He went on to say “just to remind the community the Roads Government Business Enterprise (GBE) receives its income from vehicle registration, licences, the fuel levy and road traffic fines. This money, which is nearly a $1 million this year, will be spent on the construction, re-construction and maintenance of our roads. In addition to that $1 million, we have also set aside $160,000 for depreciation of the Roads GBE plant assets this financial year. While we will spend a lot more on roads this year than we normally do, we still have a lot of work to catch up on. On the 24th February 2006 the Administration took over the responsibility of another 9 roads which will all require the expenditure of significant amounts of money. My major mission this year in regards to the roads, is to re-shape a lot of those new Administration roads to an acceptable standard and giving some attention to some of our more neglected roads. This work has already commenced with planning and the public calling of expression of interest to all local contractors. It has now progressed to the construction phase. The work is currently on Fletcher Christian Road and I have received some very positive feed-back from the members of the community who have been very patient for a number of years. In addition to the re-shaping of approximately 16 of these roads, the Roads Department has another 90 kilometres of road that requires cyclic maintenance, re-construction, patching, signage and drainage. The roads work manager has formulated a plan which includes re-sealing Country Road, Shortridge Road and Quality Row this financial year and at the same time providing for an independent team to continue with routine maintenance, including patching, signage and drainage. Obviously when talking about such a significant piece of infrastructure like roads, there is also a need to plan a lot further into the future than just one year. So the next stage of the management of the road assets will be to produce a 10-year plan that will consider, amongst other things, the next two stages of the Burnt Pine upgrade. I presented a brief summary of the report to the ������������������ House, that included the Tribunal’s findings on employer/employee misunderstandings with regard ������ to rates of pay and their relationship to loading in ������������������������� place of entitlements. With the Norfolk Island eye study starting in less than two weeks, we will be discussing common eye diseases over the next few weeks. It is also important to note that World Sight Day will occur on October 11th. This important day was established by the World Health Organisation in order to raise awareness of the importance of detection and treatment of blindness around the world. This week we will be talking about Norfolk Island glaucoma, which is the second most common cause of blindness in the world. Next week, we will discuss macular degeneration. Glaucoma is the common name given to a group of Eye Study conditions that affect the optic nerve located at the back (NIES) of the eye. This may lead to blindness if untreated. Typically it is associated with increased pressure inside the eye but this is not always the case. In October 1st – 20th addition, it is not unusual for glaucoma to affect several members of a family. The Holden Scramble is an Ambrose golf event with each team having 3 golfers. The teams that win the local club events (such as Norfolk Island) will have their local golf professionals join them and make a four person team at the Regional Final. I will endeavour to provide not only detail on the many processes in train, but also supply some concise data on the make-up of “Admin” ������� and the provision and spectrum of services that the Administration undertakes. Although some 220 established positions exist within the service, we currently employ full-time 159 personnel. In the past 6 months there have been 14 resignations. I am sure that the Norfolk Island community is aware of the many and varied services provided by the 159 permanent personnel - from hospital management and the school to emergency services and water assurance – in all, some 47 areas of service provision. I do admit to expounding an environmentalist’s viewpoint, as I appreciate the importance of Norfolk as an island link between the Tropic and Temperate worlds. But even those who relish the tourist dollar should never forget that development and progress have a nasty habit of taking over places like a little island paradise. If tourism and all of the problems associated are allowed to get out of hand, Norfolk may well find itself with a mighty airport, a modern sewerage outlet and massive sub- divisions, yet wanting for visitors reluctant

Lost & Found There is a familiar picture depicting Jesus as the good shepherd, carrying a lamb on his shoulders. This refers to the story that Jesus told in his well known parable, of the shepherd that leaves the 99 sheep and goes out to seek the one that wandered away and managed to get himself lost. It ends with the sheep being found, placed on his shoulders and brought safely and carefully home. Jesus goes on to share his success and joy with others, and even throws a party in honour of the rescued sheep. The point he is making is that: And so I tell you, there will be more joy in heaven over one sinner who repents than over ninety nine righteous people who need no repentance. Jesus specialised in finding the lost. Finding those who knew they were lost and those who did not. In the four Gospels, we encounter a Jesus who has a burning compassion for those people who were relegated to the fringes of respectable community life. He reached out to what one person has called ‘the least, the last and the lost’. The ‘least’: like little children, or the mentally ill; or the woman under a taboo who dared to touch the hem of his garment; or the leper; or the blind man: or the beggar. The ‘last’: like the crippled man by the pool of Bethesda, or the man living naked among the tombs: or the lonely woman by the well. The ‘lost’: like the despised tax collectors, or prostitutes, the bewildered Nicodemus, or the rich young man who went sadly away. The God of the Gospels loves the least, the last and the lost. These are the special focus for Jesus’ ministry. Nothing gave Jesus more joy than seeing losers recover their dignity as the children of God. Notice, also, how he looks after the sheep when it is found. He puts it on his shoulders to carry it home. Why the shoulders? This is where the sheep is the safest. This is where the sheep is away from danger. This is where the sheep will not get into any more danger. This is the best place for the sheep. As I see it, each of us should be extremely glad that God is like a shepherd who will not rest until the lost is found. We should be most grateful that heaven throws a party when the lost are recovered. For that is our party. Yours and mine! This God of Jesus, who loves lost things, is the God I want to proclaim. God is out in the weather each day finding us. The sooner we are found, the sooner we can experience the comfort, warmth and strength of relaxing on the shoulders of that great shepherd.
