(I) COUNTY CONVENTION: 1. In accordance with R. 3.10, T.O. 2016 the County Convention shall be held not later than the 18thDecember and for the purposes of submitting Audited accounts to it, the financial year shall terminate on the 31st October.

2. In accordance with R. 3.11, T.O. 2016 the Annual County Convention shall elect the following: Chairperson, Vice- Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Development Officer, Coaching Officer, Officer for & Culture, Hurling Officer and PRO. It shall also elect a representative on Central Council and two representatives on the Ulster Council. It shall also appoint a Children’s Officer as recommended by the outgoing County Committee. It shall elect or authorise selection and/or election of Delegates to Annual Congress and Ulster Convention In accordance with R. 3.12, T.O. 2016.

(II) COUNTY COMMITTEE: 1. Subject to R.3.19, T.O. 2016, the Armagh County Committee (known as Coiste Contae Ard Mhacha) shall be the governing and controlling body of the association within the County. It shall have within its jurisdiction, the powers and authority designated to it by An Treoraí Oifigiúil and the County Bye- Laws.

2. Coiste Contae Ard Mhacha shall consist of the following: Officers: Chairperson, Vice-Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Development 34

Officer, Coaching Officer, Officer for Irish Language & Culture, Hurling Officer, PRO, Children’s Officer, Central Council Representative, Ulster Council Representatives (Two), named representatives of Clubs (1 person to be nominated from each Club) (subject to R. 3.18 (f,) T.O. 2016), County Referees’ Administrator, named representative of each of the following committees County Handball, County Primary Schools , County Post-Primary Schools.

In accordance with R. 3.20 T.O. 2016 the County Committee shall appoint the following sub-committees, membership of which shall be set out in these Bye-Laws:

(III) COUNTY SUB COMMITTEES 1. The Management Committee shall consist of the Chairperson, Vice-Chairperson, Secretary, Treasurer and Development Officer of the County Committee, as well as the County’s Central and Ulster Council Delegates and Hurling Representative. Its duties shall be as outlined in R. 3.20, T.O. 2016.

2. The County Competitions Control Committee shall consist of a Chairperson, Secretary, Football & Hurling Representatives (one each), Youth Committee Secretary, Underage Sub- Committee Secretary and the County Referees’ Administrator, who shall be entitled to vote only on the appointment of referees, plus three other named members. The Chairperson, Secretary and other members will be nominated by the Management Committee, for appointment by the County Committee.

3. Fixtures Analysts: Two Fixtures Analysts shall be appointed by the Management Committee in accordance with R. 3.20 (iii), T.O. 2016.

4. The County Hearings Committee shall consist of a Chairperson, Secretary, Hurling Representative, plus five named Club Representatives. The Chairperson, Secretary and club representatives will be nominated by the Management Committee for appointment by the County Committee. Its duties shall be as outlined in R. 3.20 (iv), T.O. 2016.

5. The Planning, Physical Development & Safety Committee shall consist of a Chairperson, Secretary, County Event Controller, and County Safety Officer, Ulster Council Development Representative, plus three other named members, who will be nominated by the Management Committee for appointment by the County Committee . Its duties shall be as outlined in R. 3.20 (v), T.O. 2016.

6. The Referees Administration Committee shall consist of Chairperson, Secretary, the Referees Administrator, and three named referees, all to be appointed by the County Committee in accordance with R. 3.20 (vi), T.O 2016.

7. The Coaching and Games Development Committee shall consist of a Chairperson (Coaching Officer), Secretary, (who shall be the Games Development Manager), County Secretary, Football Club Development Officer, Hurling Club Development Officer, three named School Coaches, named Primary School Representative and Post-Primary School Representative, all of whom will be nominated by the Management Committee for

appointment by the County Committee, in accordance with R. 3.20 (vii), T.O. 2016.

8. The County Cultural Committee shall consist of a Chairperson, Secretary, Irish Language & Culture Officer plus six other named members all of whom shall be nominated by the Management Committee for appointment by the County Committee. Its duties shall be as outlined in R. 3.20 (viii) T.O. 2016. 9. The Public Relations / Marketing Committee shall consist of the County PRO, the Assistant County Treasurer, plus six other named members all of whom shall be appointed by the County Committee in accordance with R. 3.20 (ix) T.O. 2016.

10. The County Youth Committee shall consist of a Chairperson and Secretary to be appointed by the County Committee plus two representatives from each of the Primary and Post- Primary School sectors within the county as well as the County Games Manager and Coaching Officer. Its duties shall be as outlined in R. 3.20 (x), T.O. 2016.

11. The Finance Sub- Committee shall consist of a Chairperson, Secretary plus six other named members, all of whom will be nominated by the Management Committee for appointment by the County Committee in accordance with R. 3.20 (xi), T.O. 2016.

12. The County Information Technology Committee shall consist of a Chairman, a Secretary and three additional named members, for appointment by the County Committee in accordance with R. 3.20 (xii), T.O. 2016.

13. The County Teams Management and Panels Sub-Committee shall consist of the County Chairman, Treasurer and Secretary (who shall be the Panel Liaison Officer) the County Football / Hurling Team Manager as appropriate, and two named County Football / Hurling Team Player Representatives. It shall be in accordance with R. 3.20 (xiii), T.O. 2016.

14. The County Health and Wellbeing Committee shall consist of a Chairman, a Secretary and three named additional members, for appointment by the County Committee in accordance with R. 3.20 (xiv), T.O. 2016. In accordance with Rule 3.19(l) T.O. 2016 the County Committee shall appoint the following Sub-Committees:

15. The County Underage Committee shall consist of a Chairperson, Vice-Chairperson, Secretary, Assistant Secretary, Hurling Officer, Registrar, Games & Coaching & Officer and PRO (all of whom shall be appointed by the County Committee) plus two named delegates from each club. It shall be responsible for the organisation of Competitions up to and including Minor Grade. It shall maintain a Competitions Control Committee comprising the eight Office holders on the Committee.

16. The Fundraising Committee shall consist of a Chairperson, Secretary, plus six other named members all of whom shall be appointed by the County Committee in accordance with R 3.19 (i), T.O 2016. Its functions are to lead the county in efforts that will help raise funds.

17. The County Bye-Laws & Motions Sub-Committee shall consist of a Chairperson, Secretary plus five other named members all 38

of whom shall be appointed by the County Committee in accordance with R 3.19 (i), T.O. 2016. Its functions shall be to check motions and make sure they are in order to appear on the Clár for County Convention. In the case of a Motion submitted by a Club or the County Committee not being in order, the submitting Unit shall be advised in writing of the reason(s) for a Motion not being in order and, subject to a time limit determined by the Committee, shall be afforded an opportunity to resubmit an appropriately corrected Motion for the consideration of the Committee. It shall also a check on current Bye-Laws to make sure they are not in conflict with An Treoraí Oifigiúil and liaise with County Committee to have any additions, amendments or deletions at County Convention forwarded to Croke Park within two weeks following Convention.

(IV) TRANSFERS 1. No player shall be transferred after 1st February except he has left the County or has changed his residence to another district in the County.

2. The following factors, which shall not be prescriptive or binding, will be taken into account when adult or under- age transfers are being considered (a) Reason for seeking transfer (b) Family links with clubs (c) New permanent home address (d) Distance of home from clubs (e) The views of the parents / Guardians 3. A person first becoming a member of the Association shall have an unfettered choice of club.

4 (i) A player from an exclusively football Club may play hurling with a dual Club provided that a Coiste Contae Ard Mhacha fully completed approval form is signed by the Player, and Secretary of both Clubs and processed by Competitions Control Committee of Coiste Contae Ard Mhacha for decision. In the event of either or any of the two Secretaries not signing the approval form, the Competitions Control Committee shall consider the application and make a decision.

(ii) A player from an exclusively hurling club may play football with a dual club provided that a Coiste Contae Ard Mhacha fully completed approval form is signed by the player and Secretary of both Clubs and processed by Competitions Control Committee of Coiste Contae Ard Mhacha for decision. In the event of either or any of the two Secretaries not signing the approval form the Competitions Control Committee will consider the application and make a decision.

(iii) An appeal against the decision of the County Competitions Control Committee on an approval form may be made in writing by the aggrieved party to the Provincial Hearings Committee within 3 days of receipt of the notification of the decision as per Rule 6.8 T.O. 2016.

(iii) In accordance with Riail 3.19 (n) and 6.8 (B) (2) T.O. 2016, a player of a club without a Minor / Under 21 team, may play with another Minor / Under 21 team within the County provided that a Coiste Contae Ard Mhacha fully completed "Sanction" form is signed by the player and Secretary of both clubs and processed by Competitions Control Committee of Coiste Contae Ard Mhacha for decision. The Sanction shall only be valid for one season and shall apply only to the Grade specified. Sanctions shall only apply for up 40

to and including 4 (four) players, and in the case of 5 (five) or more players clubs shall amalgamate in accordance with Riail 6.8 (B) (2) (b) T.O. 2016. A player who plays on a team provided for in 3 (iii) shall be a registered member of his Adult club and shall retain membership of that club during and at the conclusion of his playing participation with a team formed under 3 (iii).

(V) RE-GRADING 1. Subject to Rule 6.20, T.O. 2016, applications for re-grading players for championship shall be submitted to the Competitions Control Committee before 1st March.

2. All teams are graded according to their league status for the current playing season.

FOOTBALL & LEAGUE REGULATIONS 1. Coiste Contae Ard Mhacha will make the draws for the 1st round of the Senior, Intermediate Junior and U-21 Championships at the first meeting of the year, with the remaining rounds being drawn at subsequent meetings

2. The Fixtures in the County Handbook are the Official Fixtures, but Dates and Times of matches may be amended by written notice from the CCC Secretary, by reference to the Press or at County Committee meetings, provided that TWO clear days’ notice be given. The CCC Secretary shall also have the power to re-fix matches that have been postponed. 3. All club fees, which will be payable to Coiste Contae Ard Mhacha for the following year, shall be agreed at the October meeting of the County Committee of the previous year(s). These fees (which shall be in sterling or equivalent value at

time of payment) shall then be collected in three tranches as follows:-  25% on or prior to 1st January  25% on or prior to 31st March  Remainder on, or prior to 30th June.

Failure to meet one or any of these deadlines shall entail no further fixtures for offending club(s) with matches being awarded to opponents until outstanding payment is made. Clubs with outstanding fees at the end of the financial year (31st October) shall not be eligible to participate in the following years competitions.

Public Liability and Property Insurance to be paid in full by 30th April. Penalty: For non-payment of Public Liability or Property Insurance – closure of ground until payment is made. All other fees shall be paid by the prescribed date. 4. The Armagh All-County Football Leagues will be based on six Divisions. Five of which shall consist of 8 teams in each, with remaining teams in Junior B Football League. These Divisions shall be known as:  Senior A Football League;  Senior B Football League;  Intermediate A Football League;  Intermediate B Football League;  Junior A Football League;  Junior B Football League Fixtures to be on a ‘Home & Away’ basis. Proposed League Placing to be as per positions at the end of the 2015 All-County Football Leagues

For 2017 only the following shall apply to the Junior Football Leagues: 44

Junior Football League (13 teams) All junior teams play each other in one round of round-robin fixtures giving each team twelve games. After Round 13 (12 games per team) the league will be split into Junior A Football League (teams 1-7) and Junior B Football League (teams 8-13) with points totals carried through. Each team in Junior A Football League will play each other once more giving a total of 18 games played. Winner is the team that finishes top and shall be promoted to Intermediate B Football League for 2018. Junior Football Championship winners shall also be promoted to Intermediate B Football League for 2018. (If Junior Football Championship winners finish in top position then second placed team shall also be promoted to Intermediate B Football League for 2018). There will be no relegation to Junior B Football League in 2017. Each team in Junior B Football League will play each other once more giving a total of 17 games played. Winner is the team that finishes top and shall be promoted to Junior A Football League for 2018.

Trophies & Medals: The winners of each league shall receive a Cup plus 24 medals.

*Where there are more than 16 teams in any championship the following shall apply:- A number of teams shall be drawn to play each other in a Championship Preliminary Round Winning team(s) gain entry to 1st Round of Championship Losing team(s) shall be drawn to play losing team(s) of the 1st Round of Championship losing teams (not their Preliminary opponents) in a Qualifier Preliminary Round with winners gaining entry to Round 1 of Qualifiers and losers exiting Championship Teams who have already played each other in earlier round(s) of the current competition shall not be drawn against each other prior to the quarter-final stage.

6. Championship Status All teams shall have no option other than to play in their respective championships relative to their league status – i.e. All teams in the senior league (‘A’ and ‘B’) shall participate in the senior championship; All teams in the intermediate league (‘A’ and ‘B’) shall participate in the intermediate championship and all teams in the junior league (‘A’ and ‘B’) shall play in the Junior Championship.

Under-21 Football Championship - Teams shall participate in their current adult championship grade or higher. Teams who wish to participate at a lower grade than their current adult championship grade may make written representations to the CCC (by a date 47

decided by CCC) who shall make the final decision. The CCC shall decide as to which grade amalgamated teams shall participate. Those eligible for the ‘B’ Championship shall be those who have not played in the previous or current year’s County Junior, Intermediate or Senior Football Championship or in the previous or current year’s Ulster Club and/or All- Football Championships. Except where a ‘seconds’ team has withdrawn from the adult Junior league and championship, having competed in both in the previous year, then its players will be considered eligible for the ‘B’ Championship provided that they have not played in the previous or current year’s County Intermediate or Senior Championship.’

7. Hosting Club Clubs hosting Armagh Championship fixtures shall receive 15% of the gate receipts (minimum payment £50).

8. Matches may only be put off on the following grounds:- (a) A death in (i) the immediate family circle (father, mother, wife, husband, brother, sister, child) or in (ii) the household of a registered player or registered committee member this shall also apply to day of the funeral. The relevant club secretary must make contact with the CCC secretary at the earliest opportunity and provide satisfactory evidence that the deceased had the necessary link with (i) or (ii) above within SEVEN (7) days, as failure to do so will entail the award of the game to their opponents. (b) When two cubs are in agreement to cancel an official fixture, the CCC secretary shall be informed, by written Notification signed by the secretaries of both clubs, at least FOURTEEN (14) days prior to the official fixture.

The CCC secretary acting on behalf of the Competitions Control Committee shall have the sole power to re-fix the game, which will be at an earlier date to the original fixture. (c) Games which have been re-fixed may only be put off as per (a) Of this Regulation. Non-compliance of (a), (b) and / or (c) shall be dealt with under Football & League Regulation 12.

9. A club calling off a match must notify the opposing team, Football Fixtures Secretary and Referee. Except in the case of a death, notification must be given as per Football & League Regulation 8 (b). A Club which defaults shall be dealt with in accordance with Football & League Regulation 12.

10. If there is a doubt regarding the play-ability of a pitch the home club shall 4 Hours before starting time contact an Independent Member of the Competitions Control Committee to arrange an inspection of the pitch, and the decision of the latter shall be final. In the case of the Athletic Grounds Armagh and Davitt Park , the decision will rest with the Grounds Committee. The home club will then contact the CCC Secretary, with the relevant details, who will then have the power to reverse the fixture if possible. If a Club fails to follow these procedures Football League Regulation 12 will apply.

11. When the match cannot take place on the appointed Sunday because of regulations 8 a, or b, during the period 3rd Sunday in April to 2nd Sunday in August inclusive, it must be played on the following Friday evening (provided clubs involved have not already been allocated a fixture on that date in which case CCC will inform clubs of re-fixture date). The penalties

described in Football League Regulation 12 shall apply to a team that does not conform to this regulation.

12. When a team defaults in an official fixture, the Competitions Control Committee shall determine the penalties, which may include the deduction of points already won, two (2) points deducted for first offence, four (4) points deducted for second offence) and /or fines, to be imposed as well as the outcome of the match.

13. A team that has forfeited the points for three (3) matches shall be expelled from the league, points for un-played matches shall be awarded to the opposing team, and next season must apply to the County Committee for re- admission. Competitions Control Committee shall then decide in which division, the team is to play in

14. When a team is over 15 minutes late in fielding it shall be fined £10 and if over 30 minutes late it shall also forfeit the points. Teams shall wait for 30 minutes before leaving the field in the case of non-appearance of the referee at the starting time of a game.

15. When fines are imposed the time allowed for payment shall be 4 weeks from the date of imposition. Teams in default will receive no more fixtures until fine is paid and points for un- played matches will be awarded to the opposing team.

16. A club shall not be allowed to take part in the League until players and officials have been registered and a list submitted to the County Committee and the points for any un-played matches shall be awarded to the opposing teams. 50

17. A club against whom two cautions has been recorded; regarding the conduct of its spectators shall be suspended for the remainder of the season for any similar offence. Points for un-played matches shall be awarded to the opposing teams, and next season must apply to the County Committee for re- admission. The County Committee shall decide in which Division, if any, the team is to play.

18. When there is a clash of colours in league matches the home team shall change. Penalty for non-compliance: award of game to opponents upon proven objection of other team.

19. The following regulations shall apply to clubs who wish to enter a second team in the all-county league:- a. New applications, in writing, must reach the County Secretary by 1st January of the year in which they wish to participate. This application will be considered at the first meeting of the County Committee after 1st January. b. Each application must be accompanied by a list of twenty four (24) players who shall be ineligible to play for the second team. Clubs which currently have a second team in the all-county league shall also submit a list of twenty four (24) players who shall be ineligible to play for their second team by 1st January. c. All clubs shall be circulated with a copy of these list(s) at least seven (7) days prior to the date of the first County Committee meeting after 1st January at which list(s) will be ratified or otherwise. d. A club wishing to replace a player from the list of twenty four (24) with another player must make application, in writing 51

explaining the reason(s), to the secretary of Competitions Control Committee (CCC). The CCC’s decision shall be final e. In the event of the first team being relegated to the junior ‘B’ league then the second team shall not be permitted to participate in the following years League. f. Clubs with a team in the junior league shall not be permitted to enter a second team. g. The first team shall always play in the higher division with the second team conceding promotion or accepting relegation to prevent this occurring. h. In this instance (g) the next placed team outside the promotion places will be promoted and the highest placed team within the relegation places of the division will not be relegated.

A Junior or Intermediate graded player who finds himself excluded from returning to his club’s junior or intermediate team (by virtue of the fact that he made an appearance for his club’s senior team) may make a written application to the CCC to request permission to return to play at his previously approved junior or intermediate grade. The CCC will consider and decide on all applications of this nature. Penalties: For a second team including a player from the current list of twenty four (24) ineligible players the following penalties shall apply:- Player - 12 weeks Suspension. Team - On a proven Objection - Award of Game to the opposing team. On an Inquiry by the Committee in Charge - Forfeiture of Game without Award of Game to the opposing team, or Fine, depending on the circumstances. Club Chairperson & Secretary – 12 month’s Suspension. 52

20. Fixtures involving senior, intermediate or junior teams in the Armagh Reserve/’B’ League shall be 15-a-side with the option of 13-a-side if agreed by both teams.

REGULATIONS GOVERNING THE ORGANISATION AND PRESENTATION OF CLUB CHAMPIONSHIPS It shall be the duty of the “Match Monitor” to report any breaches of these Regulations to the Committee in Charge In addition to the Monitoring of Match Regulations and Reporting of breaches the Match Monitor shall be responsible for any duties assigned to them by the Committee-in-Charge including arrangements in connection with the following: (a) Team party entry to the grounds. (b) Team party entering and exiting dressing room and field areas. (c) Team Officials allowed to sideline area. (d) Entry and egress for Referees and other Match Officials. (e) Observation of Clár an Lae. The Committee-in-Charge may also impose penalties for breaches of the Regulations brought to its attention by members of the Committee-in-Charge or the Management Committee.

1. NUMBER ALLOWED ENTRY (i) The number of players allowed external entry to a Venue and Pitch Enclosure shall be up to a maximum of 30 in Inter- Club game. (ii) Only these names i.e. up to 30 in Inter-Club games shall be published in the Official Programme. (iii) The number of Team Officials (excluding players) allowed external entry to a Venue shall be up to a Maximum of 17 in Football and Hurling. (iv) The number of Team Officials permitted to remain in the Pitch Enclosure during the game is up to a Maximum of five who 53

are the Water Carriers / Hurley Carriers (2) the Bainisteoir (1), Maor Fóirne (1) and Medical Person (1).

The Kit Manager is permitted entry to the pitch enclosure while the Team is warming up but must take his seat in the designated seated area provided for substitutes after the pre-match warm up. Selectors (other than Bainisteoir and Maor Foirne), second Medical Person, Rúnaí and Cathaoirleach may sit in the designated seated area provided for substitutes.

(v) The name and number (where relevant) of the following Team Officials must be included on a list submitted to the Referee prior to the commencement of the game and must occupy their designated area on the sideline as outlined in Section Six of these Match Regulations:

 Bainsteoir  Maor Fóirne (The Runner – who shall be one of the Selectors)  Medical Person I (Doctor)* / Medical Person II (Physio)*  Cathaoirleach Club / Rúnaí Club  Water Carrier 1 and 2  Water Carrier/Hurley Carrier 1 and 2 (Hurling) *One Medical Person is permitted to sit in the Designated Area, the second person in the designated seated area provided for substitutes. Penalty - Fine – €300

2. CLÁR AN LAE (i) Teams shall be notified in advance by the Committee in Charge regarding Clár an Lae (Pre-Match warm-up, Half Time Protocol, Dressing Room, Seating area on the sideline, bib colour, etc.) arrangements. 54

(ii) During a double or triple header players/team officials are not permitted to enter the pitch enclosure during the playing of the first/second game, at half time in the first/second game or between games. Penalty – Fine - €200 3. PARADE/AMHRÁN NA BHFIANN (a) Parade (i) Only the 15 players commencing the game as per the official list handed to the Match Referee may remain on the field of play for the Parade/Amhrán na bhFiann. All other Players/Team Officials must vacate the field of play three minutes prior to the throw-in and go to their designated area on the side-line /dugout/stand as appropriate. (ii) Where a parade is organised, players shall march in numerical order (in their team positions) as per the match programme behind the Team Captain. (iii) Tracksuits/Training tops shall not be worn during the parade without prior permission. (iv) Water bottles may be carried during the parade but Water Carriers are not permitted to approach players with water during the parade. Penalty – Fine - €300

(b) Amhrán na bhFiann Amhrán na bhFiann shall be played immediately before the ‘throw in’ in the main game (or second game where two games of equal status are being played) on all Championship occasions. Teams must stand to attention facing the flag in a respectful manner. This protocol also applies on occasions that a ‘tribute period’ is observed. Penalty – Fine - €300

(c) Helmets: Helmets must not be worn for Team Photographs or during the pre-match Parade. Penalty – Fine - €100 55

4. KICK/PUCK AROUND: A Kick/Puck around shall not be allowed at halftime. Penalty - Fine –€200

5. SUBSTITUTIONS A maximum number of three substitutes, without a football(s)/sliotar(s), shall be allowed to warm up on the sideline at any one time and shall be confined to their own half of the field, on the dugout side, as determined by its location. Substitutes warming up must wear tops that are clearly distinguishable from the Team Jerseys being worn on the field of play. Penalty- Fine – €100 6. TEAM OFFICIALS Team Officials must be named on a list submitted to the Referee. (a) CATHAOIRLEACH CLUB The Cathaoirleach, who shall remain seated in the designated area provided for substitutes, is responsible for adherence to Match Regulations by his /County/Club. He cannot be represented by any other person. In the event of his non- attendance his responsibilities will pass to the Rúnaí /Nominated Representative.

(b) RÚNAÍ CLUB The Rúnaí is permitted to move to the Sideline Official to relay details of substitutions. When not notifying the Sideline Official of substitutions, the Rúnaí or Nominated Representative shall remain seated in the designated area provided for substitutes

(c) BAINISTEOIR One authorised Team Official shall wear a distinctive top (supplied by the Provincial/County/Club Committee) which shall have the word “BAINISTEOIR” in clear large letters. The Bainisteoir is 56

permitted to move along the marked exclusion line, one meter outside the sideline from the 65m line to the 45m line (on the side of the pitch in front of his team’s dugout/designated area. The Bainisteoir is not permitted to enter the field of play. Other than where the Bainisteoir is suspended, excluded from the pitch enclosure or is unable to attend the fixure, may the Bainisteoir top be worn by another member of the Official Team Party. In no circumstances, may the known Bainisteoir wear a Maor Foirne top and thus enter the field of play.

(d) MAOR FOIRNE/RUNNER The Maor Foirne /Runner (who must be a Selector) may enter the field of play as specified hereunder to make changes and/or to give instructions to players. The Maor Fóirne shall enter the field of play through the substitution zone and only when the ball has gone out of play following a score or a wide or during a stoppage in play which is called by the Referee for medical attention to an injured player. He shall exit the field of play at the nearest end-line or side-line after which he must immediately return, without interfering with play, and resume sitting in the designated area. Any discussion between Bainisteoir and Maor Foirne must take place in the Designated Area.

This named official shall wear a Yellow or Tangerine coloured bib/top (supplied by the Provincial/County/Club Committee) which shall have “MAOR FOIRNE” in clear large letters. The Committee-in-Charge shall determine and notify the colour to be used by each team in advance of the game. The Maor Foirne may not act as a Water Carrier/Hurley Carrier and must not be a listed member of the Team Panel.

(e) MEDICAL PERSONNEL (I & II) The Medical Personnel (2) shall wear distinctive tops/bibs supplied by the Provincial/County/Club Committee which shall have the word “DOCHTÚIR or PHYSIO” in clear large letters; they may only enter the field of play to attend to an injured player on the instruction of the Referee. Medical Personnel are not permitted to carry out the role of Water Carriers but are not restricted in providing fluids in their medical capacity. When not attending to injured players, one Medical Person shall remain seated in the designated area on the sideline and the other Medical Person shall remain seated in the designated area provided for substitutes.

(f) WATER /HURLEY CARRIERS FOOTBALL Two Water Carriers are permitted per Team and must not be under 18 years of age. Water Carriers are not permitted to enter the field of play. One Water Carrier will be stationed at least 2m outside each 45m line as per the illustrated diagram, and must remain seated when not dispensing water. They may only approach the sideline at that point to dispense water to a player, and must then return to their designated position. Water Carriers will wear distinctive bibs supplied by the Provincial/County/Club Committee with the words ‘MAOR UISCE’ in clear large letters and numbered 1 and 2.

HURLING Water Carriers will also act as Hurley Carriers and must not be under 18 years of age. One Water/Hurley Carrier will be stationed at least 2m behind each 45m line as per the illustrated diagram, and must remain seated when not dispensing water, or providing a replacement hurley. Water/Hurley Carriers may enter the field of play with a replacement Hurley when necessary. However they may not enter the field of play with water at any stage, they may only approach the sideline to dispense water, and must then return to their designated position.

A distinctive bib with the words ‘MAOR CAMÁN/MAOR UISCE’ in clear large letters and numbered 1 and 2 (supplied by the Provincial/County/Club Committee) must be worn by each Hurley Carrier/Water Carrier. Hurley/Water Carriers are not permitted to carry sliotars. The following persons are not permitted to act as Water/Hurley Carriers; (i) Bainisteoir (ii) Maor Fóirne or other Selectors (The Maor Fóirne may carry water when he enters the field of play as permitted in Regulation) (iii) Cathaoirleach or Rúnaí/Nominated Representative (iv) Medical Personnel (v) Substitutes, members of extended panel and injured players

(g) OTHERS ON OFFICIAL TEAM LIST The name and number (where relevant) of each Team Official shall be included on a List submitted to the Referee prior to the commencement of the game. 59

(h) The Referee or other Official(s) appointed by the Committee- in-Charge shall report any unauthorised entry on the field of Play. The Referee also has the authority to send any person in repeated contravention of Match Regulations to the stand/outside the pitch enclosure and such person cannot be replaced. PENALTIES FOR BREACHES OF REGULATION 6

(i) Penalties shall be at the discretion of the Committee-in- Charge, taking into account frequency of Breaches of Regulation. (ii) Offenders reported by the Referee for unauthorised entry on to the field of play may be dealt with under appropriate Rule.

7. SLIOTARS (i) Only sliotars approved by Cumann Lúthchleas Gael which display the official GAA stamp may be used. (ii) Goalkeepers are not permitted a private supply of sliotars in the goal area. (iii) Umpires have the authority to control the supply of sliotars to the goalkeeper and to confiscate if necessary non-approved sliotars. Penalty- Fine – €200 8. PROGRAMME (a) Teams shall be provided for the official programme and to the media four days before the game to the Committee in Charge i.e. no later than Wednesday noon prior to Saturday evening/Sunday game. Penalty – Fine €500

(b) Players shall be numbered in accordance with the Official Programme and from 1 to not more than 24. In the case of a valid withdrawal the jersey number of the player being replaced shall 60
