FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST CONCERNING PROTECTING HUMAN RIGHTS IN CARE PROCEEDINGS Thank you for contacting County Council (WCC).

Your request for information has now been considered and some of the information you have asked for is enclosed.

However, the information below is exempt from disclosure because a legal exemption prohibits WCC from releasing that information:

The amount paid by each school in Worcestershire LEA to third parties in relation to temporary staffing cover. Notes: 3. The information I require for each school is: School Name; Supplier name and total amount paid.

The legal exemptions that applies is Section 12 of the Act which makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004, which for local authorities is set at £450, or 18 hours of staff time spent.

To comply with your request to break down the amount paid by each school in Joanne Moore Worcestershire LEA to third parties in relation to temporary staffing cover by Senior Data & Information Officer Supplier name would require individual schools expenditure to be looked up in Childrens Services detail. Overall it is estimated to take a total of 92.5 hours. The estimate has been arrived at based on the following: At least 25 minutes data searching, extraction 01905 728932 and calculation per school for 222 schools. My hope is to receive an electronic breakdown of amounts paid through the department's purchase ledger by school. Notes: 1. I would like the information in electronic format. This should avoid any printing cost issues.

Q2 – Request & Response

I am interested in the amounts paid by each school in Worcestershire LEA to third parties in relation to temporary staffing cover. My hope is to receive an electronic breakdown of amounts paid through the department's purchase ledger by school. 2. In order to avoid your having to collate information from peripheral systems, I am willing to accept information only from your main system (I would like you to advise which system this is). By main system I mean the system that handles the largest part of the department's expenditure. If supplier payments are made through separate systems, then I would like you to choose the main system for each.

Response: All information supplied has been extracted from the one main County Council Finance package.

Q3 – Request & Response

I am interested in the amounts paid by each school in Worcestershire LEA to third parties in relation to temporary staffing cover. My hope is to receive an electronic breakdown of amounts paid through the department's purchase ledger by school. 3. The information I require for each school is: School Name; Supplier name and total amount paid.

Response: As previously explained WCC can not provide the above information in the format requested as it will take the total time of the FOI request to over 18 hours staff time spent. However, we can provide the total temporary staffing cover to 3rd parties per school for the year 2009/10. This information is attached in 'Appendix A – Temporary Staffing Cover per School'

Q4 – Request & Response
