In the beginning of the 70th meeting of SEAC, which was held on 30.08.2012 at 11:00 hrs at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, three cases were discussed under 'Miscellaneous' section. Eleven cases were placed for reconsideration. Seven applicants were requested to make their presentation before the committee. All the seven applicants appeared before the SEAC for technical presentation on their respective project proposal.

Session I

A. Mi scellaneous Section :­

1. Solid Waste Management for housing projects in non­municipal areas.

As decided in the joint meeting of SEIAA & SEAC, held on 25.07.2012 Prof. A. Majumder, Member SEIAA has prepared a model scheme / guidelines for solid waste management for housing projects in non­municipal areas. Scheme is placed for discussion and consideration in the 70th SEAC meeting held on 30.08.2012. SEAC members discussed the issue and recommended that a concept note in this regard is to be prepared.

2. Proposed Secured Landfill System (SLS) by the Commerce & Industries Department, Government of West Bengal at Mouza – Andulgari, adjacent to Calcutta Leather Complex, Bantala, .

Activity:

This is a proposal for development of Secured Landfill (SLF) System for Calcutta Leather Complex at Bantala. Dewatered sludge generated in the Leather Complex is proposed to be disposed off to this site.

Chronology of the event: Salient features of the proposed project are : i. Location of the Site – Mouza Andulgari, adjacent to Zone 8 in the southern side of CLC, Bantala, West Bengal. ii. Land Area – 20.74 ha / 51.30 acres. iii. Landfill structure – Length : 225m, Width : 200m, Side depth : 6m, Centre depth : 8.5m, Height above existing GL : 6.5m, Volume of excavated soil : 45000 cum

iv. Water Requirement – shall be met from Calcutta Leather Complex. v. Wastewater – Leachate will be stored in sump and pumped to CETP of the Leather Complex, Domestic sewage will be treated in septic tanks and finally pumped to CETP of the Leather Complex. vi. Plantation – 2520 trees is proposed to be planted in plantation area of 36000 sqm. Landsacping water requirement 326 KLD. vii. Rainwater Harvesting – There is no waterbody within the premises, two water bodies of total volume 30000 cum is proposed to be constructed. viii. Solid Waste – Non­hazardous solid wastes (300 T) generated from construction activities will be reused in the site. ix. Power Requirement – 10 KVA, CLC. Solar Street lighting will be provided. After scrutiny of the application, the SEAC has requested the project proponent through letter dated 20.04.2009 to incorporate the following issues in the project report :­  Waste generation should be re­estimated on basis of actual operation for past six month’s period.  Specific area should be earmarked for the above mentioned activities and shown in a scaled layout map.  RCC retaining walls should be provided to ensure structural stability.  CETP leachate should not be sprinkled for wetting dust.  HDPE liner of thickness 1.5 mm with 1. tensile strength at yield >18 KN/m, 2. tensile strength at break >30 KN/m, 3. Tear Resistance >150N & 4. Puncture Resistance >250N should be used in place of plastic sheet.  Requirements of additional area for carrying out of storage and disposal should be explored.  Measures to be taken for the operation of the landfill during monsoons should be clearly described. The project proponent has not submitted any reply to the SEAC. However , they have requested to resolve the EC issue at an early date. The case was placed for discussion in the 70th SEAC meeting held on 30.08.2012. After scrutinizing the documents submitted by the unit, the committee recommended that 1. Detailed Project Report to be modified for the development of the Hazardous Waste landfill facility based on the CPCB guidelines (Criteria for Hazardous Waste Landfill). 2. Opinion of the Chief Technical Officer, Wetlands Management Authority (EKWMA) regarding the status of the site with respect to East Kolkata Wetland to be obtained. 3. Creation of rain water harvesting pond as proposed should be avoided. It has been decided that the case shall be further considered only after submission of the necessary documents.

3. Proposed 5 / 7 Star Hotel by M/s. Fabworth Promoters Pvt. Ltd. at 4A, JBS Halden Avenue, Mouza – Bonchtola, Jl. No. – 4, E.M. Bye­Pass, PO & PS – , Kolkata – 700 105, West Bengal.

Activity:

This was a proposal for construction of 5 / 7 Star Hotel having 582 guest rooms (2B+G+20 storied building).

Chronology of the event:

The SEAC has recommended Environmental Clearance in the 23rd SEAC meeting held on 15.09.2008. The project proponent had obtained final Environmental Clearance from the SEIAA, West Bengal on 11.11.2008.

The project proponent has requested the SEIAA, West Bengal on 07.07.2012 for amendment of the Environmental Clearance as the project has been upgraded to gold rated green building. The salient features of the proposed project are as follows :

The case was placed for discussion in the 70th SEAC meeting held on 30.08.2012. After scrutinizing the documents submitted by the unit, the committee recommended amendment of Stipulated Condition for Environmental Clearance. The set of environmental conditions are annexed as Annexure 1A.

B. Reconsideration Proposals :­ Eleven reconsideration proposals were placed in the meeting.

Industry Sector :­

1. Proposed expansion of the existing Cement Grinding Unit and installation of CBM based Captive Power Plant by M/s. Birla Corporation Ltd., Unit : Durgapur Cement Works at Jl. No. – 62 & 63, Vill. – Sujara, Near DSP Slag Bank, Durgapur – 713 203, Dist. ­ Burdwan, West Bengal.

Activity:

This is a proposal for expansion of the existing Cement Grinding unit for increasing the manufacturing capacity of Portland Slag Cement from 0.6 to 1.3 Million TPA and installation of CBM based Captive Power Plant (2x6.93 MW i.e. 13.86 MW). The existing plant also produces Portland Pozzolana Cement (1.0 Million TPA). It is noted that clinker will not be manufactured at the site. The manufacturing process will involve grinding of Cement Clinker with Slag / Flyash and Gypsum.

The existing coal fired slag drier shall be removed and Roller Press unit shall be installed. The proposed Roller Press shall have dual function – drying and grinding of slag and shall be dual fuel operated – CBM and Coal. However, Coal shall be used only in case of non­availability of CBM.

Chronology of the event: The SEAC has recommended Environmental Clearance in the 60th SEAC meeting held on 24.11.2011. The project proponent had obtained final Environmental Clearance from the SEIAA, West Bengal on 18.01.2012 and NOC from the WBPCB on 13.04.2012. The project proponent has submitted request for amendment of Environmental Clearance vide Memo No. EN/124/T­II­1/053/2011 dated 18.01.2012 specifying (A) Specific Conditions in Page – 3 as “The stack emission should not exceed 30 mg/Nm3, as proposed”. However, the proponent proposed during the presentation that as per the declared designed outlet dust concentration level for Packer and Cement Silo were stated to be 50 mg/Nm3, as per the Pollution Control Equipment ordering schedule. The name of the Environmental Consultant is M/s. SGS Pvt. Ltd. The case was placed for reconsideration in the 70th SEAC meeting held on 30.08.2012. After scrutinizing the documents submitted by the unit, the committee recommended amendment of Environmental Clearance.

2. Proposed Hosiery Park by M/s. West Bengal Hosiery Park Infrastructure Ltd. at Jl. No. – 2, Mouza – Jagdishpur, PS – , Dist. –

Activity:

This is a proposal for development of a Hosiery Park. The proposed Park will have units involved with weaving, cutting, stitching, finishing and packing of knitwear items. Dyeing and Bleaching activities will not be undertaken. The expected population of the park when fully operational is 10200. The Park is expected to handle approximately 10000 equivalent passenger car units (EPCU) per day.

The Park is proposed to be an Industry Cluster having common infrastructure and support services for the candidate industries. The proposed park shall comprise of the – i. Processing Area – having individual plots for candidate industries as well as built­up Standard Design Factory (SDF, G+3 storied buildings) for smaller units. ii. Non­Processing Area – having Common Infrastructural Faculties including Internal Roads, Common Facilities Building (CFB), Training Centre, Water Supply System, Drainage and Sewerage System, Rain Water Harvesting System, Power Distribution System, Area and Street Lighting, Solid Waste Handling System, Open spaces, Services Area (including Fire Station, Reservoirs, Common STP, DG Sets, etc.). The Park will be managed by the Special Purpose Vehicle (SPV) formed on 17.10.2007 i.e. West Bengal Hosiery Park Infrastructure Ltd. (WBHPIL). All the fully serviced plots and built­up spaces will be leased out. The candidate units will have to abide by the Development Control & Operational Regulations of the Park.

The reply dated 30.12.2009 was placed before the SEAC in the 40th meeting held on 22.01.2010. The committee recommended the following – 1. This may be also done in consultation with Jagadishpur Gram Panchayat. 4. The project proponent should submit the status of land availability for the project. Project Proponent has submitted a letter dated 21.08.2012 requesting to grant notional clearance in principle subject to producing clearance from Irrigation Deptt., for purpose of conversion of land. However they have not submitted reply of the SEAC letter issued dated 15.02.2010. The case was placed for reconsideration in the 70th SEAC meeting held on 30.08.2012. After scrutinizing the documents submitted by the unit, the committee recommended that clarification as sought earlier vide Memo No. 84­2N­43/2009(E) dated 15.02.2010 to be submitted for further processing of the application.

It has been decided that the case shall be further considered only after submission of the necessary documents.

Construction Sector

3. Proposed Residential Complex by M/s. NFMA Manufacturers Pvt. Ltd. at 46, Diamond Harbour Road, KMC Ward No. 125, PS – , Kolkata – 700 063. Activity:

This was a proposal for construction of a Commercial Complex (1 block of 2B+G+6 storied building) comprising of 7 Anchor Stores, 150 Shops, Multiplex, Food Court and Restaurant. The proposal was considered in the 12th SEAC meeting held on 13.11.2007 and 14th meeting held on 10.01.2008. The Provisional Environmental Clearance was issued on 29.01.2008 to M/s. Avani Projects and Infrastructure Limited for the proposed Commercial Complex.

Subsequently, M/s. NFMA Manufacturers Pvt. Ltd. submitted vide letter dated 15.06.2009, a modified proposal for a Residential complex having 319 flats and 8 shops (5 blocks of B+G+10 storied buildings and 2 blocks of B+G+9 storied buildings). The proponent also submitted on 06.07.2009 the development agreement between M/s. NFMA Manufacturers Pvt. Ltd. and M/s. Avani Projects and Infrastructure Limited for the proposed project.

Chronology of the event :

The modified proposal was considered in the 33rd SEAC meeting held on 26.06.2009 and 34th SEAC meeting held on 31.07.2009. The Provisional Environmental Clearance for the modified proposal was issued on 19.08.2009 to M/s. NFMA Manufacturers Pvt. Ltd. on cancellation of the earlier Provisional Environmental Clearance issued on 29.01.2008.

The proponent was directed to pay pollution cost of Rs. 2.00 lacs vide letter dated 24.02.2011 of the Department of Environment, Government of West Bengal.

The proponent obtained EC from SEIAA on 29.03.2011.

The proponent has again submitted revised scheme on 07.04.2011. The revised proposal comprises of a Residential complex having 397 flats and 6 shops (5 blocks of B+G+12 storied buildings and 2 blocks of B+G+10 storied buildings).

The SEAC reviewed the letter submitted on 07.04.2011 in the 54th meeting held on 12.05.2011. The SEAC noted that the proponent has repeatedly modified the project proposal and each time asked for fresh Environmental Clearance. The latest revised scheme has been submitted on 07.04.2011 to SEAC, West Bengal. However, the number of car parking spaces was stipulated by SEIAA in the Environmental Clearance dated 29.03.2011 was 578 (as per plan sanctioned by KMC). The number of car parks has been drastically reduced to 386 although the number of flats and the Total Built­up area has increased, no clarification or breakup calculation has been provided for this project.

The proponent has mentioned in the letter dated 14.06.2011 that as per the circular of KMC earlier the project site was falling under C Zone which required 1.5 times car parking. However, the premise is not falling under C zone as per new law.

Chronology of the event :

The State Level Expert Appraisal Committee, West Bengal stipulated the conditions for Environmental Clearance in the 45th SEAC meeting held on 03.08.2010.

The proponent has now applied for Environmental Clearance vide letter dated 11.11.2011 and 16.11.2011. The proponent has also submitted the copy of the building plans provisionally sanctioned by the Chairman, Rajarhat Gopalpur Municipality on 28.09.2011 upto ground floor. The SEAC has opined that the waterbody is to be kept in natural conditions without disturbing the ecological habitat and should not be lined and no embankments should be cemented. Existing waterbody should not be encroached / reshaped without prior permission of the competent authority. As discussed during the presentation, SEAC has recommended that project proposal should be redesigned considering sufficient open space along the periphery of the waterbody. It has been decided that the case shall be further considered only after submission of the redesigned proposal.

The committee requests the project proponent to obtain necessary permission from Task force on Total Sanitation Campaign (TSC) of Panchayat and Rural Development Department for infrastructural facilities.
