Overview • With the number of confirmed cases and fatalities worldwide rising rapidly every day, many government authorities are enacting emergency measures, including immigration-related measures, to limit the spread of the COVID-19 pandemic and protect the health and safety of individuals in and outside of their countries.

Key issues • Measures being introduced to stem the spread of COVID-19 include the following: • Entry restrictions and heightened admission criteria for certain populations (including prohibitions on entry from high risk locations); • Mandatory “stay home notices” and quarantine orders for newly admitted citizens, residents and visitors (whether in state facilities, hotels or private residences); • Temporary suspension (and in some cases, permanent cancelation) of existing visas issued prior to COVID-19 and suspension of issuance of new visas; and • Introduction of heightened eligibility criteria and application requirements where visas are being issued (including suspension of visa waiver agreements and enhanced document requirements for new applications).

• In Africa, many countries are implementing restrictions on travelers from countries designated as high risk by the World Health Organization. In some nations, recently issued visas are being revoked and nationals from certain visa exempt countries now require a visa prior to travel. For returning nationals and travelers from lower risk countries, a 14-day quarantine period is required as a condition for admission.

• In the Americas, the United States were first to enact a targeted travel ban in February 2020. Since then, most countries in the Americas have implemented more rigid border controls. Measures have been put in place to limit non-essential travel between the US-Canadian and US-Mexican borders. In addition to border controls, quarantines and other isolation measures are being mandated across the Americas to limit the propagation of the pandemic within countries’ territories due to new travelers. Many consulates in the Americas, and those serving the Americas from outside the region, have suspended the issuance of new entry visas and in some cases closed their operations entirely, canceling appointments and limiting their services to only emergency consular assistance.

• In the Asia-Pacific region, most if not all countries have adopted a variation of the minimum 14-day quarantine measure for inbound travelers. This is in response to the heightened risk of importation of COVID-19 cases into Asian countries. In addition, an increasing number of countries are banning non- citizens from entering, and prohibiting citizens departing their countries, with penalties for non- compliance in some cases. In Singapore, the government has taken a strong stance on the stay-home measures currently in place and a breach of this rule may result in penalties to individuals (including revocation of their work passes, permanent bans on re-entry) and companies (revocation of an employer’s ability to sponsor work passes for periods of 1 to 3 years).

• In and around the European Union, the European Economic Area and the , virtually all countries have instituted restrictions on the entry of short term travelers (including tourists and business visitors), with other countries extending restrictions to longer term residents and EU nationals. The Schengen Area, which is known for creating a space with open borders within mainland Europe, is seeing member states enforcing border controls, even for EU/EEA citizens and residents. In a growing number of countries, existing/valid visas are being suspended temporarily (thereby preventing their holders from using them for entry) and new visa issuance is being delayed or suspended altogether.

• In the Middle East countries are using similar preventive measures as in other regions, including significant travel limitations, mandatory quarantines for international travelers, suspensions on issuance of new visas, closure of schools, businesses and public gathering spaces. In some instances, even nationals of Gulf Cooperation Council member states are being restricted entry to locations where they otherwise would have visa free access.
