East Anglia Offshore Wind Limited is pleased to commence the formal consultation for the East Anglia THREE Offshore Windfarm, one of up to six projects within the East Anglia Zone being proposed.

East Anglia THREE Offshore Windfarm is part of the second phase of development for the East Anglia Zone, and could provide up to 1,200 megawatts (MW) of energy, enough to power approximately 770,000 homes1. This project will make an important contribution to the UK’s energy and climate change targets, as well as the national and local economy.

As with the East Anglia ONE Offshore Windfarm project, consultation with local communities will play a major part in shaping the East Anglia THREE project, and I encourage you as much as possible to get involved in the process. Public information events will be held locally where members of the East Anglia THREE project team will be on hand to discuss the proposals and answer questions. Details of these events are provided in the table below.

Statement of Community Consultation

East Anglia THREE Limited, a subsidiary of East Anglia Offshore Wind Limited (EAOW) is proposing to consent and construct the second phase of offshore windfarms within the East Anglia Zone, in the southern North Sea. The East Anglia THREE Offshore Windfarm, one of two projects in this second phase, would be 79km from the coast of Suffolk at its closest point to land and would cover an area of 370km2.

The offshore windfarm will be connected to the National Grid at Bramford via 140km of buried offshore cables and 37km of buried onshore cables. As with any project of this scale, the onshore works relating to East Anglia THREE will result in some temporary disturbance through construction works.

This Statement of Community Consultation (SoCC) has been published in accordance with Section 47 of the Planning Act 2008, and explains how we will keep you informed throughout the development process and how you can comment on the proposals and help shape the proposed Development Consent Order (DCO) application for the project.

The East Anglia THREE Scoping Report, submitted to the Planning Inspectorate in November 2012 provides necessary Preliminary Environmental Information (PEI) in support of this consultation. A further, detailed PEI Report (PEIR) will be published for consultation in spring / summer 2014, and will be made available to the public through publication on the East Anglia THREE project website as well as the Planning Inspectorate website.

East Anglia THREE Limited intends to consult with consultees identified within Section 42 of the Planning Act 2008 under a separate phase of consultation, commencing with the publication of the PEI Report. This approach is viewed as being the most effective and appropriate following the EAOW experience with East Anglia ONE Offshore Windfarm.

East Anglia THREE – the proposal

The proposed development is likely to include the following:

• Offshore wind turbines and associated foundations (anticipated to be up to 240 wind turbines, each having a rated capacity of between 5MW and 10MW, with an installed capacity of up to 1,200 MW, which could provide enough cleaner, greener energy for over 770,000 homes1); • Up to three offshore collector stations and up to two offshore converter station platforms; • Subsea interarray cables between the wind turbines and converter station and collector station platforms; • Up to four subsea export cables to transmit electricity from the offshore platforms to shore; • Scour protection around foundations and on inter-array and export cables as required; • Landfall at Bawdsey with onshore transition pits to join the offshore and onshore cables;

Statement of Community Consultation East Anglia THREE Offshore Windfarm August 2013 Page 1 • Onshore underground export cables (up to four), associated jointing pits, ducting, protection and associated equipment where required; and • An onshore transformer substation/converter station at Bramford, Suffolk, to connect the offshore windfarm to the National Grid.

Figure 1 shows the proposed red line boundary for the project, i.e. the area within which offshore infrastructure will be placed.

Figure 2 shows the indicative onshore cable route for the project and the indicative transformer substation/converter station site boundary; i.e. the area within which transformer substations/converter stations for East Anglia ONE, East Anglia THREE and East Anglia FOUR would be placed.

Understanding the environmental effects of the proposals

Legislation requires that East Anglia THREE Limited undertake an Environmental Impact Assessment (EIA) to identify likely significant environmental effects of the project. The results of the EIA will be published in an Environmental Statement (ES) that will accompany the DCO application for the windfarm.

In order to agree the environmental studies required for the EIA with statutory consultees, East Anglia THREE Limited published a scoping request to the Planning Inspectorate in November 2012. This document included detailed information on the approach to EIA for the offshore windfarm, an indicative project description for offshore and onshore works and a summary of potential impacts which will be assessed. The scoping request is available for viewing on the Planning Inspectorate website, which can be accessed directly:

East Anglia THREE Limited will provide the preliminary findings of the EIA within a Preliminary Environmental Information Report (PEIR), and make this information available to the local community for consultation. The PEIR will include a description of the proposals and baseline information (to date) and identify the potential impacts of the development, as well as possible measures to reduce, prevent or offset these. This will include information on the scope for any associated land restoration, landscaping, other mitigation or compensatory measures for natural habitats impact if required.

East Anglia THREE Limited intends to publish the PEIR towards the end of the EIA process, in Spring / Summer 2014, in a form similar to a draft Environmental Statement (ES). This will enable local communities to have the most information possible to comment on the proposals prior to the publication of the ES, and therefore help to shape the proposals in advance of submission of the application to the Planning Inspectorate.

Offshore Temporary impacts during offshore construction on marine mammals, fish and birds (e.g. disturbance from vessel traffic and underwater noise); Impacts of the offshore turbines on birds during operation (e.g. displacement or collision impacts); Impacts upon seabed ecology e.g. due to the presence of turbine foundations and cables; Local disturbance to sea users during construction offshore; and Long-term changes due to the presence of offshore turbines potentially affecting shipping, oil and gas, fishing, radar and aviation and recreational users.

Onshore Impacts on people’s views associated with converter station development near Bramford; Temporary impacts on local households, including increased traffic and noise, during construction onshore; Temporary impacts on wildlife and birds during onshore construction; Impacts on landscape (hedgerows/trees) during onshore construction.

Other Positive impacts on the local and UK economy from employment and the use and development of infrastructure; and Positive contribution to reducing carbon emissions and securing energy supply in the UK.

How does East Anglia THREE Offshore Windfarm relate to other projects in the East Anglia Zone?

EAOW has been awarded a licence by The Crown Estate to develop approximately 7,200MW of wind capacity off the coast of East Anglia. The East Anglia Zone is being developed as a number of individual windfarms, each dependent on securing the relevant statutory consents and approvals.

The first project to be brought forward in the East Anglia Zone was the East Anglia ONE Offshore Windfarm project, the DCO application for which was submitted in November 2012.

The East Anglia THREE Offshore Windfarm, together with the East Anglia FOUR Offshore Windfarm, comprises the next stage of development. Consenting of these projects will be progressed in parallel. However, they will be subject to separate statutory consents and approvals. A separate EIA, and separate DCO application will be required for each project.

A further area, which was provisionally named East Anglia TWO, has also been identified as a potential area for future development; however at this stage it is not being actively developed. East Anglia TWO will be developed as a separate project in future phases within the East Anglia Zone at a later date.

Planning Inspectorate

The Planning Act 2008 provides a new regime for the development of Nationally Strategic Infrastructure Projects (NSIPs). Under the Localism Act 2011, the Planning Inspectorate is the body responsible for operating the planning process for NSIPs. For such projects, the Planning Inspectorate examines the application and will make a recommendation to the relevant Secretary of State (SoS), who will make the decision on whether to grant or to refuse development consent.

East Anglia THREE Limited intends to submit a DCO application to the Planning Inspectorate to construct and operate the East Anglia THREE Offshore Windfarm. In determining the application, the Planning Inspectorate/SoS will have regard to National Policy Statements for Energy (NPSs). The NPSs relevant to the proposed project are the Overarching Energy NPS (EN-1), the Renewable Energy Infrastructure NPS (EN-3) and the Electricity Networks Infrastructure NPS (EN-5), which were adopted in July 2011. The NPSs set out the need for new energy infrastructure and the issues to be considered for energy infrastructure applications. Given the level and urgency of need for new renewable energy projects, EN-1 and EN-3 make clear that the Secretary of State should assess all applications for development consent for renewable energy infrastructure on the basis that the Government has demonstrated that there is a need for those types of infrastructure. Therefore East Anglia THREE Limited is not consulting on the wider issue of the need for offshore wind as an energy source, as this is set out in national policy.

One of the most positive aspects of the Planning Act is that it emphasises the importance of consultation with local communities before the DCO application is submitted. The aim of this consultation is to help local communities understand what the proposed development is likely to mean to them and to enable them to provide feedback on the proposed development being considered.

East Anglia THREE Limited view community consultation as vital to good planning. Under the Planning Act we will report on the views of all respondents and explain how we have taken their views into account during the development of the project proposals. Please note that all communication received by East Anglia THREE Limited throughout the development process will be considered and potentially published within the East Anglia THREE consultation report. No personal details will be made public.

How will we consult with local communities?

EAOW has already started informal consultation with local authorities. Formal consultation with local authorities and local communities will begin in August 2013. Your views will be taken into account in the design of the project before we submit our application for consent to the Planning Inspectorate. Following publication of this SoCC, East Anglia THREE Limited will hold Public Information Days where members of the local community can meet with the East Anglia THREE project team to discuss how local views can be taken into account.

Statement of Community Consultation East Anglia THREE Offshore Windfarm August 2013 Page 8 Events will be held in Autumn 2013, following the publication of this document, and in Summer 2014 following the publication of the PEI Report, prior to the submission of our DCO application.

All Public Information Days will be publicised in the local press, harbour notices, on the East Anglia THREE website, on posters and flyers distributed locally and through direct correspondence with Parish Councils and Community Organisations.

As well as being available on our website, East Anglia THREE Limited intends to make paper copies of key planning documents available in local libraries and, on agreement, via Suffolk County Council’s offices in Ipswich, during the period in which they are being consulted. As well as this document, these will include: the Scoping Request, the PEI Report and the ES and related non-technical summary.

We will engage with local authorities and, where relevant, parish councils and community groups local to the development area on the location of the Public Information Days. This process will also enable us to identify hard-to-reach groups within the local community such that they can be involved in the consultation process.

East Anglia THREE Limited will meet with elected representatives and we will offer further engagement (e.g. attendance at parish council meetings) on request or to coincide with the public information days. Regular meetings with parish councils throughout the development of the East Anglia ONE Offshore Windfarm will be continued throughout the development of East Anglia THREE.

Consultation with key non-statutory stakeholders and special interest groups

East Anglia THREE Limited commenced non-statutory consultation through a scoping request submitted to the Planning Inspectorate in November 2012. Non-statutory consultation was also undertaken on the East Anglia THREE project during East Anglia Offshore Wind Limited’s work on the East Anglia Zone and East Anglia ONE development. East Anglia THREE Limited will ensure that relevant groups are invited to the Public Information Days and will arrange face-to-face meetings with them on an on-going basis as requested.

Together East Anglia THREE Limited and Brown and May have been holding meetings with local and international stakeholders whereby all parties fisheries likely to be impacted by the proposed development are able to have their say.

Consultation through local media

East Anglia THREE Limited will issue press releases where appropriate about the windfarm development and the offshore renewable energy sector in local media and trade journals.

Responding to your comments

Notice of publication of this SoCC is advertised in the East Anglia Daily Times, the Eastern Daily Press, the Ipswich Star and the Fishing News. The document itself is available online as well as being distributed at local libraries and, on agreement, in Suffolk County Council’s office in Ipswich. This supporting information will be available to the public on the project website.

All comments and information we receive during the consultation will be recorded in a consultation database and considered by East Anglia THREE Limited. As part of our DCO application, we will provide a Consultation Report to explain how the views received have been incorporated into the project design process and EIA. If an issue has not resulted in a change to the proposed development, the Consultation Report will explain this. 1. Please note that, under the requirements of the Planning Act 2008, all communication received by the East Anglia THREE project throughout the development process will be made publicly available. East Anglia THREE Limited will analyse comments on the project ourselves or instruct third parties to do this on our behalf. In due course, copies may be made available to statutory authorities so comments can be noted. However, your personal details will not be made public. Your personal details will be held securely by us or by third parties instructed to do this on our behalf, in line with the Data Protection Act 1998. Your details will only be used in connection with the East Anglia THREE consultation process and, except as noted above, will not be passed to any third parties.

1.1 Aims of this Document 2. This document provides draft information to support the draft Statement of Community Consultation (SoCC), provided as Appendix A, for East Anglia THREE Offshore Windfarm and associated development.

3. The document provides information on the proposed strategy for consultation with local communities in accordance with Section 47 of the Planning Act 2008 and guidance on the pre-application process published by Department for Communities and Local Government (DCLG) in January 2013. The document explains how we have identified who to consult, the consultation methods proposed and the proposed timeframes for consultation.

1.2 The Applicant 8. East Anglia THREE Offshore Windfarm (East Anglia THREE) is being proposed by East Anglia THREE Limited, a subsidiary of East Anglia Offshore Wind Limited (EAOW) which is a joint venture owned 50:50 by ScottishPower Renewables UK Limited (SPR) and Vattenfall Wind Power Ltd (VWPL).

1.3 East Anglia THREE Offshore Windfarm 10. In January 2010, The Crown Estate awarded EAOW the rights to explore the potential development of approximately 7,200 MW of wind capacity within an area of sea off the coast of East Anglia known as Zone 5, subsequently renamed by EAOW as the East Anglia Zone. The zone was awarded to ScottishPower Renewables and Vattenfall through The Crown Estate’s Round 3 offshore windfarm licensing programme.

11. The East Anglia Zone is being developed as a number of individual windfarms. East Anglia ONE was the first project to be proposed within the East Anglia Zone, the Development Consent Order application for which was submitted to the Planning Inspectorate for examination in November 2012. The East Anglia ONE project is

Report to Inform the SoCC East Anglia THREE Offshore Windfarm August 2013 Page 2 situated 43 km from the coast of Suffolk, covers an area of approximately 300km2 and will have a maximum installed capacity of 1,200MW.

12. East Anglia THREE is one of two projects in the second phase of development proposed within the East Anglia Zone. The windfarm covers an area of approximately 370km2 and is situated 79km from the coast of Suffolk (from the midpoint of the site to Lowestoft).

13. Another project named East Anglia FOUR will be developed by East Anglia FOUR Limited in parallel with East Anglia THREE, also as part of this second phase of development. This project will be subject to separate statutory consents and approvals and accordingly, separate documentation will be produced and submitted for East Anglia FOUR. A further area, which was provisionally named East Anglia TWO, has also been identified as a potential area for future development; however at this stage it is not being actively developed. East Anglia TWO will be developed as a separate project in future phases within the East Anglia Zone at a later date.

14. The location for East Anglia THREE was decided following a robust screening exercise to establish areas of the East Anglia Zone with the lowest environmental, technical and consenting risk.

15. When deciding the location of the offshore windfarm site, key issues considered included military and civil aviation radar locations, shipping patterns, helicopter flight paths, oil and gas infrastructure, nature conservation designations and commercial fishing activity. In addition, key technical considerations included water depth and sea bed conditions and grid connection availability.

16. EAOW has a “Generator Self-Build” Grid Connection Agreement with National Grid Electricity Transmission (NGET) for the connection of 7,200 MW of offshore wind generation to the National Grid Electricity Transmission System in East Anglia. This includes the connection of East Anglia ONE, East Anglia THREE and East Anglia FOUR to the NGET substation at Bramford, Suffolk.

17. In order to connect the windfarm array to the existing NGET substation at Bramford, transmission infrastructure comprising offshore platforms to support up to three offshore collector stations and two offshore converter stations (within the East Anglia THREE windfarm area), offshore subsea and onshore underground cabling and an onshore converter station will be required. Export cables will be laid from the windfarm, making landfall at Bawdsey in Suffolk. Offshore, the cables will be laid as far as possible within the offshore cable corridor established for East Anglia ONE. Similarly, the onshore cable route from Bawdsey to Bramford identified for East

Anglia ONE has been designed such that there is sufficient land for cables from East Anglia THREE, and also East Anglia FOUR.

2 THE PROPOSAL

18. It is anticipated that East Anglia THREE would consist of the following infrastructure:

Offshore wind turbines and associated foundations (anticipated to be up to 240 wind turbines, each having a rated capacity of between 5MW and 10MW, with an installed capacity of up to 1,200 MW, which could provide enough cleaner, greener energy for over 770,000 homes);

Up to three offshore collector stations and up to two offshore converter station platforms;

Subsea interarray cables between the wind turbines and converter station and collector station platforms;

Up to four subsea export cables to transmit electricity from the offshore platforms to shore;

Scour protection around foundations and on inter-array and export cables as required;

Landfall at Bawdsey with onshore transition pits to join the offshore and onshore cables;

Onshore underground export cables (up to four), associated jointing pits, ducting, protection and associated equipment where required; and

An onshore converter station at Bramford, Suffolk.

19. The draft Development Consent Order (DCO) for the East Anglia ONE Offshore Windfarm also includes provision for the installation of onshore cable ducts for the connection of two further projects from the East Anglia zone to the grid at Bramford. This installation option, if consented, would reduce disruption to local communities. Final construction methodologies will, however be subject to the terms of the East Anglia ONE consent and technical feasibility. For this reason, the DCO application for East Anglia THREE Offshore Windfarm will assess the potential impacts of cable installation in the absence of pre-installed ducts.

21. Figure 1 shows the proposed red line boundary for the project, i.e. the area within which infrastructure will be placed. This reflects The Crown Estate lease boundary for the East Anglia THREE Offshore Windfarm, comprising the turbines and associated offshore infrastructure, and the indicative offshore export cable corridor.

22. Figure 2 shows the indicative onshore cable route for the project and the indicative converter station site boundary; i.e. the area within which converter stations for East Anglia ONE, East Anglia THREE and East Anglia FOUR would be placed.

3 LEGISLATIVE FRAMEWORK

3.1 Consenting Process 24. Under the Planning Act 2008, East Anglia THREE Offshore Windfarm comprises a Nationally Significant Infrastructure Project (NSIP). East Anglia THREE Limited therefore intends to submit an application for a Development Consent Order (DCO) to the Planning Inspectorate to construct and operate East Anglia THREE. The Planning Inspectorate will examine the application on behalf of the Secretary of State for Energy and Climate Change, who will make the final decision on whether to grant or refuse consent. It is anticipated that the DCO application will be submitted in late 2014.

25. Applications for a DCO are determined in accordance with National Policy Statements (NPS). The NPSs relevant to the proposed project are the Overarching Energy NPS (EN-1), the Renewable Energy Infrastructure NPS (EN-3) and the Electricity Networks Infrastructure NPS (EN-5), which were adopted in July 2011. The NPS set out the need for new energy infrastructure and the issues to be considered for energy infrastructure applications. Given the level and urgency of need for new renewable energy projects, EN-1 and EN-3 make clear that the Secretary of State should assess all applications for development consent for renewable energy infrastructure on the basis that the Government has demonstrated that there is a need for those types of infrastructure. Therefore East Anglia THREE Limited is not consulting on the wider issue of the need for offshore wind as an energy source, as this is set out in national policy.

3.2 Pre-Application Consultation 27. Under the Planning Act 2008, there is a statutory duty on applicants to consult with the local community on the proposals throughout the pre-application phase and to consider the responses received in the development of the final DCO application to the Planning Inspectorate.

28. The aim of this consultation is to help local communities gain a better understanding of what the proposed development is likely to mean to them and to encourage and enable them to provide feedback on, and shape the proposals.

29. The applicant must prepare and publicise a statement setting out how they propose to consult local people about the proposals. The applicant should consult on the content of the draft statement with the relevant local authorities (being those within whose land the proposed project is situated, as per Section 47(2) of the Planning Act 2008), and with other affected local authorities and the Marine Management Organisation (MMO), as per DCLG guidance, before publishing such a statement. The local authorities and MMO have 28 days to reply to that consultation. Once published, consultation with local communities must be carried out in the manner set out in the statement.

30. In accordance with these requirements, East Anglia THREE Limited has prepared a draft Statement of Community Consultation and this draft report to inform the Statement of Community Consultation with the relevant local authorities and the MMO. Once finalised, publication of the SoCC will be advertised in three local newspapers and the Fishing News, made available at local libraries and, on agreement, in Suffolk County Council’s office in Ipswich. Following this, East Anglia THREE will hold Public Information Days (PIDs) where members of the local community can meet with the East Anglia THREE project team to discuss the project, and how local views may be taken into account during the consultation.

31. Following local community consultation in accordance with the SoCC, East Anglia THREE Limited will submit a Consultation Report with the DCO application which will explain how we have consulted on the project, and how we have taken the responses received into account in the Environmental Impact Assessment (EIA) process and final project design. The Planning Inspectorate will consider this when deciding whether to accept the application for examination.

3.3 Supporting Environmental Information 32. Under the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (the EIA Regulations), East Anglia THREE Limited is required to undertake an EIA for the project. The results of the EIA will be published in an Environmental Statement (ES) which will accompany the DCO application. A Non-Technical Summary (NTS) will also be provided to present information contained within the ES in a manner suitable for non-experts.

33. The EIA Regulations also require the applicant to set out in the SoCC how it intends to publicise and consult on the Preliminary Environmental Information (PEI). East Anglia THREE Limited will provide this information within a PEI Report (PEIR) and make this document available to the local community during the consultation period. The PEIR will include a description of the proposals and baseline information

(to date) and identify the potential impacts of the development. Publishing PEIR part-way through the EIA process will enable local communities to comment on the proposals prior to the publication of the ES, and therefore help to shape the proposals prior to submission of the application to the Planning Inspectorate. It is the intention of East Anglia THREE Limited to publish PEI at an advanced stage in the project programme to provide sufficient information to allow meaningful consultation. The PEIR will be available to consultees during the first half of 2014.

34. In order to agree the environmental studies required for the EIA with statutory consultees, East Anglia THREE Limited published a scoping request to the Planning Inspectorate in November 2012. This document included detailed information on the approach to EIA for the offshore windfarm, an indicative project description for offshore and onshore works and a summary of potential impacts which will be assessed. August 2013: The Statement of Community Consultation and Report to Inform the Statement of Community Consultation, setting out the consultation process for the East Anglia THREE Offshore Windfarm project, will be published.

Spring 2014: East Anglia THREE Limited will publish its PEI for consultation setting out:

o A description of offshore and onshore infrastructure, including methodologies for construction, operation and decommissioning work;

o Baseline information for receptors in the human, ecological and physical environments;

o A draft assessment of impacts upon the physical, ecological and human environment;

o Information on the scope for any associated land restoration, landscaping, other mitigation or compensatory measures for natural habitats impact if required; and

4 COMMUNITY CONSULTATION

4.1 Consultation Objectives 36. The main objectives of the East Anglia THREE community consultation are to:

Keep local communities informed about the project throughout the pre- application phase using a variety of consultation methods;

Help local communities gain a better understanding of what the proposed development is likely to mean to them;

Enable local communities to feedback on, and thus inform, the proposals; and

Explain how comments raised have been considered during the development of the proposals.

37. EAOW has been consulting local communities on developments within the East Anglia Zone since 2010. Consultation with relevant local authorities during discussion for East Anglia ONE helped to identify the local community and determined the consultation methods that were deemed to be the most appropriate to ensure an inclusive process. This included the identification of hard-to-reach groups and ways of enabling these groups to access relevant information. As the East Anglia THREE onshore cable route follows the same route as East Anglia ONE, it is natural that the consultation for East Anglia THREE will build on the consultation undertaken to date. East Anglia THREE Limited believes that the consultation undertaken as part of the East Anglia ONE development reached all relevant groups, however we welcome further information on any gaps identified to ensure that we have an up- to- date list of stakeholders. Section 4.3 below sets out the local communities that have the potential to be significantly affected by East Anglia THREE.

38. Following our principles of effective community engagement, East Anglia THREE Limited aims to ensure that consultation is:

Understandable and accessible - information on the project will be written in a clear and concise way and will be made available through a variety of means;

Early and ongoing – community consultation has already begun and will continue throughout the pre-application phase of the project. Specific opportunities for feedback will be provided at key stages;

Open and meaningful – consultation records and outcomes will be provided via the Consultation Report; feedback on specific issues will be provided on an ongoing basis as appropriate;

Proactive - local communities will be positively encouraged to become involved in the consultation process. This will be facilitated through use of appropriate consultation methods; and

Clear and proportionate – East Anglia THREE Limited appreciates that with East Anglia ONE already submitted and East Anglia FOUR being developed in parallel with East Anglia THREE there is potential for confusion and for stakeholder fatigue. East Anglia THREE Limited will ensure that consultation is clear with regard to which project is covered and that duplication is avoided where possible.

4.2 SoCC Agreement and Publication 39. The content of the SoCC will be discussed with the relevant local authorities, including Suffolk County Council, Suffolk Coastal District Council, Mid Suffolk District Council, and the MMO. Once the SoCC has been finalised it will be published formally and will become a binding document which must be adhered to throughout the consultation process.

40. East Anglia THREE Limited will give notice of publication of the SoCC in the East Anglian Daily Times, the Eastern Daily Press and the Fishing News as a single public notice advertisement. The SoCC will also be available on the East Anglia THREE website, local libraries, on agreement in Suffolk County Council’s office in Ipswich and copies of the advertisement will be available at PIDS; the dates and locations of which will also be included in the advert.

4.3 Identifying the Local Community 41. In accordance with Section 47 of the Planning Act 2008, East Anglia THREE Limited is required to consult with people in the vicinity of the proposed development. The area within which onshore project infrastructure may be sited is shown as that within the red line boundary in Figure 2.

42. As described in Section 3.1, the area within which the offshore windfarm will be sited has been agreed with The Crown Estate (Figure 1).

43. Local communities with potential to be significantly affected by East Anglia THREE include:

4.3.1 Offshore 44. Users of the offshore and inshore waters which broadly fall within the following groupings:

Shipping and navigation interests (including port and harbour operators within the red line boundary);

Fishermen;

Other industry users, e.g. aggregates industry, oil and gas and cable/pipeline operators, aviation and radar;

Leisure users; and

Those with a non-statutory nature, conservation or cultural interest in the area.

Due to the distance from shore of East Anglia THREE, no visual effect is anticipated on local communities from the windfarm, and therefore no provision has been made to reach groups on this basis.

4.3.2 Onshore 45. Users of the onshore area which broadly fall within the following groupings:

The residents, landowners, tenants, lessees and commoners who own or have rights to use the land within or adjacent to the red line boundary;

Communities affected by proposed construction access routes;

Leisure users of the land;

Users with a non-statutory nature, conservation or cultural interest in the land;

District and county councillors with wards/divisions wholly or partly within any of the red line boundary; and

Members of the British and European Parliaments with local constituencies wholly or partly within any of the red line boundary.

46. Other groups likely to be indirectly affected by East Anglia THREE include:

Other port and harbour operators;

Local suppliers and manufacturers;

Local skills and training providers; and

Local road users.

47. A full list of proposed consultees is included in Appendix C.

4.4 Identifying Potential Impacts 48. At this stage of the project, we have identified the following potential impacts which may result from the proposed development:

4.4.1 Offshore Temporary impacts during offshore construction on marine mammals, fish and birds (e.g. disturbance from vessel traffic and underwater noise);

Impacts of the offshore turbines on birds during operation (e.g. displacement or collision impacts);

Impacts upon seabed ecology e.g. due to the presence of turbine foundations and cables;

Local disturbance to sea users during construction offshore; and

Long-term changes due to the presence of offshore turbines potentially affecting shipping, oil and gas, fishing, radar and aviation and recreational users.

4.4.2 Onshore Impacts on people’s views associated with converter station development near Bramford;

Temporary impacts on local households, including increased traffic and noise, during construction onshore;

Temporary impacts on wildlife and birds during onshore construction;

Temporary impacts on landscape (hedgerows/trees) during onshore construction.

4.4.3 Other Positive impacts on the local and UK economy from employment and the use and development of infrastructure; and

Positive contribution to reducing carbon emissions and securing energy supply in the UK.

5 THE CONSULTATION PROCESS

5.1 Consultation 50. Consultation will be carried out on issues relating to the whole of the proposed project including the offshore windfarm, offshore electrical works and cables and onshore converter station and cables. Matters on which the views of the local community will be sought are expected to follow those listed in Section 4.4 above.

5.1.1 Public Information Days 51. Events will be held to enable local people to find out more about the whole East Anglia THREE Windfarm proposal, including the onshore and offshore works. Events are proposed for autumn 2013 to accompany the SoCC publication and in summer 2014 following the publication of the PEI, prior to the submission of the Development Consent Order application to the Planning Inspectorate. The events will be staffed, and advertised locally and in the local press. Feedback forms will be available at the events in order to capture opinions and assist in defining the project.

52. Possible locations for these events include:

Bawdsey;

Woodbridge;

Bramford;

Felixstowe;

Ipswich; and

Additional or alternative venues to be considered at this stage where required.

53. All Public Information Days will be advertised in the local press, Fishing News, London Gazette, Lloyds List and The Times, on the East Anglia THREE website, on posters distributed locally and through direct correspondence with local organisations.

54. We will engage with local authorities and, where relevant, Parish Councils and community groups local to the development area on the location of the Public Information Days. This process will also enable us to identify hard-to-reach groups within the local community such that they can be involved in the consultation process.

Details of the process(es) by which consent will be sought, including key milestones and timeframes involved;

An overview of the wider regulatory framework within which the application for consent will be made e.g. relevant authorisations, licences, permits and consents required.

Details of the EIA process, including the EIA scoping report and the Planning Inspectorate Scoping Opinion.

60. All key environmental documents, e.g. the scoping request, the Preliminary Environmental Information Report and the Environmental Statement, will be available through the East Anglia THREE project website once published. Due to the nature of these documents, the file size is naturally large. Where a file is too large to be downloaded, stakeholders will be able to request a CD copy from East Anglia THREE Limited, via the project website, email address or telephone number provided below.

61. The project website will provide information on Public Information Days and will include interactive functions such as an online feedback facility, an email alert facility

for subscribers to the site when consultation material has been issued or events have been scheduled, and a free text comment and question form enabling the project team to record and respond directly to stakeholders.

5.2.2 Public Information Day Feedback Forms 62. Feedback forms will be available for Public Information Days on the project website. People may also provide their comments to the postal address and dedicated email address provided at any time.

64. Brown and May Marine has been appointed Fisheries Liaison Officer (FLO) for East Anglia THREE and is providing a dedicated information service for local fishermen. A telephone number for Brown and May is provided at the end of this document so that fishermen can obtain further information on the project and discuss their concerns and issues.

5.2.4 Consultation with elected representatives 65. East Anglia THREE Limited will meet with elected representatives and we will offer further engagement (eg attendance at parish council meetings) on request or to coincide with the Public Information Days.

66. East Anglia ONE Limited identified 38 parish councils within the red line boundary during the pre-application consultation for East Anglia ONE. All councils were contacted and offered presentations. This number was reduced to 21 parish councils once the cable route was identified. Regular meetings have been held with parish councils along the route and with parishes around the converter station site. This engagement has resulted in an open dialogue between East Anglia ONE Limited and the parish councils. East Anglia THREE Limited will aim to build on this

relationship through further meetings and presentations and by continuing engagements with parish council representatives led by East Anglia THREE’s Stakeholder Manager.

5.2.5 Consultation with key non-statutory stakeholders and special interest groups 67. Non-statutory consultation was initiated during East Anglia Offshore Wind Limited’s work on the East Anglia Zone and East Anglia ONE development. East Anglia THREE Limited will ensure that these groups are invited to the Public Information Days and will arrange face-to-face meetings with them on an on-going basis as requested.

68. Brown and May Marine will liaise with fishermen and fishermen’s organisations on behalf of East Anglia THREE Limited through meetings and project updates in its role as FLO.

5.2.6 Consultation through local media 69. East Anglia THREE Limited will issue press releases where appropriate about the windfarm development and the offshore renewable energy sector in local media and trade journals.

70. Events, including Public Information Days, will be publicised through the following:

East Anglian Daily Times;

Ipswich Star; and

Fishing News.

5.2.7 Public access to planning documents 71. East Anglia THREE Limited intends to make paper copies of key planning documents available in local libraries and, on agreement, via Suffolk County Council’s offices in Ipswich. CD copies will also be available as necessary.

The advertised Statement of Community Consultation;

Preliminary Environmental Information Report in Spring / Summer 2014; and

Environmental Statement and Non-Technical Summary towards the end of 2014.

73. As with the East Anglia ONE project, East Anglia THREE Limited will consult with relevant Parish Councils on the project, and regularly consult with the local planning authorities.

5.3 How we will respond to consultee comments 74. All comments and information we receive during the consultation will be recorded in a consultation database and considered by East Anglia THREE Limited. As part of our DCO application, we will provide a Consultation Report to explain how the views received have been incorporated into the project design process and EIA. If an issue has not resulted in a change to the proposed development, the Consultation Report will explain this. As there may be a large number of responses, the Consultation Report may group comments into broad issues of concern. Please note that all communications will be publicly available.

5.4 Consultation Summary 75. A preliminary timetable for the consultation process is summarised in Table 1 below.

76. From the publication of the SoCC to the finalisation of the Environmental Statement, all those consulted will have the opportunity to view and provide comments on the project.

GLOSSARY AND EXPLANATION OF TERMS

Consultation Report A report which will be submitted alongside the DCO for the project which explains how we have consulted statutory and non-statutory consultees and local communities and how we have taken their comments on board in the eventual design of the project Collector Station Collector stations will sit within the windfarm area, and comprise electrical infrastructure, connected to a fixed foundation. The wind turbines will be connected to the collector stations via AC inter-array cables. The collector stations increase the voltage, and will connect to converter stations via HVAC inter-array cables. Converter Station (Offshore) Converter Stations will sit within the windfarm, and house the electrical infrastructure required to convert the voltage from HVAC to HVDC, to minimise energy loss during transmission. These receive voltage from the collector station and transmit to the onshore converter station via export cables. The converter stations are connected to a fixed foundation. Converter Station (Onshore) The East Anglia THREE onshore converter station will be located at Bramford, Suffolk and will convert voltage received from the windfarm (via the export cable) from HVDC to HVAC to connect to the National Grid.
