Approved by the full council 26 June 2014 Worplesdon Parish Council Minutes of the Planning Committee meeting held Thursday 5 June at 7.30 pm in the Conference Room, Worplesdon Memorial Hall 304-14 - Present: There were present Chairman Dr P Cragg, Mr T Cater, Mr M Dillon, Mrs S Morgan, Mrs J Messinger, Mrs J Panton, and Mr V Searle. The Clerk was also in attendance. 305-14 - To accept apologies and reason for Absence in accordance with the LGA 1972, Sch12, para 40 Apologies and reason for absence received from Mr D Slaymaker. Apologies accepted. Mr V Searle substituted for Mr Slaymaker. 306-14 - Declaration of Disclosable Pecuniary Interests in accordance with The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012. (SI 2012 No. 1464) No declarations were made. 307-14 - Declaration of Non-pecuniary interests in accordance with the Council’s Code of Conduct No declarations were made. 308-14 - Planning applications for consideration: Planning Application No: 14/P/00112 – White’s Farmhouse, Aldershot Road, Worplesdon, Guildford, GU3 3HY – T1 Oak – Fell (P1/201/283) Leave to planners. Planning Application No: 14/P/00826 – The Pirbright Institute, Ash Road, Pirbright, GU24 0NF – Outline application for redevelopment of the site to include up to 60,000 sq.m. of floor space including Class B1 research laboratory campus floor space, together with ancillary conference centre, sports and other facilities and including two new road junction access points onto Ash Road (All matters reserved). It was agreed that the Parish Council should object to the above application on the grounds that the Institute is located within the Metropolitan Green Belt within 5km of the SPA, SSSI. The effect on traffic, surface water run-off and sewerage also need to be taken into consideration. Members were asked to give specific comments to the clerk ASAP. Planning Application No: 14/P/00886 – Inholms Farm, 48 Wood Street Green, Wood Street Village, Worplesdon, Guildford, GU3 3EU – Extension of drawing room on west elevation. Replacement of window with french doors to north elevation of drawing room. No comment. 130 Approved by the full council 26 June 2014 Planning Application No: 14/P/00894 – Round Oak, White Hart Lane, Wood Street Village, Guildford, GU3 3EA – Variation of condition 1 and 2 of planning permission 11/P/00973 approved on appeal on 27.7.12 to allow the site to be occupied on a gypsy/traveller basis to help meet the needs for pitches in the Borough. It was agreed that the Parish Council object to the above planning application on the following grounds: The NPPF states that Traveller sites are inappropriate development within the Green belt and should not be approved except in very special circumstances. Planning permission 11/P/00973 was granted temporarily to house a particular family rather than being a permanent Traveller site per se. There are 17 official traveller pitches within Worplesdon at the Cobbetts Close site. There are also official 17 pitches at the Hatchingtan, Burdenshott Road on the boundary of Worplesdon parish and there is also a Travelling Showman site at Whittles Drive on the Worplesdon/Normandy boundary. We believe that the accommodation provided meets the needs of our local Travellers and other sites should be provided elsewhere to provide a fair spread of sites across the borough for the benefit of the Travelling community and for the benefit of community cohesion. Planning Application No: 14/P/00919 – 12 Shelton Close, Guildford, GU2 9YW – Erection of single storey rear extension. No comment. Planning Application No: 14/P/00923 – Merrist Wood College, Coombe Lane, Worplesdon, Guildford, GU3 3PE – Variation of condition 01 of 13/P/01281 approved 25.9.13 to allow minor amendment including changes of material to fenestration and green roof omitted. No comment. Planning Application No: 14/P/00927 – White House, Woking Road, Guildford – Restoration of existing stable building to form a single dwelling Leave to planners. Meeting closed 8pm. 131 .
