This report presents the results of a traffic impact study for the proposed Adams Morgan Historic Hotel in northwest Washington, D.C. This represents an updated report prepared in response to comments received from the District Department of Transportation (DDOT) on June 28, 2012.

The site is located on the parcels for 1770 Euclid Street and for 2390 Champlain Street, along the south side of Euclid Street NW just east of 18th Street NW. It is bordered by Euclid Street NW to the north, the alley behind 18th Street NW to the west, and Champlain Street NW to the east. The property currently contains First Church of Christ, Scientist, a Christian Science church: The site location is shown on Figure 1. The proposed hotel includes approximately 227 hotel rooms, an approximately 4,245 square foot restaurant, approximately 6,325 square feet of bar space, an approximately 10,333 square foot health club, and approximately 8,011 square feet of meeting space. It also includes approximately 4,630 square feet of community meeting space which is provided for community events that take place during non-peak periods.

The following traffic study was prepared to satisfy the traffic requirements associated with the Planned Unit Development (PUD) submittal to the Zoning Commission for the Adams Morgan Historic Hotel and is in accordance with direction provided by DDOT.

The following sections of this report describe the area transportation system, existing traffic volumes, the calculation of background traffic volumes, and the traffic impact of the proposed hotel.

As a result of this study, it is concluded that the area intersections will all operate at satisfactory conditions with the Adams Morgan Historic Hotel in place. The proposed hotel will have a negligible effect on the area intersections.

The site and the surrounding area are well served by transit via Metrorail and Metrobus. Pedestrian connections in the area are well established. As a result, there will be ample opportunities for travel by alternatives to the automobile.

The parking spaces provided onsite for the uses within the project meet the requirements set forth in the Zoning Regulations. The onsite parking meets the zoning and the practical requirements of the proposed hotel.

A Transportation Demand Management (TDM) program will be implemented as part of this project to encourage travel by alternatives to the automobile. This will include transit encouragement strategies, bicycle programs, a hotel van, parking pricing strategies, and performance evaluation. The TDM is included in this report and as a separate document in the Appendix.

A Truck Management Plan will also be implemented as part of this project to manage trucks and I loading. The number of loading docks that will be provided will be sufficient to support the needs of the proposed hotel The Truck Management Plan is included in this report and as a separate document in the Appendix.

Existing Area Streets

1 Streets considered in this study inc~ude 18 h Street I Adams Mill Road, , Euclid Street, Champlain Street, Ontario Road, and Kalorama Road. A brief description of the area street system follows: llfh Street /Adams Mill Road- This north-south arterial serves as a commuter route for people commuting to the vicinity of Adams Morgan and destinations to the south. In the vicinity of the site, 18th Street /Adams Mill Road was previously a four-lane cross-section with on-street parking and sidewalks on both sides and is now under construction. Construction is underway to convert this roadway to a two lane cross section with a striped median. The study intersection of 18th Street /Adams Mill Road and Columbia Road is signalized

Columbia Road- This arterial, which is oriented southwest-northeast, serves as a commuter route, and has a three-lane cross section with a center tum lane and on-street parking and sidewalks on both sides. The study intersections of (1) 18th Street /Adams Mill Road and Columbia Road and (2) Ontario Road and Columbia Road are signalized. The study intersections of (1) Euclid Street and Columbia Road and (2) Champlain Street and Columbia Road are stop controlled, with the Champlain Street approach being stop controlled.

Euclid Street - This local east-west street begins at Columbia Road and continues to the east to provide access out of the Adams Morgan area. It is a one-way street heading east from Columbia Road to Ontario Road. East of Ontario Road, it has a two-way, two lane cross section. Throughout the study area Euclid Street has on-street parking and sidewalks on both the north and south sides. The study intersection of Euclid Street and Columbia Road is unsignalized, with none of the approaches being stop controlled due to the one-way nature of Euclid Street. The study intersections of Euclid Street with Champlain Street and with Ontario Road are unsignalized, with all approaches stop controlled.

Champlain Street- This local north-south street provides north-south access within the study ' area. In the vicinity of the site, Champlain Street has a two-lane cross section with on-street parking and sidewalks on both sides. The study intersection of Champlain Street and Columbia

ZONING COMMISSION 4 District of Columbia Case No. 11-17 34C1 Road is stop controlled, with the Champlain Street approach stop controlled. The study intersection of Euclid Street and Champlain Street is unsignalized, with all approaches stop controlled.

Ontario Road- This local north-south street has a two-lane cross section with the exception of between Columbia Road and Euclid Street, where Ontario Road operates one-way northbound and has a one-lane cross section. This street has on-street parking and sidewalks on both the east and west sides. The study intersection of Ontario Road and Columbia Road is signalized. The study intersection of Ontario Road and Euclid Street is unsignalized.

Kalorama Road- This is a local east-west street that is located south of the property. It has an offset intersection with Champlain Street. The north and south legs of Kalorama Road extend east and west respectively from Champlain Street. Both intersections are unsignalized.

Existing Area Transit Service

Existing transit service in the stUdy area includes Metrorail and Metrobus service. The nearest Metrorail station, the Woodley Park-Zoo Station on the Red Line, is approximately 0.6 miles west of the site. The Columbia Heights Station on the GreenlY ellow Line is approximately 0. 7 miles northeast of the site.

Metrobus service along 18th Street /Adams Mill Road is provided by the U Street-Garfield Line (Route 90, n, and 93), the -Cardozo Line (Route 96), the Connecticut A venue Line (Route L2), and the (Route X3). These bus lines provide access to many Metrorail stations as well as many other bus lines, effectively providing access through the metropolitan area. These bus lines operate on weekdays, weekends, and holidays running up to 24 hours a day with regular headways.

Metrobus service along Columbia Road is provided by the Mount Pleasant Line (Route 42 and 43), the Brookland-Potomac Park Line (Route Hl) and the DC Circulator. These bus lines provide access to many Metrorail stations as well as many other bus lines, effectively providing access through the metropolitan area. These bus lines operate on weekdays, weekends, and holidays running up to 24 hours a day with regular headways.

The bus stops along 18th Street I Adams Mill Road in the study area at the following locations: • 100 feet north of the northeast corner of 18th Street/Adams Mill Road and Columbia Road (recently moved to this location) • Southwest corner of 18th Street/Adams Mill Road and Columbia Road

Based on the data, the number of reported crashes at the study area intersections is decreasing, from 72 crashes in 2008 to 56 crashes in 2011. The number of crashes has only increased at the intersection ofKalorama Road (South) and Champlain Street and the intersection of Ontario Road and Euclid Street. According to the data, speed and roadway factors were the least prevalent contributing elements in the crashes. Lastly, the data suggests that the most prevalent collision type was sjde-swipe (90), followed by rear-end (36), backing (27), and parked (26) comsions. The raw accident data is included in the Appendix.

Future Transportation Improvements

At the time of full build out of the proposed bote~ construction of 18th Street will have been completed The current proposed plan includes parallel parking, a painted median, and one travel lane in each direction along the length of 18th Street. These changes are included in the analyses of future conditions contained in this study. ZONING COMMISSION District of Columbia 9 Case No. 11-17 34C1 Since the turning movement counts used in this analysis were conducted, there have been three changes to the traffic patterns in the area. The first is the reopening of the HD Cooke Elementary School. This school, bounded by Euclid Street to the south, Fuller Street to the north, 17th Street to the west, and Mozart Place to the east, is located three blocks east and one block north of the proposed hotel. According to the school websit~, the current enrollment is approximately 313 students, grades PS to 5, and the school day begins at 8:00AM and ends. at 3:15 PM7

The second change is the opening of a section of Champlain Street south of the proposed hotel between Kalorama Road and Old Morgan School Place. This connection, which runs under the Marie H. Reed Recreation Center and Reed Elementary School, has been closed for approximately 15 years. It is now open, providing access from Champla~nStreet to Old Morgan School Place. It operates as a southbound one-way street and is only open during non-school hours. The website for Reed Elementary School, which has an enrollment of 318 students grades PS to 5, lists the school hours as 8:00 AM to 6:00 PM.

The bus stop along the east side of 18th Street/Adams Mill Road just south of the intersection with Columbia Road was moved 100 feet north of the intersection. This change has had no effect on traffic volunies, but has improved traffic circulation and flow.

These three changes will not have a significant effect on the turning movement volumes at the study intersections. Any increase in traffic volumes will be accounted for in the 1 percent per year traffic growth rate assumed for this study. Also, since Champlain Street is a local street, it is not anticipated that it will see a notable increase in traffic due to the opening of the southernmost section of the street, which occurs only during limited hours.

ZONING COMMISSION 10 District of Columbia Case No. 11-17 34C1 DESCRIPTION OF PROPOSED DEVELOPMENT

Location

The site of the proposed Adams Morgan Historic Hotel is located in northwest Washington, D.C. along the south side of Euclid Street just east of 18th Street. It is bordered by Euclid Street to the north, the alley behind 18th Street to the west, and Champlain Street to the east. The property currently contains a Christian Science church. The proposed hotel includes approximately 227 hotel units, an approximately 4,245 square foot restaurant, approximately 6,325 square feet of bar space, an approximately 10,333 square foot health club, and approximately 8,011 square feet of meeting space. It-also includes approximately 4,630 square feet of community meeting space which is provided for community events that take place during non-peak periods.

Vehicle Access

Vehicle access will be provided along Champlain Street along the east side of the property. There will be two driveways that will serve the hotel. The north driveway will be located approximately 160 feet south of Euclid Street (measured centerline to centerline) and will be an entry only that leads to the porte cochere. The south driveway will be located 138 feet south of the north driveway (measured centerline to centerline) and will be an entry and exit connection to the parking garage located under the building. Drivers entering at the north driveway can proceed through the port cochere, which will permit the valet drivers to reach the entry to the parking garage. The two proposed driveways that will serve the hotel will replace two existing driveways that will be eliminated as part of this development. As a result, there will be no net increase in the number of curb cuts along Champlain Street. There will also be no change in the number of on street parking spaces along Champlain Street.

The driveway adjacent to the porte cochere will generally be 12 feet wide with additional width provided to allow up to three vehicles to park under the porte cochere for the purposes of loading and unloading passengers and baggage. The driveway is long enough to hold an additional queue of 15 vehicles. This prevents the queue from backing up onto Champlain Street.

ZONING COMMISSION 11 District of Columbia

Case No. 11-17 34C1 The loading dock will be located along the west side of the building and will be accessed by the existing alley that will operate two way. This alley terminates along Euclid Street at the intersection of Euclid Street and Columbia Road. An easement will be provided to allow the alley to be realigned to provide for a smooth flow of traffic.

Valet and Taxi Staging

The parking for the hotel will be a 100 percent valet operation. Valet staff will be located along Euclid Street at the hotel entrance and at the porte cochere along Champlain Street.

Taxi staging will be located along Euclid Street and secondarily under the porte cochere along Champlain Street. Three spaces for taxi staging will be provided in front of the hotel front door. The taxi staging will result in the loss of three on-street parking spaces along Euclid Street.

Tour Bus Circulation

The Hotel may host guests arriving by tour bus. Tour bus arrivals will be scheduled with the Hotel. Staff will be available to assist with the alighting and boarding of Hotel guests. The buses will drop off and pick up guests along either Columbia Road or 18th Street. After the drop off of guests, the tour buses will leave the neighborhood and, if they must park nearby, will park in locations that are available, for a fee, for bus parking. Among other locations, two potential locations are the National Cathedral bus garage and the National Zoo. The Hotel transportation and logistics coordinator will direct buses by phone as to when they should arrive back at the Hotel for pick-up.

Construction Traffic

During construction a management plan will be developed for the coordination of construction related traffic. The development of such a management plan will be part of the permitting process.

ZONING COMMISSION 12 District of Columbia Case No. 11-17 34C1 Parking

The proposed hotel will provide a total of approximately 174 parking spaces located in underground structured parking. This number of parking spaces will satisfy the zoning requirements and the practical requirements for this property. Based on the amount of on-site parking being provided, there is expected to be no spillover of parking from this development into the surrounding community.

The parking will be 100 percent valet operation. The applicant will rely on the following restrictions so as to discourage non-Hotel user parking at the Hotel parking garage: • The parking operator will be restricted from posting or advertising hourly or nightly flat parking rates. • The parking operator and hotel management company will be restricted from selling monthly and/or weekly parking permits • The parking operator will assess an additional $100 fee should any cars of non-hotel occupants remain in the garage for 5 consecutive days. This $100 fee will increase by $25 each day beyond the first five day period and cars will be subject to removal and towing should they remain at the property for more than four weeks • Any advertising by the parking operator and hotel management company that references parking will only emphasize the Hotel and Hotel uses

The proposed hotel will result in a loss of three on-street parking spaces along Euclid Street. As described above, there will be no change in the number of on-street spaces along Champlain Street.

A calculation was performed of the potential revenue loss to the District if these three on-street parking spaces were removed. The calculation of net loss of revenue is dependent on the rate structure, the number of days, and the hours of operation of the meters. It was assumed that the meters would be in operation 6 days per week and 12 hours per day. It was further assumed that the meter rates would be $1 per hour. Given the percent occupancy by paying parkers, it was assumed that each meter would generate $12 per day. Applying this figure to the 313 days per year that the meters would be in operation, it is estimated that each space that is eliminated would result in $3,756 of lost revenue per year to the District. With the loss of three spaces, this would result in $11 ,268 per year of lost revenue. ZONING COMMISSION District of Columbia 13 Case No. 11-17 34C1 TRAFFIC VOLUMES

Traffic volumes used in this study include existing traffic volumes, the projected increase in traffic volumes to obtain background traffic volumes, and traffic generated by the proposed Adams Morgan Historic Hotel to obtain total future traffic volumes. The horizon year for this study is 2015, which represents a year after the expected completion and occupancy of the Adams Morgan Historic Hotel. DDOT staff directed that the weekday AM and PM commuter peak hours be studied. Intersections identified for study by DDOT staff are as follows: • 18th Street /Adams Mill Road and Columbia Road • Euclid Street and Columbia Road • Champlain Street and Columbia Road • Champlain Street and Euclid Street • Ontario Road and Columbia Road • Euclid Street and Ontario Road (identified on June 28, 2012)

• Kalorama (North) and Ch~mplain Street (identified on June 28, 2012) • Kalorama (South) and Champlain Street (identified on June 28, 2012)

Traffic and pedestrian counts for the original five study intersections were conducted at the study area intersections in May 2008 from 7:00AM to 9:00AM and from 4:00PM to 6:00PM on a weekday. Traffic and pedestrian counts for the three additional study intersections were conducted on Thursday, July 26, 2012 from 7:00AM to 10:00 AM and from 4~00 PM to 7:00 PM. The traffic counts were used to establish peak hour traffic conditions. The common peak hours of traffic for the study area intersections were established by identifying the peak 60 minutes of traffic during the peak periods. The peak study hours were identified as 8:00AM to 9:00AM and 5:00PM to 6:00PM. The raw peak hour traffic counts are shown on Figure 4.

The May 2008 traffic volumes were increased to year 2012 traffic volumes by applying a one percent per year growth factor. The volume balancing between the forecasted 2012 traffic volumes and the July 2012 traffic volumes were reviewed to determine the compatibility of the observations. While no clear difference was observed, it was determined that the July 2012 traffic volumes should be increased by a factor of 10 percent as these counts were collected in the summer when schools were not in session.

The adjusted existing peak hour traffic volumes which include the May 2008 traffic counts increased to year 2012 traffic counts and the adjusted July 2012 traffic counts are shown on Figure 5. The peak hour pedestrian counts at the study intersections are shown on Figure 6. The Appendix of this report contains the traffic count and pedestrian count summaries.

Background traffic volumes represent future traffic that would travel through the area intersections witho!Jt the proposed Adams Morgan Historic Hotel. The background traffic volumes include the growth in traffic to the projected horizon year of 2015 and the additional traffic generated by nearby approved and unbuilt developments.

In order to representthe growth,ofthrough traffic resulting from development activity outside the study area, and modifications in traffic patterns that were previously described, traffic volumes for each of the movements at the study in~ersections were increased by 1 percent per year from the adjusted 2012 existing to the horizon year of 2015, as agreed to by DDOT. These adjusted traffic volumes resent the 2015 base traffic and are shown on Figure 7.

This analysis considered the additional traffic generated by the development at 2337 Champlain Street, a 40 unit mid-rise residential property with 10 underground parking garage and nine surface parking spaces, and by the development at 1700 Columbia Road a 70 unit mid-rise residential property with 9,000 square feet of ground floor retail. The peak hour traffic volumes generated by each of these developments are shown in Table 4.

The trips generated by the approved and unbuilt developments were assigned to the study area streets using the distributions shown in Table 4. The total assignment of both approved and unbuilt of these trips is shown on Figure 8. The individual traffic assignment of each development is included in the Appendix. The sum of the 2015 base peak hour traffic volumes and the total approved and unbuilt peak hour traffic volumes represent the 2015 background peak hour traffic volumes and are shown on Figure 9.

Peak hour traffic volumes generated by the proposed hotel were calculated using the trip generation rates and equations contained in the ITE Trip Generation Report 8th Edition, with one exception. As there is no appropriate category for meeting space in the ICTE Report, the standard architectural guidelines were used to determine the maximum occupancy of 8,011 square feet of meeting space.

Internal capture and mode share rates were applied to the trip generation to reflect the multiple uses and setting of the proposed hotel. It is assumed that 50 percent of the restaurant and bar space patrons will be hotel guests who are already onsite and will not be making a specific trip to use these amenities. An additional 10 percent of patrons are assumed to walk, bike, use public transportation, or utilize another non-vehicle method to reach the proposed hotel. This results in a total reduction of 60 per_cent for these uses. The same assumptions regarding 50 percent of meeting attendees being hotel guests and 10 percent arriving by non-vehicle mode were applied to the meeting space. However, since these trips were generated per person instead of per vehicle, it was assumed that the auto-occupancy for these trips would be 2 people per car. It is assumed that 30 percent of the health club patrons will be hotel guests who are already onsite and will not be making a specific trip to use these amenities. An additional 10 percent of patrons are assumed to walk, bike, use public transportation, or utilize another non-vehicle method to reach the proposed hotel. This results in a total reduction of 40 percent for this use. Based on the 2005 Washington Metropolitan Transit Authority (WMATA) 2005 Development Related Ridership survey, a reduction of 15 percent to represent non-auto mode share was applied to the trips generated by the hotel rooms. This reduction. represents a conservative estimate of the trips .to and from the hotel that are generated using non_:-auto modes and considering the distance to the Metrorail Stations.

The resulting trip generation rates for each land use are shown in Table 5.

The following is a discussion of the assessment of traffic conditions.

Intersection Capacity Analyses

Intersection capacity analyses were conducted for existing, background, and total future traffic volumes. The capacity analyses were conducted using Synchro Software Package, wruch utilizes methodologies in the Highway Capacity Manual (2000 Edition) (HCM) for signalized and unsignalized intersections. The analyses of existing traffic volumes were based on the existing lane uses and existing signal operations at the study area intersections. The analyses of background and total future traffic volumes were based on future lane designations at the intersection of 18111 Street /Adams Mill Road and Columbia Road.

According to the HCM, capacity is defined as the maximum number of vehicles that can pass over a particular road segment or through a particular intersection within a fixed time duration. The operating conditions are described by Level-of-Service (LOS), which is defmed as a qua)jtative measure that describes operational conditions and motorist perceptions within a traffic stream. The Highway Capacity Manual defines si.x levels of service, LOS A through F, with A being the best and F the worst. The District attempts to maintain a level of serviceD and better during the peak traffic hours. The ranges of delay for each level of service are shown in Table 8 below.

ZONING COMMISSION District of Columbia 32 Case No. 11-17 34C1 These results show that under existing and background conditions, the study area intersections operate at satisfactory levels of service. The capacity analyses of background traffic volumes result in levels of service ranging from A to C.

The addition of the traffic generated by the Adams Morgan Historic Hotel will result in only a slight change in the operation of the area intersections. The proposed hotel will result in marginal increases in vehicle delay. There will be no change in the overall levels of service, with the exception of the intersection ofChamplai'n Street and Columbia Road and the intersection of Champlain Street and Euclid Street during the PM peak hour. The area intersections will continue to operate at levels of service that range from A to C during the AM and PM peak hours, which is within the desired level of service D condition.

Pedestrian Impact

There are existing sidewalks along all of the adjacent streets. The proposed Adams Morgan Historic Hotel will enhance the sidewalk connections to these adjacent streets.

Transportation Demand Management Plan

In order to take advantage of the numerous pedestrian, bicycle, and transit opportunities in the vicinity of the Adams Morgan Historic Hotel project, and to promote an efficient and effective taxi and valet staging plan, the following transportation management strategies are proposed.

1. The hotel operator will act as the point of contact and designate a Transportation Coordinator (TC) for the Transportation Demand Management (TDM) program. The operator will implement and manage TDM measures that are consistent with DDOT's recommended TDM strategy. The operator will provide, and keep current, the name and contact information of the TC to DDOT. The TC will be appropriately trained, to the satisfaction ofDDOT, to provide rideshare, transit, and other inforination provided by DDOT and intended to assist with transportation to and from the site.

2. The operator will become a member of the WMAT A SmartBenefits program.

ZONING COMMISSION 33 District of Columbia Case No. 11-17 34C1 3. A one-time, complimentary $75 WMATA SmarTrip fare card will be provided to all newly hired hotel employees (on a one time basis) to help encourage additional transit usage.

4. The hotel human resources department will establish a WMATA SmarTrip account for

all employees so they may have pre-tax ~onthly commuting benefits added directly to the SmarTrip cards.

5. A fleet of bicycles will be provided that will be stored in the underground garage. The operator will promote Capital Bikeshare membership cards to guests upon check-in. Upon request, the operator will distribute bicycle route maps and safety information to all hotel guests upon check-in. The operator will comply with DDOT requirements of Site Plan conditions to provide bicycle parking/storage facilities. The operator will provide dedicated space in the hotel, which will be controlled by staff, for storage of guest bicycles.

6. Upon check-in, WMAT A SmarTrip cards will be promoted to hotel guests.

7. For hotel guests and patrons, there will be an hourly or daily charge for parking in the parking garage.

8. An ADA-compliant hotel van (with lift) will be available to provide shuttle service between the hotel and certain local destinations. The van will be powered by an electric . charging station to be located in the hotel's parking garage. The van will be staffed by a full-time employee, with a dedicated van-accessible parking space provided on the upper level of the parking garage. The van will be parked in this space when not in service. A communication device will be provided with the hotel for on-call service.

9. Two electric vehicle (EV) charging stations will be installed in the hotel garage. One of the EV charging stations will be available for use by guests and the other will be available for hotel use for the shuttle van and, when not in use by the shuttle van, hotel guests.

ZONING COMMISSION 34 District of Columbia

Case No. 11-17 34C1 10. The lobby will contain an information display to provide transportation-related information to hotel guests and visitors to the property. The concierge will provide up-to­ the-second real-time information on public transportation options, departure and arrival times.

11. Valet staging will be provided at the porte cochere along Champlain Street and along Euclid Street at the hotel entrance. Taxi staging will be located along Euclid Street and under the porte cochere along Champlain Street. Three spaces for taxi staging will be provided in front of the hotel front door.

12. As a condition of the PUD, the applicant agrees to perform an evaluation of traffic operations no later than 14 months and 24 months following the issuance of a Certificate of Occupancy (C of 0) for the Hotel. The performance measures will include vehicle trip generation, parking accumulation, valet operation, loading operations, and the transportation demand management plan.

13. Although no bus stops are currently adjacent to the project site, if a bus stop requires relocation due to the project, the applicant will maintain or coordinate relocation at their own expense.

14. The hotel operator will publicly post all TDM commitments on-line, such as on the hotel's website.

Truck Management Plan

A truck management plan has been developed to provide safe and efficient loading and unloading operation for the proposed hotel. This truck management plan calls for the truck activity to occur at the hotel loading area in the alley located along the west edge of the property. This alley is currently configured with a Z shape.

As part of the proposed development, the hotel developers will create and grant a public easement that will realign the alley in order to provide for a smoother flow of vehicles. This easement will allow vehicles to pass under a cantilever formed by the hotel. The hotel developers have completed the survey of the properties and easement area as required by DDOT. Case No. 11-17 34C1 The hotel is expected to have approximately 5 to 9 deliveries per day. These figures do not include UPS, FedEx, and US Mail.

Truck pickups and deliveries would be expected to include the following categories. • Trash pickups are twice per week. Arrangements can be made for pickup either during the early morning or mid-day hours. • Bakery deliveries are generally daily. Delivery will occur between 6 and 7 AM. • Seafood deliveries are generally daily. • Meat deliveries are generally daily. • Produce deliveries are generally daily. • Dairy deliveries are generally every other day. • Paper and other operating supply deliveries are generally once per week. • Soda deliveries are generally once every other day. • Beer deliveries are generally once every other day. • Liquor deliveries are generally once every other day. • Master distributor deliveries are 2 to 3 times per week. • Laundry will involve daily pickup and delivery either late in the day ( 4 to 7 PM) or early morning after 6 AM if the laundry operation is outsourced.

Tractor trailers will not be permitted at the Adams Morgan Historic Hotel. Deliveries will be made by trucks that are single unit vehicles that are between approximately 28 to 32 feet in length. The 32 foot long truck was considered the design vehicle for this analysis, though larger trucks could access the loading dock, turn around in the alley and leave room for other trucks to pass through the alley.

Truck schedules will be coordinated by a transportation and logistics specialist from the hotel management company in order to stagger the arrival times. The figure of up to 9 trucks represents approximately one truck per two hours extending from early morning to late evening.

Two loading docks will be provided for deliveries. A third location will accommodate trash pickup. These loading docks will accommodate trucks of at least 32 feet in length so that the

ZONING COMMISSION 36 District of Columbia Case No. 11-17 34C1 trucks will not block any alley access in both the easement area and the existing alignment by other trucks, vehicles or pedestrians.

AutoTurn analysis shows that trucks will be able to maneuver into and out of the loading area without blocking the flow of through traffic in the alley. Truck drivers will be directed to use the realignment by pavement marking and/or signage, depending upon DDOT's preference. Trucks will take the alley from Kalorama Road, proceeding north along the alley, using the hotel loading dock, and then proceeding north to Euclid Street.

Truck drivers will be directed and required to use the alley for loading and unloading. The transportation and logistics specialist will make sure that service vehicle drivers follow the rules to enter the alley at Kalorama Road by communicating the route and mapping of directions.

As a result of this truck management plan, no adverse impact on the surrounding residential neighborhood is expected. The number of loading docks that will be provided will be sufficient to support the needs of the proposed hotel.

ZONING COMMISSION 37 District of Columbia Case No. 11-17 34C1 CONCLUSIONS

As a result of this study, it is concluded that the area intersections will all operate at satisfactory conditions with the Adams Morgan Historic Hotel in place. The proposed hotel will result in 155 and 227 additional trips during the AM and PM peak hours, respectively. There will be no change in the intersection levels of service as a result of these additional trips, with the exception of the intersection of Champlain Street and Columbia Road and the intersection of Champlain Street and Euclid Street during the PM peak hour. All intersections will continue to operate at level of service D or better and increases in vehicle delay will be marginal. The proposed hotel will have a negligible effect on the area intersections.

The site and the surrounding area are well served by transit via Metrorail and Metrobus. Pedestrian connections in the area are well established. As a result, there will be ample opportunities for travel by alternatives to the automobile.

For those who travel to the site by way of a personal vehicle, sufficient parking will be provided to satisfy the demand for the Adams Morgan Historic Hotel. As a result, there is expected to be no spillover of parking into the surrounding community.

A TDM program will be implemented as part of this project to encourage travel by alternatives to the automobile. This will include transit encouragement strategies, bicycle programs, a hotel van, parking pricing strategies, and performance evaluation.

A Truck Management Plan will be implemented as part of this project to manage trucks and loading. The number of loading docks that will be provided will be sufficient to support the needs of the proposed hotel.

After reviewing the DDOT Scoping form submitted to DDOT on Sunday, June 17, 2012 the following memorandum serves to request additional information or provide information to you on the following areas of the proposed historic hotel project:

1. Trip generation methodology is acceptable for the restaurant/bar, meeting space, and fitness club. However, if the restaurant is high-turnover, as opposed to a "quality/white tablecloth" restaurant, then the proposed ITE code is not acceptable. 2. The methodology for hotel trip generation is not acceptable. The transportation infrastructure and density in the Bethesda CBD is not a match for the areas surrounding the proposed site. Utilize counts (and modes splits) from hotels that have similar land use and transportation characteristics. 3. The internal capture and non-auto reductions are acceptable for the non-hotel uses. 4. Regarding the study area, add the following intersections for review 1) Euclid Street and Ontario Road, and 2) Kalorama Road and Champlain Street. 5. Four year old data is unacceptable. 6. Please count vehicles, pedestrians and bicycles at the study area intersections including the 2 additional intersections previously noted.

With respect to background developments BZA case # 18339, approved earlier this year, allowed for the construction of new residential units on the same block of Champlain Street. Please see DDOT for any other developments. 8. DDOT accepts the estimated 1% growth in traffic from the present time until 2015. 10. DDOT requests prior 3 years of crash data at all study intersections. 11. DDOT requires a well-documented tour bus circulation, drop-off and alighting plan. Additionally, please inform DDOT of the location where the tour buses will park once passengers have been dropped off. 12. The mode split does no corroborate the number of parking spaces. Ample parking (proposed 174 parking spaces), absent an adjacent Metro Station, will Induce passenger vehicle trips that will travel through the Adams Morgan neighborhood.

Hours of Analysis Typically, the peak hour of commuter traffic should be used, for both AM and PM rush hours. Other hours of analysis may be appropriate given the. overall trip generation of the proposed development, and the expected hours of vehicular demand to and from the site. Land use may also determine the appropriate_ hours of analysis as some uses experience their peak demand on weekends and off-peak from the typical uses. For instance, proposed developments that may include commercial or retail use should include weekend hours in the analysis.

Proposed Scope: Analysis performed for AM and PM commuter peak hours

Data Collection Turning Movement Counts (TMCs} of study area intersections are usually conducted from 7-lOam and 4-7pm on a typical weekday (Tues/Wed/Thurs), when Congress and public schools are in session. If the site generates existing traffic, all current site access driveways should be included in the TMCs. Other data collection may be necessary depending on the projec;t (such as weekly ATR counts, counts of comparable site trip generation, parking occupancy counts, etc ... ). The study should describe what data will be collected to complete the transportation analysis.

Proposed Scope: Traffic counts were conducted on typical weekday between 7 and 9 AM and between 4 and 6 PM.

Area Roadway Improvements The study should account for approved and funded transportation improvement projects within the study area. Other planned, but not approved improvements may be appropriate to include.

Background Growth The study should account for through traffic, including that traffic from bicycle and pedestrians, within the study area from future developments that do not have origins or destinations within the study area.

Proposed Scope: Growth of through traffic was represented by a 1 percent increase per year from 2008 to 2015.

Site Trip Generation Typically, site trip generation is performed using ITE's Trip Generation. However, recent academic literature may suggest other appropriate site trip generation rates. ITE also provides methodologies for calculating internal capture/synergy for mixed-use developments and pass-by percentages for retail establishments. Mode splits are typically estimated using WMATA's Ridership Survey, but should include bicycle and pedestrian counts from Census data as well. Alternatives include using data from comparable sites, or published in other sources. All assumptions should be detailed in the study. All data source choices must also be justified within the study.

Analysis Methodology Capacity analyses are typically performed using Highway Capacity Manual (HCM) methodologies using an industry recognized software package. Any overall intersection approach LOS that Is shown at grade "F" should be highlighted In the study.

Proposed Methodoloav: Capacity analyses were conducted using Synchro Software Package, which utilizes methodologies In the Highway Capacity Manual.

Safety Guidelines: The study should present the results of the safety analysis that demonstrates that the site will not create or exacerbate existing safety Issues for all modes of travel. The analysis shall include applicable elements of the Highway Safety Manual and consider at least typical geometry, traffic composition, traffic control, user demographics, and other local conditions. The analysis should also Include three years of crash data for all Intersections within the roadway operations study area.

Proposed CTR Scope: At the time of Initiation of traffic study, safety analysis was not requested.

Bicycle & Pedestrian Facilities Guidelines: The study should Identify~~~------~------~~---- existing and proposed pedestrian & bicycle service to the site. The study should highlight both the bicycle and pedestrian study areas (block radii, etc.). Proposed CTR Scope: Sidewalks are provided along entire project frontage. The hotel operator will provide a secure bicycle parking area for 30 bicycles In the P-1 level of the parking garage. The storage area will be available for employees, guests and visitors. Hotel guests will be permitted to bring bikes to their rooms. The hotel operator will promote Capital Bikeshare membership cards to guests upon check-ln. Also, upon request, the operator will distribute bicycle route maps and safety information to hotel guests at check-in.

Transit Service Guidelines: The study should identify existing and proposed transit facilities that serve the site. Any plans for new facilities should be included, such as bus stops and shelters. The routes associated with any new or existing facilities should be addressed, including frequency of trips and destination points. The site plan's accommodation of transit service, including any changes to bus stops or other transit infrastructure necessary due to development should be discussed. For larger developments or campus plans, the study should take the multi-modal trip generation estimates (described above) and distribute them onto the network to identify the potential amount of new transit riders per route that people will use to and from the proposed development.

Site Access & Loading DDOT requires that loading take place in private space and that no back-up maneuvers take place In the public realm, whether in public space of in areas of private spaces accessible to the general public unless the Applicant can demonstrate a legitimate reason why this must occur. Any plans for new curb cuts need to demonstrate that they meet District standards, including sight distance. When it Is determined that a new curb cut is necessary, the applicant should first consider an alley. If an alley is not available, access from a side street is the next preferable option. The Applicant should include plans for site access and loading pertaining to pedestrians, cyclistsandvehicles,publicspace,bicycleandvehicularparking,busroutesandstops,andcommercialvehicle routes

The study should also identify the potential routes that commercial vehicles will use to and from the proposed development.

Motorcoach For developments that will generate significant tourist activity (hotels, museums, etc.) the study should discuss the site plan's accommodation of motorcoach access. This should Include Identifying areas for passenger unloading/loading, motorcoach parking, and the potential routes that commercial motorcoaches will use to and from the proposed development.

Proposed CTR Scope: A truck management plan has been developed and Is included as Attachment B.

A Tour Bus Management Plan has been developed. The Hotel may host guests arriving by tour bus. Tour bus arrivals will be scheduled with the Hotel. Staff will be available to assist with the alighting and boarding of Hotel guests. The buses will utilize the alley for the drop off and pick-up of guests. The buses will enter and exit the alley at Euclid Street. After the drop off of guests, the tour buses will leave the neighborhood and, if they must park nearby, will park In locations that are available, for a fee, for bus parking. Among other locations, two potential locations are the National Cathedral bus garage and the National Zoo. The Hotel transportation and logistics coordinator will direct buses by phone as to when they should arrive back at the Hotel for plc.k-up.

Guidelines: The parking study should include parking demand estimates and comparisons with the proposed parking supply, using data from comparable sites where possible. The Applicant, through DDOT, must conduct an analysis of Impacts to residential parking and as necessary; propose a scheme to manage curbsides in light of future conditions. The analysis should take Into account the parking spill-over area, Including both on and off­ street parking supply, and on and off-street parking utilization.

Proposed CTR Scope: The proposed hotel will have 177 parking spaces. The parking will be a valet-only operation that Is In effect 24 hours a day, 7 days per week. This number of parking spaces will satisfy the zoning requirements and the practical requirements for this property. Based on providing this number of parking spaces, there Is expected to be no spillover of parking into the surrounding community. ZONING COMMISSION District of Columbia

A calculation of peak parking demand based on each of the elements of the proposed hotel is shown below:

Hotel Guest Rooms 227 rooms, assume 70 percent occupancy, results in 159 occupied rooms. Assume 50 percent business travelers, 25 percent drive and park. Assume 50 percent tourists and 50 percent drive and park.

Food and Beverage Areas representing food and beverage patron area total 8279 square feet. The number of people accommodated within the patron area is based on 30 square feet per person. Consistent with the trip generation assumptions, 40 percent were assumed to arrive by auto. A vehicle occupancy of 2.5 people per auto was assumed. The calculation of parking demand for food and beverage is shown below. 8279 square feet X 1 person X 0.40 X 1 auto = 44 parked vehicles 30 sf 2.5 persons

Meeting Space- Assembly Area Areas which will serve meeting attendees or receptions total 9,138 square feet. The 30 square feet per person figure described above was applied. Consistent with the trip generation assumptions, 40 percent were assumed to arrive by auto and a vehicle occupancy of 2.0 people per auto was assumed.

The calc_ulation of parking demand for meeting space is shown below. 9138 sf X 1 person X 0.40 X 1 auto = 61 parked vehicles 30 sf 2.0 persons

Health Oub The combination of Spa and Health Club will total 10,933 square feet. The most appropriate method of calculating the actual parking demand is to apply the two-way PM peak hour vehicle trip generation rate of 2.18 trips per thousand square feet contained in the traffic report. This represents patrons who would arrive or leave during the peak hour. This figure accounts for the 30 percent of health club patrons who would already be on-site and the 10 percent who would arrive by non-vehicle mode of travel. The total peak parking demand for the hotel is 189. The number of parking spaces being provided is 177 spaces. The peak demand assumes that the peak of all activities at the hotel would occur at the same time. Furthermore, the parking garage will be a valet-only operation. As a result, demand that exceeds the 177 spaces can be accommodated by tandem parking of vehicles.

It Is estimated that tandem parking by the valets can result In up to 50 additional parking spaces above the 177 marked spaces within the garage. On that basis, an overflow parking demand at the hotel can be ac~mmodated wfthou t adverse~a~ctingthesurroundlngneighborho_o~d-· ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~l Streetscape/Publlc Realm Guidelines: OOOT expects new developments to rehabilitate streetscape Infrastructure between the curb and property lines. The applicant must work closely with ODOT and OP to ensure that design of the public realm meets current standards.

Transportation Demand Ma_n_a_,a'-em~en~t ~~~~~~~~- Guldellnes: OOOT requires the applicant In all major development review cases to produce a TOM plan. The Incorporation of Transportation Demand Management into the Development Review Process document located on OOOT's website provides guidance. The proposed TOM plan should demonstrate how It will facilitate a greater split between transportation modes.

Performance Monltorlna & Measurement Guidelines: To complement a TOM plan, OOOT requires that an Applicant compose a performance monitoring plan for any large scale development. This should consist of the establishment of benchmark goals with regard to TOM measures, along with a commitment to increase TOM efforts should the Applicant fall to reach these goals. The monitoring methodology should at least include quantifiable site performance measures and suggest regular testing intervals.

Proposed Scope: A performance monitoring plan is proposed. As a condition of the PUO, the applicant agrees to perform an evaluation of traffic operations no later than 14 months and 24 months following the Issuance of a Certificate of Occupancy (C of 0) for the Hotel. The performance measure will Include vehicle trip generation, parking accumulation, valet operations, loading operations, and the transportation demand management plan.

In order to take advantage of the numerous pedestrian, bicycle, and transit opportunities in the vicinity of the Adams Morgan Historic Hotel project, and to promote an efficient and effective taxi and valet staging plan, the following transportation management strategies are proposed.

I. The hotel operator will act as the point of contact and designate a Transportation Coordinator (TC) for the Transportation Demand Management (TDM) program. The operator will implement and manage TDM measures that are consistent with DDOT's recommended TDM strategy. The operator will provide, and keep current, the name and contact information of the TC to DDOT. The TC will be appropriately trained, to the satisfaction of DDOT, to provide rideshare, transit, and other information provided by DDOT and intended to assist with transportation to and from the site.

2. The operator will become a member of the WMATA SmartBenefits program.

3. A one-time, complimentary $75 WMATA SmarTrip fare card will be provided to all newly hired hotel employees (on a one time basis) to help encourage additional transit usage.

4. The hotel human resources department will establish a WMATA SmarTrip account for all employees so they may have pre-tax monthly commuting benefits added directly to the SmarT rip cards.

5. A fleet of bicycles will be provided that will be stored in the underground garage. The operator will promote Capital Bikeshare membership cards to guests upon check-in. Upon request, the operator will distribute bicycle route maps and safety information to all hotel guests upon check­ in. The operator will comply with DDOT requirements of Site Plan conditions to provide bicycle parking/storage facilities. The operator will provide dedicated space in the hotel, which will be controlled" by staff, for storage of guest bicycles.

Case No. 11-17 34C1 6. Upon check-in, WMATA SmarTrip cards will be promoted to hotel guests.

7. For hotel guests and patrons, there will be an hourly or daily charge for parking in the parking garage.

8. An ADA-compliant hotel van (with lift) will be available to provide shuttle service between the hotel and certain local destinations. The van will be powered by an electric charging station to be located in the hotel's parking garage. The van will be staffed by a full-time employee, with a dedicated van-accessible parking space provided on the upper level of the parking garage. The van will be parked in this space when not in service. A communication device will be provided with the hotel for on-call service.

9. Two electric vehicle (EV) charging stations will be installed in the hotel garage. One of the EV charging stations will be available for use by guests and the other will be available for hotel use for the shuttle van and, when not in use by the shuttle van, hotel guests.

10. The lobby will contain an information display to provide transportation-related information to hotel guests and visitors to the property. The concierge will provide up-to-the-second real-time information on public transportation options, departure and arrival times.

11. Valet staging will be provided at the porte cochere along Champlain Street and along Euclid Street at the hotel entrance. Taxi staging will be located along Euclid Street and under the porte cochere along Champlain Street. Three spaces for taxi staging will be provided in front of the hotel front door.

12. As a condition of the PUD, the applicant agrees to perform an evaluation of traffic operations no later than 14 months and 24 months following the issuance of a Certificate of Occupancy (C of 0) for the Hotel. The performance measures will include vehicle trip generation, parking accumulation, valet operation, loading operations, and the transportation demand management plan.

Case No. 11-17 34C1 13. Although no bus stops are currently adjacent to the project site, if a bus stop requires relocation due to the project, the applicant will maintain or coordinate relocation at their own expense.

Subject: Adams Morgan Historic Hotel Truck Management Plan

This memorandum presents a truck management plan for the proposed Adams Morgan Historic Hotel. This truck management plan calls for the truck activity to occur at the hotel loading area in the alley located along the west edge of the property. This will result in a safe and efficient operation that will have no adverse impact on the surrounding residential neighborhood.

The proposed Adams Morgan Historic Hotel is located along the south side of Euclid Street just east of 18th Street. It is bordered by Euclid Street to the north, the public alley behind 18th Street to the west, and Champlain Street to the east.

The proposed hotel will be serviced from the public alley located on the west edge of the property. This alley is currently configured with a Z shape.

As part of the proposed development, the hotel developers will create and grant a public easement that will realign the alley in order to provide for a smoother flow of vehicles. This easement will allow vehicles to pass under a cantilever formed by the hotel. The resulting realignment of the alley is depicted on Figure 1. The hotel developers have completed the survey of the properties and easement area as required by DDOT.

The hotel is expected to have approximately 5 to 9 deliveries per day. These figures do not include UPS, FedEx, and US Mail.

Truck pickups and deliveries would be expected to include the following categories. o Trash pickups are twice per week. Arrangements can be made for pickup either during the early morning or mid-day hours. o Bakery deliveries are generally daily. Delivery will occur between 6 and 7 AM. o Seafood deliveries are generally daily. o Meat deliveries are generally daily. o Produce deliveries are generally daily. o Dairy deliveries are generally every other day . o Paper and other operating supply deliveries are generally once per week. o Soda deliveries are generally once every other day. o Beer deliveries are generally once every other day. o Liquor deliveries are generally once every other day. o Master distributor deliveries are 2 to 3 times per week. o Laundry will involve daily pickup and delivery either late in the day (4 to 7 PM) or early morning after 6 AM if the laundry operation is outsourced.

Tractor trailers will not be permitted at the Adams Morgan Historic Hotel. Deliveries will be made by trucks that are single unit vehicles that are between approximately 28 to 32 feet in length. ·The 32 foot long truck was considered the design vehicle for this analysis, though larger trucks could access the loading dock, turn around in the alley and leave room for other trucks to pass through the alley.

Truck schedules will be coordinated by a transportation and logistics specialist from the hotel management company in order to stagger the arrival times. The figure of up to 9 trucks represents approximately one truck per two hours extending from early morning to late evening.

Two loading docks will be provided for deliveries. A third location will accommodate trash pickup. These loading docks will accommodate trucks of at least 32 feet in length so that the trucks will not block any alley access in both the easement area and the existing alignment by other trucks, vehicles or pedestrians.

The AutoTurn analysis shows that trucks will be able to maneuver into and out of the loading area without blocking the flow of through traffic in the alley. Truck drivers will be directed to use the realignment by pavement marking and/or signage, depending upon DDOT's preference. Figure 1 shows the proposed pavement marking to direct drivers.

Figure 2 shows the route that trucks will take along the alley from Kalorama Road, proceeding north along the alley, using the hotel loading dock, then proceeding north to Euclid Street.

Truck drivers will be directed and required to use the alley for loading and unloading. The transportation and logistics specialist will make sure that service vehicle drivers follow the rules to enter the alley at Kalorama Road by communicating the route and mapping of directions.

In conclusion, this truck management plan will provide for a safe and efficient loading and unloading operation for the proposed hotel with no adverse impact on the surrounding residential neighborhood. The number of loading docks that will be provided will be sufficient to support the proposed hotel.
