(b) The Motor Vehicles Act, 1988 provides for compensation to Motor Accident Claim Tribunal (MACT) or Civil Court, as the case may be, on the principle of fault/negligence of the driver of the vehicle causing the accident.

Open house discussion on MPLAD Scheme with Hon’ble Members of Lok Sabha was convened on 7th and 08th January, 2019 at the Auditorium, 2nd Floor, New Extension Building, Parliament House Annexe, New Delhi on the initiative of Shri Vijay Goel, Hon’ble MoS for Statistics and Programme Implementation. Shri Pravin Srivastava, Secretary, M/o Statistics and Programme Implementation and Shri Dinesh Kumar, Deputy Director General (PI) were also present. The list of Members invited for the discussions was divided into two groups. On 7th January, 2019, Members from the States of Bihar, Madhya Pradesh, Uttar Pradesh, Maharashtra, West Bengal and Gujarat were invited while the Members from the remaining States were invited on 08th Jan, 2019. SHRI ARVIND SAWANT: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has granted permission for Foreign Direct Investment in private security industry and if so, the specific reasons therefor; (b) whether the process for private security companies for procurement of arms and ammunition will be changed; (c) whether the Government has considered the impact of the permission for Foreign Direct Investment in private security industry; (d) if so, the details thereof; (e) the security measures taken by the Government to ensure that the fire arms procured by such companies are not sold illegally to common people; and (f) whether the Government proposes to maintain the Central database with regard to complete details of registered and non-registered private security agencies and the people employed by these agencies? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HANSRAJ GANGARAM AHIR) (a): Yes Madam, the extant policy of the Government allows Foreign Direct Investment in the private security industry upto 49% with Government approval, subject to applicable laws/regulations, security and other conditionalities. …2/ -2- L.S.US.Q.NO.658 FOR 19.12.2017 (b): There is no change in the process for procurement of arms and ammunition by a private security company as per Arms Act, 1959 and Arms Rules 2016. (c) & (d): As there is no fresh proposal under consideration at present to amend the Private Security Agencies (Regulation) Act, 2005 [PSAR Act, 2005], to modify FDI limit in the private security agencies, the question does not arise.
