The National Library Board also continued with its goals to promote lifelong learning and impart knowledge. As a result of intensive efforts to promote library usage, the number of visitors to libraries increased by 14.2%, compared to the previous year. The total number of loans rose by 14.9%. The usage of digital library services also went up by 2.1 % compared to the previous year.

Auditors' Report to the National Library Board (Established under the National Library Board Act, Chapter 197)

We have audited the financial statements of the National Library Board (the "Board") and the consolidated financial statements of the Group for the financial year ended 31 March 2003 set out on pages 39 to 68. These financial statements are the responsibility of the Board. Our responsibility is to express an opinion on these financial statements based on our audit.

We conducted our audit in accordance with Singapore Standards on Auditing. Those Standards require that we plan and perform our audit to obtain reasonable assurance whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by the Board's management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.

In our opinion,

(a) the accompanying financial statements of the Board and consolidated financial statements of the Group are properly drawn up in accordance with the provisions of the National Library Board Act (Chapter 197) ("Act") and Singapore Statements of Accounting Standard and so as to give a true and fair view of the state of affairs of the Board and of the Group at 31 March 2003, the results and changes in capital account and accumulated deficit of the Board and of the Group and the consolidated cash flows of the Group for the financial year ended on that date; and

(b) the accounting and other records required by the Act to be kept by the Board have been properly kept in accordance with the provisions of the Act, including records of all assets of the Board whether purchased, donated or otherwise.

During the course of our audit, nothing came to our attention that caused us to believe that the receipt, expenditure and investment of monies and the acquisition and disposal of assets by the Board during the year have not been made in accordance with the provisions of the Act.

We are satisfied that the financial statements of the subsidiaries that have been consolidated with the financial statements of the Board are in form and content appropriate and proper for the purposes of the preparation of the consolidated financial statements and we have received satisfactory information and explanation as required by us for those purposes.

The auditors' reports on the financial statements of the subsidiaries were not subject to any qualification.

Notes to the Financial Statements For the financial year ended 31 March 2003

These notes form an integral part of and should be read in conjunction with the accompanying financial statements.

1. General The National Library Board is domiciled and incorporated in Singapore, and established under the National Library Board Act (Chapter 197). The address of its registered office is:

Under the National Library Board Act (Chapter 197), the National Library Board shall: (a) establish and maintain libraries, and provide library information services; (b) promote reading and encourage learning through the use of libraries and their services; (c) provide a repository for library materials published in Singapore; (d) acquire and maintain a comprehensive collection of library materials relating to Singapore and its people; (e) establish standards for the training of library personnel; (f) provide advisory and consultancy services concerning libraries and library information services; (g) compile and maintain a national union catalogue and a national bibliography; and (h) advise the Government on national needs and policies in respect of matters relating to publicly-funded libraries and library information services in Singapore.

2. Significant accounting policies (a) Basis of preparation The financial statements are prepared in accordance with and comply with Singapore Statements of Accounting Standard. The financial statements are prepared in accordance with the historical cost convention.

The financial statements are expressed in Singapore Dollars.

(b) Basis of consolidation The consolidated financial statements include the financial statements of the Board and all its subsidiaries made up to the end of the financial year. Subsidiaries are those entities in which the Group has an interest of more than one half of the voting rights or otherwise has power to exercise control over the operations. Subsidiaries are consolidated from the date on which control is transferred to the Group and are no longer consolidated from the date that control ceases. All intercompany transactions, balances and unrealised gains on transactions between group companies are eliminated; unrealised losses are also eliminated unless the cost cannot be recovered. Where necessary, accounting policies for subsidiaries have been changed to ensure consistency with the policies adopted by the Group. 46 National Library Board Annual Report 2002/2003 Financial Statements

Significant accounting policies (cont'd) (c) Foreign currencies Foreign currency assets and liabilities at balance sheet date are converted to Singapore dollars at the rates of exchange ruling at the balance sheet date. Foreign currency transactions during the year are converted into Singapore dollars at the rates of exchange ruling on the transaction dates. Differences on exchange are included in the income and expenditure statement.

(d) Capital account Government assets transferred in for the establishment of the Board are taken into the capital account.

(e) Grants Government grants and contributions from other organisations utilised for the purchase/construction of depreciable assets are taken to the Deferred Capital Grants account.

Deferred capital grants are recognised in the income and expenditure statement over the period necessary to match the depreciation of the assets purchased with the related grants. Upon disposal of property, plant and equipment, the balance of the related deferred capital grants is recognised in the income and expenditure statement to match the net book value of the assets written-off.

Government grants to meet the current year's operating expenses are recognised as income in the financial year in which the operating expenses are incurred.

(f) Revenue recognition Professional library services are rendered to government ministries and statutory boards and fees charged are recognised when services are rendered. Fees are charged based on fixed charging formula approved by the supervisory ministry.

Income from the rental of library facilities are recognised when services are rendered and charges are based on rates approved by the supervisory ministry.

Book fines are accounted for when received.

Interest income from bank account balances are recognised on the accrual basis.

Other income comprises mainly consultancy services, multi-media sessional charges and amounts from Cluster Development Fund. Fees charged on consultancy services, multi-media sessional charges and amounts from Cluster Development Fund are recognised when the relevant services are rendered. (g) Taxation The National Library Board is a tax-exempted institution under the provisions of the IncomeTax Act (Chapter 134). The subsidiaries of the Board are subject to local income tax legislation.

Current taxation is provided based on the tax payable on the income for the period that is chargeable to tax.

Deferred income tax is provided in full, using the liability method, on temporary differences arising between the tax bases of assets and liabilities and their carrying amounts in the financial statements. Tax rates enacted or substantively enacted by the balance sheet date are used to determine deferred income tax.

Deferred tax assets are recognised to the extent that it is probable that future taxable profit will be available against which the temporary differences can be utilised.

(h) Leases Operating lease payments are charged to the income and expenditure statement on a straight-line basis over the period of the lease.

When an operating lease is terminated before the lease period has expired, any payment required to be made to the lessor by way of penalty is recognised as an expense in the period in which termination takes place.

(i) Employee benefits Employee leave entitlement

Employee entitlements to annual leave are recognised when they accrue to employees. A provision is made for the estimated liability for annual leave and long-service leave as a result of services rendered by employees up to the balance sheet date.

Provision for retirement benefits

The Board operates unfunded defined benefit schemes for certain employees under the provisions of the Pension Act (Chapter 225).

Retirement benefits for employees are assessed using the projected unit credit method: the cost of providing for retirement benefits is charged to the income and expenditure statement so as to spread the regular cost over the service lives of employees in accordance with the actuarial valuation carried out as at 31 March 2003. The provision for retirement benefit is measured as the present value of the estimated future cash outflows using interest rates of Singapore Government Securities which have terms to maturity approximating the terms of the related liability. Actuarial gains and losses are recognised over the average remaining service lives of pensionable employees. Such benefits are unfunded. 2. Significant accounting policies (cont'd) (j) Cash and cash equivalents For the purposes of the cash flow statement, cash and cash equivalents comprise cash in hand and deposits held at call with banks.

(k) Trade receivables Trade receivables are carried at original invoice amount less an estimate made for doubtful receivables based on a review of all outstanding amounts at the year end. Bad debts are written off when identified.

(I) Investments in subsidiaries Investment in subsidiaries are stated in the financial statements of the Board at cost less impairment losses. Where an indication of impairment exists, the carrying amount of the investment is assessed and written down to its recoverable amount. Impairment losses are taken to the income and expenditure statement in the period in which the loss is determined.

On disposal of an investment, the difference between the net disposal proceeds and its carrying amount is taken to the income and expenditure statement.

(m) Loan to a subsidiary Loan to a subsidiary is carried at original loan amount less an estimate made for doubtful amounts based on a review of outstanding balances at the year end.

(n) Depreciation of property, plant and equipment Property, plant and equipment is stated at cost less accumulated depreciation. Depreciation is calculated on the straight-line basis to write off the cost of the assets over their estimated useful lives as follows:

No depreciation is provided for works-of-art and projects-in-progress.

Depreciation is charged from the month of acquisition and no depreciation is charged in the month of disposal. Fully depreciated assets are retained in the financial statements until they are no longer in use. Property, plant and equipment costing $2,000 and less each are charged to the income and expenditure statement in the year of purchase. Movable property, plant and equipment belonging to the National Library prior to its conversion to a statutory board were transferred at net book value to the Board when it was established and depreciated over their remaining useful lives.

When the carrying amount of an asset is greater than its estimated recoverable amount, it is written down to its recoverable amount.

(o) Expenditure on books, periodicals and serials Expenditure on books, periodicals and serials are charged to the income and expenditure statement in the year of purchase.

(p) Financial risk management The Board's and the Group's activities do not expose it to any significant foreign exchange risk and there is no significant concentration of credit risk. The Board's and Group's income and operating cash flows are substantially independent of changes in market interest rates. There is no significant liquidity risk. The Board and Group maintain sufficient cash and rely on funding received from the Government to meet its operating and capital requirements.

(q) Other project funds Other project funds represent the balance of unutilised funds in respect of various projects undertaken specifically on behalf of other government-related agencies. Upon completion of the projects, the unutilised funds are returned to the respective government agencies.

9. Development grants Development grants received from the Government are used for implementing approved development projects. Except for capital expenditure on community children's libraries, all other capital-related expenditure costing above $2,000 are capitalised as property, plant and equipment. (b) Dilution of interest in subsidiary During the financial year, Library Exchange Pte Ltd, ("LIBEX") increased its issued ordinary share capital from $2 to $1,000 via the issuance of 99,800 ordinary shares of $0.01 each for share premium of $878,375 for working capital purposes.

Cybrarian Ventures Pte Ltd, a wholly-owned subsidiary, subscribed to an additional 53,800 ordinary shares of $0.01 each in the ordinary share capital of LIBEX by way of capitalisation of a convertible loan to LIBEX of $99,998. The balance of 46,000 ordinary shares was allotted to a third party. Subsequent to the issue of shares in LIBEX, the Group's effective interest in LIBEX decreased from 100% to 54%.The Group recognised a gain of $570,749 on the dilution of interest.

(c) Due from a subsidiary The non-trade amount due from a subsidiary is unsecured, interest-free and has no fixed terms of repayment. The amount is intended to be settled within the next twelve-month period. 58 National Library Board Annual Report 2002/2003 Financial Statements

The Board operates unfunded defined retirement benefit plans for certain employees under the provisions of the Pension Act (Chapter 225). Benefits are payable based on the last drawn salaries of the respective employees and the employees' cumulative service period served with the Board at the time of retirement.

Following the adoption of Singapore Statement of Accounting Standard 17 ("SAS 17") Employee Benefits in financial year 2001/2002, the Board recorded a transitional liability of $1,599,054. During the current financial year, the Board performed an actuarial valuation using the methodology set out in SAS 17 to determine the liability of the Board in respect of the defined retirement benefit plans as at 31 March 2003. This is the first actuarial valuation performed on the plans since the establishment of the Board on 1 September 1995. Based on the actuarial valuation performed, the present value of unfunded obligations exceeded the amount previously provided for by the Board. This excess is recognised over the remaining service lives of pensionable employees in accordance with the provisions of SAS 17 National Library Board Annual Report 2002/2003 Financial Statements 65
