INTRODUCTION

Chemmanad Grama Panchayath is located in the Kasargod block of

Kasaragod taluk, district in the state of . The panchayat has 40.1

KM2 extent. The Panchayath is geographically composed of coastal areas and plain sand. It has a rich cultural heritage which includes the area around the Chandragiri

River, also known as the Chemmanad river. The famous tourist spots Chembarikka beach and Chandragiri fort are located here. The Panchayath has a rich art gallery based on the , poorakali, , dafmuttu, oppana and of the

Kannada people, the universal forms of rural divine concepts and art. There are lots of artists in Chemnad Panchayath. The name of the late MA Panicker is famous among the artists who saw the mystery of art. The people in Chemnad

Gramapanchayath speak a variety of languages including , Kannada,

Hindi, Thulu, Marathi and Urdu. Other specialties of Chemmanad Panchayath includes school grounds with ample playgrounds, temple grounds and beaches.

Chemnad Panchayat in notable for it‟s rich culture and achievement in education.

Special school for women was started in the panchayat ten decades ago. The panchayath also has sent two ministers to Kerala legislature in the last three decades.

CHEMNAD CDS

The CDS office, which can be described as the centre piece of the Chemmanad Grama Panchayath, is located in the Panchayath office compound itself. The office is lead by CDS Chairperson Mrs. Mumthaz Aboobacker with the support of member secretary Mr. Pradeesh M K, Vice Chairperson Mrs. Rama and CDS accountant Mrs. Priya Viswam. The other member secretaries those who served Chemnad CDS are Mr. Farook M K, Mr. Babu M and Mr. Vijaya Kumar B V in the year 2017, 2018 and 2019 respectively. All are very efficient and energetic.

Chemnad CDS consists of 7052 families in 382 neighbourhood groups. In addition, there are 2 Disability Neighbourhood Group, 17 Elderly Neighbourhood

Group and 2 ST Neighbourhood Groups. The 95%BPL family members are involved in the NHGs. Out of 283 SC families in the Panchayath, 282 families are part of

Kudumbashree.

Micro Finance Kudumbashree with its core mission to wipe out absolute poverty through women empowerment has indeed touched many lives through its integrated, comprehensive approach. Thousands of the poor and the marginalized population are building their lives, their families and their society through these neighbourhood groups.

Social Development

BalaSabha:

There are 39 Balasabhas consisting of 587 members functioning under Chemnad CDS. Their participation is evident in any program implemented by the Panchayath and Kudumbashree. There are 23 Balasamiti functioning actively in wards. Bala Panchayath has also been formed. In addition to events suggested by the Jilla Mission, such as the Pencil, day celebrations such as August 15 are well organized. Quizzes, debates and awareness classes help children in their personality development. Also one balasabha member participated in the state science fest, BalaParlament, State Ganitha Fest.

There are 5 Balakrishi (child farming) groups in CDS. Chemnad CDS Conducted two days “Ola Peepi” work shop for balasabha members. It was a great experience for balasabha memers. Also 2 days residential Balasabha Shastrolvasam was conducted.

Buds Rehabilitation Centre (BRC):

BUDS Rehabilitation Centres (BRCs) are day care centres for mentally challenged persons of 16 or above years of age. BRCs are part of a Kudumbashree initiative to fill a gap in the State‟s existing system for providing care to the mentally challenged that caters only to persons up to 18 years of age. Chemnad Grama

Panchayath acquired land for BRC and state mission allotted Rs. 1250000/- for

BRC.

Destitute Free Kerala (DFK):

Destitute Free Kerala is different from other poverty eradication projects in the sense that instead of focusing on a particular aspect of poverty, it endeavours to look into various dimensions of poverty. While many of the basic, developmental and psychological needs of a Destitute Free Kerala beneficiary family are taken care under the aegis of Kudumbashree. In Chemnad CDS Ashraya beneficiaries are getting the benefit of DFK.

CDS members pay special attention to deliver food to the beneficiaries of DFK scheme every month. Necessary interventions have been made by conducting medical camps. CDS and ADS played significant role in building and renovation of houses for beneficiaries. Total 27 houses renovated through DFK program.

Gender Resource Centre (GRC):

First Model GRC of is located in Chemnad C.D.S and 168 cases are resolved till date. All Gender activities recommended by the District Mission, such as the Snehitha Calling Bell, and awareness classes have been carried out in a timely manner. Legal awareness classes and seminars were organized at the Panchayath level on the occasion of Women's Day. In the last two years many training programs were conducted with the help of GRC.

From the above, one case is especially notable. In a land dispute the petitioner was awarded 12 cents of land. In other on-going cases, GRC arranged free legal assistance for the petitioners. Counselling and treatment were extended for 17 children, 3 cases of de-addiction was also reported as a result of the intervention. Food kits and medicines supplied for 75 Snehitha calling bell beneficiaries with the help of CDS. 3 couples were awarded divorce and 6 couples jointed with the help of DLSA. GRC also provided free legal assistance to 16 persons. Also 16 ration card issues and bought life mission house and flat to two beneficiaries.

Micro Enterprises: Micro Enterprises are the Back bone of Chemnad C D S. In the beginning there were very few numbers of MEs in the Chemnad CDS, eventually numbers of MEs increased with the support of Districk and Block Panchayath and Chemnad Panchayath.

Currently there are 50 ME groups, consisting 210 members, including 183 BPL and 3 SC members in the CDS. 6 Haritha Karma Sena units registered are under Chemnad CDS, which has 13 members. CDS ensured all the facilities. One Pretyasa ME Unit is also registered as ME. Eleven people have been trained as part of ARISE. A Janakiya Hotel is operating under the leadership of CDS. Chemnad CDS conducted 3 festival markets and received a turnover of Rs 6,19,664/-. In 2018 a product campaign led by Home shop, distributed 350 kits to NHGs and its profit was used for giving food kit for Snehitha Calling Bell Beneficiaries. Agriculture Chemnad CDS is actively engaged in the field of agro-animal husbandry. At present, 104 groups of farming groups are working in CDS including 9 coastal groups. They have cultivated an area of 228 Acres. The 104 acres of fallow land have been made cultivable in connection with the JLG drive and Subhikhsa Keralam Scheme. 24 groups are part of organic farming. Two units of plant nursery commenced operation after getting training and with the help of Revolving Fund.

. KhseeraSagaram : Dairying is an important source of income to small and micro farmers. Ksheera Sagaram is an innovative project developed for providing employment to NHG members through Cow rearing, Milk marketing and Value addition. Chemnad CDS allotted Rs. 864000 for Ksheera Sagaram project. Currently 4 units under Kshira Sagaram Scheme are registered with CDS.

Kerala Chicken:

The aim of Kerala Chicken project is to support poultry farming and bring in price stability in the state chicken market and to end the exploitative tactics by poultry lobbies. To implement Kerala Chicken project in Chemnad Panchayath, CDS Chemnad allotted Rs. 450000/- for 3 Kerala Chicken Units.

Value Added Units:

Another achievement of Chemnad CDS is formation of Value Added Units. More than 10 Value Added Units are functioning under Chemnad CDS. Bismmilla Value Added Unit participated in the Saras Mela and Distict and State Kalolsavam. Rs. 200000/- revolving fund and Rs.50000/- were granted for Bismilla Chips Unit.

Special Initiative Programmes Vayojana Sangamam

Chemnad CDS conducted Vayojaa Sagamam for honoring old age people and given gift to them. Elderly persons‟ meetings are held every year to ensure the well-being of them.

Online Padanam (Virtual Learning):

When covid 19 pandemic affected the education system, Chemnad CDS took special attention to support Online Padanam and sponsored 2 TVs for students who didn‟t have TV and Cable connection.

Supply of Vegetable For Community Kitchen:

In the lock down period Chemnad CDS took initiative to collect vegetables from all wards of Panchayath and supplied 10 quintal vegetables to community Kitchen.

Vishu and Celebration:

In the context of COVID 19 pandemic all festival events and competitions related to and Onam were conducted via online plat form.

One Day Tour with Snehitha Calling Bell Beneficiries :

Chemnad CDS conducted one day tour program for Snehitha Calling Bell Beneficiaries and Visited Kannur Airport , Araykkal Palace and Dharmadam Beach.

Food Kit for Snehitha Calling Beneficiaries:

Due to Covid 19 pandemic many families are struggling with financial crisis and many of them do not have money to buy food. Chemnad CDS found out the

Page 14 needy and distributed food kits to them. Food kits were also given to Snehitha calling bell beneficiaries.

Sneha Bhavanam :

Another big acheivment of Chemnad CDS is the Snehabhavam, which is an initiative for constructing house for houseless poor. An 800 sqft (Budget cost Rs.600000/-) snehabhavanam home construction is ongoing at Bendichal ward. Each NHG member donated Rs. 75/- for the Snehabhavanam and the dream project of Chemnad CDS is at its final stage.

KudumbaSree School for Disaster Management:

Kudumbasree school project focused to provide volunteer service during the emergency situations like flood and other disasters. Many training program and awareness classes were given to the members through Kudumbasree School.

Sneha Nidhi FundCollection:

SnehaNidhi is a funding program for charity work by Chemnad CDS. Each NHG member donates 5 rupees for Snehanidhi fund every month and fund is given to NHG members who are in need of financial assistance or for attending to any medical emergency. Chemnad CDS collected Rs. 455230 through Snehanidhi and donated Rs. 168000/- for charity works.

Mazhapolima :

Another Special program initiated by Chemnad C.D.S is “mazhapolima”, it is a celebration to cheer up those whose are engaged in agriculture.

Karuthal Campaign :

To support value added units, Chemnad CDS conducted „Karuthal Campaign‟. Through this venture a Value Added Unit earned a turnover of rupees 5 lakhs.

Manam Pole Mangalyam(SamoohaVivaham):

Chemnad CDS took the initiative for marriage solemnization of orphan girls in Paravanadukkam mahila mandiram.

Thudar Vidyabhyasam:

After the Arang Kalolsavam, Chemnad CDS hosted the Thudar Vidyabhyasa Kalolsavam in 2019 which aimed to encourage more people to join thudar saksharatha program. Thudar saksharatha program brought a good result in Chemnad Grama Panchayath‟s literacy ratio, Currently 9th, 10th, +1 and +2 classes are running under literary program and more than 100 candidates are registered under literacy program and all candidates are from Chemnad from Chemnad C.D.S. All the candidates have cleared the 10th and +1 exams.

Community Kitchen:

In the lock down period Chemnad CDS took charge of community kitchen and supplied 400 food kits per day for migrant workers, quarantined people and workers free of cost and the kitchen provided 47 days of service. Vegetables and rice for the kitchen collected from 23 wards under the supervision of CDS members.

Honouring Ceremony Held for Senior Citizens:

Chemnad GRC honoured 23 senior citizens in ward level and 110 year old Mrs. Pattiyamma from ward 20 was honoured at the CDS level. Member secretary Sri. Pradeesh M K and CDS chairperson Mumthas Aboobacker visited Pattiyamma‟s home and gifted Onakkodi.

Helping hand for Flood affected Districts :

Chemnad CDS gave helping hand for flood affected district in 2018. The CDS donated Rs. 189000/- to Chief Minister‟s Relief Fund, Food and dresses worth Rs. 122000/- and LED buls worth Rs. 1,35,800/- were contributed. The LED bulbs were handed over to Wayanad team in the presence of Chemnad Grama Panchayath president Sri. Kallatra Abdulkader. Six kudumbasree members went to Trissur district to clean flood affected houses.

Haritha KarmaSena :

Chemnad CDS formed Haritha Karma sena in each ward. Currently there are 23 Haritha Karma Sena members. The units collect non-biodegradable waste from

Page 20 houses and are sent to shredding units for recycling. The waste is segregated into different sections based on its features and store in the MDF which is located in Koliyadukkam.

Suresh Edayat Treatment Fund Collection :

Chemnad CDS donated Rs. 119800 /- for the treatment of a kidney patient Suresh Edayatt. All the NHG members came forward to be a part of the Suresh Edayatt Treatment Fund.

One Day Picnic with CDS Members:

Chemnad CDS undertook a one day trip to Kannur Vismaya amusement park. It was a great pleasure having a one day tour for the team consisting of CDS members, member secretary and other staff members. CDS family got relaxed from

Page 21 the busy life by singing and dancing in the bus and for some it was their first experience in the amusement park.

Learning Points

From this exercise I understood the importance of role played by the CDS Chairperson and how she is in a position to understand, learn and act for the wellbeing of the society. The chairperson takes a leadership role in alleviating the problem of destitute and poor and gives them a helping hand from the limitations of the system.

Feedback

A whatsapp group created and added all the NHG‟s secretaries helped to pass the information and instruction from the State and District mission in to root level. It also helped to find and lend a helping hand to those who are isolated in the community. The overall result was it made possible the creation of 46 new NHGs and 36 ME Units.

Opinions In Chemnad CDS majority of CDS members are coming from below average families and everyone's home is located far away from the CDS office. To attend a meeting in CDS office they need spend about Rs.150/- as travel fare. Currently Kudumbasree allocates Rs. 85/- as honorarium. Chairperson suggests increasing CDS member‟s honorarium to 250 rupees.

Spontaneous task and assignments from State and District mission makes work tough, hence the CDS chairperson requested to inform such task 3 or 4 days in advance.

Currently, the tenure of a CDS chairperson is three years. The first two year is spent on training and learning more about the system, when the performance increases in the third year, tenure will be at its end. Hence, So Chairperson suggests increasing the tenure from three to five years.

Conclusion

Over the last three years, Chemmanad CDS has been able to reach more people and have been able to help the needy and the poor. CDS achieved this by team work and determination.
