U16 NATIONALS 3-10TH JULY AT BROWNS PLAINS These prestigious National Championships are being held here in Brisbane at the fabulous venue used by Logan in the WNBL. YOU are needed to help make this successful. Whether you are available for just one game, a half day, a full day or the whole week – please contact Wendy O‟Brien to advise your availability and preferred position/s on the Scoretable. The draw is not out yet, but we envisage the first game each day will be at 9am and the last game commencing at 7 or 8pm. U20 NATIONALS AND IVOR BURGE CHAMPIONSHIPS Wendy and Terry O‟Brien just attended this Championship in Gawler, South Austra- lia. Wendy was Referee Commissioner whilst Terry managed to utilize his Score- table skills on many occasions. This was a great 4 court stadium with aircondition- ing and used 3 courts most days. Not too many differences in how they fulfill their duties although they did wear lovely “orange” volunteer shirts so certainly stood out in the crowd. Their hospitality was generous and we look forward to extending the same to any officials joining us here for U16 Nationals.

Scoretable Coach Coordinator’s Annual Report

Thank you to the Scoretable Coaches who gave of their time and expertise to assist with the development of score- table officials by their visits to centres during the 2009 QBL/SEABL Season. Several Scoretable Coaches dropped out of the 2009 roster or had to withdraw from rostered games because of clashes with other commitments, and as a result fewer evaluations were recorded during the 2009 Season. It was pleasing that we were able to again visit Rock- hampton and Gladstone as well as all of the centres in South East Queensland on least one occasion. In addition to these scheduled visits, many Scoretable Coaches attended the various Classics to give feedback to and sign cards for scoretable officials present.

It was great to find so many very enthusiastic and proficient scoretable officials in our associations. This is in no small part due to the efforts of Wendy O‟Brien, Naree Wittwer & Sue Abele who have been responsible for educat- ing so many new officials through the running of Level 2 & 3 Courses in the last couple of years. We also have many new Level 1 Educators who are doing their part at the grass roots level.

The Rockhampton and Gladstone officials were very eager to have another visit in 2009. BQ assisted with ground transport, Rockhampton & Gladstone arranged accommodation and our funds were used for the airfares involved. I was able to meet with the Rockhampton officials for a discussion prior to the QBL games. They reported their lack of shot clock practice apart from the QBL games and were very keen to talk through the finer points of the shot clock position. At Gladstone and Gold Coast scoretable officials have some problems in seeing the scoreboard due to the placement of the scoretable and scoreboard, which means that communication is vital to ensure correct scores and fouls are shown on the scoreboard and that the clock did stops and starts correctly. Ipswich upgraded their scoretable equipment and Logan did not enter QBL teams so their scoretable officials assisted at other venues to maintain their proficiency during the season. Scoretable officials at Southern Districts, Cairns, Townsville, Gold Coast, South West, Brisbane, Rockhampton and Caloundra experienced the excitement of 2009 Season finals games and all performed well from reports given to me.

As well as rostering Scoretable Coaches for QBL and SEABL games, I also review QBL Match Reports from the whole of the state. It is disappointing to see that despite the increasing numbers of scoretable officials some Associa- tions are still using unqualified officials or insufficient officials for QBL games. This may be due to disorganisation, sickness, lack of a regular schedule for scoretable courses in the area or other last-minute issues. These Associations will be the ones which will be given assistance where possible during the next season.

Page 8 QUEST Issue 1/10 Queensland Scoretable Official for National Championships Document Purpose 1.1 The purpose of this document is to define the process for Scoretable Official selection to the Under 16 or Under 18 Junior Basketball National Championship, as a Queensland representative. Background Information 2.1 In 2008, at a meeting with State Basketball General Managers, the decision was made to provide a pathway for technical officials i.e. scoretable officials and statisticians, to be selected to officiate at an Aus- tralian Championship. This arose as it is unlikely there will be other opportunities for technical officials to aspire to (e.g. World Championships, Olympics/Paralympics and Commonwealth Games) for some time. 2.2 Each State will be required to nominate one Scoretable Official to attend the National Championship. Basketball Australia will notify the State as to whether a Scoretable Official is required for the Under 16 or Under 18 Champion- ship. Basketball Australia will arrange flights, ground transport and accommodation for the nominated official (in a similar way to that arranged for referees at such championships). The costs incurred will be paid by Basketball Queensland. 2.3 This arrangement will also assist the host association in providing quality technical officials for the Champion- ships. Nomination Process 3.1 Level 2 or above Scoretable Officials will be invited to nominate themselves via an application form (Appendix 1). The application form will be circulated in the first QUEST newsletter for the year, via the scoretable database and through electronic communications Basketball Queensland uses with local Associations. 3.2 Nominations will be required by the end of February for the Championships in that year. Selection Process 4.1 At a meeting of the SEQ Scoretable Association, two members are to be selected to form the Selection Commit- tee. They are charged with reviewing the nominations and proposing a successful candidate to Basketball Queen- sland. 4.2 The criteria to be applied to the selection process are: The candidate’s:  Scoretabling experience  Scoretabling and Basketball aspirations  Intentions for ‘giving back’ to Basketball Availability to attend the Championship. 4.3 The decision of the Selection Committee will be of a successful candidate and a reserve official. The decision of the Selection Committee will be final and no appeals will be entered into regarding candidates for that year.

4.4 A representative from Basketball Queensland will notify the successful candidate and forward the necessary de- tails to Basketball Australia.

Expectations of the Successful Candidate 5.1 As a Queensland representative, the successful candidate will be expected to adhere to the Code of Conduct for Scoretable Officials and participate in the Championship to the best of their ability. They will be expected to: Be involved as a scoretable official during the Championship Participate in any post-game evaluations of scoretable officials during the Championship Submit a written report (via [email protected]) two weeks following the Championship for circulation in the QUEST newsletter regarding the experience and any points of clarification regarding scoretable opera- tions noted whilst at the Championship.

Review 6.1 This document should be reviewed following the report provided by the successful candidate having attended the National Championship and any recommendations for change be presented at a SEQ Scoretable Association meeting. Page 9 QUEST Issue 1/10

CLARIFICATION ON TWENTY-FOUR SECOND CLOCK

Art 29 Twenty-four seconds

29.1 Rule

29.1.1 Whenever a player gains control of a live ball on the playing court, his team must attempt a shot for a field goal within twenty-four (24) seconds. To constitute a shot for a field goal within twenty-four (24) seconds: • The ball must leave the player's hand(s) before the twenty-four second device signal sounds, and • After the ball has left the player's hand(s), the ball must touch the ring or enter the basket.

29.1.2 When a shot for a field goal is attempted near the end of the twenty-four second period and the signal sounds while the ball is in the air: • If the ball enters the basket, no violation has occurred, the signal shall be disregarded and the goal shall count. • If the ball touches the ring but does not enter the basket, no violation has occurred, the signal shall be disregarded and the game shall continue. • If the ball hits the backboard (not the ring) or misses the ring, a violation has occurred. However, if the opponents have gained immediate and clear control of the ball, the signal shall be disregarded and the game shall continue. All restrictions related to goal tending and interference shall apply.

29.2 Procedure

29.2.1 If the game is stopped by an official for any valid reason not connected with either team (twenty-four second device reset in error, etc.) or connected with the opponents of the team in control of the ball possession of the ball shall be awarded to the team that previously had control of the ball with a new 24 second period. However, if in the judgement of the officials, the opponents would be placed at a disadvantage, the twenty-four second device shall continue from the time it was stopped.

29.2.2 If the twenty-four second device signal sounds in error while a team has control of the ball or neither team has control of the ball, the signal shall be disregarded and the game shall continue. However, if in the judgement of the officials, the team in control of the ball has been placed at a disadvantage, the game shall be stopped, the twenty-four second device shall be corrected and the ball shall be awarded to that team.

Wheelchair Basketball Representing Brisbane in the 2010 National League (NWBL), is the Brisbane Spin- ning Bullets, announced 19 March 2010. The National Wheelchair Basketball League (NWBL) is an annual mixed competition. The Brisbane Spin- ning Bullets are currently representing Queensland in the National League. The competition runs from May until September. The Women's National Wheelchair Basketball League (WNWBL). Representing Queen- sland is the Queensland Comets. The competition runs from April until August. National Junior Wheelchair Basketball Championships are held every two years, and each year in between these championships State teams compete at the National Junior Disabled Games. Classification of Athletes To play in National and International Levels players will be classified from 1.0 to 4.5 with increments of 0.5, based on their functional ability (the higher the number the higher the functional ability). A combination of up to 14 points is allowed on court per team at any one time International Competitions Opportunities exist for selection to the Australian Team to compete in International Competitions including the Roosevelt and Osaka Cup, World Championships and the Paralympics. 2010 SPINNING BULLETS – ANNOUNCED MARCH 19, 2010 (included as an example of points system)
