That the minutes of the Te Pātaka o Rākaihautū Banks Peninsula Community Board meeting held on Monday, 12 July 2021 be confirmed.

5. Deputations by Appointment Ngā Huinga Whakaritenga Part B

5.1 John Ryan - New Brighton Powerboat Club John Ryan, President New Brighton Powerboat Club, updated the Board on the Club’s use of Te Roto o Wairewa and its allocation from Environment Canterbury to use a designated area of the lake for 12 days per year. John was seeking assurance that the Club could have continued access to the lake and also continue to occupy the piece of Council reserve where it’s clubhouse was sited. Refer Item 7.

That the Te Pātaka o Rākaihautū Banks Peninsula Community Board:

1. Receive the information presented in the deputation. 2. Refers the issues raised in the deputation to staff to report back to the Board regarding the occupation status of the land where the New Brighton Power Boat Club has its clubhouse.

5.2 Alex Hewson & John Isitt - Radio Fliers Club Alex Hewson and John Isitt, representing the Christchurch Radio Fliers Club, updated the Board on the Club’s use of Council reserve land adjacent to Te Roto o Wairewa Lake Forsyth to fly model planes and other motorised aircraft. Alex and John asked that the Radio Fliers Club be able to continue to use this land in the same manner going forward. Refer Item 7.

That the Te Pātaka o Rākaihautū Banks Peninsula Community Board:

1. Receive the information presented in the deputation. 2. Refers the issues raised in the deputation to staff to report back to the Board regarding the continued use by the Christchurch Radio Fliers Club, of Council reserve adjacent to Te Roto o Wairewa Lake Forsyth. 3. Thanks Alex and John for their deputation.

5.3 Mary Brennan - Resident Mary Brennan, resident of Birdlings Flat, spoke to the Board regarding the report on Wairewa Reserve 3185 (refer Item 7) and asked that the Council keep residents of Birdlings Flat informed of any developments or proposals relating to the Birdlings Flat area, including Te Roto o Wairewa Lake Forsyth and .

1. Receive the information presented in the deputation. 2. Request that staff be aware of the continued need to inform local communities of topical issues relating to their area. 3. Thanks Mary for her deputation.

7. Wairewa Reserve 3185 - Change in Trust Board Comment The Board noted the long standing purpose of this reserve as being related to Te Roto o Wairewa Lake Forsyth and wished for its purpose to continue to be of benefit to the lake and surrounds.

That the Te Pātaka o Rākaihautū Banks Peninsula Community Board recommends to Council that it: 1. Notes that: a. Part Reserve 3185, held within Record of Title CB8K/912, comprising 94.2128 hectares, as shown on the plan attached, is owned and held by the Christchurch City Council under a statutory trust established under section 21(4)(b) of the Reserves and Other Lands Disposal Act 1955. b. The purpose for which the land, and income from it, can be used as currently set out in the statute is “enabling the Corporation to erect drainage works by which the annually recurring losses and injury caused by the flood waters of Lake Forsyth may be prevented” c. This statutory purpose is no longer appropriate and aligned with the current circumstances. d. The purpose for which the property, and income from it, may be used can be changed utilising the provisions of the Local Government Act 2002 (LGA), specifically section 140(4)(a)(i)/(ii) relating to “Restrictions on Disposal of Endowment Property” which requires the Minister of Local Government’s consent. 2. Authorise staff to commence and conclude (including making application to the Minister of Local Government for approval) a change to the purpose of the statutory trust set out in the Reserves and Other Lands Disposal Act 1955 for Part Reserve 3185, held within Record of Title CB8K/912, comprising 94.2128 hectares (as shown on the plan attached) to “the general purposes of the Christchurch City Council”, or such other similar purpose as the Minister of Local Government may require. 3. Delegates the authority to the Property Consultancy Manager to do all things that he considers necessary or expedient to implement the requested change.

That the Te Pātaka o Rākaihautū Banks Peninsula Community Board: 1. Approve formalisation of the track indicated on the Urumau Development Plan and known as the Diagonal Track. 2. Request staff to upgrade the Diagonal Track in the 2021/2022 financial year for shared use by pedestrians and mountain bikes. 3. Request staff to engage independent shared use track building experts to peer review design concepts and provide both design and construction assistance. 4. Request staff to consider feedback from the Lyttelton Reserve Management Committee and incorporate requests into the design and implementation of the improved track, where appropriate. Approve the revision to section 10 Terms of Reference, Ōnuku Rūnanga and Christchurch City Council Takapūneke Reserve Co-Governance Group, to replace the current text with: The Banks Peninsula Community Board’s involvement with Takapūneke Reserve is to include full consideration of the submissions received through the public consultation process and presented in the staff report when considering the adoption of the Takapūneke Reserve Landscape Master Plan. 11. Elected Members’ Information Exchange Te Whakawhiti Whakaaro o Te Kāhui Amorangi Part B Board members exchanged information on the following items of interest:

 Torpedo Boat Museum - forthcoming work to address the removal of graffiti.  Summit Road Society - work on the John Jameson Lookout and seeking letter of support for funding applications.  Naval Point - traffic and carpark development for Sail GP event in January 2022.  Sail GP event – need for good communications and updates to inform residents.  Waka Kotahi New Zealand Transport Agency - proposed speed limit changes to SH75 and on Norwich Quay. Board to provide feedback during pre-engagement period.  Lyttelton Historical Museum Society - Annual General Meeting Saturday 24 July.  Albion Square – possible site for the weekly artisans market.  Cressy House Trust – funds available to assist older residents.  Senior citizens lunch – successful event.  Takapūneke Reserve Landscape Plan – consultation underway.  Akaroa and Bays Forum – established and meeting.

 Akaroa Service Centre – progress on return of services.  Akaroa and Bays Lions Club - gifting of picnic table shelter at Akaroa Recreation Ground.  Memorandum of Understanding – signed between Orton Bradley Park, Te Hapū o Ngāti Wheke and the Rod Donald Trust for the ongoing management of Te Ahu Pātiki.  Rubbish Bins in Reserves – community concern regarding the removal of Council provided rubbish bins in parks throughout Christchurch and Banks Peninsula. People can provide feedback through Snap, Send, Solve or other Council reporting systems.  Birdlings Flat Transfer Station – community concern at a report that this will close. Staff are seeking clarification on this issue.  Birdlings Flat Transfer Station – limited hours are not suitable for many residents.
