Call for Committee Members Contribute your insight and expertise for the successful delivery of electronic health records in northern and eastern Ontario and provincially. WHAT IS CONNECTING NORTHERN AND EASTERN ONTARIO? Connecting Northern and Eastern Ontario (cNEO) is a program funded by eHealth Ontario that will give clinicians (such as physicians, nurses and community-based health providers) secure and timely access to electronic patient health information in northern and eastern Ontario. This will be done by connecting health service providers through the integration of electronic health care systems. cNEO is one of three province-wide regional integration initiatives that is enabling the province to achieve an electronic health record (EHR) solution for all Ontarians: 1. Connecting Northern and Eastern Ontario (cNEO) – Led by The Ottawa Hospital (Program Delivery Partner), encompasses: South East, Champlain, North East and North West; 2. ConnectingGTA (cGTA) – Led by the University Health Network (Program Delivery Partner), encompasses: Central, Central East, Central West, Mississauga-Halton, Toronto Central and North Simcoe Muskoka; and 3. Connecting South West Ontario (cSWO) – Led by London Health Sciences Centre (Program Delivery Partner); encompasses: Erie St. Clair, Hamilton Niagara Haldimand Brant, South West and Waterloo Wellington. Integrating health care data from the three regions and leveraging existing, proven local, regional and provincial assets, will rapidly improve and transform access to the provincial EHR solution and enhance patient care and clinical efficiencies. cNEO’s Goal The goal of cNEO and the other regional integration programs is to integrate electronic patient health records that will be easily accessed by clinicians. The cNEO program is aligned with Ontario’s eHealth Blueprint and standards, and supports the government’s commitment of providing electronic health records for all Ontarians. Ontario’s eHealth Blueprint is a roadmap that outlines the principles, values, technology architecture and privacy and security practices required to establish and maintain EHRs for all of Ontario’s 13 million residents. Staffs from each regional integration programs are working closely with their Local Health Integration Networks (LHINs), eHealth Ontario, and stakeholders, to ensure the success of their strategy. Together, the programs are sharing best practices and lessons learned, and regularly communicate with stakeholders to ensure that their needs and priorities are continuously aligned. cNEO Committees Help make a difference to our health care community and share your first-hand experience by participating as member of a cNEO committee!

1 CALL FOR COMMITTEE MEMBERS: Connecting Northern and Eastern Ontario (cNEO) is seeking interested professionals in northern and eastern Ontario to participate as a member of one of two committees (working groups) to contribute insight and expertise for the successful delivery of provincial electronic health record services in the region. Please review the various cNEO roles outlined for a description about each opportunity:

• Clinical Working Group (CWG);

• Privacy & Security Working Group (PSWG). The duration of member participation is required from Winter 2015 to Summer 2016. NOTE: Participant selection will be based on participant’s skills, expertise and experience with a focus to ensure that representation on the respective working group is reflective of the stakeholder diversity and geography of northern and eastern Ontario. 2 CLINICAL WORKING GROUP (CWG) • Composed of health professionals such as physicians, nurses, pharmacists and/or other regulated health professionals who offer clinician perspectives to ensure that cNEO addresses clinical priorities and delivers clinical value across the care continuum. The role of the CWG is to: • Provide direction on the adoption and change management aspects of cNEO Implementation by identifying gaps, and providing clinician input to confirm that initiatives within cNEO deliver clinical value and meet the program’s overall goals. Responsibilities of CWG members include: • Provide guidance as per their clinician perspective; • Attend and participate in meetings regularly; • Give guidance based on the best interests of northern and eastern Ontario and its stakeholders; and • Participate in discussions or decision-making. Members are expected to meet the following Qualifications: • Have a desire to improve the current patient and clinician experience by incorporating information technology through clinical practice; • Have the ability to work and communicate effectively in a group representing clinician needs across the care continuum; and • Understand the business and clinical value to be delivered by integrating electronic patient information across the care continuum via the cNEO solution. Time Commitment: • Participation in meetings (approximately 1 to 1.5 hours per month) plus any preparation such as document reviews, research, etc.; and • Additional meetings may be scheduled based on the program’s needs as identified by the Chair.

3 PRIVACY & SECURITY WORKING GROUP (PSWG) • Composed of privacy and security professionals who oversee the privacy program to adhere to legal mandates and best practices. The role of the PSWG is to: • Ensure that cNEO is, at minimum, in compliance with all legislation and applicable laws; • Remain congruent with stakeholder expectations; and • Ensure cNEO instils privacy and security best practices at health service providers across northern and eastern Ontario and the province. Responsibilities of PSWG members include: • Provide guidance as per their privacy and/or security perspective; • Attend and participate in meetings regularly; • Give guidance based on the best interests of the northern and eastern Ontario region and its stakeholders; • Participate in discussions and decision-making; • Present recommendations for the secure operations of the cNEO program and provincial electronic health record services; • Provide input on enterprise policies and procedures, privacy & security tools, reference guides, and guidelines for the protection of personal health information; and • Review and evaluate the contents of reports from cNEO Program Delivery Partner as needed in accordance with the Harmonized Privacy Assurance Policy. Members are expected to meet the following Qualifications: • Strong communication and collaboration skills; • 5 to 10 years’ experience in privacy and/or information security; • Demonstrated knowledge of the Personal Health Information Protection Act (PHIPA); • Demonstrated experience with large eHealth projects; and • Knowledge of Ontario’s eHealth Blueprint, vision and strategy. Time Commitment: • Participation in meetings (approximately 1 to 1.5 hours on a bi-monthly basis) plus any preparation such as document reviews, research, etc.; and • Additional meetings may be scheduled based on the program’s needs as identified by the Chair.
