1. Introduction

1.1. Overview of RKVY

Rashtriya Krishi Vikas Yojana (RKVY) is one of the important flagship programmes of Government of India in agriculture and allied activities sector. The scheme was introduced in the year 2007-08 to provide incentives to states for increasing expenditure in agriculture & allied sectors. The entire assistance is in the form of a grant to the state. The scheme provides the states and union territories with the autonomy to draw up plans based on local requirements in their districts and ensure increased public investment in agriculture and allied sectors. Ultimate aim is to significantly increase the productivity and eventually maximize the returns of farmers.

In Odisha, RKVY is under implementation since 2007-08. Nodal agency is RKVY cell functioning under Department of Agriculture. Different implementing agencies submit need based project proposals to RKVY cell, which are thoroughly scrutinized, evaluated at different levels, then approved and funds are released for implementation.

1.2. Brief background of the study

As like other development projects, RKVY cell also undertakes third party evaluation every year and for the year 2014-15, the assignment has been entrusted to NABARD Consultancy Services (NABCONS), a subsidiary of NABARD. A list of 20 sub projects implemented during 2014-15 has been allotted to NABCONS for evaluation. “Incentivising Cultivation of Hybrid Maize in PPP Endeavour” is one of the allotted 20 sub projects.

The evaluation exercise aims at studying the service delivery mechanisms, actual delivery and its effectiveness, utilisation and maintenance of assets, extent of adoption by farmers, constraints and issues, remedial measures etc, so that the intended objective under Rashtriya Krishi Vikas Yojana could be met effectively for the agricultural growth of the State.

2. Key Project features

“Incentivising Cultivation of Hybrid Maize in PPP Endeavour” is one sub project taken up under RKVY in Odisha during 2014-15. Implementing agency is Directorate of Agriculture & Food Production including its field level offices. Total RKVY funding was Rs. 2010.00 lakhs, which includes Rs. 1875.00 lakhs as incentive to farmers and Rs. 135.00 lakhs towards contingent expenses.

Maize is one of the important cereal crop of the state grown in both kharif and rabi season. Area coverage is 2.90 lakh hectares; 93% in kharif and 7% in rabi season. Productivity in Odisha (24.07 q/ha) almost matches with all India average (25.53 q/ha), but there exists potential of increasing productivity up to 35 q/ha. Even though composite and synthetic varieties are grown in major areas, productivity is low due to poor management and failure to replace seed at regular intervals.

During the last one decade, the crop has attained paramount importance because of its increased demand for animal feed as well industrial uses. To grab this opportunity attempt has been made by Directorate of Agriculture to replace existing composite and synthetic varieties with hybrid maize varieties as well horizontal expansion of area coverage. Since 2010-11, every year about 30,000 ha of hybrid maize cultivation is being promoted through PPP mode. In 2013-14, the programme was taken up under RKVY and similar attempt has been made in 2014-15.

The objectives of this programme “Incentivising Cultivation of Hybrid Maize in PPP Endeavour” are

 Area expansion of hybrid maize in the state through supply of good quality seeds and reducing the burden of production cost on farmers through incentive @ Es. 3750/ha.  To acquaint the farmer with good agricultural practices (GAP) so as to increase productivity and better return to the farmers. The programme was planned during 2014-15 for execution in 50,000 ha covering 14 districts of the state with following operational guidelines.

 Selection of demonstration patches: The programme will be taken up in clusters of at least 50 ha contiguous patch. The Project Director, ATMA is given responsibility of selecting clusters with the help of seed companies and departmental staff.  Implementation through PPP Mode: The programme will be implemented involving seed companies as well departmental staff. Total 10 seed companies were empanelled and allotted district wise area to be promoted under the programme. Maximum Retail Price of selected hybrid maize seeds are finalized by Directorate and seed companies can not charge more than approved MRP.  Role of Departmental Officials: Project Director, ATMA will look after overall implementation of the programme in their district. One officer will be nominated as nodal officer for each cluster. The nodal officer along with field staff will work in close association with seed companies for successful implementation of the programme. Departmental officials will ensure proper documentation of the programme with the help of professionals.  Role of seed companies: Seed Companies will take up massive awareness campaign, field days, demonstrations and facilitate marketing of the produce. Company sponsored demonstrations will be conducted in 0.25 acre each with full package of practices. One field day will be conducted for 2 to 3 clusters during harvesting time involving both beneficiary and non beneficiary farmers. Field days and awareness campaign will be conducted with the help of departmental staff. One flexi board depicting project details will be installed in each cluster.  Mechanism to safeguard interest of the farmers: The Project Director, ATMA of the concerned district will sign an MOU with Seed Company to safeguard the interest of farmers and successful implementation of the programme.  Incentives to farmers: Incentive @ Rs. 3750/- per ha will be provided to each farmer beneficiary who has purchased hybrid maize seed from the seed company empanelled for the cluster and has successfully raised the crop, duly certified by Project Director, ATMA. The incentives will be paid in cheque before 26th of July 2014.

3. Methodology of Evaluation

The evaluation study is based on primary and secondary data collected adopting scientific methods and appropriate research tools. Secondary data was collected from implementing agency and its district level Project Director, ATMA offices. Primary data was collected from sample beneficiary farmers using structured questionnaire. A total 694 randomly selected sample beneficiary farmers were surveyed in 61 villages of 34 blocks of 13 districts (Table 1). Detailed abstract and list of sample beneficiaries are presented in Annexure I & II.

4. Findings of the study

4.1. Project target vis-à-vis achievement

In 2014-15, target was 50,000 ha covering 14 districts. Out of 50,000ha target, achievement is 32816.32 ha (65.63%) in 13 districts. Nuapada district has failed to conduct the programme. A total 38,980 farmers have been benefited in 6426 villages of 137 blocks in 13 districts.

4.2. Service Delivery Mechanism

Selection of Cluster/Beneficiaries: Discussions with implementing officials reveals that while selecting clusters importance was given to existing maize growing belts in the district. Within selected maize growing belts priority was given areas where farmers are using composite/synthetic and local varieties and have not adopted hybrid maize cultivation prior to the programme. After selection of clusters, farmers were motivated to take up hybrid maize under the programme. The study team also observed smilar facts, but observed failure in implementing programme in contiguous patches of 50ha. Reason being unwillingness of some resource poor farmers to purchase the hybrid seed initially from own sources.

Group Discussions with sample beneficiaries in all the 13 districts reveals that VAWs and AAOs contacted them prior to cropping season and motivated to grow hybrid maize. In some of the locations village meetings were conducted to explain programme benefits, rate of incentives and willing farmers were listed out. Then the farmers were called to Block offices to purchase seed from seed companies. Even though village meetings have been conducted at some locations in some of the districts, the implementing officials have failed to document it.

Seed Companies engaged for promotion of the intervention: Seed companies were selected by Directorate of Agriculture and district wise allotment of area was communicated to DDAs vide letter no 276 dated 16.06.14. Variety wise MRP was also approved by Directorate of Agriculture.

Mechanism to safeguard interest of farmers: Now day’s failure of seed in delivering specified germination %, resistance against insect/pest and productivity is a common feature and farmers are incurring heavy losses because of fraudulent activity by private sector seed companies. These issues were addressed in the guideline in the form of a directive to concerned DDAs to sign a MoU with Seed Companies.

In line with this directive of the guideline, MoU between PD, ATMA and officials of seed companies were signed and maintained in DDA offices. Separate MoUs have been signed with each of the seed companies. A copy of the MoU collected from Mayurbhanj district is attached in Annexure III. After assessing the performance of seed companies in line with the terms and conditions specified in the MoUs, the study team is of the view that MoUs need to be more stringent with detailed specification of each activity to be performed by seed companies along with penalty for failure in taking up each activity.

Clause 14 of the MoU indicate that in case of failure of seed variety in the farmers field, compensation @70% of cost of cultivation is to be reimbursed by seed companies. As against this clause, the MoU has not specified issues like ideal cost of cultivation of maize crop

and also not linked to different percentages of germination failure, failure to exhibit claimed resistance to insect pests, productivity etc. As a matter of fact, this compensation clause need to be linked to Seed Bill 2010, Consumer Protection Act, 1986 and other relevant Acts meant to deal with such cases.

Further, the MOUs need to be executed before sale of seed by seed companies. It was revealed from sample check of MOUs that in some cases MOUs has been signed late. For example, in Bolangir district MOU has been signed on 22.07.14, in Gajapati on 04.08.14 and in Ganjam on 14.07.14 after sowing and germination of crop.

Hence, it is suggested to prepare a “Template” of MoU at State level by involving an expert team and issue to implementing districts with a directive to execute the MoU before sale of seed. This will help in safeguarding the interest of farmers in case of failure of seed in delivering desired results.

Further, the farmers need to be adequately trained to keep the invoice of seed purchase from seed companies in safe custody, to claim compensation in case of crop failure. During field survey, an attempt was made by the study team to physically verify the invoice of seed purchase at farmers point. Out of 694 sample farmers, only 79 could show it to study team, 107 said that they have kept the invoice, but failed to show it to study team. Rest 508 sample farmers failed to recollect their memory about collection of such invoice during purchase of seed.

Activities of Seed Company in Awareness creation, publicity: Since this is a PPP mode project, seed companies were entrusted with awareness creation and publicity of the programme. The implementing officials and agents of seed companies claim that awareness meetings have been conducted in all the panchayats, supported by mobile van campaigns. The versions of sample farmers also corroborate that seed companies had conducted awareness meetings in selected villages. Primary data collected by study team in 61 sample villages of 13 districts reveals that awareness meetings by seed companies were conducted in 67% villages (41 out of 61 sample villages). In almost all the sample villages, farmers are of the view that seed companies had engaged mobile vans to campaign for their hybrid seed.

But, no proper record is maintained on date and place of such awareness meetings, campaigns by implementing officials. Only some photographs of meetings conducted by two seed companies were collected by study team from office of the PD, ATMA Mayurbhanj.

Demonstrations by Seed Companies: Similarly, seed companies were entrusted to conduct “Demonstrations” in 0.25 acre in each cluster and conduct “Field Days” in programme clusters involving both participating and non participating farmers. The implementing officials and seed companies claimed that required number of demonstrations and field days have been conducted. But, limited record is maintained on date and place of such field days and demonstrations.

It is suggested to maintain detailed records of activities of seed companies in PPP mode projects. This will help in assessing

performance of seed companies and their eligibility for continuance in such type of projects in future.

It may be mentioned here that UPL has developed a unique and effective agro advisory service called “UNIMART”, a chain of farm advisory and solution centers to provide extension services to farmers round the clock. Similarly, Monsanto has its own system “Monsanto Farm AgVisory Services (MFAS)” to meet the extension requirement of farmers. But such extension mechanisms were not adopted by these seed companies for delivery of extension services to beneficiary farmers of this Hybrid maize programme.

Market linkage by Seed Company: Since this is a PPP mode project, seed companies who have sold seed to farmers were entrusted with job of providing market linkage to the maize produce of the farmers. MoUs have been signed with seed companies accordingly. But in all the programme districts, primary data reveals that such market linkage has not been provided by seed companies.

Release of incentives to the farmers: In this project, an attempt was made by Government for “Direct Benefit Transfer” of input cost to farmers. Subsidy at 50% cost of inputs i.e. Rs.3750/ha were supposed to be paid to farmers in account payee cheques/RTGS mode. Guideline specified 25th July 2014 as the deadline for disbursement of incentives, so as to enable farmers to purchase inputs and apply in crop field in time.

Almost all the sample farmers complained before study team that incentives have been released much late, even after harvest of crop. Because of delay in release of incentives input application and ultimately productivity was affected. Data collected from PD, ATMA offices also corroborates with versions of farmers that incentives have been released much late. (Table 4) Table 4. Gap in actual area coverage: One of the interesting findings of the study is gap between hybrid maize coverage areas indicated by implementing officials in records with that of actual area cultivated as per the versions of farmers recorded during field survey. Uniform area of demonstration like 0.4 ha, 0.8 ha, 1.00 ha was reported in majority of the cases in the beneficiary list submitted by DDA office to RKVY cell and to NABCONS. But in reality farmers have sown much less area. Since payment of incentive is based on area coverage, farmers have purchased higher quantity of seed with a motive to record higher area in govt record and get higher amount of incentives accordingly. But as fallout, farmers have sown higher doses of seed and could not harvest required productivity.

Seed companies have a motive to sell more quantity of seed for higher profit and grassroots implementing officials also have intention to meet the allotted area coverage target, resulting in such a scenario.

Inappropriate seed dose, High population density: Maize is a C4 plant and is more efficient in converting solar energy to grain production than wheat and rice. For hybrid maize, plant to plant spacing of 25cm in the rows at 60 cm apart is ideal to ensure 6 to 7 plants per square meter for getting desired productivity. But it was revealed from discussion with sample beneficiary farmers that such spacing was not maintained by them, as a result there was very high population density and poor crop growth. Such a situation has happened more in districts namely Angul, Bargarh, Kondhmal, Keonjhar, Mayurbhanj and Nayagarh. Lack of technical knowhow with farmers and inadequate extension support during sowing of seed is the main cause for such an unscientific cultivation of hybrid maize.

This would have been different, had there been access of farmers to “Seed Drill” a seed-cum-fertilizer multi-crop planter with an inclined plate seed metering system, which is essential for commercial cultivation of Hybrid Maize or required extension support to advise the farmers during sowing of crop.

Engagement of Manpower/Nodal Officers: During 2014-15, hybrid maize programme was implemented in 137 blocks of 13 districts. Concerned block level AAOs were appointed as Nodal Officers and entrusted with responsibility of smooth implementation of the programme in their area of operation. NGOs have not been engaged in implementation of this programme. AAOs with the help of VAWs and Krushak Sathis have implemented the programme in the farmers’ field.

Forward Backward linkages: Since this is a PPP mode project, seed companies are supposed to provide extension and other services to farmers with the help of Krushak Sathis, VAWs and AAOs of implementing agency. Regular contact with the farmers during cropping season is essential to ensure forward backward linkage for successful implementation of the programme. But group discussions conducted by the study team with farmers in sample villages revealed that officials of seed companies have never visited their crop field during crop season. Farmers had last seen them during sale of seed at block office. This is a scenario in almost all the districts.

As per the version of farmers recorded during group discussion, VAWs and AAOs occassionally visit the crop field. Some more visits of AAOs & VAWs are required mainly during sowing, crop growth and pest attack to advice on dose and method of sowing, application of fertilizers and pesticides. Performance of seed companies in PPP mode projects need to be monitored regularly by implementing agencies.

4.3. Impact of the project

While collecting data on impact of hybrid maize programme on productivity, incremental farm return etc., wide variation between the districts was observed. Sample farmers surveyed in six districts namely Angul, Bargarh, Kondhmal, Keonjhar, Mayurbhanj and Nayagarh have reported much less productivity than their counterparts in seven districts namely Bolangir, Gajapati, Ganjam, Kalahandi, Koraput, Malakanagiri and Rayagada. So also there was wide variation in input use in maize crop. For clarity of the analysed data, former six districts have been grouped in to “Low productivity” and later seven districts “High productivity” group.

Maize cultivation scenario is also different between these two groups of districts. There was higher target, so also achievement in high productivity districts than low productivity districts. (Table 2)

Incremental Productivity: The primary data collected from sample farmers on productivity recorded by them in non hybrid varieties usually cultivated by them and hybrid maize cultivated under the programme is presented in graphical form below. Higher productivity has been recorded in High productivity seven districts than in six Low productivity districts. Incremental productivity is about 19.45% in High productivity seven districts and only 12.50% in six Low productivity districts. Average incremental productivity taking data of all 13 sample districts is 17.82%. This is a good achievement. But in High productivity districts there was a good chance of reaching project target of 30q/ha, had there been 100% use of recommended inputs and good management practices adopted by farmers.

Inadequate input use: Hybrid maize is a input intensive crop with recommended requirement of 12.5t FYM, 100kg N, 60kg P, 50kg K, 2kg Azospirillum, 35kg of Zinc Sulphate (in Zinc deficient soils) for a hectare of crop to ensure desired productivity. This nutrient requirement is also to be backed by adequate need based pesticide, seed treatment chemicals and weedicides like atrazine or pendimenthalin.

Analysis of primary data collected from sample farmers reveals failure of farmers to apply Recommended Dose (RD) of fertilizer. In Low productive six districts, about 60% sample farmers have applied less than 25% of recommended dose of fertilizer to the hybrid maize crop taken up under the programme. Scenario is little better in case of sample farmers of High productive districts.

Similar is the situation with regard to use pesticides, seed treatment and weedicide to control weed infestation, which is a serious problem in maize during kharif season. Farmers during group discussion revealed that since the incentives were paid late, they could not purchase inputs and apply to the crop. To some 18

extent this justification is correct. But, farmers need to be proactive in arranging inputs from some other sources and apply to crop in time.

This low fertilizer use is not unexpected considering the fact that average fertilizer consumption rate in Odisha is only 59kg/ha. In all the Low Productive districts except Bargarh, average fertilizer consumption rate is about 25kg/ha. In these districts, paddy is the staple crop and farmers give much importance to kharif paddy to earn food for the family for a year. More than 80% farmers are small and marginal and mainly from SC/ST community and can hardly afford to purchase input to meet the heavy input requirement of Hybrid maize without any additional support. Such a scenario put forth a big challenge to cost benefit of hybrid maize cultivation and its sustainability in Low productive districts after closure of project support.

Return to the farmers: The primary data collected from sample farmers reveals wide variation in disposal pattern of maize produce between High productivity and Low productive districts. In High productive districts, on an average 30% of maize produced in demonstration plots was consumed in own family of sample farmers as a staple food. This type of consumption as staple food in own family was recorded only 22% in case of sample farmers of Low productive districts.

Simarly, in Low productive districts sample farmers have sold on an average about 35% of produce in green stage as green cob, which is only 11% in High productive districts. In High productive districts, major chunk of the maize produced in demonstration plots of sample farmers is sold in the form of grain.

Average rate at which grain is sold is Rs. 8.45 by sample farmers of Low productive districts and Rs. 9.95 in case of sample farmers of High productive districts. Similarly, average rate at which green cob is sold by sample farmers is Rs. 85.25 per bunch of 100 cobs in Low productive districts as against Rs. 81.50 in High productive districts.

Regarding net monetary return accrued to sample farmers is Rs. 13,358/ha in High productive districts and only Rs. 10,231/ha in Low productive districts. It may be mentioned here that while calculating net monetary return, family labour engaged in cultivation has not been taken in to account. This difference in return between two categories of farmers is mainly due to difference in productivity.

districts. Such a huge difference can be attributed to less productivity, poor management and low market rate in case of sample farmers of Low productive districts.

4.4. Perceptions of farmers

Key perceptions of farmers recorded during field survey are delay in release of incentives, lack of forward backward linkage, absence of remunerative market etc. These issues have been discussed in preceeding paragraphs except absence of remunerative market, which is presented in paragraph below.

Absence of Remunerative market: Discussion with farmers’ reveals that rates offered by traders is much low, which can not make up the huge investment in input intensive hybrid maize crop. In hybrid maize crop, seed cost is high, almost 5 times of non hybrid seeds. Similaly, the crop requires heavy doses of fertilizer, presticides to ensure desired productivity. Analysis of market rate and return to the farmers is already discussed in preceeding sections. The incremental return available to the farmers is not that much alluring to ensure sustainability of hybrid maize cultivation. Such a perception was received mainly from sample farmers of Low productive districts. This may be linked to maize production scenario in different parts of Odisha, which is discussed below.

Maize Production Scenario: In Odisha at present there are two types of maize farming. One is intensive commercial farming in major pockets of district like Nawarangpur, Gajapati, Ganjam, Koraput, Kalahandi etc where farmers practice precision farming and have market linkage with traders from Chhatisgarh, Andhra Pradesh. Mechanistation, post harvest facilities have developed to a major extent. In these districts, productivity is high, mechanical threshers are available on hiring basis and sale is mostly in grain form. In these districts there exists better chance of sustainability of hybrid maize cultivation.

Harvest of maize cobs for grain purpose

As against above, situation in districts like Mayurbhanj, Keonjhar, Angul, Kondhamal, Bargarh, Nayagarh is entirely different. Farmers cultivate maize traditionally in up and medium land and grow composite/synthetic or local varieties which has low input requirement. Farmers are more interested to sell green cobs as harvesting is easy and requires less labour. Harvest of dry cob is not remunerative because of difficulty in removing grain from the shank and lack of market linkage to industrial units, cattle feed plants. The farmers in these districts have little access to mechanical threshers to separate the grains from the shank. Manual removal is not economically vaiable.

Similarly, another important perception of farmers of these Low productive districts is that desi maize or open pollinated high yielding synthetic and composite varieties that they were cultivating since years are sweeter in taste and cook easily than hybrid maize. Hybrid maize is not that tasty as like earlier varieties. Unlike earlier varieties, seeds cannot be harvested and every year hybrid seed is to be purchased. Further, when green cobs are being sold in bunch of hundred numbers, there is hardly any difference in rates offered by traders for hybrid varieties that could match with high cost of seed and other inputs required for hybrid maize cultivation.

In fact, these district have low fertilizer consumption rate, farmers are poor in economic standard to afford high cost of hybrid seeds and other inputs for commercial cultivation. There is lack of access to mechanization, post harvest facilities, market linkage etc. Unless precision farming is adopted by maize farmers backed by large scale extension machinery and provision of post harvest facilities and market linkage, cultivation of hybrid maize may not be economically viable and sustainable.

Mixed cropping of maize

Maize for food....another scenario: Apart from above, tribal farmers in both high productive and low productive districts cultivate maize since generations for food as a mixed crop with cowpea, arhar and vegetables. In case of failure of one crop due to inclement weather or other reasons, the other crop provides both food and financial security. Major part of the produce is used for own consumption. Such a practice may not be practicable for commercial cultivation of hybrid maize. This is a perception received from tribals among sample farmers surveyed in the present study. 23

5. Conclusion

The above findings of the study and perception of the farmers from different maize growing pockets of the state justifies the need for a detailed study by an expert team to identify potential pockets for continuance of hybrid maize promotion programme in the state.

It is also suggested that initially pilot projects may be taken up in Low productive districts on cluster basis only among progressive farmers in some agriculturally developed pockets having assured irrigation facilities. Post harvest facilities and market linkage need to be developed on pilot basis matching with requirement. Public sector hybrids need to be promoted as seed cost is much less than hybrids of private sector multinational companies. Based on adoption rate in these pilot projects, area coverage may be expanded.

It is also suggested that in case of tribal farmers where major chunk of maize produce is providing food and nutritional security to the farmer’s family, use of Public sector QPM (Quality Protein Maize) varieties is essential. This needs to be looked in to by implementing agency on priority basis.

Regarding implementation of projects on PPP mode, the performance of seed companies is not satisfactory. It was observed that seed companies are interested mainly to sell the seed; hardly any attempt has been made to provide hand holding support to the farmers. It may be mentioned here that Department of Agriculture, Government of Maharashtra is implementing a project called PPPIAD (Public Private Partnership for Integrated Agriculture Development Programme) since 2012. The main objective of the PPPIAD was to facilitate large scale integrated projects led by private sector in the agriculture and allied sectors, with a view to aggregating farmers, creating critical rural infrastructure, introducing new technologies, adding value and integrating the agricultural supply chain. One of the components of PPPIAD is improving the productivity of maize. The project has performed well in some pockets of Maharashtra. Lessons learnt from this project may be used in finalizing PPP mode programmes in the state.
