11.. EEXECUTIVE SSUMMARY Propose project is a Renewal case. Initially lease was granted in favour of M/s Bhagwan Das & Company on dated 30.06.2010 for a period of 05 years. The lessee has again applied for renewal of mining lease to the concerned authority. The mine lease area is located near Mouza – Dhatapara, P.O- Kotalpokhar, P.S- Kotalpokhar, District-Sahibganj (Jharkhand). Open cast semi-Mechanized method will be suitable for this project. 22.. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 PROJECT PROPONENT M/s BHAGWAN DAS & COMPANY 2.2 ADDRESS OF THE LESSEE Proprietorship:- Sri Bhagwan Das Vill- Sindhipara, P.O.- P.S- Pakur, Dist.- Pakur, Jharkhand 2.3 MINING LEASE AREA & LEASE BACKGROUND The mining lease area is 2.02 hectare and it is a government waste land as per revenue. The lessee has applied for mining lease for stone (Basaltic rock) over an area of 2.02 Ha in favor of M/s Bhagwan Das & Company Mine at Dhatapara earlier lease period 30.06.2010 for a period of Five years.

2.4 BRIEF DESCRIPTION OF NATURE OF PROJECT: The proposed stone (Basaltic rock) mine area is located near Mouza – Dhatapara, P.O- Kotalpokhar, P.S- Kotalpokhar, District-Sahibganj (Jharkhand). The total mining lease area is 2.02 Ha. The mining will be carried out in the mine lease area by adopting semi-mechanized mining method. The proposed stone (Basaltic rock) mine shall be developed by Semi-Mechanized mining method. The OB and mineral are hard and compact. So drilling or blasting is required. There will be Drilling & Blasting use and Blasting in open cast mines is of utmost importance, not only because it has to be compatible with the shovel/loader but also preferably as will obviate the necessity of secondary blasting which is known to be very costly. The feed size for the crusher has to be low below 600mm, because it is important that variations of the hardness of the formation don’t result in waste use of explosive with unbalanced product size. It is also important that the fines generated, are kept as low as possible.

2.5 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND REGION The Project is a mining lease for stone (Basaltic rock) mine that should be used for infrastructure development. The material is used for building construction and road construction. The impact due to mining on the socio- economic front will be beneficial. About 15 people will directly benefited by mining through employment. With continuation of mining, other infrastructural developments will increase the socio-economic status of the local inhabitants.

2.6 EXTENT OF MECHANISATION

2.7 DRILLING BLASTING ( IF DONE) Drilling and blasting operations will be carried on strictly as per the provision of MMR, 1961 under the strict supervision of qualified persons. For storage and issue of explosives, the relevant provisions of Indian Explosives Rules, 1983 will be followed.

Blasting time is generally fixed at lunch interval or after the working shift-taking. All required precautions, like marking the danger zone with red flags, use of warning signals and providing blasting shelters etc will be taken.

Although the mine is far away from any population, precautions will be taken to minimize nuisance, caused by blasting. All necessary safety precautions are being taken in accordance with the explosive act. Precautions are also taken as per permission given under MMR, 1961 106(2) (b) by the Director of Mine’s Safety for deep hole drilling & Blasting and also for the usage of heavy earth moving machinery.

Vibration: In order to minimize vibration the precautions shall be taken:

1. Blast holes shall be initiated by non-electric (NONEL) down-the-hole (DTH) delay detonators. 2. Care shall be taken to ensure that effective burden is not excessive and the face shall be kept sufficiently long. The burden shall be kept at 3m & spacing shall be 3.5m. 3. Optimum charge per delay shall be kept as low as possible. 4. The depth of the hole shall be normally 6 m, which includes about 0.6 meter of sub grade drilling, i.e. about 10% of the depth of the hole. The diameter of the hole shall be kept at 100 mm. 5. Adoption of two row blasting and V pattern of firing. 6. The firing of maximum possible no. of blast holes towards free face. 7. Use of delay detonators between the holes and rows of blasting.

Noise: The following steps shall be taken to minimize pollution by noise.

1. Blasting shall be well designed & blasted periodically rather than couple of hastily unplanned blast daily. All the explosive and the NONEL detonator shall be put within the blast hole & instead of detonating fuse, NONEL trunk-line-delay-detonator shall be used for trunk line connections. 2. Blasting shall be planned to minimize boulders, so that secondary blasting shall be reduced. 3. Green belt with trees of varying height shall be developed around the quarry to absorb the blast noise & reduce noise.

Fly Rocks: While blasting, if the holes will not be properly designed and charged, the main thrust of the blast will be upwards and instead of fragmenting the rock, there will be an outward surge resulting in rock fragments flying. In order to prevent fly rocks following steps shall be taken: 1. Stemming length shall be kept equal to the burden. 2. Inter-row delay shall be selected in such a way that each row pushes its burden forward rather than in an upward direction. 3. Toe formation shall be avoided by proper design of drilling and blasting as toe hole blasting involves increased risk of fly rocks. 4. To avoid fly rock problem at the edge of hill, light charged muffle blasting shall be under taken.

2.8 DEMAND AND SUPPLY GAP As mentioned above, there is large demand of stone (Basaltic rock) for construction and other activities in the region. It is the essential raw material for construction of building, check dams, roads, bridges etc. Presently there is a shortage in supply of these materials as compared to the demand.

2.9 IMPORTS V/S INDIGENOUS PRODUCTION Development needs will be met only through indigenous produced stone (Basaltic rock).

2.10 EXPORT POSSIBILITY There is no proposal to export the stone (Basaltic rock). However, stone (Basaltic rock) produced from the mine will full-fill the needs of the region.

2.11 DOMESTIC/EXPORTS MARKETS The proposed mining activity is for indigenous consumption only for construction. There is no proposal to export the mineral.

2.12 EMPLOYMENT GENERATION (DIRECT & INDIRECT) DUE TO THE PROJECT There will be 15 skilled and unskilled workers required for the mines who will be recruited from neighboring villages on contractual basis.

As per notification of Ministry of Environment and Forest (MOEF), New Delhi all projects below than 50 hectare falls in category “B” as in this case the lease area is 2.02 hectare, so this is also falls in “B2” category.

3.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM/FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD BE GIVEN) Since the mine will be worked in mechanized working pattern during this proposed plan period of 5 years, bench height will be restricted to the statutory 5m X 5m due to compactness of the hard stone (Basaltic rock) and as per the DGMS norms

1st year - During this year working will be started from the Western part with three benches of 5m X 5m in dimension up to RL 56m. For haulage of the stone (Basaltic rock) ramp will be maintained at the quarry face.

2nd Year - During this year working will be continued from the same quarry with two benches of 5m X 5m in dimension up to RL 46 m. For haulage of the stone (Basaltic rock) ramp will be maintained at the quarry face.

3rd Year - During this year working will be started from the same quarry with two benches of 5m X 5m in dimension up to RL 56 m. For haulage of the stone (Basaltic rock) ramp will be maintained at the quarry face.

4th Year- During this year working benches will be further developed from the same quarry with two benches of 5m X 5m in dimension up to RL 46 m. For haulage of the stone (Basaltic rock) ramp will be maintained at the quarry face.

5th Year- During this year working will be continued from the same quarry with two benches of 5m X 5m in dimension up to RL 36 m. For haulage of the stone (Basaltic rock) ramp will be maintained at the quarry face.

3.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED. The proposed project is a minor mineral mining project for stone (Basaltic rock) mining site near Dhatapara Mauza. The pits created due to extraction and collection of material from mine area will be, converted to water body and reclaimed area will be converted to green belt.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT AND SOURCE SHOULD BE GIVEN Total water requirement in the mine will be about 3.58 KLD for drinking & domestic use, dust suppression and plantation. Required water will be collected from nearby villages.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID ) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL Nature of waste excavated from mine is of top soil, alluvium and sand stone that is considered as overburden here. 3.10 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As per the Environment Impact Assessment (EIA) notification dated 14th Sept. 2006 and amendment done so far, the proposal of mining lease falls under category B. EIA/EMP report not is required to get environmental clearance for this project from the SEIAA/DEIAA. The baseline studies will be undertaken as per schematic diagram given as Fig 3.1.

The raw materials such as Stone (Basaltic rock) available in this area are granted for mining purpose. The required semi- skilled and unskilled laborers are locally available. For transportation of material/minerals tractor trolleys/tipper trucks/cart will be deployed.

5.2 POPULATION PROJECTIONS The project will employ most of the workers from nearby villages. Only supervisory staff will be hired from outside. There will not be any increase in population due to the project.

66.. PROPOSED INFRASTRUCTURE As the project will be deploying local workers for the mining as well as the transportation of the minerals, therefore no infrastructure for their residential purposes is needed.

77.. REHABILITATION AND RESETTLEMENT(R&R PLAN)

7.1 POLICY TO ADOPTED (CENTRAL STATE) IN RESPECT OF THE PROJECT AFFECTED PERSON INCLUDING HOME OUTSEES, LAND OUTSEES AND LANDLESS LABOUR The mine lease is government land and do not have habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

However, after 5 yrs plan period, backfilling may be started or that may be converted into water reservoir if required. Estimation of area has not been done now. This will be planned later. Under water pollution prevention plan, garland drain and retaining wall will be constructed all around the dump, and pits. Sedimentation pond, unlined settling tank will be constructed near the boundary area to provide a proper channel for water outflow. And secondary settling pond will be connected to nearest water bodies.

The project is of utmost importance to the area/ region for interest of mineral development and improves the socio-economic conditions of the local habitants.
