TOUR OF BRITAIN UPDATE

Report of the Corporate Director for Place Management and Regeneration

1. Background

1.1 The ten Boroughs of Greater will be hosting the final stage OVO Energy Tour of Britain on Saturday 14th September 2019. The race will start in Altrincham and run through each Borough prior to the stage finish in Manchester City Council.

1.2 Greater Manchester’s objectives in hosting the race are to:

 Maximise engagement opportunities for communities  Showcase what’s great about Greater Manchester  Provide a great route for the competitors  Promote cycling at grassroots level  Improve the take up of cycling in specific age groups  Link with any local talent development programmes  Link with Greater Manchester Sports Development objectives  Link to any Greater Manchester specific objectives around cycling

2. Section

2.1 The tour will enter the Borough via Wilmslow Road in Woodford and will pass through Bramhall Village Centre, , High Lane, Marple, Marple Bridge and Compstall before leaving the Borough at Werneth Low. A route plan is attached at Appendix A.

2.2 It is anticipated that the tour will arrive in Woodford at approximately 11.25am and pass out of the Borough at approximately 12:15pm on Saturday 14th September. It is expected that the riders and accompanying vehicles will take in the region of 15 minutes to pass through.

3. Transportation Implications

3.1 Roads on and around the route will be closed with a rolling road block, usually for approximately 15 to 20 minutes before the lead riders arrive and will be indicated by police escort vehicles. These closures will be manaqed centrally by Tour of Britain working with GMP. Appropriate route signage will be placed prior to the race.

3.2 The Council will be responsible for managing any parking and bus stop suspensions, removal of illegally parked vehicles and progressing any repairs deemed necessary by Tour of Britain, as well as street cleansing and litter bin collection prior to and post the race.

4. Communications and Engagement

4.1 The Council has developed a Tour of Britain communications plan to ensure residents are fully aware of implications of the race passing through their locality and to encourage them to line the route and welcome the tour as it passes through. 4.2 The Council has developed, and is regularly updating, a plan for engaging schools, businesses and community organisations to encourage them to get involved in animating the route and staging events to celebrate the race passing through and to encourage dwell time in District Centres.

5. Activities and Events

5.1 The Council are working with Life Leisure to develop an event hub at Hazel Grove Recreation Centre, along a key stretch of the route, which will have a range of opportunities for participation in different activities and promoting the benefits of regular physical activity and sustainable transport.

5.2 We are actively encouraging and supporting schools, community organisations and businesses to stage events and opportunities in their own localities to maximise the educational, economic and social benefits of the race passing through.

5.3 The Council has allocated £10,000 to assist community groups and local organisations to animate the route and stage events.

6. Opportunities

6.1 The race provides a range of opportunities for schools, community organisations and businesses. Examples include:

Schools

 Organising events on school premises  Taking part in banner/flag competition  Adopting a team  Incorporating the tour/cycling themes into curriculum-related learning  Promoting active travel/cycling proficiency

Community Organisations/Clubs

 Ensuring a warm welcome for the race in localities by encouraging residents to line the streets  Animating the route through their locality  Organising events/activities in District Centres/local greenspaces to maximise dwell time  Creating visuals/art installations  Organising walk/ride events to promote active travel  Taking part in the Land Art competition

Businesses

 Organising events in District Centres  Decorating their premises to animate the route  Sponsoring community activities and events in their locality 7. Area Committee Involvement

7.1 Ward Members are asked to note the arrangements for the OVO Energy Tour of Britain and encourage participation by local residents, schools, community organisations and businesses.
