1. Purpose of report:

1.1 To approve the use of names for two new streets in Nechells based on a person no longer living.

2. Decision(s) recommended:

That the Cabinet Member for Development, Transport and the Economy jointly with the Deputy Chief Executive:

2.1 Approves the new road names off Millward Street on Appendix 1 as SIR DENIS DRIVE and HOWELL CLOSE.

3. Consultation Consultation should include those that have an interest in the decisions recommended

3.1 Internal

All three Ward Councillors have been consulted and have no objections to this proposal . 3.2 External

Royal Mail has been consulted about the proposed name and raised no objection.

4. Compliance Issues:

4.1 Are the recommended decisions consistent with the Council’s policies, plans and strategies? At the former Transportation and Technical Services Committee meeting 21st October 1997, a policy for road naming and property addressing was agreed.

With respect to roads named after people who are no longer living, it was resolved that any requests would require authority to be sought from Transportation and Technical Services Committee, responsibility for which is now within the portfolio of the Cabinet Member for Development, Transport and the Economy.

4.2 Financial Implications (Will decisions be carried out within existing finances and Resources?)

The Developer is responsible for the costs associated with the naming of new roads and the provision of the resultant street name plates; there will be no direct costs to the City Council. 4.3 Legal Implications

Sections 17 and 18 of the Public Health Act 1925 allows the Council to object to names proposed by developers if the names suggested do not comply with the Council’s road naming policy. The recommendation allows the proposed names to comply with the road naming policy 4.4 Public Sector Equality Duty

Naming of roads is required to ensure that properties can be easily identified by emergency services and also for deliveries to residents. Failure to approve recommended names could result in properties being unidentifiable in the event of an emergency. No environmental impacts issues have been identified.

An initial screening for Equalities Impact Needs Assessment (EINA) has been undertaken and a full EINA is not required for the proposals contained in this report. The initial screening is appended as Appendix 3

5. Relevant background/chronology of key events:

5.1 A policy for street naming and numbering was approved by the Transportation and Technical Services Committee on 21st October 1997

5.2 An application from the Architects was received on 25 November 2014 to name two Roads within the Nechells Ward. Options proposed in order of preference were: Sir Denis Drive, Howell Close, Glacial Drive, Gessey Drive, Isambard Drive, Billy Pond Drive and Field Drive. Walker Troup Architects gave reasons for each.

5.2 Sir Denis Drive and Howell Close were proposed to commemorate Sir (1923-1998), former Birmingham Councillor and Labour MP

5.3 Sir Denis Drive and Howell Close were the preferred choices of both the developer and the Councillors. 5.4 Reasons for the proposed names are contained in Appendix 2.

6. Evaluation of alternative option(s):

6.1 All names suggested comply with the street naming and numbering policy and therefore any of these could be used as an alternative if for any reason the names Sir Denis Drive and Howell Close are unsuitable.

7. Reasons for Decision(s):

7.1 To commemorate the name of former local MP Sir Denis Howell for his service to the local area.

Born in Birmingham, Football League referee and keen cricketer.

Served as a Birmingham councillor 1946-56

MP for Birmingham All Saints 1955 – 59 and Birmingham Small Heath Howell Close from 1961 until his retirement in 1992

Failure to approve recommended names could result in properties being unidentifiable in the event of an emergency. The City Council's Road Naming Policy requires cabinet Member approval for the naming of a road after a deceased person. The roads are to be named after Sir Denis Howell a well respected politician born in Birmingham and having represented Birmingham as a councillor and as Member of Parliament. No negative equality impact issues have been identified.
