13241 October 9, 2018 BRIDGETON BOARD OF EDUCATION PUBLIC ACTION MEETING October 9, 2018 The public action meeting of the Bridgeton Board of Education was called to order at 6:04 p.m. by Mr. Morgan. Board Members present were David Gonzalez, Ashlee Todd, Albert Morgan, Dulce Gomez, Angelia Edwards, Mary Peterson, Erica Mosley, Kenny SmithBey Jr. and Tyrone Williams. Also in attendance were Dr. Thomasina Jones, Superintendent, Dr. Robin Harden Daniels, Assistant Superintendent, Mrs. Nicole M. Albanese, School Business Administrator, Mr. Maurice Tyndell, Human Resources Director and Mr. Paul Kalac, Board Solicitor. Prayer was offered by Mr. Gonzalez.

1. OPENING ACTIVITIES/Mission Statement

Action: 1.7 RESOLUTIONS Motion by Ms. Edwards, second by Mr. Gonzalez approving the following Resolutions: 1. Solicit Competitive Contracts 2. Purchase through a National Cooperative Buy Board 3. Gov Deals 4. BSEA Motion carried, roll call vote was 9-0.

The Board solicitor explained the doctrine of necessity resolution to the board and the public. Mrs. Albanese read the resolution in its entirety to the public.

Action: 1.8 RESOLUTION Motion by Mr. Morgan, Second by Mrs. Peterson approving The Doctrine of Necessity Resolution. Motion carried, roll call vote was 6-2-1, with Ms. Edwards and Mr. SmithBey voting no and Mr. Williams abstaining.

EXECUTIVE SESSION Action: 14.1 Approved Executive Session-6:25 pm Motion by Mr. Morgan, second by Mrs. Peterson approving the following Resolution for Executive Session: Whereas, Section 8 of the Open Public Meeting Act, Chapter 231 PL 1975, permits the exclusion of the public from a meeting in certain circumstances: and Whereas, this public body is of the opinion that such circumstances presently exist. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the City of Bridgeton, County of Cumberland, State of , as follows: 1. The public shall be excluded from discussion of and action upon hereinafter specified subject matters. The nature of the subject matters to be discussed is: a. Update on BEA negotiations b. Update on ABA negotiations c. Update on Maintenance/Custodians negotiations d. Update on Arbitration regarding termination of non-certificated employee PCN 533 e. Resignation of non-certificated employee who reported a disqualifying offense PCN 2456 f. Discussion of non-certificated staff member PCN 2226 g. RETURN TO PUBLIC Motion by Mr. Williams second by Mrs. Peterson, approving the return to the public portion of the meeting at 8:03 pm. Motion carried, roll call was 9-0.

Action: 1.9 RESOLUTION Approved Resolution - Superintendent Contract Motion by Mr. SmithBey, second by Mrs. Peterson approving to table the resolution for the Superintendent’s contract. Motion carried, roll call vote 9-0.

13243 October 9, 2018 1.10 PRESENTATIONS – Dr. Jones presented the Bulldogs of the Month to the board. The criteria for the award was shared with the public. Each student received a plaque and incentives. Dr. Jones displayed a power point for the HIB Monthly Report. There were two HIB complaints from September; each case and the action taken were shared. The Board had no questions and made no changes to the recommendations.

1.11 APPROVAL OF MINUTES – Motion by Mr. SmithBey, second by Mr. Morgan approving September 2018 Regular Public Action & Executive Meeting Minutes. Motion carried, roll call vote was 8-1, with Ms. Edwards abstaining.

1.12 Committee Reports- Personnel committee – The committee approved a new position at QML for a Cafeteria Manager.

1.13 APPROVAL OF CONSENT AGENDA ITEMS Resolution: Motion Approved all consent agenda items. Motion by Mr. SmithBey, second by Mr. Gonzalez approving all consent agenda items. Removing item 6.1 (c) to non-consent Motion carried, roll call vote was 8-1, with Ms. Edwards abstaining.

Action (Consent): 2.2 Approval of Committee Review of STEM Scopes Resolution: Approved the committee review of a potential new science program (STEM Scopes) to replace the current Fusion science series. The meeting will be held on November 1, 2018 in the Buckshutem Road Conference Center, from 8:30-11:30 AM.

APPROVAL OF PROFESSIONAL DEVELOPMENT Action (Consent): 3.1 National Alliance of Black School Educators Conference Resolution: Approved Veronica Boone-Gbesi, District Curriculum Supervisor, to attend the 46th Annual NABSE Conference on November 7 - 10, 2018 in Baltimore, Maryland. The theme of the Conference is Educate, Innovate and Elevate. Workshop strands include Teaching in Today's Classroom; Equity, Diversity & Inclusion; School Readiness; Innovative Leadership on the Move; and more. The cost of this overnight trip is $445.00 for conference registration, $400 for hotel accommodations for three nights and $100.00 for travel; Total: $945.00.

Action (Consent): 3.2 BHS School Data Experts 2018-19 Resolution: Approved BHS School Data Experts to meet monthly to create monthly data wall/walk for pertinent school data such as discipline rates, attendance rates, and course passing rates. The team will consist of (2) Supervisors and (2) Teachers. This action is listed in the NJ Annual School Plan for BHS. (2) Supervisors x 75 hours @ $31= $4,650 + FICA =$5,005.73 (2) Teachers x 75 hours @ $31= $4,650 + FICA =$5,005.73 Total =$10,011.45

Action (Consent): 3.3 Georgian Court University Social Work Internships Resolution: Approved Terri Langlois and Luz Cubi, students at CCC/Georgian Court University, to do their 400 hour internships in Social Work during the 2018-2019 school year (October 10, 2018 - May 31, 2019). Terri Langlois will be placed with Allison Gray, Cherry Street School Social Worker and Luz Cubi will be placed with Nicole Goodman, West Avenue School Social Worker.

Action (Consent): 3.4 Approval of Counseling Internship Resolution: Approved Ms. Brianna Smith (BHS Secretary) to complete a 600-hour counseling internship before and after her contractual hours. Ms. Smith will work 7:10am-8:00am M-F and 4:00pm-5:30pm M-F beginning October 10, 2018 and ending August 30, 2019 under the direct supervision of the BHS Guidance Supervisor. Ms. Smith will assist the BHS Guidance Supervisor from 7:10am-8:00am with scheduling and work in the Credit Completion program from 4:00pm-5:30pm counseling students. Ms. Smith will also work every other Saturday from 8:00am-12:00pm in the ExCEL program with Ms. Marie Keith counseling students. There is no cost to the district.

Action (Consent): 3.5 Studies on Single Audit and Yellow Book Resolution: Approved Mrs. Nicole Albanese, Business Administrator, to attend the Studies on Single Audit and Yellow Book in Voorhees, NJ on October 23, 2018. Registration fee of $249.00.

Action (Consent): 3.6 Guided Math Conference Resolution: Approved Mrs. Wendy Williams and Mrs. Erin Dagostino, teachers at Buckshutem Road School, to attend the Guided Math Conference in Piscataway, NJ on November 27 - 28, 2018. Registration Fee: $429.00 X 2 = $858.00

Action (Consent): 3.8 Math Running Records in Action Resolution: Approved Math Running Records. In this mini-course, you will learn everything you need to know about effectively implementing Running Records through demonstrations and hands-on practice. You will also learn how to administer and analyze them, and how to use them for ongoing classroom assessments to focus your teaching of small group and individual students. The mini-course will be held at the Thomas C. Lane building, in Conference Room B, on October 19, 2018, from 8am - 12pm. Total cost of program: $99.00.

Action (Consent): 3.10 12th Annual National SAM Conference Resolution: Approved Terrence Spencer, Cherry Street School Principal, and Rosemary Robinson, Cherry Street School Secretary, to attend the 12th Annual National School Administration Manager (SAM) Conference in Orlando, Florida on January 31 - February 2, 2019. Cost: $600.00 X 2 = $1,200.00

4. APPROVAL OF STUDENT PROGRAMS Action (Consent): 4.1 After School English Learners Academy Resolution: Approved the After School English Learners Academy. Seven teachers will provide Spanish and English academic and language afterschool support to students in Bilingual and mainstream in classes. There will be three clusters of students (K-2, 3-5 and 6-8). Program is slated to begin November 26, 2018 for 3 hours per week for 24 weeks. The estimated cost for the program will be $17,057 ($28/31 per hour X 7 teachers X 3 hours per week X 24 weeks = $14,544) + (FICA $1,113) + (Supplies $1,400) = $17,057).

Action (Consent): 4.2 BHS After School Credit Completion Program Resolution: Approved BHS After School Credit Completion Program for BHS Students facing Credit loss due to first-semester absenteeism. The program runs from January 28, 2019 - June 11, 2019, four days a week, three hours a day from 2:30-5:30 PM. This program's objectives are: to ensure that students complete homework, online coursework, and make use of subject appropriate tutors. This particular program seeks the help of attendance officers to support student attendance, time on task, and real-time parent communications. One attendance officer and one teacher will work for 3 hours each day Monday through Thursday. A substitute attendance officer and teacher will be used as needed. 13246 October 9, 2018 Action (Consent): 4.3 BHS Financial Aid Night Resolution: Approved Financial Aid Workshop for Senior Parents on Monday, October 22, 2018, from 6:00-8:00 PM in the Media Center. Our presenter is Maurice Thomas from HESAA in conjunction with CCC representative LaToya Gibbons. This event will allow parents to experience firsthand how to navigate the Department of Education website and to get familiarize with the FAFSA application process and the assistance needed to fill out their FAFSA application on site instead of at home. Parents will be able to ask any pertinent questions relating to the FAFSA application process, Federal grants available to students, scholarship considerations and federal student loans.

Action (Consent): 4.4 BHS Swedish Exchange Wawa Sub Fundraiser Resolution: Approved BHS Swedish Exchange Wawa Sub Fundraiser from November 1, 2018, through March 31, 2019, to sell Wawa sub tickets to support the Swedish Exchange program. The tickets will be sold at a price of $5.00 each. Committee members, teachers who previously participated in the exchange program, and this year's exchange participants will sell the tickets.

Action (Consent): 4.5 BHS National Art Honor Society Induction Ceremony Resolution: Approved the BHS chapter of the National Art Honor Society (NAHS) to hold its induction ceremony on October 25, 2018, from 6:00-8:30 PM in the Media Center at Bridgeton High School.

Action (Consent): 4.6 BHS Dance Residency - Mardel Dance Resolution: Approved the Fall semester BHS Dance Residency with Mardel Dance Inc., for grades 9-12. The residency will take place for 4 days total, taking place on the following dates: November 1-2, and November 29-30, 2018, beginning at 9:30am each. Services consist of $100 per day for travel times (4 days) = $400, and $800 for residency (4 two hour classes), total amount = $1,200. The residency will be funded by the Perkins grant.

Action (Consent): 4.7 BHS Hispanic Heritage Assembly Resolution: Approved BHS Hispanic Heritage Assemblies on Thursday, October 25, 2018, with a rain date of Friday, October 26, 2018. The Caribbean music presentation will illustrate the ethnic composition of the Caribbean Nations through its folklore music, portraying a positive image of racial and ethnic inclusion using as an example the musical genres and instruments of the races merged in the Caribbean—Harmony in Diversity. It is an expedition through the different regions in the Caribbean, an exploration of its music and instruments that demonstrates the fusion of the three races forming the Caribbean culture which represent the contributions made by the Native, European and African cultures.

Action (Consent): 4.8 BHS Gilder Lehman Institute's Hamilton Education Program Resolution: Approved Bridgeton High School and the Gilder Lehrman Institute’s Hamilton Education Program to enable 45 BHS Drama/Mock Trial students to attend a production of Hamilton at the Richard Rodgers Theatre in New York City, NY on December 5, 2018, from 6:00 AM to 10:00 PM. Upon completion of a document-based student project. Students will be granted tickets upon the completion of their project on a first-come, first served basis. $960 - Bus + $500 Tickets = $1,460.00

Action (Consent): 4.10 Books and Barbershops Initiative Resolution: Approved to support the City of Bridgeton's Books and Barbershop Initiative by donating books to the barbershops during the 2018-2019 school year. Donated new and used books will be any books not picked up from the summer reading program and any books no longer used in the curriculum. The C&I Literacy Supervisors will oversee the process.

Action (Consent): 4.11 BPS Parent Literacy Workshops Resolution: Approved the Bridgeton Public Schools to hold three parent literacy nights for parents of students in Kindergarten through Grade three. Parents will be invited to attend to learn a variety of activities along with their child to improve reading capacity at home. Action (Consent): 4.16 Cherry Street School Perfect Attendance Fundraiser Resolution: Approved a Perfect Attendance Healthy Snack Fundraiser at Cherry Street School from November 21, 2018 through May 31, 2019. All proceeds will be used to purchase T-Shirts for the Perfect Attendance Field Trip at the end of the school year. The purpose of the students wearing matching T-Shirts is to make it easier to identify Cherry Street School students from students at other schools. The Attendance Officer in conjunction with the Parent Liaison would host a brunch with the parents of students with 15 or more unexcused absences and/or lateness. The parents would participate in a workshop that demonstrates the effect truancy has on student achievement. During the workshop, parents will be asked to develop their own action plan to improve student achievement and how the school can help them achieve their goals.

Action (Consent): 4.18 Cherry Street School Steered Straight Assemblies Resolution: Approved Steered Straight Anti-Bullying Assemblies at Cherry Street School on December 5, 2018 for Grades 5-8 from 12:50-1:50 PM, and December 10, 2018 for Grades 2-4 from 9:00 10:00 AM, Grades K-1 from 10:15-11:15 AM. Each grade level assembly is age appropriate for that grade.

Action (Consent): 4.19 Cherry Street School Store Resolution: Approved Cherry Street School Store to begin November 29, 2018 and to be held every Thursday during the last 15 minutes of each of the three lunch periods. No food items will be sold. The School Store will be run by a teacher advisor and a few students. The school advisor will adhere to the district policy concerning the collection of sales tax. Proceeds will be used for student activities.

Action (Consent): 4.21 Cumberland County College's Celebration of Lights Event 2018 Resolution: Approved participation in the 2018 Celebration of Lights sponsored by the Cumberland County College on December 12, 2018 from 12:00 PM to 2:30 PM. Six students from Cherry Street School will visit the college to learn about winter holidays that are celebrated around the world. The students will receive holiday gifts donated by Cumberland County College students and staff members. The Students in Transition Coordinator and the Parent Liaison will select the students based upon need. There is no cost to the board

Action (Consent): 4.22 District Wide Title I and Title III Parent Information Session Resolution: Approved the district to hold the 2018-2019 NJDOE mandated Title I and Title III parent information session on October 25, 2018 from 5:30-7:00 PM at Indian Avenue School. Parents will learn about the State and district guidelines of both Title I and Title III and how their children benefit from each grant. Light refreshments will be served.

Action (Consent): 4.23 Dr. Geraldyn O. Foster Early Childhood Center Kindergarten Expo Resolution: Approved a date change to the previously approved Kindergarten Expo. The new date is May 22, 2019 from 5:30 PM – 7:00 PM. This event will be a joint effort between district preschool and kindergarten educators in order to highlight the kindergarten programs offered throughout the Bridgeton Public School district. The purpose of this event is to equip parents and students with the knowledge, information, and resources needed to best prepare for the transition from Pre-K-4 to Kindergarten. School, district and community organizations will be invited to showcase the programs and services offered during the summer and throughout the school year. This exhibition event will include an introductory presentation, interactive displays, information tables and kindergarten classroom tours. Refreshments will be served to our families. giveaways provided. An anticipated 450 people in attendance

Action (Consent): 4.24 Dr. Geraldyn O. Foster Early Childhood Center's Week of the Young Child Resolution: Approved a date change to the previously approved Week of the Young Child for Dr. Geraldyn O. Foster Childhood Center on April 10, 2019 from 5:30 to 7:00 PM. This event will focus public attention on the needs of young children and their families, and to recognize the early childhood programs and services that meet those needs. The focus for the event will be to enlighten parents about literacy, math and activities they can continue at home with their child which will also help to prepare students for kindergarten over the summer. Community members will be invited to read to students.

13250 October 9, 2018 Action (Consent): 4.25 Gloucester County Special Services Migrant Tutorial Extended Day Program Resolution: Approved the continuation of the Gloucester County Special Services Migrant Tutorial Extended Day Program for the 2018-2019 school year which is funded through the GCSSSD Migrant grants. The program will begin approx. October 10, 2018 through May 31, 2019 for students in grades Pk-12. The program will be held at various schools throughout the district. Through this collaborative agreement, the district will provide transportation and snacks as GCSSSD will fund the remainder of the program. GCSSSD will also park their recruiting van at the warehouse and assume responsibility for insurance.

Action (Consent): 4.26 Indian Avenue School Multi- Cultural Committee Healthy Snack Fundraiser Resolution: Approved Indian Avenue School Multi-Cultural Committee to sell healthy snacks to students and staff during lunch periods. Smart snacks are a great way to promote healthy snacking in our school. All proceeds will support Multi-Cultural school events.

Action (Consent): 4.29 Ionic Lodge#40 of Free and Accepted Masons Thanksgiving Food Package Project 2018 Resolution: Approved district participation in the Ionic Lodge # 40 of Free and Accepted Mason’s Thanksgiving Food Package Project on November 19, 2018. Fifteen families in transition will receive food packages that will contain items donated by the lodge members. The families will go to the lodge to receive the food packages. The Students in Transition Coordinator will select the families based upon need. There is no cost to the board.

Action (Consent): 4.30 New Jersey Motorsports Park Annual Coats for Kids Event Resolution: Approved participation in the New Jersey Motorsports Park Annual Coats for Kids Event on December 14, 2018, pending funding. Approximately 130 students in grades PK-4 through 8 will visit the New Jersey Motorsports Park and receive a new winter coat secured through community donations. The Students in Transition Coordinator, Parent Liaisons, Community Parental Involvement Specialists, and homeroom teachers will select the students based on need. There is no cost to the board.

13251 October 9, 2018 Action (Consent): 4.31 Pathways Student/Family Celebration of Reading Resolution: Approved the Pathways 21st CCLC program to hold a Celebration of Reading event on October 22, 2018 from 5:00-6:00 PM at Buckshutem Road School. This event will celebrate the importance of reading as well as present all Pathways students with the entire Diary of Wimpy Kid book series for the personal libraries. Parents will be given activities that they can do to help their students improve the reading levels as well as tips to actively engage in their child's reading. Food costs will be covered by Title I working in conjunction with district CPIS and Parent Liaisons.
