ysgol Maes Owen Junior School serving ages 7-11 years are both located approximately 2.3km north-east of the site. Secondary school education for ages 11-18 can be accessed at Ysgol Emrys Ap Iwan, located approximately 4.6km south-west of the site in Abergele. The school can be accessed via bus service 12 as detailed in section 3.7 below, followed by an approximate 6 minute walk (450m) to the school. Further secondary school opportunities are located in Rhyl; approximately 6.1km east of the site.

Pedestrian Accessibility 3.4 The local facilities and amenities can be accessed by walking north on Gors Road to the Gors Road/Towyn Road/Sandbank Road crossroad junction, whereby the facilities and amenities are located east along Towyn Road. Whilst there are no footways adjacent to the site, a white-lined area is located on the eastern side of Gors Road carriageway, commencing opposite the northernmost site access, as demonstrated by Figure 6 below. The white-lined area being approximately 1.8m in width, provides a separated area suitable for pedestrian use for a distance of approximately 25m, after which a tarmac footway commences.

3.5 The tarmac footway located on the eastern side of Gors Road carriageway is approximately 2.0-4.0m in width, with areas of intermittent grass verge and dropped kerb areas providing access to private driveways. Regular street-lighting is found along the footway, providing uniform lighting.

Public Transport – Bus 3.6 As demonstrated on Figure 5, the closest bus stop within walking distance from the site is ‘Pentecostal Church’ stop, with stops on both sides of Gors Road, located approximately 390m north of the northernmost site access. The stop on the eastern side of the carriageway comprises a flag-and-pole stop with timetable information, with the stop on the western side being unmarked. Bus service 46 operates from these bus stops, providing a once per day service in each direction between Rhyl and Ysbyty Glan .

3.7 The more frequent 12 bus service can be accessed from multiple bus stops along Towyn Road; the closest being ‘Seagull Inn’ approximately 1.0km from the site, comprising a marked bus layby with an accessible kerb, flag-and-pole and timetable information. Bus service 12 operates on average every 12 minutes between Rhyl and Llandudno.

3.8 National Express service 555 operating between London and Bangor (Gwynedd) can be accessed from Bryn Road bus stop. This bus service provides a once per day service in each direction to local destinations and larger settlements such as Liverpool, Manchester and Birmingham along its route between London and Bangor (Gwynedd). A summary of all the above bus services can be seen in Table 1 below.

Public Transport – Rail

3.9 The closest railway stations to the site are Abergele & Pensarn railway station; 4.2km north- west of the site, and Rhyl railway station 5.1km north-east of the site. Both railway stations are easily accessible via the aforementioned bus service 12, with the service operating at stops in close proximity of both stations.

3.10 A wide range of local destinations such as Llandudno and Prestatyn, and larger settlements such as Chester and Manchester can be accessed on approximate hourly basis from

Abergele & Pensarn railway station. A larger range of destinations can be accessed from Rhyl railway station including Manchester on an approximate hourly service, Cardiff, Milton Keynes and London on services every two hours.

Cycling Facilities 3.11 The 2011 Census found that nationally, approximately 2% of people who commute do so principally by cycle. DfT’s ‘Local Area Walking and Cycling Statistics 2012-2013’ noted that approximately 15% of the population cycle at least once a month as part of utility or recreational journey.

3.12 DfT National Statistics fact sheet ‘Cycling in Great Britain’ (January 2003) stated that the average length of a cycle stage was 2.4 miles (3.86km) and that 90% of cycle trips were under 5 miles (8km) in length. These distances are consistent with the previous PPG13 guidance which stated that cycling offers strong potential to substitute for car trips for those journeys under 5km, or those made as part of a multi-modal trip that includes cycling and public transport (especially rail). A 5km distance is equivalent to a typical cycling time of 15 to 20 minutes.

3.13 A review of sustrans.org.uk highlights that National Cycle Route 5 runs along Towyn promenade, approximately 1.6km north of the site. The route is 372 miles long, connecting Reading and , with parts of the route currently still under construction. National Cycle Route 5 in addition to other cycle routes can be seen on Figure 7 below.

4.0 PROPOSED TRIP GENERATION

4.1 This section considers the proposed trip generation from the established extant uses of the site, compared to the potential trip generation from the proposed site use.

Existing Trip Generation 4.2 The site, whilst currently unused, was previously granted planning approval for the development of ‘Gors Leisure’; the details of which are provided previously in paragraph 2.2. Due to the fact that no trip rates, or floor areas for the different elements of the extant permitted use are known, specific trip generation can’t be determined.

4.3 Based on the known permitted elements of ‘Gors Leisure’, it is assumed that the site would have produced extensive vehicle movements owing to the fact that many elements of the site such as the restaurant/tea rooms and swimming pool were not restricted to guests staying at the site, allowing members of the public to use the facilities.

Proposed Trip Generation 4.4 Due to the fact that the proposed site will be utilised by Travelling Showmen, the vehicle movements produced by the site will be fairly unique and therefore cannot be accurately assessed through use of a database such as TRICS7, as there are no similar sites listed within the database. Details of the vehicles associated with the proposed site and a generalised calendar demonstrating patterns of events the Showmen generally attend throughout the year have been provided by the client, and are detailed below so as to provide an understanding of how the site will operate and the vehicle movements that are anticipated.

4.5 In order to provide a robust assessment of the proposed site vehicle movements, the total 64 vehicles associated with the proposed site have been split in to arrivals and departures, as shown in Table 3 above, based on the approximate events calendar detail provided by the client.

4.6 Throughout the year approximately 256 trips will be made departing the site as the Travelling Showmen travel to events, with approximately an additional 256 trips also made throughout the year accounting for the Showmen returning to the site after events have

finished. The yearly arrival and departure figures have subsequently been divided by 52, so as to provide approximate average weekly vehicle movements; producing 5 arrivals and 5 departures per week.

4.7 As demonstrated by Table 3, February and June may experience slightly higher two-way vehicle movements, with averages of 16 departures and 8 arrivals per week.

4.8 It should be noted that the vehicle movements provided are solely an approximation based on the known number of vehicles associated with the proposed site, and due to the nature of the Travelling Showmen industry it is not possible to provide an exact calendar of events or specific vehicle movements, therefore the figures calculated should be used as an approximate yet robust guide.

4.9 The average weekly arrival and departure figures therefore demonstrate that the proposed site will produce very low vehicle movements and furthermore, the vehicle movements will not have a regular presence on the local highway network due to being influenced by seasonal events and will therefore be offsite for extended periods of time.

4.10 The figures do not take account of any permanent residents of the site that do not attend the offsite events. Whilst figures for this are unknown, it is very likely that the number of permanent residents remaining on site will be minor and therefore it is expected that fewer than 5 arrivals and departures will occur at the site per week associated with these residents.

4.11 Based on the information provided regarding the vehicle movements for the former permitted uses of the site and the proposed site, it can be concluded that the proposed site will have a lesser impact on the local highway network due to the fact that the vehicles will be offsite travelling to events for extended periods of time, in addition to the fact that the number of vehicles associated with the site will also be significantly lower; given that the previous permitted use would have attracted large numbers of vehicle movements from non-resident use of the facilities.

5.0 ACCIDENT REVIEW

5.1 Personal Injury Accident (PIA) data has been obtained from the website Crashmap.co.uk for the period 2011-2016 (partial) for the study area shown in Figure 8 below. It should be noted that the January to June 2016 data is currently provisional, and there is no data available as of yet for the period June to December 2016. The Crashmap website provides information about the date, location, severity, number of vehicles involved and number of casualties for each of the incidents.

5.2 The study area shown in Figure 8 above demonstrates that 2 accidents have occurred within a 500m radius of the site, with a further 2 accidents just outside of this radius to the south of the site. This data therefore suggests there is no existing road safety concern and that the proposed site would therefore not give rise to any additional safety concerns on the surrounding highway network.

6.0 ACCESS

6.1 The site will primarily be accessed via the existing southern access, previously shown in Figure 2, further shown in Figure 9 below, the details of which can be seen on Drawing No. 22862_08_020_01 in Appendix C.

6.2 The access will be approximately 7.3m in width, consisting of a bound material for 20m into the site. Visibility splays of 2.4m x 120m are achievable to the north and south of the access, in accordance with the recorded 85th percentile speeds as specified by Table 7/1 in DMRB TD 42/95, as shown in Table 4 overleaf. It should be noted that the existing access and its visibility splays were accepted for the previous ‘Gors Leisure’ site which was granted planning approval, with the current proposal also seeking to use the existing access; as opposed to creating a new access point.

6.3 In order to accommodate the larger vehicles utilising the site, the existing stone wall is to be removed, and will be reinstated on the new kerbline outside of the visibility envelope. In addition to this, the southern corner radii will be altered to 15m in order to facilitate the larger vehicles entering and exiting the site to/from the south as detailed by the proposed routing agreement. The existing gates will be set back a minimum of 15m from the nearside channel line, so as to allow sufficient room for large vehicles to enter the site access and not obstruct Gors Road when waiting for the gates to be opened.

6.4 The stone bridge that currently exists within the site, as demonstrated in Figure 8, will be removed as part of the alterations to the existing access.

6.5 Pedestrian access will be taken via a new pedestrian link from the north of the site, providing access to the existing white-lined pedestrian area on the eastern side of Gors Road, and wider footway network.

Vehicle Tracking 6.6 Drawing No. 22862_08_020_02 in Appendix D demonstrates a low loader vehicle entering the site in a forward gear, turning within the site and leaving in a forward gear. The vehicle used is a fair, robust representation of the largest vehicles that will be using the site, with most vehicles accessing the site being smaller.

Automatic Traffic Count (ATC) Survey

6.7 An ATC survey was carried out from the 1st April 2017 to 7th April 2017, positioned slightly south of the existing southern access, so as to demonstrate vehicle speeds and flows on the local highway. The ATC results are summarised in Table 4 below, with the full results provided in Appendix E.

6.8 The ATC demonstrated 85th percentile speeds of 43.1 mph northbound and 45.4 mph southbound. 5-day daily average flows showed that on average a total of 1723 vehicles passed the site in a northbound direction, with 1388 passing the site in a southbound direction, of these vehicle flows, 8% of northbound vehicles were classified as HGVs and 10% of southbound vehicles were classified as HGVs.

7.0 CONCLUSIONS

7.1 This Transport Statement has been created in support of a planning application for the development of a Travelling Showmen site at Gors Farm, Gors Road, Towyn. A summary of the relevant points is as follows:

7.2 The site, located approximately 1.2km south of Towyn seaside resort centre on the North Wales coast, is currently unused however has existing planning consent for ‘Gors Leisure’; a multi-use site consisting of holiday accommodation, restaurant and tea-room, and recreational facilities. Many of the approved facilities were set to be utilised by guests and the general public.

7.3 The site is now proposed to be used by the Travelling Showmen industry, with 13 park homes, a maintenance barn, storage compound and an external storage yard being part of the proposals.

7.4 It is anticipated that the site will produce on average 5 arrivals and 5 departures per week; however whilst this is based on taking an average of approximate movements due to the unique nature of the site and the Travelling Showmen industry, the vehicles will not have a regular presence on the local highway due to being offsite for extended periods of time.

7.5 Due to the fact a TRO exists north of the site on the River Gele bridge; providing a weight limit of 7.5 tonnes, the client is proposing to create a routing agreement whereby the larger vehicles associated with the site will enter and exit the site from the south on Gors Road, so as to avoid the 7.5 tonne TRO, also reducing the impact on the local highway by avoiding travelling through the centre of Towyn.

7.6 It is proposed to use the existing site access, with alterations to accommodate the anticipated larger vehicles associated with the site. The access will be approximately 7.3m in width, consisting of a bound material continuing in to the site for 20m. Visibility splays of 2.4m x 120m are achievable to the north and south of the access, in accordance with the 85th percentile speeds recorded by the ATC as required by TD 42/95.

7.7 A range of amenities and facilities including shops, restaurants and schools are located in the centre of Towyn; all within 1.8km walking distance of the site. These amenities can be accessed via a new pedestrian link within the north of the site, providing a connection to the existing white-lined pedestrian area on the eastern side of Gors Road. Bus services can also be accessed from the centre of Towyn.

7.8 A review of the website Crashmap.co.uk shows that two accidents have occurred within a 500m radius of the site, demonstrating that there are no existing safety concerns on Gors Road that would be exacerbated by the proposed site.

7.9 Based on the information provided above, there are no highways or transportation reasons why the proposed Travelling Showmen site should not granted planning permission.
