(Continued from page 11) bills that benefit the citizens in their district, but with few exceptions, the legislators will look out for their best interests first. Their primary concern is to stay in office and they have to face the voters next year. There may be some surprises for incumbents in 2016. One issue that got a lot of attention upstate was the push to have the SAFE act repealed. There was no way to make that happen under normal cir- cumstances. However there was an opportunity to get cooperation from the Democrats if the senate held the rent control bill hostage. The political powers in the Big Apple want to keep rent control the way it is because it gives them a big advantage with a huge block of voters who want to live with cheap rent. A booklet could be written on this subject and the amount of wheeling and dealing that has been done to keep the status quo. It doesn’t affect upstate voters and they don’t care how it goes, but since the City Democrats control the assembly they want it badly. However, it can’t be passed without the approval of the senate. Upstate gun owners wanted the Senate to refuse to pass the rent control bill unless the Assem- bly passed the repeal of the SAFE act. There was hope when Majority Leader was ar- rested for corruption and new leadership had to be elected. Two Republicans were running for the seat, one from Long Island and one from upstate. The upstate senators had the hammer to make it happen. Nothing has been published detailing the wheeling and dealing about how six upstate senators got to vote for the Long Island candidate, but that could be a big issue in next year’s elections. Al- ready there are rumors about how those six senators may be facing primaries in their districts. Primaries are winnable in safe districts where a party line is almost a guarantee of election. However, primaries usually don’t draw a lot of participation and a crowd of highly motivated people can cause some unpleasant surprises for an incumbent. There is a year for those who are moti- vated by their desire to regain their constitutional rights and find a candidate in those districts. They can also work on a battle plan to make it happen. Incumbents hate primaries. They are ex- pensive and bring up issues that office holders would rather not have made public. Even if they win the primary, they are usually placed in an un- comfortable position when running against an oppo- nent of the other party. It happened to a senator in the western district last year.
