(ANlAD) PREFACE The Antique Strategic Upland Study was commissioned by the Antique Integrated Area Development (ANIAD) Foundation as a vital component of the ANIAO Community-Based Program, whose Phase I Plan of Operations (1991-1993) commenced in January this year. The ANIAO Program is assisted by the Government of the Netherlands (GON) in accordance with a bilateral agreement with the Philippine Government (GOP) signed on 29 November 1990. In line with the national goal to improve the quality of life of every Filipino, ANIAD aims "to make a significant contribution to the improvement of the socio-economic condition of the population of Antique." To accomplish this goal, its overall strategy is the enhancement of local capabilities for sustainable development thru a community-based program that simultaneously seeks to alleviate poverty and to rehabilitate and conserve the natural resource base. Hence, the rationale for the high priority given to the conduct of this study -- the uplands of Antique, defined as slopes greater than 8%, comprise 85% of its total land area and sustain about one-third of the total population consisting mostly of marginal farmers; it is an ecological region where the circular causation of poverty and environmental degradation has advanced significantly. It has become evident that the strategies and intervention programs of the past had not fully addressed the critical issues underlying poverty and environmental degradation of the uplands of Antique.

    SPU Manila INTER-OFFICE BULLETIN Vol. XI No. 12 21 August 2017 NINOY AQUINO REMEMBERED Today, Ninoy Aquino Day, is a national non-working holiday in the Philippines observed annually on August 21, commemorating the assassination of former Senator Benigno "Ninoy" Aquino, Jr. For the benefit of our readers who may not remember the events of the 1980s because they were too young, we share the following Wikipedia article: Ninoy was the husband of Corazon Aquino, who was later to become Philippine President; they are treated as two of the heroes of democracy in the country. His assassination led to the downfall of Ferdinand Marcos on February 25, 1986, through the People Power Revolution. In 2004, the commemoration ceremony for the holiday was held and events were attended by President Gloria Macapagal- Arroyo and Fidel V. Ramos. Aquino was a well-known opposition figure and critic of the then-President Ferdinand Marcos. Due to his beliefs, he was later imprisoned for about eight years after martial law was declared in the country. Even in his imprisonment, he sought a parliamentary seat for Metro Manila in the Interim Batasang Pambansa, under the banner of the Lakas ng Bayan (LABAN). He eventually led in the opinion polls and was initially leading the electoral count but eventually lost to the Kilusang Bagong Lipunan (KBL) slate led by First Lady Imelda Marcos. Aquino remained in prison but continued to fight for democracy in the country and against the oppression of the Filipino people. After suffering from a heart attack in March 1980, he and his family moved to the United States for medical treatment, eventually leading to his self-imposed exile for about three years.

Aquino Labor Day May 1, 1986 _________________________ INTRODUCTION AT THE COJUANGCO building in Makati, Jose "Peping" Cojuangco Jr. was summoned by his elder sister, Corazon C. Aquino. It was a day after the parliament, the Batasang Pambansa, had declared Ferdinand Marcos the victor in the 1986 snap elections. To pragmatic politicians, this declaration meant "tapos na ang boksing" — the game was over. The dictator, who for years had the country in the palm of his hands, must have his way. As a long-time politician, Peping had an automatic and jaded reaction to the machinations of Marcos and to that of the doings of his rubber-stamp Batasan. As to the latest pronouncement, he had resigned himself to the idea that perhaps Marcos had won again and would now continue to reign unperturbed. But what most politicians had failed to realize was that Corazon C. Aquino had this innate and instinctive ability to sense what the people want and what the people feel.
