POWER AFRICA OFF-GRID PROJECT (PAOP) Scope of Work (SOW)

SOW FOR HEALTH FACILITY SOLAR PV INSPECTION IN

Background An off-grid solar PV company is currently working in the of Ghana electrifying 55 Community Health Planning and Services (CHPS) facilities under the Solar Electrification of Healthcare Facilities in Sub-Saharan Africa COIN Fund grant. PAOP is seeking to inspect a small sample of the installations as part of monitoring and evaluation of the grant award.

Objective: The PAOP team will achieve the following objectives: 1. Inspect 5 solar PV installations under the “Solar Electrification of Healthcare Facilities in Sub-Saharan Africa” COIN Fund grant.

Workplan alignment: This SOW aligns with the monitoring and evaluation strategy for the “Solar Electrification of Healthcare Facilities in Sub-Saharan Africa” COIN Fund grant.

Description of Request for Technical Assistance:

The assignment will include inspections of solar PV installations at 5 different locations in the Ahsanti Region of Ghana: • Dawia CHPS, Sekyere Afram Plains District • Hamidu CHPS, Sekyere Afram Plains District • Fumsua CHPS, Sekyere Afram Plains District • TBC CHPS, Bosome Freho District • TBC CHPS, Asante District

The installed systems will be in 3 different configurations. All configurations will fall within the following specification ranges: • 1.0-3.3kWp solar arrays • 1-3kVA inverters • 2 systems with MPPT charge control • 3 system with PWM charge control • 12 or 24V LiFePo4 battery banks of 4.8-14.4kWh • Mixture of off-grid and weak-grid settings

The consultant will be provided with specifications for all 3 configurations, inspection documentation (the consultant may make changes to inspection documentation in consultation with PAOP), contact details for responsible persons at all 5 sites.

The consultant will be responsible for: • Arranging all their own logistics, including but not limited to flights, vehicle hire, accommodation, etc. • Coordinating with the health facilities to arrange all inspections • Completing inspection documentation for all 5 sites • Photographic and/or video evidence of installation specifics • Photographic and/or video evidence of any items of concern witnessed during inspections

• Compiling Site Inspection Reports for all 5 sites

The services of the electrical assessor would be provided under a fixed price contract, with the consultant baring all costs associated with completion of the activity.

Timeline It is proposed that all inspections are completed no later than Saturday 3, April with the consultant providing all outputs no later than Tuesday, 6 April.

Product/Output 1. Five Site Inspection Reports, including copies of completed inspection documents (template will be provided by PAOP). 2. Photographic and/or video evidence of installation specifics and any items of concern witnessed during inspections.
