3 FEATURED SPEAKERS JACK T. TOMARCHIO Principal, Agoge Group, LLC

Jack Thomas Tomarchio is a principal in the Agoge Group, LLC, a strategic

advisory and consulting firm in Newtown Square, Pennsylvania. In 2005 Mr.

Tomarchio was appointed by President George W. Bush to be the Principal

Deputy Assistant Secretary of Homeland Security for Intelligence and Analysis. In 2007 he was elevated to the position of Principal Deputy Undersecretary for Intelligence and Analysis Operations. In his work at the - United States Department of Homeland Security Mr. Tomarchio was the primary senior official in charge of the intelligence directorate’s partner ship with state and local governments to build a domestic intelligence sharing network. He also worked closely with other components of the federal intelligence community. He resigned from the department in late 2008 to return to the private sector.

Prior to joining the United States Department of Homeland Security, Mr. Tomarchio was a partner at the national law firm of Buchanan Ingersoll, P.C. where he was co-chair of the firm’s government relations department and national security law group. He returned to Buchanan in 2013 for one year where he served as Co-Chair of the firm’s Cyber Security Practice Group. Before joining Buchanan Ingersoll, Mr. Tomarchio was a founding partner of

Hill Solutions, LLC and Homeland Solutions, LLC. Hill Solutions was a government affairs and lobbying firm and Homeland Solutions was a firm that specialized in consulting state and local governments on homeland security and intelligence issues. From 1993 until 2005 he also served as general counsel to Aloe Investment Corporation,

a venture capital firm. cum laude

Mr. Tomarchio graduated from Malvern Preparatory School and holds a Bachelor of Arts in History from the Pennsylvania State University, a Juris Doctor from Vermont Law School, a Masters of Governmental Administration from the Fels Center of Government of the University of Pennsylvania and a Masters of Strategic Studies from the United States Army War College.

He began his career as an attorney and paratrooper in the United States Army’s 82d Airborne Division. He served in the Grenada invasion in 1983, and as counsel to a multi national peacekeeping force in the Sinai, Arab Republic of Egypt. Leaving active duty in 1985, Mr. Tomarchio became a litigator for two national law firms in Philadelphia, La Brum and Doak (1985-88) and Saul, Ewing, Remick and Saul (1988-1993). In 1991, Mr. Tomarchio was recalled to

active duty for the Persian Gulf War, deploying to Saudi Arabia and Kuwait. He retired as a colonel in the Army Reserve in 2010, assigned to US Special Operations Command. Previously he served as Staff Judge Advocate for the Military Intelligence Readiness Command and before that was a special assistant to the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict in the Pentagon.

He is a television commentator, writer and speaker on national security issues and has testified before both houses of Congress on homeland security and intelligence matters. Mr. Tomarchio was an adjunct professor at the Fels Center of Government of the University of Pennsylvania from 2001-2005 and is currently an adjunct lecturer at the United States Naval Post Graduate School in Monterey, California. He was a Senior Fellow at the George Washington University Homeland Security Policy Institute (2005-2008) and currently serves as a Senior Fellow at the Foreign Policy Research Institute. Mr. Tomarchio also serves as a member of the Homeland Security Advisory Council at Pennsylvania State University. He is a member of the First Troop Philadelphia City Cavalry. Mr. Tomarchio is a Trustee of the Hoxie Harrison Smith Foundation and member of the Board of Directors of SightLogix Corporation. He currently holds active federal security clearances.

STEPHEN LEACH Managing Director & Economist, Citigroup

Stephen Leach is Managing Director and Economist in Citigroup’s Foreign Exchange Department, based in New York. In this position, he advises a broad range of corporate and institutional customers in both North America and around the world on global exchange rate and economic developments. Prior to joining Citibank in 1989, Steve spent ten years with Chemical Bank’s Foreign Exchange Advisory Service, first in London and then in New York. Following graduate school, his first position was as an economist in the Treasurer’s Office of Ford of Europe Inc. in the U.K. He has degrees in economics from the University of Warwick (in England) and the University of Pennsylvania.
