2018 Review of UK Parliament Constituencies Consideration of Revised Proposals for , North and South Lanarkshire council areas

Action required 1. The Commission is invited to consider further the responses to the initial and secondary consultation on its Initial Proposals and whether it wishes to make changes to its proposals for Dumfries and Galloway, and South Lanarkshire council areas.

Background 2. The Commission's Initial Proposals for this area comprise 8 constituencies which exactly cover Dumfries and Galloway, North Lanarkshire and South Lanarkshire council areas. A map of the constituencies is at Appendix A.

Representations received 3. The main themes to emerge from the consultation on the Initial Proposals were opposition to the proposals as they bounded the town of Dumfries and the placement of Annan in a constituency apart from Annandale in Dumfries and Galloway. In North Lanarkshire there was also opposition to the Initial Proposals around Airdrie as local residents and elected representatives felt the Initial Proposals split the town of Airdrie between constituencies. In South Lanarkshire there was little comment on the Initial Proposals.

Consideration of Revised Proposals 4. The Commission gave initial consideration to its revised proposals for these areas at its meeting of 12 June 2017, (see Paper 2017/66 and minutes of this meeting).

5. At its June 2017 meeting the Commission considered 3 alternative suggestions. Options 1, 2 and 3 all used the same alternative boundary in Dumfries and Galloway as suggested during the public consultations, but proposed differing boundaries in North and South Lanarkshire council areas.

6. The Commission agreed to adopt the alternative boundary proposed at Annan and Dumfries, subject to confirmation from the Secretariat that the suggested boundaries could clearly be defined using recognisable features on the ground or existing boundaries. A revised map of this area is at Appendix D. The Commission agreed that the alternative boundary in Dumfries and Galloway better reflected local ties in the area and recognised long standing connections that had not been adequately recognised in the Initial Proposals, particularly by Dumfries.

7. The Commission considered that Option 1 did not present a sufficient improvement on its Initial Proposals but asked the Secretariat to further develop Options 2 and 3 and therefore deferred further consideration until the Commission’s meeting of 6 July 2017.

8. Options 4 and 5 described below develop Options 2 and 3 from Paper 2017/66.

Option 4 9. Option 4 develops Option 3 in Paper 2017/66 which offered a different arrangement of constituencies from those presented in the Initial Proposals with the aim of retaining Airdrie in a single constituency. The Commission believed that to do so using the boundaries presented in Option 3 would be at the expense of splitting . The Commission therefore asked the Secretariat to develop Option 3 in a way that split neither Airdrie nor Coatbridge. Option 4 is presented in Appendix B.

10. The Option 4 boundary differs from Option 3 in North Lanarkshire and specifically the northern part of the council area. This option seeks to keep Airdrie wholly in a single constituency by combining the Airdrie wards (NL7, NL8 and NL11) with NL12 in the south, and wards NL3 and NL4 in the north. In order to avoid splitting Coatbridge, wards containing Kilsyth and Chryston are combined with NL6, NL9 and NL10.

11. As in Option 3, South Lanarkshire ward 1 is split between the Dumfriesshire and Lanark constituency and the Motherwell constituency. This split places Carluke in the Motherwell constituency and the proposed boundary follows Jock’s Burn to the west, then Carluke Community Council boundary and then a river to the east of Carluke.

12. This particular design has the benefit of placing South Lanarkshire ward 4 in a single constituency whereas the Initial Proposals split it between 3 constituencies.

The advantages of Option 4 are:  it improves the Initial Proposals in Dumfries and Galloway using suggestions, that have been supported locally, to retain local ties by: Dumfries by retaining Locharbriggs and Heathhall in a Dumfries constituency; and Annandale by placing Annan in the suggested Dumfriesshire and Lanark constituency;  recognises local feeling by retaining Airdrie in a single constituency and in doing this recognises local ties in both Airdrie and Coatbridge,  minimises changes to ward boundaries and splits no wards in North Lanarkshire;  places South Lanarkshire ward 4 in a single constituency.  recognises Community Council boundaries near Cumbernauld in creating new constituency boundaries between the proposed Coatbridge and Kilsyth and Airdrie and Cumbernauld constituencies.

14. The disadvantages of Option 4 are:  it retains no constituencies with exactly the same boundary as the Initial Proposals; and  five wards are split in South Lanarkshire

Option 5 15. Option 5 develops Option 2 in Paper 2017/66 which retained the Initial Proposals in North and South Lanarkshire. In order to address the responses opposing the separation of the town of Airdrie between constituencies the Commission requested that the Secretariat look at alternative boundaries around Airdrie. This Option is presented in Appendix C and is known as Option 5. In developing Option 5 the Secretariat have included all of Cairnhill Community Council and also Monkland Glen Community Council area in the Cumbernauld, Kilsyth and Monklands East constituency.

16. It is only possible to incorporate these areas to the south of Airdrie by making changes to the constituency boundaries further south in North Lanarkshire council area by . Option 5 splits ward 20 and places the whole of

17. The advantages of Option 5 are:  it improves the Initial Proposals in Dumfries and Galloway using suggestions with obvious local support retain local ties by: Dumfries by retaining Locharbriggs and Heathhall in a Dumfries constituency; and Annandale by placing Annan in the suggested Dumfriesshire and Lanark constituency;  it retains the Commission’s Initial Proposals for North and South Lanarkshire areas in most areas which received low levels of opposition during the public consultation; and  it takes account of opposition to the proposed boundary to the south of Airdrie and seeks to improve it by including Cairnhill within the Cumbernauld, Kilsyth and Monklands East constituency.

18. The disadvantages of Option 5 are:  whilst partially addressing the issues raised regarding Airdrie it is not possible to place the whole of Airdrie in single constituency without further disruption to the Initial Proposals.  as in the Initial Proposals, South Lanarkshire ward 4 is split between 3 constituencies.  the Initial Proposals split no wards within North Lanarkshire, while Option 5 splits 2 wards in an effort to keep as much of Airdrie as possible in single constituency.

Constituency names 19. The constituency names in this paper are provisional. The Commission will have the opportunity to review all constituency names and designations prior to the publication of its Revised Proposals.

21. A number of respondents have suggested alternative names for constituencies within this grouping.

Conclusion 22. The majority of responses in this grouping have been in opposition to the Commission’s Initial Proposals in Dumfries and Galloway, in particular opposing the proposed boundary by Dumfries. The Commission have agreed adopt the suggestion by the Scottish Conservative and Unionist Party in this area subject to a more clearly defined boundary.

23. It is possible to accommodate the changes in Dumfries and Galloway whilst causing little disruption to the Initial Proposals for North and South Lanarkshire council areas.

24. The Secretariat has tried to improve the Initial Proposals in North Lanarkshire.  Option 4 develops Option 3 and creates constituencies in North Lanarkshire that wholly place Coatbridge and Airdrie in separate constituencies but makes changes from the Initial Proposals.  Option 5 aims to improve Option 2 by making a change to the boundary south of Airdrie at Cairnhill but this can only be accommodated by splitting a further ward in North Lanarkshire (Ward 20 – Wishaw)

Recommendations 25. Taking into account all of the evidence arising from the public consultations on the Initial Proposals, the Secretariat invites the Commission to decide whether:  to adopt without amendment the Initial Proposals for North Lanarkshire, South Lanarkshire and Dumfries & Galloway council areas as the Commission’s Revised Proposals (as in Appendix A), subject to consideration of all other constituencies;  to adopt the more accurately described boundary in Dumfries & Galloway  to adopt the alternative boundaries for the grouping as presented above in Option 4 or 5.  to consider whether to adopt any or all of the alternative constituency names outlined above.
