CONTRACT FOR SERVICES AND WORKS TO PROVIDE THE MATERIAL NEEDED, INSTALL AND PROVIDE TRAINING ON USE/MAINTAINENCE OF BIODIGESTORS

Project ID: 140015 Project Title: Reducing Vulnerability of Banana Producing Communities to Climate Change through Banana Value Added Activities - Enhancing Food Security and Employment Generation”

Scope of work:

1. Background information Within the framework of the Global Environmental Facility (GEF)’s Climate Change Adaptation (CCA) programme, the Government of (GoU) has requested UNIDO to implement a climate-resilient livelihood diversification project within its banana value chain development programme, as part of its aims to achieve some of the adaptation goals outlined in its National Adaptation Plan (NAPA). The project aims to support vulnerable communities in Western Uganda to better cope to the effects of Climate Change (CC) through banana value addition activities, to provide greater opportunities for income generation, poverty reduction and food security. As part of the activities to support building resilient livelihoods in the communities, the project is supporting the utilisation of agriculture waste including from banana processing into biogas for domestic use and some aspect of banana processing. The use of banana waste as biomass for bio fuel within a primary processing site (farm household or community level), or at secondary processing facility (factory level using large amounts of raw banana) will add value to the process by supplementing the energy needs. In addition, it will ensure environmental sustainability in that, crop nutrients can be transferred back into the fields, reducing the need for large amounts of inorganic fertilisers. The project will also promote the use of the digestate as soil improver on the farms. 2. Objective of the present contract The objective of this contract for services and works is to provide the material needed and to install; 9m3 capacity size biodigestors and 30m3 capacity size biodigestors and provide training for beneficiary households and processing centres respectively. The contract will be awarded to an entity/ company with expertise and capacity in the installation of household and fixed dome type digesters in Uganda, ensuring quality control and training of end users provide maintenance services (after sale services) for the banana processing facilities and farming households in the project areas.

The entity or company shall have experience in mobilizing communities/ households to contribute towards the installation of the bio digesters as a means of increasing ownership and sustainability. Co-financing by the interested entity/ company of at least 5% of the cost of biodigestors for household use is expected as well. 3. Work specifications Each biodigestor shall be below ground constructed of brick and cement or other suitable material, built on a circular concrete base using clay bricks or other suitable material. The sides curve inwards to form a dome where the biogas collects and is stored. A neck is built onto the dome which is sealed by a cover to prevent gas leakage. This cover can be removed to conduct maintenance on the digester. The digester is plastered inside to make it gas-tight and to prevent leakage of the effluent with water-proof cement or other suitable material. The outside of the dome is well plastered and the excavation site back-filled with soil and then landscaped. The work at each site will include: . Site preparation, land escaping, excavation works; . Installation of the biogas digester with the mixing unit and effluent tank; . Installation of biogas collection, storage units and piping system; . Installation of an appropriate water removing system and . Training and operational manuals. 4. Deliverables and general time schedule

The work is expected to start in August 2017 and end by April 2018. The activities include: mobilization and preparation of the intended beneficiaries, installation of bio-digester plants, training of the beneficiaries and training of technicians as indicated in the general time schedule (Annex 1) The contracted entity is expected to install biogas digester plants for banana processors at each selected banana processing facility and farming households supported by the project, in the districts of , Ntungamo, , , , Buhweju, Mitooma and Rubirizi in Western Uganda and provide training in use and maintenance to beneficiaries. The fixed dome types are recommended for the banana processing facilities. It is expected that the minimum amount of waste generated will be about 40 kg, suitable for a digester with capacity of 30-50m3. At least six (6) processing facilities will be supported with biodigestors (Annex 2). At least 200 individual households identified (Annex 3) by the project are expected to benefit from the installation of domestic biodigestors of about 9m3 in size, providing about 2,500 litres of biogas per day both for cooking and lighting fuel, based on the availability of banana waste and other domestic organic waste. Additional household could be supported based on final estimates.

The activities under this contract shall include: i. Supply and delivery of materials for the installation of the biodigestors ii. Installation of fixed dome bio digester plants with capacity of 30-50m3, at the banana processing facilities iii. Installation of 9m3 domestic biodigestors at banana farming households iv. Train beneficiary processors and households on the use (preparation of banana waste and co-digestion with cow dung) bio digesters. v. To further add value in job creation and to ensure sustainability in use after the project ends Identify suitable technicians in the communities/districts (at least 10 technicians) to provide maintenance support services of the biodigestors to beneficiaries. 5. Supervision and reporting The company will work under the supervision UNIDO. A kick-off meeting will be organised at the early stage of the assignment with the National Executing Partner (Ministry of Agriculture), UNIDO project unit in Uganda and District Focal Persons, to refine the TORs.

Reports to be submitted: - Inception Report - Progress Report - Final Report The contractor shall submit UNIDO a final report consisting of narrative and financial report within thirty (30) days following the completion of services. The final report must be sufficiently detailed to allow certification of deliverables and of expenditure.

6. Language requirements The contractor’s staff will be required to be fluent in English while knowledge of the local languages is an asset. All written material submitted to UNIDO shall be written in English and should be of such quality that no additional technical editing is required. 7. Currency of the proposal The proposal must be quoted in United States Dollars and the contract will be awarded in this currency. The financial proposal must be supported by a detailed technical description of each item. To facilitate the technical and financial evaluation, in addition to the technical description, please fill out the cost table provided in the table in section 3. 8. Submission of offers and technical evaluation criteria

Bidders should submit their proposals including:  Detailed company profile, including recognized international certifications (if available);  CVs of key personnel with relevant experience in renewal energy options and installation of biodigestors;  List of relevant projects completed (i.e. location, type, impact, etc.) – (i.e. minimum of 3);  List of client references (i.e. minimum 3);  Detailed technical specification with cost of items required and labour. This description should also include the amount to be mobilized from beneficiaries co- financing amount by bidder if any;  Legally authorised to undertake such work in Uganda. Provision of valid construction licence;  Sourcing plan for the construction material taking into account timelines and logistical plans, local market conditions, quality of materials and products to be used;  Safety plans and protection protocols proposed for the entire execution of the works;  Security plan for the site and personnel during and off working hours;  Environmental and social factors as well as site clean-up;  Insurances for workers.  Consortia of companies are allowed. 9. Delivery terms and insurance Fixed dome digesters will be installed at the selected banana processing facilities (Annex 2) and selected households (Annex 3) in the districts of Isingiro, Ntungamo, Mbarara, Bushenyi, Sheema, Buhweju, Mitooma and Rubirizi in Western Uganda. 10. Delivery mode Deliver at Place (DAP) as per Annex 2 and Annex 3 11. About the beneficiaries

The banana processing facilities were selected out of a feasibility study to determine the viability of using banana waste to generate biogas to serve the energy needs of the banana processing facilities in Uganda. These processing facilities, processing banana wine and juice were assessed and found to have potential to generate sufficient organic waste to run the biogas digester, generating between 100-300 Kg of organic waste per day. For these facilities, a biogas digester plant capacity of 30-50m3 is recommended.

All the banana farming households selected to benefit from this project have at least zero grazing cattle or pigs that will generate the organic waste to run the biogas digester. For the households, installation of 9m3 domestic biodigestors is recommended both for cooking and lighting fuel. The spent waste material that emerges at the end of the biogas process, the slurry, will be applied either directly or in conjunction with composted agricultural residue to their gardens.
