Letter from the Chief Executive Officers of Portsmouth Hospitals and Isle of Wight NHS Trusts

Thank you for your interest in joining the Teams at Portsmouth Hospitals NHS Trust and Isle of Wight NHS Trust and for taking the time to read this information pack.

Mark joined the Trust in 2017 as Chief Executive and feels privileged to lead the organisation through the next stage in its development. Maggie began her career in the NHS as a nurse over 30 years ago.

We are delighted that you are interested in finding out more about the Joint Chief Digital and Information Officer role, which is one of the first joint roles to be recruited between Isle of Wight NHS Trust and Portsmouth Hospitals NHS Trust.

Our acute services partnership was announced by the Boards of the two trusts in early February 2020 and builds on existing close working relationships to improve services for local people and deliver more sustainable emergency and elective services for the Island.

Our partnership approach is to plan once for delivery of acute services across two hospital sites, providing high-quality, sustainable care for a total population of 800,000 people. • St Mary’s Hospital in Newport is the local emergency and elective care hospital for the Isle of Wight, with its Emergency Department, acute medicine and surgery, obstetric unit, critical care unit and paediatric service. The overwhelming majority of acute care for Island residents is provided at St Mary’s Hospital. • Queen Alexandra Hospital in is the local acute hospital for people living in Portsmouth & South East and the centre for most complex care for the 800,000 population. The hospital is also a regional cancer centre and provides some tertiary services to a catchment of 2 million people, including the Wessex Kidney Service.

Portsmouth Hospitals Trust has been providing services for Isle of Wight patients for many years. This includes well regarded renal, cardiology and maxillofacial services, with patients receiving care on the Island wherever possible. The acute partnership is one of a number of partnerships being established by the Isle of Wight Trust as part of the Isle of Wight Health and Care Plan, including partnerships for mental health services, the ambulance service and community services.

Job Description

 Title: Chief Digital & Information Officer  Reports to: Deputy Chief Executive, Portsmouth and Chief Executive Officer, Isle of Wight  Base location: Portsmouth Hospitals; Queen Alexandra Hospital, Portsmouth and St. Mary's Hospital, Newport, Isle of Wight

Job Summary

 Providing strategic leadership to Portsmouth Hospitals NHS Trust, IoW NHS Trust and the acute partnership between the two organisations in relation to information, analytics and digital innovation to drive improvements in quality, safety, effectiveness and sustainability of services  Representing both organisations and the acute partnership at national, regional (HIOW STP) and local (PSEH and IoW) levels to influence policy and delivery plans to ensure the intended benefits are delivered across both organisations, establishing the organisations and the partnership as exemplars in digital innovation and informatics  Overseeing the development and delivery of aligned informatics and digital strategies for each organisation in the context of wider strategic partnerships, securing the required resources through external funding sources as they arise  Directing the infrastructure requirements and development plans for both organisations to ensure a solid foundation from which digital and analytical innovation can be built  Developing an insight-led improvement culture which means that information and analysis drives proactive decisions such that clinicians and teams are able to focus on outcomes  Directing the development and management of the Trusts and partnership information, analytics and digital teams, providing leadership to ensure staff are engaged, motivated and managed  Work with the Trusts’ Chief Clinical Information and Chief Nursing Information Officers to establish networks of clinical staff to provide clinical input to strategies, programmes and projects to ensure they properly reflect the clinical need  Establish close working relationships with research and innovation services, exploring how new technologies could be exploited to improve clinical care and Trusts’ sustainability, enhancing the reputation of both Trusts and the acute partnership  Ensure appropriate governance arrangements are in place to ensure the strategy, programmes and projects are well-led and managed to deliver required benefits to time and budget  At Portsmouth Hospitals Trust, the role reports to the Deputy Chief Executive and has line management responsibility for the Deputy CIO (Digital) who is responsible for IT Services and the implementation of the Digital Strategy and the Deputy CIO (Analytics) who is responsible for the analytics service and the development and implementation of the analytics strategy  At IoW NHS Trust, the role reports to the Chief Executive and has responsibility for the strategic ownership of all aspects of digital technology and analytics  This role will provide the advice, expertise and leadership to the acute services partnership board and lead the digital enabling programme

Annual Leave

The Trusts offer a generous annual leave entitlement where typically most full-time staff will be entitled to 27 days annual leave plus bank holidays. 27 days will increase to 29 after 5 years NHS service and after 10 years’ service this will increase to 33 days.

Relocation

A generous relocation package is available, conditions apply. Removal expenses are paid in accordance with the Trusts’ policy.
