MR. DORSEY L. NEWCOMB Dorsey L. Newcomb was named Executive Director of the Leonard Wood Institute (LWI) and the Sustainable Ozarks Partnership (SOP) on July 1, 2019. Prior to assuming duties as Executive Director Mr. Newcomb served as Deputy Director / Technical Program Officer (TPO) from July 2016 through June 2019 and TPO from July 2008 through June 2016. LWI was created in 2004 as a tax-exempt, non-profit research organization established at Fort Leonard Wood (FLW) to help fulfill technology needs of the U. S. Army Maneuver Support Center of Excellence (MSCoE) and FLW and improve the technology base of the region. LWI has resident expertise in enabling and managing collaborative and innovative efforts to assist in developing solutions that meet science and technology needs and inform Army capability development, primarily focused on the missions associated with MSCoE. LWI fulfills this mission by providing a mechanism to connect the expertise of private sector researchers and small, technology producing companies with these identified Army needs. During his 11 years at LWI, he managed over 200 applied and basic research projects valued at $76 million. As Executive Director of the SOP, Mr. Newcomb leads the nonprofit, membership-based organization representing the 4-county region around FLW that was formed by LWI and community stakeholders in the region in 2013 and operates as a part of LWI. SOP’s mission is to continue fostering the region’s commitment to national defense; advocate for local and regional development issues as well as FLW sustainment and growth; coordinate and facilitate growth of a diverse and sustainable economy for the region; publicize consensus while respecting individual interests of the members; and function as the central point of contact for regional partners. SOP’s focus areas include quality of life, education, healthcare, transportation, utility infrastructure, workforce development, and mutually beneficial partnerships with FLW. Since its inception, Mr. Newcomb and the SOP team have worked in concert with FLW, Missouri’s Congressional Delegation, state and local leaders, and others in identifying and executing strategies designed to develop and implement initiatives to ensure that FLW will continue to be an important and enduring installation for the U.S. Army, the Department of Defense, and the nation. Prior to June 2008, Newcomb was Commandant of the MANSCEN Noncommissioned Officer Academy at FLW. He served as the executive level leader of the largest Non- commissioned Officer Academy and Drill Sergeant School in the United States Army. Mr. Newcomb served 25 years in the U.S. Army where he led various levels of military organizations. His military service includes extensive experience in leadership development, training, personnel, facilities, logistic and budget management, and force protection. During his career, he served successfully as Commandant, Battalion

PAGE 2 Command Sergeant Major, Battalion Operations/Task Force Sergeant Major, First Sergeant, Course Manager, Platoon Sergeant, Drill Sergeant, Squad Leader, Desk Sergeant, and Military Police Investigator. His service included various stateside, overseas, and forward deployed assignments. He holds a bachelor’s degree in Criminal Justice from Columbia College and an associate degree in Law Enforcement from Central Texas College. He was inducted into the Military Police Regimental Hall of Fame in 2018. Dorsey and his wife Lidia of 30 years have two adult children, Lynette a 2013 graduate of Drury University and Dylan a 2017 graduate of Washington University in St. Louis. HONORABLE ROY BLUNT Building on a background as a public servant, university president, and teacher, Roy Blunt was elected to the in 2010. Senator Blunt serves as the Chairman of the Senate Republican Policy Committee and as the Chairman of the Senate Rules Committee. He also serves on the Senate Appropriations Committee; the Senate Commerce, Science and Transportation Committee; the Senate Select Committee on Intelligence; and the Senate Rules Committee. He is also the Chairman of the Appropriations Subcommittee on Labor, Health and Human Services, and Education. The people of Southwest Missouri overwhelmingly elected Senator Blunt seven times to the U.S. House of Representatives. Senator Blunt was elected the Majority Whip earlier in his career than any Member of Congress in eight decades and was elected to the Senate leadership in his first year in the Senate. Before serving in Congress, he was a history teacher, a county official, and in 1984 became the first Republican elected as Missouri’s Secretary of State in more than 50 years. Senator Blunt also served four years as the president of Southwest Baptist University in Bolivar, Missouri. Senator Blunt is married to Abigail Blunt and has four children and six grandchildren.

HONORABLE JOSH HAWLEY Raised in rural Missouri, U.S. Senator Josh Hawley previously served as Missouri’s Attorney General. There he earned a reputation for taking on the big and the powerful to protect Missouri workers and families. He has battled big government and big business, special interests, organized crime, and anyone who would threaten the well-being of Missourians.​​​​​​​ A native of small town Lexington, Missouri in rural Lafayette County, Senator Hawley graduated from Rockhurst High School in Kansas City. After graduating from Stanford University in 2002 and Yale Law School in 2006, he moved back home to mid-Missouri

PAGE 3 with his wife, Erin, where they started a family. They are the proud parents of two young boys, Elijah and Blaise. Senator Hawley is recognized as one of the nation’s leading constitutional lawyers. He has litigated at the Supreme Court of the United States, the federal courts of appeals, and in state court, fighting for the people’s liberties. He previously fought Obamacare at the Supreme Court — and won — as one of the lead attorneys in the landmark Hobby Lobby case. He was also a lead attorney in the Hosanna-Tabor case at the Supreme Court, protecting the rights of churches. As Attorney General, he fought the Washington overreach threatening farms and family businesses, including the Waters of the United States Rule and the Clean Power Plan. Senator Hawley has also taken on big opioid manufacturers, challenging their unethical marketing practices that helped create an epidemic of opioid abuse. He cracked down on human trafficking in Missouri, leading the largest anti-trafficking bust in Missouri history. And he stood up to big tech, launching investigations of the most powerful companies in the world—Google and Facebook—to protect Missourians, their data, and the First Amendment. The youngest Senator in America, Senator Hawley serves on the Senate Committees on the Judiciary; Armed Services; Homeland Security and Governmental Affairs; Small Business and Entrepreneurship; and the Special Committee on Aging. REPRESENTATIVE VICKY HARTZLER Vicky Hartzler proudly represents the good people of Missouri’s 4th Congressional District which is comprised of 24 counties in West-Central Missouri. Vicky grew up on a farm in Cass County, learning the value of hard work, family values, and a reliance on God. These values have guided her life as she attended and graduated from Archie High School, the University of Missouri, and the University of Central Missouri. They inspired her as she taught public school for 11 years in Lebanon and Belton, and as she joined her husband in a small business. Vicky began her public service in 1994 when she successfully ran for State Representative in the Missouri General Assembly, where she served for six years. She was elected to Congress in 2010 and serves on the House Armed Services and Agriculture Committees. She currently serves as Ranking Member of the Tactical Air and Land Forces Subcommittee on the House Armed Services Committee and is the Chairwoman of the House Values Action Team. Vicky, her husband Lowell, and their daughter, Tiffany, reside on a working farm near Harrisonville in Cass County. BRIGADIER GENERAL JAMES BONNER Brigadier General Jim Bonner is a native of Anna, Illinois, and received a Regular Army commission in May 1988 as a distinguished military graduate from Southern Illinois

PAGE 4 University. He assumed his position as Commanding General of the Maneuver Support Center of Excellence (MSCoE) in June of 2020. His military education includes the Chemical Officer’s Basic and Advanced Courses, Basic Airborne School, Ranger School, Jumpmaster School, Pathfinder School, the United States Command and General Staff College (CGSC), and the U.S. Naval War College. He holds Master’s Degrees in both Administration from Central Michigan University and National Security and Strategic Studies from the U.S. Naval War College. BG Bonner’s previous assignments range from Battalion Chemical Officer, 1st Battalion, 75th Ranger Regiment to Executive Officer for the Deputy Chief of Staff for Joint Operations (DCOS JOPS), International Security Assistance Force Joint Command (IJC); and Brigade Commander, 3rd Chemical Brigade. Previous general officer assignments include HQDA G8, Director of Materiel and Chief Full Dimension Protection Division; 29th Chief of Chemical/Commandant, U.S. Army Chemical, Biological, Radiological, and Nuclear School, U.S. Army MSCoE; and 7th Commanding General of 20th CBRNE Command, Aberdeen Proving Ground, MD. BG Bonner wears the 1st Battalion, 75th Ranger Regiment Scroll as his Combat Patch. MR. JOSEPH DRISKILL Mr. Joseph L. (Joe) Driskill is the first Military Advocate for the State of Missouri. The position was created by legislation passed by the General Assembly in 2015 that established the Office of Military Advocate, an agency charged with the responsibility of coordinating efforts to preserve and protect Missouri’s military installations and agencies and enhancing our state’s defense industries. The Military Advocate serves as the liaison between state and federal branches of government and provides enhanced communication to Missouri government leaders and installation communities in order to increase early awareness on base realignment actions and potential downsizing. Driskill was nominated to the position by former Governor Nixon in March 2016, confirmed by the Missouri Senate in April and started service to the state on June 1,

PAGE 5 2016. He will serve a six year term ending in 2022. Driskill was previously the Executive Director of the non-profit Leonard oodW Institute (LWI), as well as the Sustainable Ozarks Partnership (SOP) at Fort Leonard Wood. In addition to his work in Missouri, Driskill also serves as the President for the Association of Defense Communities board of directors. The ADC is a national organization that unites the diverse interests of communities, state governments, the private sector and all services of the military on issues of Base Realignment and Closure (BRAC), community-military partnerships, mission growth and sustainment, and support for military families and veterans. From 1993 to 2003, he was the director of the Missouri Department of Economic Development and from 2003 to 2005, he was the executive director of the Missouri Technology Corp. He also served as a state representative from southern Missouri for 10 years. Driskill obtained his master’s degree in public administration and his bachelor’s degree in political science from the University of Missouri. He and his wife Janice reside in Jefferson City and have two grown children, a daughter Hope, who is a graduate of the UCLA School of Law in Los Angeles, and a son Aaron, who is a Chiropractor in Knoxville, TN. GOVERNOR MIKE PARSON Governor Parson is a veteran who served six years in the U.S. Army. He served more than 22 years in law enforcement as the sheriff of Polk County. He also served in the Missouri House of Representatives from 2005-2011, in the Missouri Senate from 2011- 2017, and as Lieutenant Governor in 2017-2018.

Governor Parson and First Lady Teresa live in Bolivar. Together they have two grown children and six grandchildren. He was raised on a farm in Hickory County and graduated from Wheatland High School in Wheatland, Missouri. He is a small business owner and a third generation farmer who currently owns and operates a cow and calf operation near their hometown of Bolivar. Governor Parson has a passion for sports, agriculture, Christ, and people. MR. MIKE DUBOIS Mr. Mike DuBois is Director of Defense and International at Kit Bond Strategies. Previously a senior policy advisor to former U.S. Senator Kit Bond, DuBois spent eight years establishing an extensive network of key congressional, governmental, diplomatic and business relationships in Washington, D.C., Missouri, and throughout Asia. Respected among military and diplomatic officials worldwide, DuBois is an advocate for the National Guard and played a key role in the enactment of the National Guard Empowerment Act, efforts to modernize and equip the Guard, and the Guard’s

PAGE 6 Agriculture Development Teams in Afghanistan. DuBois was a participant in the U.S. Japan Leadership Exchange and is a board member of the St. Louis World Affairs Council. He is keynote speaker and panelist at defense and foreign policy conferences and think tanks, including the Heritage Foundation. In addition, he is a recipient of the Patrick Henry Award, the Militia Award, and the Missouri Governor’s Conspicuous Service Medal. In 2011, he was presented the Distinguished Service Award from the chief of the National Guard. A native of St. Louis, Mo., and graduate of Truman State University, DuBois lives in St. Louis with his wife and son. MR. STEVE HYJEK Steven Hyjek is a Senior Public Policy Advisor in the Firm’s Washington, D.C. office. Mr. Hyjek provides legislative and government relations guidance to his clients, focusing on procurement policy, military base enhancement, defense policy, export controls on military technologies and public policy matters. Mr. Hyjek has been formally recognized by state and federal agencies for his government relations achievements. Prior to joining Baker Donelson’s Federal Public Policy Group, Mr. Hyjek was a principal in a federal marketing and lobbying firm for 24 years. During that time, he was selected to represent an array of defense technology developers and manufacturers on defense policy and government procurement matters. Working with states and communities which recognized the economic power and impact of military installations, Mr. Hyjek was the lead consultant to multiple public sector clients during each of the base realignment and closure rounds. He was also successful in representing communities in conjunction with force structure adjustments conducted by the Department of Defense. Mr. Hyjek has successfully represented a number of U.S. and international corporations, serving as an advocate for their interests with Congress and federal agencies. Mr. Hyjek maintains an active U.S. Government Security Clearance and a Pentagon Access Badge, which ensure his access to critical decision-makers on behalf of clients in the challenging budget environment. From 1981 to 1986, Mr. Hyjek served as a Congressional Liaison Representative for the Secretary of the Army. During his tenure with the Department of the Army, he represented the Army’s interests to Congress on procurement, environmental, privatization and chemical demilitarization issues, as well as base closures and realignments. He advised the Army leadership on the impact of Department interests on Congressional interests, as well as facilitated discussions between Congressional leaders and Army principals to secure legislative support for the service’s initiatives. Mr. Hyjek began his career in Washington with the Senate, where he gained experience in the legislative process. He is a graduate of the American University with a Bachelor’s degree in International Relations and a Master’s degree in International Law.
