FOREWORD The Statistical inputs are the basis for policy formulation, effective planning and implementation of developmental schemes. The office of District Statistics and Evaluation Officer Budgam has been engaged in compilation, consolidation and publication of District Statistical Handbook of the District based on the inputs from the line Departments implementing various developmental schemes/projects. I am happy to note that the Office of District Statistics & Evaluation Officer Budgam is publishing District Statistical Handbook for the year 2019-20. It is hoped that the publication will be of immense use for the policy planners, researchers, decision maker and other stakeholders engaged in district data. The Statistical Data on various parameters plays a pivotal role in formulation of future strategies, which leads to development of nation in a perfect scenario. For addressing the data requirements of the vast spectrum of users, the Directorate of Economics & Statistics is the sole identified department of the Jammu & Kashmir Government, who has been assigned the job of development in the UT. The data then is published in a form of Digest of Statistics at UT, Regional and in form of Statistical Handbook of District level. The District Statistical Agency has been assigned the responsibility of collecting & publishing of data in the shape of various district level publications on annual basis. The District Statistics & Evaluation Office has prepared the District Statistical Handbook for the year 2019-20 which provides comprehensive data on Socio-economic indicators of development of District. The Digest of Statistics will serve as an important tool in the hands of planners, administrators, different agencies both Government and Private and other users. DISTRICT BUDGAM

BRIEF HISTORY

Budgam is newly constituted District, which has been carved out from on the basis of administrative reorganization of in 1979. The district derives its name from one of its villages which is its headquarter. Till the last census held in 1941 the area was known as Sri Partap Singh Pora after the name of Maharaja Pratap Singh, one of the Dogra Kings in whose rule it was constituted as a for the first time. Prior to 1951, the Tehsil of Budgam including other Tehsils of the present district formed a part of the then district of . It is surrounded by District Baramulla in the north and north- west & Srinagar in the north east and south-west. The area of the district is 1361 Sq. Kms.

The District has 472 villages, out of which 460 are inhabited and 12 villages are un-inhabited. However, five of the inhabited villages of the District form outgrowth of Srinagar Urban Agglomeration and have, therefore, been excluded from the purview of discussion in this handbook. The climate of the District is more or less the same as that of Srinagar except that its higher regions get heavier snowfalls and experience severe cold in winter. The District extends to both mountainous and plain areas of varying heights and has an average height of 5281 feet. The maximum rainfall recorded in the year 2001 is704 mm. The District however experiences adequate rainfall but the kandi areas of the District often receive insufficient rains causing sometimes complete crop failure. On the other hand, the low-lying areas flanking the left side of the Jehlum are marshy and are often flooded during heavy rains.

Budgam falls among those backward areas of the state, which have suffered neglect in the past. However, after assuming the status of the separate District and with the introduction of Single Line Administrations, the progress of development process has picked up with a significant impact on the socio-economic life of the people of the District. The need for expansion of public health facilities has been adequately realized and a number of water supply schemes have been taken in hand. Concerted efforts are also being made to cover remote areas of the District under Rural Electrification Programme.

During the last few years efforts have been made for promotion of education at all levels. Consequently, the enrollment of boys and girls in age group of 4-11 in schools has reached upto a level of 62%.

While a number of schools have been opened in the District, it is proposed to make school facility available to the inhabitants within a distance of every one Km. Besides there are informal centers in the District where boys and girls are being given free education, books and uniforms. The major section of the population of the District is dependent on agriculture. Modern agricultural practices are being popularized to field for higher production. Farmers are being encouraged to adopt improved agricultural practices which would in the long run not only result progressive advance in the socio-economic life of its people but also make the District self-sufficient in its food requirements. Health care facilities have also increased considerably. Presently there are about 275 medical care units in the District which include one District Hospital, 9 Sub District hospitals and 74 Primary Health centers.

The industrial development of the District has also received possible attention. Social Welfare activities have also been received increasing trend in the District since 1979. The principal mode of communication in the District as elsewhere in the state, is roads. It is, therefore, natural that development of roads particularly rural roads as part of the minimum needs programme is commendable. The Roads and Buildings Department is also engaged in the construction of various buildings in the District. As the main dependence of the majority of population in the District is on agriculture, therefore all concerted efforts are being made to augment irrigation facilitates in the District. Livestock population is also increasing considerably which ensures meeting out of the requirements of its products and bi-products of the local populace. Industrial activities, though in its infancy, are receiving top most priority by the District administration for its growth in order to provide employment opportunities to the un-employed youth. Forestry activities are also receiving due attention of the Government and for this purpose Forest Development Agency has been created for the District which ensure conservation, Development and protection of forest resources through people’s participation by farming village forest committees.

CHAPTER: 1

POPULATION

District Budgam extends over an area of 1361 Sq. Kms which comprises of 472 Census villages out of which 460 are inhabited villages and 12 un-inhabited as per census 2011. 1961, 1971 and 1981 census was usually conducted along with other states of the country. However, no census was conducted during the year 1991 due to active turmoil in the state. The District has a population of 7.537 lakh souls, with population density of 554 souls, literacy rate of 57.98% and decadal growth rate 21.18% (2001-2011).

CHAPTER-II

VITAL STATISTICS

Births and Deaths occurring in the Stateare recorded through the village Chowkidar in Rural areas and by the sanitary supervisor in the urban areas. The police Stations and the local body offices function as registration offices. The field staff and office of Health and Planning Department (Directorate of

Economics and Statistics) conduct inspections of field work.

Data are mechanically tabulated in the Central Tabulation unit of the Directorate of Economics and Statistics. However as in rest of the country registration is far from complete and would take some time to improve. Data on births and deaths registered under the revamped registration system in the district are given in this chapter.

CHAPTER-III

III- AGRICULTURE

Agriculture is the main source of livelihood in the District. The chapter presents the data on nine-fold classification of area according to village papers, area under different crops, land holding size, number of operational holdings, fertilizers off-take, seed distribution, area under HYV etc. The data is based on Annual Enumeration Surveys and Agricultural Census conducted by the Revenue Department through Patwaris and conducted by the Agriculture Department.

LIVE STOCK AND VETERINARY

Livestock rearing is an important occupation of the village folk in general and the migratory population in particular. The District accounts for 3.45 lac livestock heads as per 2012 livestock Census. Milk production has reached the level of 245 (000-MTones) during 2017-18.

Every effort is made to give proper health cover and breading facilities so as to improve the health and quality of the animals. Information on livestock population, health and breading programme, preventive measures taken, treatment and operation of ailing animals performed etc. are given in this chapter.

CO-OPERATION

Co-operative have played an important role in providing credit and marketing facilities to the farmers and small artisans and thus saved them to fell prey to cruel money lenders. Similarly the consumer co-operative have played a significant role in keeping the price level under check and providing basic necessities to people at reasonable rates. The chapter contains data on number of various co-operatives societies with their membership and their financial structure such as share capital, working capital, loans advanced, loans outstanding etc.

PUBLIC HEALTH

Safe drinking water supply is being provided to villages on priority basis and the programme stands identified as a priority item of development. The District has a total number of 460 inhabited villages as per census 2011. All of which stand provided with safe drinking water. The department is now augmenting the water supply and ensuring the full coverage of villages. The details of villages provided with water supply and number of PSP/PCC’S etc. in the District are given in this chapter.

The District Budgam has a total of 86 post offices and 15518 telephone connections. The details are given in the statement that follows. In addition to this the Mobile and Will system has also been introduced in the district recently by the BSNL.
