1. Summary

1.1 This is the last scheduled Committee meeting of the current Assembly Year so this report provides an overview of all work undertaken in 2012/13 including site visits (see appendix). The report also provides details of some proposed work and the schedule of meetings for the next Assembly Year. The Committee has a rolling work programme so work may continue beyond each Assembly Year.

2. Recommendation

2.1 That the Committee agrees the work programme as set out in this report including the proposal to discuss Crossrail 2 at its meeting on 21 May 2013.

3.1 The Committee receives a report monitoring the progress of its work programme at each meeting.

4. Issues for Consideration

Topics covered during 2012/13

4.1 The following paragraphs provide an update on all the work that has been undertaken in 2012/13.

Cycling in London

4.1 The Committee published its report on cycling - Gearing Up - an investigation into safer cycling in London in November 2012. This followed a detailed investigation which included two public meetings in July and September 2012, a site visit, and an informal meeting with London Councils’ Transport and Environment Committee. The Committee is awaiting a formal response to its report and recommendations from the Mayor and Transport for London (TfL).

2012 transport

4.2 The Committee published its report on the operation of the transport system during the 2012 Games and the transport legacy in February 2013. This followed discussion of 2012 transport issues at its meetings in June, September and November 2012. The Committee is awaiting a formal response to its report and recommendations from the Mayor and TfL.

Tube performance and progress with the line upgrades

4.3 The Committee used its meeting in October 2012 to explore the performance of the Tube and progress with the upgrade of London Underground lines. Following the meeting, the Committee wrote to the Mayor setting out its findings.

New river crossings in east London

4.4 The Committee held a seminar on new river crossings in east London on 9 January 2013. Following the seminar, the Committee produced a short report which formed its response to TfL’s consultation on new river crossings in east London.

Crossrail and rail issues in London

4.5 The Committee used its meeting in March 2013 to explore progress with Crossrail and future rail services in London. Following the meeting, the Committee wrote to the Mayor seeking clarification on the funding for the fit-out of the Crossrail station at Woolwich. The Committee also wrote to the Chancellor of the Exchequer about the provision of funding for the electrification of the Gospel Oak to Barking line and received a response in late March.

Question and Answer sessions with the Transport Commissioner and TfL Board Members

4.6 The Committee has used three meeting slots including this meeting for question and answer sessions with TfL covering a broad range of transport issues. The first question and answer session in May 2012 provided an opportunity to discuss the Mayor’s transport priorities with the Transport Commissioner and the Deputy Mayor for Transport. The second session in December 2012 provided an opportunity to discuss TfL budget issues with the Transport Commissioner and Christopher Garnett (former TfL Board Member). The third session is the subject of a separate item on the agenda for this meeting.

Committee’s responses to consultations

4.7 The Committee has produced written responses to various consultations based on its past relevant work. These include responses to: the Government’s consultations on devolution of rail franchising, and rail fares and ticketing (June 2012); the Mayor’s consultations on his Roads Task Force and draft Road Safety Action Plan (September 2012); the Government’s consultations on the combined Thameslink rail franchise and the South east rail franchise (September 2012) ; the Government’s consultation on bus subsidy (November 2012); and the Office of Rail Regulation’s consultation on Network Rail’s Strategic Business Plan 2014-19.

London’s airport capacity

4.8 The Committee used its meetings in January and February 2013 to gather views and information for its investigation into airport capacity. It also undertook a site visit for this investigation in February 2013. The Committee is now producing its findings on this topic which will form a submission to the Government’s independent airports commission led by Sir Howard Davies.

Future topics and the schedule of meetings for 2013/14

4.9 Members have identified that Crossrail 2 will be the first topic for consideration in 2013/14. TfL is expected to launch a consultation on route options for Crossrail 2 shortly so it is proposed that the Committee use its first meeting on 21 May 2013 to discuss this issue and gather information for a response to the consultation.

4.10 The schedule of all 2013/14 meetings, subject to decisions to be made at the Assembly’s Annual Meeting on 1 May 2013, is set out below. Appendix – Details of Transport Committee site visits in 2012/13

Site visit for cycling investigation

Date and venue: 14 September 2012, Bow roundabout, east London (intersection between A11 and A12)

Attendees: Caroline Pidgeon AM; Val Shawcross AM; Darren Johnson AM; and John Biggs AM. Representatives of TfL, the London Cycling Campaign (LCC) and the GLA were also present.

No travel costs were incurred.

Site visit on Crossrail

Date and venue: 14 November 2012, Crossrail construction site at Limmo Peninsula, Canning Town and the Tunnelling and Underground Construction Academy at Ilford.

Attendees: Caroline Pidgeon AM; Victoria Borwick AM; AM; AM; Roger Evans AM; Darren Johnson AM; and Murad Qureshi AM. Representatives of Crossrail Ltd and the GLA were also present.

No travel costs were incurred. Crossrail Ltd provided the transportation during the visit.

Site visit for airport capacity investigation

Date and venue: 21 February 2013, National Air Traffic Services (NATS) centre at Swanwick in

Attendees: Caroline Pidgeon AM; AM; Victoria Borwick AM; Tom Copley AM; Darren Johnson AM; and Richard Tracey AM. Representatives of NATS and the GLA were also present.

The visit involved travel costs of approximately £40.80 per person for rail journeys to and from London Waterloo to Airport Parkway. These costs were met from the Scrutiny Programme Budget for 2012/13. NATS provided other transportation during the visit.
