Speed Limit Reductions - Neighbourhood

SUMMARY

This staff report is about a matter for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws.

Transportation Services is requesting North York Community Council authorize a speed limit reduction from 50 km/h to 40 km/h on the following streets in the Flemingdon Park neighbourhood:

 Gateway Boulevard, between Grenoble Drive (north intersection) and Road (south intersection);  Grenoble Drive, between Deauville Lane and Spanbridge Road; and  Deauville Lane, between Grenoble Drive and St. Dennis Drive.

The implementation of a 40 km/h speed limit on these roadways is warranted and will be consistent with other segments on these streets and adjacent streets. The reduced speed limit will promote reduced travel speeds and provide a safer environment for pedestrians and cyclists, which includes students destined to/from nearby schools. These reduced speed limits will complement the recently approved bicycle lanes on these streets, scheduled for July of this year.

RECOMMENDATIONS

The Acting Director, Transportation Services, North York District recommends that North York Community Council:

1. Reduce the speed limit from 50 km/h to 40 km/h on Gateway Boulevard, between Grenoble Drive (north intersection) and Don Mills Road (south intersection).

3. Reduce the speed limit from 50 km/h to 40 km/h on Deauville Lane, between Grenoble Drive and St. Dennis Drive.

FINANCIAL IMPACT

All costs associated with the signage changes required for speed limit reductions on Gateway Boulevard, Grenoble Drive and Deauville Lane can be accommodated within the Transportation Services 2018 Operating Budget.

DECISION HISTORY

At its meeting on April 24, 2018, City Council adopted "Cycling Network Plan Implementation in and Flemingdon Park" that authorized the installation of bicycle lanes on Thorncliffe Park Drive, Gateway Boulevard, Grenoble Drive and Deauville Lane. COMMENTS

City Council, at its meeting on April 24, 2018, adopted "Cycling Network Plan Implementation in Thorncliffe Park and Flemingdon Park" and identified a forthcoming report to North York Community Council to reduce the speed limit to 40 km/h on the sections of Gateway Boulevard, Grenoble Drive and Deauville Lane associated with the introduction of new cycling infrastructure along these streets. The installation is scheduled for July 2018.

The Flemingdon Park neighbourhood is located south of East, on the east and west sides of Don Mills Road. This diverse neighbourhood contains a mix of residential uses, including high density, as well as a number of schools and parks, a church, a seniors' housing complex and recreation facilities such as the Angela James Arena, the Flemingdon Community Centre and Playground Paradise.

This neighbourhood is served by a number of TTC routes. On the subject sections of Gateway Boulevard, Grenoble Drive and Deauville Lane, TTC service is provided by the 34 Eglinton East and the 100 Flemingdon Park bus routes.

Speed Limit Reductions - Flemingdon Park Neighbourhood Page 2 of 4 Gateway Boulevard provides one lane in each direction and intersects the east side of Don Mills Road in two separate signalized intersections. The section between Don Mills Road (north intersection) and Grenoble Drive (north intersection) is classified as a collector street with a posted 40 km/h speed limit and a daily two-way traffic volume of approximately 6,000 vehicles. The section between Grenoble Drive (north intersection) and Don Mills Road (south intersection) is classified as a minor arterial street with a statutory 50 km/h speed limit and a daily two-way traffic volume of approximately 12,000 vehicles.

Grenoble Drive provides one lane in each direction and intersects the east side of Gateway Boulevard in two separate signalized intersections. The sections between Gateway Boulevard (north intersection) and Deauville Lane and between Spanbridge Road and Gateway Boulevard (south intersection) are classified as collector streets with a posted 40 km/h speed limit and a daily two-way traffic volume of approximately 7,000 vehicles. The section between Deauville Lane and Spanbridge Road is classified as a local street with a statutory 50 km/h speed limit and a daily two-way traffic volume of approximately 2,000 vehicles.

Deauville Lane provides one lane in each direction from Grenoble Drive to St. Dennis Drive. It is classified as a collector street with a statutory 50 km/h speed limit and a daily two-way traffic volume of approximately 5,000 vehicles.

A review of the Police Service collision records over a three-year period ending December 31, 2017, was undertaken for the three subject street sections in the Flemingdon Park neighbourhood.

On Gateway Boulevard, between Grenoble Drive (north intersection) and Don Mills Road (south intersection), there were six collisions involving a pedestrian and four collisions involving a cyclist. Further review disclosed that eight of these ten collisions occurred at the signalized intersection of Don Mills Road and Overlea Boulevard/ Gateway Boulevard and one occurred at the signalized intersection of Gateway Boulevard and Grenoble Drive (south). The remaining collision occurred mid-block, fronting No. 150 Gateway Boulevard.

On Grenoble Drive, between Deauville Lane and Spanbridge Road, there were two collisions involving a pedestrian and no collisions involving a cyclist. One collision occurred at the all-way stop sign controlled intersection with Deauville Lane and one occurred at the all-way stop sign controlled intersection with Spanbridge Road.

On Deauville Lane, between Grenoble Drive and St. Dennis Drive, there were three collisions involving a pedestrian and one collision involving a cyclist. All four collisions occurred at the signalized intersection with St. Dennis Drive.

City Council, at its meeting on May 2, 2001, approved a city-wide policy regarding the implementation requirements for a 40 km/h speed limit. The 40 km/h speed limit policy considers various roadway characteristics including the presence of schools, the presence of pedestrian and cycling facilities, and where the safe speed on curves is less than 50 km/h. These warrants will assist staff in determining when to consider a reduction in the speed limit to 40 km/h.

Transportation Services review disclosed a 40 km/h posted speed limit is warranted and appropriate for the conditions on the subject sections of Gateway Boulevard, Grenoble Drive and Deauville Lane, and will enhance safety for all road users. The implementation of a 40 km/h speed limit on these roadways will be consistent with other sections of those streets, as well as the adjacent streets.
