DELEGATION ELECTRIC SYSTEM OPERATOR (AESO)

Paul Deleske, Community Relations Advisor for AESO was in attendance to advise Council on the Fort McMurray West 500 kV Transmission Project.  AESO was mandated by the Alberta Government to develop a competitive process to determine who is eligible to apply to the Alberta Utilities Commission for the construction and operation of certain transmission facilities.  Three stages to the competitive process: o Request for Expressions of Interest (May-June 2013) o Request for Qualifications (July-October 2013) o Request for Proposals (December 2013-December 2014)  Five companies have been selected to compete to build, finance, own and operate a new 500 km transmission line between the Wabamun area west of and the Fort McMurray area.  The winning company will be selected in December 2014  The target in-service date for the project is 2019  As this line runs through portions of the Municipal District, Mr. Deleske advised that these companies may approach the MD regarding planning issues, public education sessions, leasing options, etc.

LESSER SLAVE LAKE REGIONAL HOUSING AUTHORITY (LSLRHA)

Corinne Card, Chief Administrative Officer of the Lesser Slave Lake Regional Housing Authority provided Council with the following overview of the Authority:

 LSLRHA Programs o Social Housing o Seniors Self Contained o Affordable Housing o Market Rent o Rent Supplement (Direct to Tenant & Private Landlord) o Vanderwell Heritage Place  “Framework for Action” project complete which will lead into creating a new three year Business Plan  Interim Housing: o Request made to Municipal Affairs to keep 106 temporary trailers for 2 years o 55 modular units have moved out of Phoenix Heights and the Point with most transported to Siksika and 5 going to the Canmore area

Concerns expressed by Ms. Card regarding the Points West facility:

 Direct impact on yearly requisitions to the Town of Slave Lake, M.D. 124 and M.D. 17 as the new facility may create vacancies in Vanderwell Heritage Place  Staffing and staff retention  LSLRHA will no longer qualify for LAP grant

Presentation on the proposed Residual Home Ownership Program:

 The program would allow qualifying families the opportunity to become home owners with a modest down payment and reasonable monthly payments  LSLRHA would carry the mortgage, taxes and title with no interest until the mortgage is completely paid off  LSLRHA requested Alberta Municipal Affairs to give ten of the modular home from the Interim Housing Program to start the Residual Home Ownership Program  LSLRHA is requesting five lots in Fournier Place to be donated from the Town of Slave and five lots within the Municipal District to be donated by the Municipal District

MOTION 079-14 Moved by Councillor Esau to accept the Lesser Slave Lake Regional Housing Authority Report as information. CARRIED

VISITOR INFORMATION CENTRE TREE CLEAN-UP

Fire Chief, Jamie Coutts was in attendance to advise Council of the proposed project area clean-up of 8.2 ha of MD land west of the Visitor Information Centre:

 Clean-up would consist of chipping woody materials and hauling to the Tolko plant with remainder to be mulched  Estimated to take approximately eight days to complete and have and estimated cost of: o $50,000 Feller Buncher, skidder, portable chipper and loader with walking floor tandem axle trailers and shipping of wood chips o $20,000 clean-up of transportation corridor o $20,000 manpower to replant new growth and create trails etc.  Funding would be sought through Recovery FireSmart Vegetation Management

Chief Coutts confirmed that:  It may be possible to pile and burn debris but will have to be done immediately due to fire season approaching  fourteen adjacent residents were notified with three opposed to the project  all living vegetation will remain along with new vegetation planted

MOTION 080-14 Moved by Councillor Esau to arrange for the clean-up of the burnt trees that have become a blow down hazard on the Visitor Information Centre property so the following can be accomplished: o Clean up of trees by dozer o Clean up of trees, if possible in the Alberta Transportation highway Right-of-Way, and; o Pursue replanting opportunities Funding will be provided from the FireSmart Vegitation Management allocation. CARRIED

PLANNING & DEVELOPMENT BYLAW 2014-01 LAND USE BYLAW AMENDMENT NO. 43

Background:  Bylaw 2014-01 proposes to amend the Land Use Bylaw 2004-06 change the present zoning of a +/- 13 acre portion of SE 12 70 27 W4 in the Hondo area from Agriculture (A) District to Country Residential One (CR1) District  The proposed intent of the application is to rezone the lands to allow for the creation of three (3) additional residential parcels on a quarter section that contains two (2) residential parcels that were created in 2013  It should be noted that in 2008 the portion of the quarter section that has been severed by Croswell Road was consolidated with a portion of land on the SW 7-70-26-W4 creating a 5.2 acre residential parcel Issues:  This parcel lends itself to the proposed uses  The new parcels can be safely accessed off of Croswell Road  A site inspection undertaken on February 14, 2014 confirms that the property is undeveloped and forest covered  Conditions of access and land development would be reviewed at the time of subdivision and development application conditions

UTILITIES BOOSTER STATION ARCHITECTURAL OPTIONS

Council was presented with different exterior design options for the booster station and meter stations and commented that they would prefer to have pre-engineered structures with the exteriors to be modified to blend into the communities in which they are placed. FireSmart recommended siding options (no vinyl siding) were also preferred.

MOTION 083-14 Moved by Councillor Fulmore to accept Booster Station Archictectural Options as information. CARRIED

CANYON CREEK RAW WATER INTAKE REPAIR

Jackie Mykytiuk with Associated Engineering was in attendance to review the following Canyon Creek Water Intake Repair options:

 Option 1: Repair the existing intake and install new intake pipe(s) stub(s) adjacent to the existing intake for future intake pipe connections(s)

 Option 2: Continue to feed Canyon Creek WTP with submersible pumps and install new intake pipe(s) in the future o Phase 1 – Feed Canyon Creek WTP with submersible pumps $93,000 o Phase 2 - Install new intake pipes $678,400 o Total Cost $771,400

MOTION 084-14 Moved by Councillor Skrynyk to proceed with Canyon Creek Raw Intake Water Intake Repair Phase 1 of Option 1 – Isolation of 2 pipes - repairing exiting intake pipe and installing new pipe stub(s) adjacent to the existing intake and to discuss Phase 2 in budget deliberations. CARRIED

Council discussed possible dates for 2014 budget review.

RURAL SERVICES SMITH COMMUNITY COMPLEX UPDATE

The following Smith Community Complex update was provided to Council:  Request for Proposal was advertised on February 24th on Alberta Purchasing Connection with a close in four weeks  Topographic Survey has been completed  Geotechnical survey complete and waiting for final report  Submitted Development Permit Application

Other meetings:

 Administration will confirm the venue of the Slave Lake MLA, Tri-Council and Alberta Heath Services meeting scheduled for February 27th at 10:00 a.m. Councillor Skrynyk and Pearson confirmed attendance.  Councillor Esau confirmed he would attend the Transportation Strategy for Alberta meeting scheduled for February 27th at 1:30-4:30 p.m.  A Councillor from the Municipal District was invited by Pearl Calahasen to attend Government of Alberta Budget on March 6th in Edmonton.

COUNCILLOR ESAU ABSENCE FROM BOARD MEETINGS

 Councillor Esau advised that he will be going in for knee surgery and will be absent from March 11th to March 25th.  It was confirmed that no alternates were required to be appointed to boards or committees that Councillor Esau is appointed to during his absence as there is other Municipal District representation.

WILDFIRE LEGACY FUNDRAISING COMMITTEE

 The Wildfire Legacy Centre will include a daycare, offices, FireSmart Education Centre, theatre capacities and a community hall with the capacity to act as an evacuation centre during an emergency.  A fundraising committee was formed with the goal of raising over $900, 000.  Marianne Paleck has volunteered to represent the Municipal District on the Wildfire Legacy Fundraising Committee.

MOTION 088-14 Moved by Councillor Pearson to appoint Maryanne Paleck as the Member-at-Large to the Wildfire Legacy Fundraising Committee for a two (2) year term. CARRIED

CALL TO ORDER Reeve Kerik called the meeting to order at 1:16 p.m.

BACKGROUND  Purpose of Bylaw 2014-01 is to rezone Pt. SE 12-70-27-W4M from its existing zoning Agriculture (A) to Country Residential One (CR1)  This application involves +/- 13 acres of land.  Access to the proposed lands is via Croswell Road.  In 2013, the applicant created two residential parcels: one on the northwest corner of the quarter section and one on the northeast corner of the quarter section.  The Land Use Bylaw amendment would re-zone this property to allow for further subdivision of this quarter section to develop three additional residential parcels.  Any servicing of water and sewer would be at the cost of the developer as a condition of subdivision.  There are no known environmental constraints.  The subject lands are not in agricultural production and are currently forested.  Public notification was completed in the Lakeside Leader for 2 consecutive weeks, February 5 & 12, 2014. Adjacent land owners were notified in writing of the public hearing date and time.

 No one was in attendance that spoke against the proposed bylaw.  No letters were received by the Municipal District.

Background:

 Bylaw 2014-02 proposes to amend the Land Use Bylaw 2004-06 change the present zoning of the a +/- 20.0 acre portion of NW 5 73 4 W5 on the Old Smith Highway just north of the Tollenaar Bridge from Country Residential One (CR1) District to Light Industrial Residential (LIR) District.  The proposed intent of the application is to rezone the lands to allow for expanded industrial development on the lands.

Issues:

 This quarter section lends itself to “industrial” activities, as a majority of the landowners operate owner operator businesses.  Consultation has been undertaken and a majority of the landowners on the quarter section have responded in writing in

favour of th is bylaw amendment.  The property fronts onto the Old Smith Highway that has been constructed to industrial standard.  Conditions of land development and safety code compliance would be reviewed at the time of development application submission.

 Municipal Development Plan (MDP) 2.0 Community Areas- Old Smith Highway Community Area. Industrial development within community areas must be in appropriate locations which to not interfere with residential land uses.

 Land Use Bylaw 2004-06 Country Residential One - To provide for single dwelling units on small rural acreages in selected areas in close proximity to lakes or rivers or other significant natural features, or for the subdivision of second or subsequent country residential lots on a quarter section, where development conditions, including the provision of sufficient land, water supply, and sewage disposal, are ideal.

Conclusions & Recommendations:

Administration recommends that Council gives first reading to proposed Bylaw 2014-02, thereby allowing for Administration to schedule and advertise for the public hearing on the proposed amendment.

Background:

 Bylaw 2014-03 proposes to amend the Land Use Bylaw 2004-06 change the present zoning of a +/- 15.2 acre portion of SE 32 737 W5 in Widewater from Urban Reserve (UR) District to Country Residential One (CR1) District.  The proposed intent of the application is to rezone the lands to allow for the creation of thirteen (13) residential parcels.

Issues:

 This parcel lends itself to the proposed uses.  The property fronts onto Southshore Drive East.  The parcel backs onto Crown Land.  The Planning and Development Department will be requesting that the internal subdivision road (and potentially the utilities pending an engineering review) be looped between Southshore Drive East and Perry Lane.  The applicant will not be granted access to Highway 2.  Please note the “jagged edge” of the adjacent western lot represents land purchased from the Crown to correct an encroachment. To correct the access encroachment, the access to this property will be relocated adjacent to the proposed internal subdivision road.  Conditions of access, land development, and safety code compliance would be reviewed at the time of subdivision and development application conditions.

Analysis:

 Municipal Development Plan (MDP) 2.0 Community Areas- this area is for the purpose of residential development with supporting community infrastructure. Policy 2.1.4 states that each shall be considered as a potential node for accommodating an appropriate mix of residential, commercial, recreational and/or institutional uses.

 Southshore Area Structure Plan Land Use Recommendation Map – The lands are identified for Resort Residential. Minimum parcel size is 0.4 hectare (1 acre). Residential is the primary use of the land. Non-residential uses are limited to those normally associated with a residential community.

 Land Use Bylaw 2004-06 Urban Reserve - This District is generally intended to reserve or “hold” those areas near or within the hamlets that are currently unserviced and/or unsubdivided and/or undeveloped for the future use, subdivision and development prescribed for these lands. Over time, it is intended that this District will be replaced on the affected lands with various appropriate Districts within which urban-style development is allowed.

Conclusions & Recommendations:

Subject: Request for Funding Re: Smith Centennial Geocaching Tour

Background

Attached is a letter from Sheila Willis requesting funding ($1,000 and/or in-kind) from the Municipal District for the Smith Centennial Geocaching Tour. The geocaching tour is being sponsored and hosted by the Smith Community Development Council. The funding will be used to offset printing costs of the Geocaching Tour pamphlet, Passport and a Field Guide.

Geocaching, as defined by Wikipedia, is an outdoor recreational activity, in which the participants use a Global Positioning System (GPS) receiver or mobile device and other navigational techniques to hide and seek containers, called "geocaches" or "caches", anywhere in the world. A typical cache is a small waterproof container containing a logbook where the geocacher enters the date they found it and signs it with their established code name. After signing the log, the cache must be placed back exactly where the person found it. Larger containers such as plastic storage containers (Tupperware or similar) or ammunition boxes can also contain items for trading, usually toys or trinkets of little financial value, although sometimes they are sentimental.

The Smith Centennial Geocaching Tour is being created and designed by Sheila Willis with 100 caches located in and around the Smith and Hondo area. The official kick-off event for the tour will be on May 17th. A second kick-off event is being planned for the weekend of the Smith Fall Fair and Smith Centennial celebrations.

The $1,000 contribution would position the Municipal District as a Platinum sponsor and would provide us with advertising coverage in the Passport, Field guide and all other documents.

Analysis

With the ever increasing popularity of Geocaching, the Smith Community Development Council (via Sheila Willis) is trying to locate Smith as a destination point for geocachers to come and discover and spend their recreational time and money in the community. Geocaching can and will be a tourist attraction that will benefit the entire region as an economic and tourist development. The 100 geocaches will remain in place and can be accessed for years to come as a tourist attraction.

With the centennial celebrations that will be occurring this year in the Smith community, this event works well with that theme as the 100 geocaches are typically points of interest that involve historical sites and events in and around the Smith and Hondo communities. These sites include caches along the Old Peace River Trail, Moose Portage, MD Boat Launch, Spurfield, Soda Flats, etc.

This Geocaching Tour, coupled with the Smith Centennial celebrations and the Smith Fall Fair will provide a great opportunity to showcase not only the Smith and Hondo area, but the entire Lesser Slave River region. Opportunities of rural, community, economic and tourism development can be realized through this initiative.

Everyone is trying to get their community “on the map”. The Smith Community Development Council (and Sheila) can be applauded for their forward thinking in getting Smith on the map - as a GPS referenced geocache.

Issue

The issue before Council is the decision to support or not to support the request for donation of $1,000 (and/or in-kind) towards the Smith Centennial Geocaching Tour.

Alternatives

Administration recognizes four alternatives for Council to consider. These are:

1. Do not support the request for funding. 2. Support the request for funding of $1,000. 3. Support the request for funding at a different level. 4. Support the request for funding with an in-kind donation.

Recommendation

Administration recommends Council support the request for funding donation of $1,000 towards the Smith Centennial Geocaching Tour and forward the funds to the Smith Community Development Council.

Background:

 Administration has identified the need to conduct a Municipal Census. Pursuant to the 2011 Federal Census, there are 1,438 dwellings within the Municipal District. This varies significantly from the 1,626 dwellings as reported utilizing our geographic information system (GIS). Municipal census data reflects growth and assists the municipality plan for residents’ needs. It also helps Council in the decision making respecting roads and utility construction and rehabilitation projects, and may result in additional grant monies being available from the Province.

Issues:

 A municipal census must be conducted during the period starting April 1 and ending on June 30 as set out in the Determination of Population Regulation 63/2001. The Regulation also allows for a municipality to conduct a census of its “shadow population” of temporary residents. A temporary resident is defined as individuals that are employed by an industrial or commercial establishment in a municipality for a minimum of 30 days within the Census year. If allowed by the Minister and if the shadow population is greater than 1,000 persons or 10% of the permanent population (~ 300 persons for the MD), then the shadow population may be included as a part of the municipality’s Census figures. Even though a spring Census may not include many resource industry camp workers, there will still be significant numbers of workers in permanent camps as well as other temporary camps.  It is proposed that Staff will utilize our GIS to determine the location of camps/facilities that contain temporary residents. The Census Coordinator (Director of Rural Services) will meet with Site Managers/Coordinators at each of the camps/facilities. The Site Manager will be fully briefed on temporary resident status so that they will accurately assess how many individuals qualify as Shadow Population. The purpose of these meetings is to gain an accurate count of camp residents that meet the criteria of temporary residence of a minimum 30 days within the 2014 Municipal Census Year.  In order to reduce costs respecting the collection of the “usual resident count”, Administration intends to purchase an “Online Census App” from the City of Airdrie which will be supplemented by door-to-door enumerators. Residents will receive a secure access code in the mail and be able to answer the census questions online and within two minutes. The “App” features real time reporting and audit features to ensure data accuracy and integrity. Online access reduces the number of door to door visits required. Wireless devices

will be used for door-to-door collection. The “App” will integrate with our GIS for accurate community mapping.  The municipality must also choose an official Census “date”. It is suggested that May 1 be used, as this will be the date which we propose to initiate the on line Census. Those persons who will reply before May 31 will not be visited by a census enumerator. Door-to-door enumeration will take place from June 1 to June 30.

Alternatives:

 To not undertake a Municipal Census in 2014, and continue to report the figures collected federally in 2011.

Analysis:

 Administration believes the current dwelling count as reported federally is low for the Municipal District. We are confident in our dwelling numbers as reporting by our GIS. As a rule, people do not pay taxes on dwellings that don’t exist.  The City of Airdrie has a proven Census “App” and coupled with GIS, our Census accuracy should be very good.  Administration proposes to keep the questions to a minimum. We will be requesting age and length of residence in the Municipal District only.

Conclusions & Recommendations:

 Administration recommends that Council resolve to undertake a municipal Census in 2014 with an official census date of May 1, 2014, and requests that Administration prepare a letter to the Minister of Municipal Affairs requesting approval of the Census methodology that will include “online” census reporting as well as approval to undertake a shadow population Census.

 Request Ministerial Approval to utilize an online census as well as approval to conduct a Census of its shadow population  Adminstration to purchase the “Online Census App” from the City of Airdrie.  Communications Plan prepared.  Census to begin May 1 and end on June 30.

Background:

Tenders for the Poplar Lane Waterline have closed and have been presented to MD Administration for discussion. 10 Bids were submitted ranging from 3.485 to 5.230 Million Dollars.

Issues:

Associated Engineering is currently finishing up a project with the lowest bidder and approves their quality of workmanship. It was recommended to go with the “higher of the 2” options by the same Contractor with the “open cut option” to be used where feasible, resulting in a lower overall cost.

MD Preferred Trenchless Construction Method. MD will entertain Open-cut in some areas if it an appropriate option

Analysis:

Open-cut pipeline can be utilized in open areas such as Crown / ESRD Land where there is a minimal impact to aesthetics or homeowner concern. If Horizontal Directional Drilling method is used, the costs incurred will be higher.

Conclusions & Recommendations:

Associated Engineering is to submit a Letter of Recommendation to accept Nu-Edge Construction’s bid of $3,485,300.00 plus $200,000 contingency for a total of $3,685,300 (excluding GST).
