E-mail: [email protected] DARKO BABIĆ, Ph.D. E-mail: [email protected] Faculty of Transport and Traffic Sciences Vukelićeva 4, 10000 Zagreb, Croatia VALUE ASSESSMENT OF TRAFFIC SIGNS RETROREFLECTION IN THEIR LIFE CYCLE ABSTRACT The retroreflective materials for traffic signs began to be applied from 1939 when the experts in the 3M company produced first reflective traffic sign that is set at the intersection of State Road in Minnesota in the United States. Glass beads were applied to the substrate without external protection and were damaged by the atmospheric conditions. The last 30 years numerous studies were implemented and the different reflective materials (High Intensity Grade, Diamond Grade) have been developed and used for making traffic signs with the aim of increasing the visibility, especially at night and harsh conditions, and thus the overall traffic safety on the roads. This paper presents the analysis of the retroreflection value of traffic signs for a certain period of time and their impact on traffic safety. Survey was made on 13,387 traffic signs of different ages and different material classes which were located on 20 different road sections in Republic of Croatia and this article present results of that analysis. INTRODUCTION The minimum expected road sign visibility includes the minimum distance from which the driver can read the sign and can react on time and do the necessary maneuvers. The factors that help to identify the sign and its understanding are: its size, an ease of symbols or of used text, sign paint. The night driving conditions and visibility will require driver’s different consideration of a number of factors that occur when driving at night. How traffic signs wear off due to the exposure to atmospheric elements, relatively lower level of visibility comes up in which the sign is more difficult to spot and becomes less legible for more drivers. This condition deteriorates progressive, and thus traffic sign becomes inefficient and in the end it must be replaced with new one. At night the vehicle driver is close to the light source (vehicle headlight) and sees the retroreflector as a light, shiny surface. It is obvious that the vehicle headlight plays an important role in the degree of visibility of the retroreflector by night because its luminance is proportional to the light output of headlamp. This reinforcement of nighttime illumination results in a great contrast in relation to the dark environment and gives a needed improvement in visibility for most of the signs that are effective without additional separate lighting. 1 B. Babić: Value Assessment of Traffic Signs Retroreflection in Their Life Cycle One of the important factors by which retroreflective material are compared is the power of retroreflection, which describes the amount of light reflected by the retroreflective material. Another important characteristic is the angularity which presents the reflection value at a larger angle of the input light, and as the third important feature we can mention is durability that is shown in the reflection quality value through a certain number of years. The retroreflective films are available in different colors to cover selected portions or the entire sign surface. These are also available in various

This report was prepared in collaboration with the Franciscan Family of Croatia, in particular with members of the National Fraternity of the Secular Franciscan Order (SFO). Franciscans in Croatia are directly involved in brining assistance to the people suffering from the situations raised in this report. II. According to WHO (World Health Organization), “palliative care is an approach that improves the quality of life of patients and their families facing the problem associated with life-threatening illness, through the prevention and relief of suffering by means of early identification and impeccable assessment and treatment of pain and other problems, physical, psychosocial and spiritual.” Palliative care is to be understood as an integral part of the right of persons to the highest attainable standard of health, which includes the obligation to take steps for “the creation of conditions which would assure to all medical service and medical attention in the event of sickness” (International Covenant on Economic, Social and Cultural Rights, art.

U sjecištu riječnih tokova Kupe, Korane, Mrežnice i Dobre, smješten u u središnjoj Hrvatskoj, jedan je od najvažnijih prometnih čvorišta u Hrvatskoj. Ozalj. Uz granicu sa Slovenijom nalazi se grad Ozalj. Dobro je cestovno i željeznički povezan te stoga ima dobre uvjete za međudržavnu pograničnu suradnju. Svoj gospodarski razvoj temelji na iskorištavanju prirodnih resursa. Slunj. Na magistralnoj cesti koja povezuje Zagreb sa srednjim i južnim Jadranom, uz rijeku Koranu smješten je grad Slunj. Zahvaljujući ruralnim karakteristikama i okruženju, razvija se uslužna djelatnost-turizam, trgovina, ugostiteljstvo, te obrtništvo i ekološki čiste industrije. Njegovu prepoznatljivost čine Rastoke-prirodni fenomen sa mnoštvo slapova, brzaca, kaskada i malih jezera. rijeke: DOBRA, MREŽNICA, KUPA, KORANA 4 Naše rijeke , netaknuti prirodni biseri pružaju posebne doživljaje za ljubitelje izvorne ljepote. Uz ribolov, splavarenje, lov i boravak u zdravim planinskim zračnim lječilištima pravi su raj u oazi mira i odmora.

    OBRAZLOŽENJE FINANCIJSKOG PLANA HRVATSKIH AUTOCESTA ZA 2020. GODINU I PROJEKCIJA PLANA ZA 2021. I 2022. GODINU UVOD Trgova čko društvo Hrvatske autoceste d.o.o. osnovano je temeljem Zakona o izmjenama i dopunama Zakona o javnim cestama, (NN br. 27/01.), Odlukom Vlade Republike Hrvatske o podjeli i preoblikovanju Hrvatske uprave za ceste (HUC) u društva Hrvatske autoceste d.o.o. (HAC) i Hrvatske ceste d.o.o. (HC). Društvo je osnovano s ciljem upravljanja, gra đenja i održavanja autocesta u Hrvatskoj, a zapo čelo je s obavljanjem djelatnosti 11. travnja 2001. godine. Hrvatske autoceste d.o.o. su u 100%-tnom vlasništvu Republike Hrvatske koja svoja prava u Skupštini Društva ostvaruje putem Vlade Republike Hrvatske. Hrvatske autoceste d.o.o. upravljaju autocestama, grade ih, rekonstruiraju i održavaju, osim onih autocesta kojima upravlja koncesionar prema odredbama Zakona o cestama. Email: [email protected] Abstract Most studies of the antibureaucratic revolution have focused on political elites and activists in Serbia, Montenegro, and the autonomous provinces of Vojvodina and Kosovo. Recent scholarship has focused on individual participants, often workers, and takes their agency seriously. Building upon such research, this article explores the antibureaucratic revolution as a particular manifestation of a larger sociocultural process, constitutive of long-term structural changes across the whole of Yugoslavia. An analysis of workplace documents and local newspapers in northwest Croatia demonstrates that antibureaucratic sentiment was not the prerogative of Serbian and Montenegrins but of Yugoslav citizens more generally. Yugoslavs were conditioned by the party-state to be critical of bureaucracy. Workers began to admonish the expansion of administrative positions, which they blamed for their falling living standards. Despite decentralizing and autarkic tendencies in political and economic life in late socialist Yugoslavia, working class discontents (and representations of it) remained remarkably similar across republican boundaries. In Rijeka and its environs, a shift does not occur until in mid-1988. Condemnations of nationalism become more urgent and a skepticism toward the mass protests occurring in Serbia is palpable from this point onward.     Republika Hrvatska REFORMA Ministarstvo mora, CESTOVNOG prometa i infrastrukture SEKTORA RH Reforma cestovnog sektora Pregled ključnih projekata i izvješće o Projektu modernizacije i restrukturiranja cestovnog sektora Republike Hrvatske Europska unija 2 Vrijeme novog uzleta S ciljem smanjivanja duga i povećavanja efikasnosti poslovanja javnih trgovačkih društava, Vlada Republike Hrvatske 2017. godine donošenjem Pisma sektorske politike i Strategije prometnog razvoja RH za razdoblje 2017 – 2030. pokrenula je reformu cestovnog sektora. Time je započet višegodišnji proces financijskog i operativnog restrukturiranja cijeloga sektora, koji je krajem 2017. bio opterećen s više od pet milijarda eura duga, što je predstavljalo gotovo 13 % javnog duga RH. U dva kruga financijskog restrukturiranja izdavanjem međunarodnih obveznica i refinanciranjem kod grupe domaćih banaka uz povoljne uvjete Vlada je početkom godine uspješno završila prvi i najzahtjevniji korak pri provedbi reforme. Refinanciranjem oko 60 % ukupnog duga i godišnjim uštedama, koje samo na kamatama iznose više od 50 milijuna eura, uspjeli smo postići financijsku održivost cestarskog duga koji će oko 2033. godine biti gotovo u cijelosti isplaćen. Istodobno, u skladu s prethodno iskazanom voljom velikog dijela građana, hrvatske su autoceste kao jedan od najvrjednijih infrastrukturnih resursa i nacionalno blago ostale u vlasništvu države i njezinih građana. Cilj je financijskog restrukturiranja optimiziranje udjela duga koji sektor može otplaćivati iz vlastitih sredstava, progresivno smanjenje razine godišnje otplate duga te smanjenje mogućih utjecaja sektora na javne financije. U dijelu operativnog restrukturiranja povećat ćemo efikasnost poslovanja javnih cestarskih tvrtki uz istodobnu provedbu visokih EU standarda održavanja i sigurnosti. Zahvaljujući provedenim mjerama već danas bilježimo povećanje prihoda uz smanjenje operativnih troškova. U društvima smo ostvarili povećanje prihoda za gotovo 300 milijuna kuna, odnosno 90 % više od plana, uz smanjenje broja zaposlenih za 30 % više od plana.
