Launched in 2017, this programme assists elite athletes in their preparation and qualification for i the Olympic Games Tokyo 2020. Designed to promote universal representation at the Games, 5% it is focused on those athletes with the greatest increase in need, giving priority to NOCs that have athlete traditionally sent small delegations to the scholarships Games. Panam Sports carried out a preliminary evaluation of the implementation of the programmes during the current 2017-2020 Olympic cycle and considers that the objectives set forth have been satisfactorily fulfilled and have contributed to raising the competitive results of its athletes. Also, it has contributed to more efficient management by the NOCs, the members of Panam Sports.

In January 2017, Panam Sports began to administer the Olympic Solidarity programmes, which are based on the distribution of the budget allocated by the Olympic Solidarity Commission for the development of Continental Programmes among the 41 NOCs; together with Panam Sports’ own funds allocated to its member NOCs.

Through this programme, specific activities of each of the NOCs are supported according to their own needs and characteristics. As in previous years, the 2019 activities were executed following the rules established by Panam Sports and Olympic Solidarity, with a rigorous application of its standards for the justification of the use of these resources.

Although there were no OCA multi-sport games in 2019, the OCA and the NOCs were busy preparing for several major events scheduled for 2020 including the Winter Youth Olympic Games Lausanne 2020 in January, the Olympic Games Tokyo 2020 (postponed until 2021), in July and August, and OCA’s 6th in Sanya, Hainan province (China), from 28 November- 6 December.

The preparation work for this busy year involved regional forums for the OCA’s NOCs, coordination committee meetings and other Olympic Solidarity-related activities and courses detailed in this report.

This was approved by the OCA Executive Board at the meeting in Doha, in September. At the same meeting, both Tashkent and Doha made presentations to express their interest in hosting the Asian Games in 2030. This is the first available date after the 2022 Asian Games in Hangzhou and the 2026 Asian Games in Aichi-Nagoya (Japan).

2019 was a challenging year for the EOC as its workload has grown considerably across all fronts, largely due to the increased engagement generated by EOC sports properties. It was indeed a year of EOC Games, in chronological order: Winter European Youth Olympic Festival (EYOF) in Sarajevo and East Sarajevo (Bosnia and Herzegovina), Games of the Small States of Europe (GSSE) in Montenegro, 2nd European Games in Minsk (Belarus) and Summer EYOF in Baku (Azerbaijan). Each will be remembered for their own reasons, but all four exceeded expectations in terms of quality and appeal. The EOC’s strategy continues to be to maximise direct financial support to NOCs: in 2019, 80 per cent of revenue was redirected to NOCs, principally through the NOC Activities and Continental Games Programmes. While a good part of the workload comes from the European Games, much work continues to go into the EYOFs, a crucial part of the EOC’s activities. In this regard, the EOC Channel was launched during the Baku 2019 EYOF in July. The aim of the EOC Channel is to provide a place where fans and followers, previously poorly served in terms of media coverage, can find EYOF and European Games content year-round, so keeping the events alive between editions. The EOC held two institutional meetings in 2019: the EOC Seminar in Vienna (Austria) in May and an extraordinary General Assembly in Minsk in June, while the regular Annual General Assembly took place in Warsaw (Poland) from 25-26 October. In early December, a European Athletes Forum, run by the IOC jointly with the EOC, was hosted in Dublin by the NOC of Ireland. The customary four annual Executive Committee meetings were held in Lausanne in January, Vienna in May, Baku in July, and Warsaw in October, on the eve of the Annual General Assembly.

The EOC has the following commissions, which make recommendations to the Executive Committee and give a report at the Annual General Assembly: Athletes; Olympic Games; Marketing and Communication; EYOF; European Union (EU); Environment and Sport for All; Olympic Culture and Legacy; Medical and Anti-Doping; Gender Equality in Sport; Legal Affairs; and Olympic Academies Working Group. The main event of 2019 was the XVI Pacific Games, held from 7-20 July in Apia (Samoa). A total of 24 Pacific Games Associations (PGAs) participated, with close to 4,000 athletes and their entourage. Of these PGAs, 17 were NOCs.

2019 was an intense year for ANOC with a wide variety of activities and the implementation of the Olympic Agenda 2020, and was marked by its major annual events: the successful XXIV ANOC General Assembly, Gala Dinner and the inaugural ANOC World Beach Games (AWBG), in October.

ANOC’s activities included a special focus on the first edition of its latest project, the AWBG, which took place in Doha (Qatar). Moreover, ANOC continued to represent the interests of the NOCs at other organisations, including IFs, UNESCO, WADA, the CAS, OCOGs and, of course, the IOC and to maintain solid relationships with them.

In general, all IFs said they were highly satisfied with the outcome of the Games and are keen to participate in future editions of the AWBG. The debriefing was also a success, with IFs feeding back that the AWBG has great potential to establish itself in a sustainable way, and become a valuable project for ANOC, the NOCs and the concerned IFs.

In spite of all the preparation challenges, the NOCs declared themselves very satisfied with their participation in the AWBG. For the seminar, Olympic Solidarity paid for accommodation (four nights maximum) and one economy class flight for one person per NOC. A total of 95 NOCs had been reimbursed by the end of 2019.

The new support structure also includes: • athletes’ Pre-Games Training Camps in Japan; • flights for six athletes, two NOC team officials and two NOC officials; • NOC Games Operations Subsidy; • accommodation – two rooms per NOC at the Olympic Family Hotel (OFH2) up to a maximum of 20 nights, paid directly by Olympic Solidarity on behalf of NOCs; and • subsidy to compensate NOCs for their contribution to the success of the Olympic Games. Support is also increased for the participation of NOC Presidents and NOC Secretaries General by covering the real costs of flights and accommodation rather than offering only a contribution.

Olympic Solidarity continues to support NOC participation in the Youth Olympic Games. For Lausanne 2020, the same approach was adopted as for the Summer Youth Olympic Games Buenos Aires 2018. In 2019, Olympic Solidarity covered 50 per cent of the costs related to accommodation and flight tickets in economy class for one person per NOC (76 participating NOCs) at the Chefs de Mission Seminar in Lausanne (Switzerland) on 3-4 September. The other half was covered by ANOC.

Olympic Solidarity is also covering costs in 2020 related to the travel and accommodation of the NOC team delegations in the Youth Olympic Village in Lausanne. An advance payment was made in 2019 related to these costs.
