EXECUTIVE SUMMARY

Overview

1 This semi-annual report presents the status of compliance with the environment managementplan (EMP) during the project implementation from July to December 2020.The key environment issues caused by project construction have been discussed, and corresponding improvement measures and follow up actions have been suggested with respect to the issues found. Progress in Implementing the EMP

2 The project has been implemented in accordance with EMP requirements, and relevant environmental provisions have been included in the bidding document and contract. PPMO has distributed both the EMP and design documents to PIUs, contractors, and supervisors before the commencement of construction. 3 At the project preparation stage, PPMO, PIUs, design institute, EIA Institute, and EPBs have conducted related public consultation activities in accordance to ADB requirements. The GRM has beenestablished and carried out by PPMO.Nocomplaintshave been received during this reporting period.

4 Environmental officers of PPMO and PIUs have been working effectively on the project withthe support of Loan Implementation Environmental Consultant (LIEC). EMP trainings have been provided to relatedstaffs in PMO, PIUs, contractors and supervisors. PPMO andrelated PIUs conducted the environment impact assessment process for the proposed new components at Mid Term Review. The new components (2019) included the following Proposed new components; Qingzhou—Heihushan Reservoir Capacity Expansion, Shouguang—Judian Lake Water Diversion Works, Huantai—Recharge works by diverting water from Xiaoqing River to Mata Wetland.

Key issues 5 There is river section dredging construction at Huantai—Recharge works by diverting water from Xiaoqing River to Mata Wetland in this reporting period, sediment monitoring has been carried out before dredging in this reporting period according to the updated-EMP requirement and ADB Mission (for 15–16 October 2020, ie,second round of sediment sampling for new subcomponents)requirement. The monitoring parameters included heavy metals and pesticides. The monitoring results were provided in the Appendix 1External environmental monitoring results. The monitoring results show that the sediment meets the corresponding treatment standards. For the previous reporting periods - a total of 7 monitoring reports before - the sediment monitoring has been carried out for the corresponding river sections, and the sediment of 13 sections in 4 counties has been monitored. All the monitoring results show that the sediment meets the corresponding treatment standards. Allof the dredged sediment was used for backfill of embankment and road construction. The dredged sediment was not disposed of into farmland in the previously construction periods.The construction contractors have conducted some engineering protection measures to control the soil and water erosion, and gained effective performances of the construction activities of 3 new components (2019) in this repoting period.

6 Covid-19 prevetion. Contractors have prepared H&S plan, which is aligned with relevant PRC government’s regulations and guidelines on COVID-19 prevention and control, or with international good practice guidelines as updated in the future. 5

The H&S plan was reviewed by the supervision consultant in consultation with relevant local public health inspectors, local medical officers, or other relevant health specialists, with a recommendation forwarded to the EA/IA for clearance. The Plan includes COVID-19 prevention and control measures, including disinfection/cleaning of offices, construction sites and labor camps, on-site body temperature checks, social distancing measures, mandatory use of personal protective equipment such as facemasks, provision of handwashing stations and hand sanitizers etc., and procedures to be adopted in the event any worker is infected with COVID-19.

7 The field observations showed that in at a few of construction sites, trucks carried muddy substance onto public roads. No wheel washing equipment or washing wheel at exit was found. A few of work camp site littering was found.

Lessons learned

8The sub-project construction supervision- environmental supervisions are undertaken by several agencies respectively. The independent compliance monitoring of sub-projects is also undertaken by a number of engineering supervisors fromenvironmental supervision agencies and soil and water conservation agency.Through bidding, Beijing Linfengyuan ecological environment planning and Design Institute Co., Ltd. has carried out external monitoring on soil and water conservation of engineering construction activities in 5 sub project areas. Qingdao Jingcheng Testing Technology Co., Ltd. carries out external environmental monitoring, and Shandong Keyuan engineering construction supervision center carries out construction site environmental supervision. The sub project areas scattered in five counties are monitored or supervised by a unified unit, which is convenient for organization and coordination.

9 To take the high attention to Covid-19, and to conduct the mitigations on control and prevent the Covid-19 as effectively as possible at early stage of the Covid-19 infection at project construction sites.

Next steps 10Covid-19 prevetion; The special COVID-19 prevention and control measures should be conducted according the when and where needed as following;  Management for COVID-19 infection containment at site and related information disclosure;  The contractor should appoint a supervisor for COVID-19 disinfection controlling;  The information pertaining to requirement on COVID-19 disinfection controlling should be disclosed at construction site;  The contractorsshould keep in touch with the local medical authorities and the CDC in terms of epidemic control;  The contractorsshould prepare the facility installation of hand sanitizer stations at key entry, exit, and access routes on work sites;  The contractorshould provide the facilities to manage the social distancing for catering and accommodation;  confirmation of infection-free status required for all project staff and contractors prior to accessing work sites;  To have the notice posted on the construction site - prohibit irrelevant personnel to enter the construction site.  To establish an inspection system at key entrances, exits and access ways of the work site, and measure the body temperature and check the 6

mobile health QR code of the entry personnel.

11The following are suggested to enhance solid waste management:  Provide waste collection and storage containers at locations away from surface water or sensitive receivers;  Arrange with municipal waste collection services for regular collection of waste;  Properly remove and dispose residual materials, wastes and contaminated soils. Provide sufficient garbage bins at strategic locations and ensure that they are protected from birds and vermin, and emptied regularly by the municipal waste collection systems.

12 It is recommended that construction waste disposal sites be better considered to reduce soil erosion during rainy seasons before the construction started. To continue strengthening the monitoring the sediments when the dredging activities are conducted for the relevant construction activities. All of these mitigation measures should be implemented according to EMP requirements. PPMO and related PIUs need to enforce the environment management process for the 3 new components proposed in2019 at Mid Term Review.In addition, since construction of several reservoirs has been completed and the water storage has begun, the domestic completion environmental protection inspection and acceptance is to be prepared. After they are put into operation, the environmental monitoring will continue,and the results will be reported to ADB for at least one year according to the EMP.

I. INTRODUCTION A. Purpose of report 13 The purpose of this environmental monitoring report (EMR) is to describe and assess progress for implementation of the environmental management plan (EMP) for the PRC: Shandong GroundwaterProtectionProject, for the reporting periodJuly to December 2020.This EMR is submitted in compliance with the Safeguard Policy Statement (SPS)of the Asian Development Bank (ADB) and the loan agreement between ADB and the project executing agency.

14 This is the 8thEMR for the project. It covers part of the construction phase of the project. The report describes: (i)implementation of mitigation measures; (ii)monitoring activities; (iii)public consultations (including grievance redress); (iv)training and capacity building; (v)reporting; and (vi) an overall assessment of key achievements, challenges, issues, corrective actions, and lessons learned, during the reporting period.

B. Project outcome, outputs and subcomponents

15 The municipalities of and are serious water scarce areas, where water per capita is about one-sixth of the average in the PRC, depending heavily on groundwater, especially for its intensive and high value agricultural production. The project area, part of the Northern China Plain (NCP), is a main vegetable production base for Beijing, Tianjin and other cities in NCP with a high concentration of vegetable greenhouses. In some downstream areas, agricultural production, in particular,the vegetable cultivation already stopped due to lack of suitable water sources. Domestic and industrial water demands, although still less than agricultural water use, are also on the rise as a result of the rapid economic development and urbanization in the area.

16 The consequences of the current unsustainable groundwater utilization are serious: (i) pumping costs have increased, (ii) groundwater quality is deteriorating due to seawater intrusion and environmental pollution, (iii) domestic water supplies and agricultural production are at risk, and (iv) the area is suffering from significant financial and economic damages caused by land subsidence. Seawater intrusion in the north has extended 35 km inland from the coast, and some areas have already experienced subsidence of more than two meters. The process of land subsidence is irreversible, and urgent action is needed to avoid worsening.

Brief Description of Project Components

17 Output 1: Groundwater recharged and conserved. Output 1 will support the introduction of groundwater recharge technologies in the project area to increase shallow groundwater recharge and reduce usage of deep groundwater. Output 1 will have two components: (i) rehabilitation and construction of about 880 hectares of

wetland areas, including canals, which will contribute to the recharge of shallow groundwater resources; and (ii) technological innovation for monitoring shallow groundwater recharge in Huantai County. Under component 1, two wetland areas will be rehabilitated in Huantai County and Shouguang City to improve the reservoir and ecological functions of the wetlands and increase shallow groundwater recharge through the canal network. These wetland areas currently suffer from water shortages and are not operational. Component 2 includes the development of a comprehensive management information system for water resources monitoring and management in Huantai County, including monitoring and dissemination of groundwater levels, quality, and abstraction. The management information system will be developed to complement an existing urban water supply management system. The existing system will be expanded to include monitoring of water resources, data analysis, optimizing the allocation of water resources, water regime forecasting, and decision-making support for flood control.

18 Output 2: Surface water allocation improved and monitored. Output 2 will improve water allocation and monitoring to increase water availability in water-scarce parts of the project area and indirectly reduce the pressure on groundwater resources. The output will have three components: (i) improvement of surface water allocation, (ii) retention of storm water, and (iii) establishment of hydrological facilities in . Through the improvement of surface water resources allocations, the exploitation of groundwater can be reduced. Component 1 will support Gaomi and Qingzhou cities and Huantai County to rehabilitate surface water flow systems and construct connections between the wide network of small rivers, canals, and small-sized reservoirs that exist in the Weifang-Zibo area. The connections will enable the local governments to supply areas with additional surface water resources to reduce the pressure on groundwater resources. Similarly, component 2 will support Changle County and Gaomi City to increase their reservoir capacity for improved storage of surface water. It is envisaged that the total storage capacity of the Nanzhai and Juchenghe reservoirs will be increased from 3.7 million m 3 per year to 8.3 million m3 per year. Component 3 will support Changle County to establish precipitation and flow monitoring capabilities in the Nanzhai Reservoir watershed.

19 Output 3: Capacity development for water resources management enhanced. Output 3 will have two components: (i) institutional strengthening of ADB’s project management procedures and policy development support, and (ii) project management. Component 1 will provide support for and training on groundwater policy and new approaches and techniques in water management, including wetland management, water-saving technologies for the agriculture sector such as smart greenhouses, the establishment of a groundwater trading system through pilot water user associations, and an integrated circuit card-controlled water usage system to be developed in Huantai County for monitoring and managing groundwater demand for agricultural and rural water users. Knowledge products will be prepared to document

the experiences and achievements. Component 1 will also support capacity development and training of staff from the SPG and local governments in ADB project management procedures, technical design and implementation, and safeguard supervision and monitoring. Component 2 will provide overall project implementation support for staff from the SPG and cities and counties, including the implementation of land acquisition and resettlement.

20In the design stage the PMO passed this EMP to the design institutes for incorporating mitigation measures into the detailed designs. To ensure that bidders respond to the EMP’s provisions, the PMO and local project implementation units (PIOs) prepared and provided the following specification clauses for incorporation into the bidding documents: (i) a list of environmental management requirements to be budgeted by the bidders in their proposals, (ii) environmental clauses for contractual terms and conditions, and (iii) component DEIAs, and project EIA including EMP for compliance. In Mid Term Review, PPMO and related PIUs proposed 3 new components (in 2019). PPMO and related PIUs conducted the environment impact assessment process for the proposed new components of Mid Term Review. The new components included the following new components; Qingzhou—Heihushan Reservoir Capacity Expansion, Shouguang—Judian Lake Water Diversion Works, Huantai—Recharge works by diverting water from Xiaoqing River to Mata Wetland. The environmental management measures framework for the 3 new components(2019) civil construction activities were presented in operation requirements.

21The construction activities of 3 new components(2019) is include;

1) Judian Lake and Ta River Rehabilitation (Shouguang) - new component in 2019 a) Ecological rehabilitation of Judian Lake and tributaries of Ta River: (i) river training, including 4 rivers/channels with a total length of 14.625 km (bank slope improvement, curve cutoff works, riverbed cleanup and greening); (ii) rebuild 3 sluice gates and 5 bridges; b) Diversion work for irrigation of mechanized wood farm, including construction of 1 lifting pump station and 2 km water transmission pipeline; c) Road rehabilitation around Judian Lake, including pavement treatment with a total length of 4.411 km (using bituminous concrete); d) Demolish and construct a bridge on Leibu Channel.

2) Mata Lake Water Connection and Replenishing (Huantai) - new component in 2019 a) River improvement with a total length of 37.083 km (including dredging), bank slope improvement with a total length of 73.69 km (including greening), and embankment maintenance for dangerous sections with a total length of 13.378 km; b) Construct 58 auxiliary structures: (i) maintain 4 culvert gates; (ii) rebuild 4 culvert gates and 29 bridge culverts; (iii) construct 10 culvert gates, 9 bridge culverts, 1 aqueduct and 1 sluice gates.

3) Heihushan Reservoir(Qingzhou) – new component in 2019---to reinforce the dam, spillway and dewatering tunnel; Expansion of Heihushan Reservoir (Qingzhou) – new component in 2019 a)Lift the field with the elevation between 163.00 m and 165.70 m to 165.70 m, covering the total area of 441.34 mu and slope treatment near the water; b)Rebuild 6.727 km roads within the reservoir area; widen partial roads; rebuild Xipangyu Bridge; C) Reconstruct 10 drainage culverts.

C. Summary of Physical Progress

22 General. Physical implementation of the project has made very good progress already in accordance to planned timelines.Project implementation is on track despite the unavailability of the loan fund due to delay in the opening of the advance account.All of the civil works have started construction. Details of the current status of each output are given below.

Output 1 - Groundwater recharged and conserved 23 Component 1: rehabilitation and construction of about 900 hectares of wetland areas.(1)Huantaicounty:Mata Lake wetland rehabilitation was started in December 2016and completed with a physical progress of 100%. There are no construction activity and no external monitoring for this reporting period.(2) Shouguangcounty:Judian Lake wetland rehabilitation was started in December 2017 with a physical progress of100%at the end of June 2020. There are no construction activities after April 2020 and no external monitoring conducted for this reporting period.

24 Component 2: technological innovation for monitoring shallow groundwater recharge in Huantai County. The comprehensive MIS for water resources monitoring and management in Huantai County has not yet been fully started, due to the requirement of the Huantai county government for the MIS to be combined with theHuantai county’s Smart City Construction MIS platform for data sharing. The design revision of this component has been completed, and it is unnecessary to adjust the procurement plan. The employed IT specialist is assisting for the development and implementation of the comprehensive MIS. At present, the bidding documents of this component is being prepared. This is not the civil works. There are no construction activity and no external monitoring for this reporting period.

Output 2: Surface water allocation improved and monitored 25 Component 1: improvement of surface water allocation;(1)Gaomi county: The civil works of the connection between Wangwu, Juchenghe, and Chengnan reservoirs are in a state of construction basically completed in June of 2021,there isexternal monitoring conducted for this reporting period.(2) Qingzhou county: The main works on the river diversions from the Renhe, Heihushan, and Qiyi reservoir are

basically completed.There are no construction activity and no external monitoring for this reporting period.The irrigation channel works for diversion of Mihe River to Bagouzi Reservoir are already completed. There are no construction activity and no external monitoring for this reporting period.(3) Huantaicounty: The construction for both Xiaofu river first stage and Wu river first stage rehabilitation activities are already completed. The works of Dongzhulong river, water diversion channel (North Trunk Channel), Matahu wetland, and Wu river second stage are completed. The channel cleanout of Laozihe is also completed.There are no construction activity and no external monitoring for this reporting period.(4)Shouguang county: The Ta River rehabilitations and river ecological control engineering works are completed.There are no construction activity and no external monitoring for this reporting period.

26 Component 2: retention of storm water. (1) Changlecounty:The majorities of the activitieshad been completed. Recent estimates are that the physical progress has reached more than 98%.There are no construction activity and no external monitoring for this reporting period.(2) Gaomi county: The two civil works for construction of the water transmission pipes from Xiashan reservoir to Chengbeireservoir have been 100% completed. The civil works of Juchenghe reservoir completed in third quarter of 2019.There are no construction activity and no external monitoring for this reporting period.

27 Component 3: establishment of hydrological facilities in ChangleCounty, all other works have been completed. Additionally, the contract of the monitoring system has been awarded. This is not the civil works.There are no construction activity and no external monitoring for this reporting period.

Output 3: Capacity development for water resources management enhance 28 Component 1: institutional strengthening of ADB’s project management procedures and policy development support. Work is progressing well for this output. The pilot groundwater trading system using a card-controlled water usage system and related site investigations have been completed. Preparatory activities started on smart greenhouses incorporating underground reservoirs. The two international consultants engaged are assisting for the implementation of these works. This is not the civil works. There are no construction activity and no external monitoring for this reporting period.

29 Component 2: project management. Three national individual consultants were recruited in July 2016. At present, these consultants are assisting Shandong Provincial PMO for the implementation of project management, resettlement, and environment. This is not the civil works. There are no construction activity and no external monitoring for this reporting period.

30 The new components-2019 included the following construction activities: • Qingzhou—Heihushan Reservoir Capacity Expansion—civil works completed in June 2020. There are no construction activity and there are external

monitoring for this reporting period. • Shouguang—Judian Lake Water Diversion Works-- civil works completed in about 70% by the end of December 2020. There are construction activity and there are external monitoring for this reporting period. • Huantai—Recharge works by diverting water from Xiaoqing River to Mata Wetland civil works completed in about 60% at the end of December 2020. There are construction activity and there are external monitoring for this reporting period.

II. SUMMARY OF THE PROJECT ENVIRONMENTAL MANAGEMENT PLAN

31The project environmental management plan (EMP) is the primary reference document for the government and ADB for all envirnment-related mitigation, monitoring, reporting, and training activities for this project. Timely and effective implementation of the EMP is a key condition of the loan agreement between the government and ADB. The originalEMP was prepared as part of the Environmental Impact Assessment in 2014. The originalEMP is being implemented over construction and operation.The contents of the EMP includes: institutional roles and responsibilities for EMP implementation; mitigation measures for environmental safeguard risks; environmental monitoring and reporting; training and capacity building; grievance redress mechanism (GRM); public consultation; cost estimates; and, other information e.g. terms of reference for key positions.

32 Project institutional arrangements (Section B of the EMP). The section of the EMP describes the roles and responsibilities of relevant agencies for EMP implementation. For this project, the principal person responsible for EMP coordination is the PPMO Environment Officers Mr. Zhao Xin (dicector); Mr. JiangDeping(Section Chief) , Mr. Shi Weinan, Mr. Yan Jiancheng acting on behalf of the PPMO. On-site implementation of the EMP is by the implementing agencies, contractors, and construction supervision companies (CSCs). Guidance and supervision to the PPMO Environment Officer is given by the Loan Implementation Environment Consultant (LIEC) Mr. Liu Huaiquan; Research Fellow of Eco-Environmental Science; Registered EIA Engineer.

33Project readiness assessment (Section Bof the EMP). This is the first key step prior to the start of project civil works, to ensure that preparations for EMP implementation have been completed.

34Potential impacts and mitigation (SectionCoftheEMP). This section of the EMP summarizes the potential environmental impacts and mitigation measures for the different phases of the project: detailed design and pre-construction phase; construction phase; and operations phase. Table EMP-2: Potential Impacts and Mitigation Measures during Pre-construction and Construction Phasesin the EMP summarizes the environmental risks and mitigation measures, and agencies responsible for implementation and supervision of these measures. For this project, the key potential impacts and/or issues of concern are: Surface water pollution--impact of embankment and dredging construction on river hydrology; solid waste generated by construction activities and from workers’ camps; and biological resources-- protection of flora and fauna around construction sites.

36Consultation and participation plan (Section G of the EMP). This section of the EMP identifies the mechanisms by which consultations will be accomplished (e.g., through workshops, questionnaires, etc.), the frequency of consultations, topics, and target audiences.

37Environmental monitoring program (Section D of the EMP). The program comprisesfour types of monitoring: (i) internal monitoring; (ii) external monitoring; (iii) compliance monitoring; and (iv) independent compliance monitoring. Internal monitoring is assessment by the project implementation units (PIUs) and construction contractors to ensure the contractors are implementing mitigation measures as described in their contractual arrangements and EMP. External monitoring is the measurement of specific environmental variables (e.g. air quality, dust levels, noise emissions) to ensure that the construction activities do not exceed the legal parameters and standards specified for the project. This is being conducted by a certified monitoring agency, the PPMO has appointed Qingdao Jingcheng Testing Technology Co., Ltd. to conduct environmental external monitoring, Compliance monitoring is the overall assessment of whether all EMP measures are being complied with, and is conducted by the PPMO Environment Officer, supported by the LIEC. This monitoring does not involve quantitative measurement of environmental variables, but is based on visual inspection, site visits, and review of the progress reports for internal and external monitoring.

38Independent compliance monitoring is the same as compliance monitoring, but which is being conducted by an entirely independent agencies which are construction supervision and soil and water conservation monitoring agencies. 44 Predominant environmental impacts observed to be resulting from these works included: solid waste production (demolition spoil and construction solids), noise, wastewater, dust from earth excavation, exhaust from vehicles and equipment, and land clearance for construction site establishment. In general, impacts were of similar scale at each site and adherence to EMP requirements was of a similar standard at all. Most of the measures defined in the EMP have been implemented.In general, most of them are compliancewith EMP.

Conclusions and next steps

45Major construction activities have been ongoing for five sub-projects. The environmental management activities during project construction were satisfactory. During this reporting period, the execution of the plan forthisstage of the projectimplementation was satisfactory. Land clearance is well kept with no excess vegetation disruption. Some areas have already been re-vegetated in accordance with EMP requirements. Construction noise control was arranged the construction during 7:00 am to 21:00 pm.

46 PPMO done its best efforts in corrective actions to mitigate impacts of its subprojects and provided remedial actions in the case of unanticipated environmental impacts, unresolved environmental issues or grievances; PPMO supervised the Subproject IAs to engage in a continual and appropriate public information program related to the company’s environmental management activities. No environmental incidents have been reported and there have been no complaint received with respect to environmental impacts from potentially affected persons.The related measurements of the EMP required on Codid-19 prevetion have been well conducted and gained effective permormance at all of the 5 Sub-project counties construction sites. The measures to prevent and control the COVID-19 are included in the local unified- normal management and control of the COVID-19.

B. Implementation of the project monitoring program 47 The following environment safeguard monitoring was conducted in the reporting period: Internal monitoring; Internal monitoring; Compliance monitoring; Independent compliance monitoring. Summary data are presented in Table 2. Raw

data are in Appendix 1. Photographs from site inspection and monitoring activities are in Appendix 4. A summary of the monitoring activities is presented here.

Internal environmental monitoring 48 Internal environmental monitoring including routine or periodic inspection of construction waste treatment and implementation of mitigation measures, include ensuring adequate environmental supervision. The Loan Implementation Environmental Consultant Specialist provides training to ensure that contractors and construction supervision company may conduct internal environmental monitoring and preparation of related reports. The Loan Implementation Environmental ConsultantSpecialistprovides detailed internal environmental monitoring program and various reports formats and data entry requirements. Environmental Site Inspection Checklists were used to conduct the Internal environmental Monitoring and Independent compliance monitoring. The internal monitoring and Independent compliance monitoring were conducted at the all of the subprojects related construction sites for this reporting period. The Environmental Site Inspection Checklist form is provided in the Appendix 2.

External Environmental Monitoringand Summary of Results 50 The project office has appointed Qingdao Jingcheng Testing Technology Co., Ltd(qualified units) to conduct environmental external monitoring. In this reporting period, some sub projects have been carried out civil engineering, and the external monitoring of the site for civil engineering construction has been completed.Due to the influence of COVID-19, it is necessary to suspend civil engineering construction before the winter cold season (December) arrives. The civil engineering construction period of this report period is concentrated between in the middle of August (the end of rainy season) and the end of November(before the frost season). Because the actual construction period of civil engineering is short, and the influence period is also short, only one sampling test of the external environment of the civil construction site was carried out in this report period.Results of external monitoring are provided in the Appendix 1of this Report. The summary of external environmental monitoring is provided in the Table 2.

51 The monitoring results are used to evaluate the: (i) extent andseverity of environmental impacts; (ii) compliance with related rules and regulations; and(iii) overall effectiveness of the Project EMP. Required actions will be taken based on themonitoring results.

Compliance monitoring 52 The LIEC was recruited on Feb 2017 as part of the loan implementation company. During the implementation period the LIEC: (i) conductedmany visits to the project sites; (ii) held discussions with the PPMO Environment Officer and PIUs; and (iii) assisted the PPMO Environment Officer in preparing the semi-annual EMR to ADB.The main contents include: (i) introduction; (ii) summary of the project environmental management plan; (iii) environmental management during the reporting period; (iv) lessons learned; and (v) general conclusion and next steps. The reports also list: (i) compliance with environmental assurances; (ii) monitoring data; (iii) photographs and (iv) public consultations and grievance redress.

53 Covid-19 prevention;No Covid-19 cases occurred in the construction sites and offices of all projects. The project site is compliant to the local unified management and control of Covid-19. From the outbreak risk period of the Covid-19 from end of January 2020 to mid-May 2020, all construction sites were in a suspension state. The main reason is that the movement of construction personnel from other places are strictly restricted. Construction logistics and transportation are also strictly restricted. After the resumption of work and production in June to November end, construction management has been strengthened and construction progress has been accelerated. Before the end of November 2020, all construction sites have basically completed this year's construction activities. The main impact is that the construction volume of the original plan (10 months) must be completed in a relatively short time (6 months). This goal has been basically achieved. The impact is slight and in a controlable state.The some special COVID-19 prevention and control measures should be conducted according the when and where needed. Site Inspection Checklist for COVID-19 infection control have been provided to record the COVID-19 prevention and control measures conducted.

Independent compliance monitoring 54 Through bidding, Beijing Linfengyuan ecological environment planning and Design Institute Co., Ltd. has carried out external monitoring on soil and water conservation of engineering construction activities in 5 sub project areas. Qingdao 41

Jingcheng Testing Technology Co., Ltd. carries out external environmental monitoring, and Shandong Keyuan engineering construction supervision center carries out construction site environmental supervision. The sub project areas scattered in five counties are monitored or supervised by a unified unit, which is convenient for organization and coordination.

55 These agencies (i) conducted about 5 visits to the project sites; (ii) held discussions with the PPMO Environment Officer, PIUs, environment monitoring agency, and LIEC; (iii)reviewed the internal, and compliance reports.Beijing Linfengyuan ecological environment planning and design institute Co. Ltd. hasformulatedthe related corrective requirements to control the soil erosion at these construction sites which with very serious and serious soil erosion issues. The enforced mitigation measures(corrective measures) on controling erosion from construction sites are strip and stockpile topsoil; provide temporary detention ponds or containment to control silt runoff; construct intercepting ditches and drains o prevent outside runoff entering construction sites and diver runoff from sies and diver runoff from sites to existing drainage system; rehabilitate construction sites into landscaping at completion.At the construntion activities during this reporting period, most of the measures were conducted.

Dam safety. 56 During the project construction and operation phases, the three reservoir management officers of Juchenghe Reservoir at Gaomi; Nanzai Reservoir at Changle and Heihushan Reservoir at Qingzhou have conducted regular field check to assess project progress and any issues on dam safety of dam structural integrity, existing emergency plans, and potential issues with the project designs and construction and reservoir operations, which concluded that: (i) probabilities of dam failure for three reservoirs are very low; (ii) in the event of a dam failure, the width of dam-break and maximum release flows for the three Reservoirs would be at controllable level; (iii) in the event of dam failure, the time for the flood peak to reach the nearest settlement would be 1 hour to 12 hours respectively. There are sufficient time for notification and rescue activities, and the dams have well established emergency response plans, and, the project designs and operation adequately address the need for improved structural integrity to deal with increased water volumes.

57 The PMO and three Reservoir management officers confirmed that (i) dam safety appraisal reports have been prepared by technical specialists for Juchenghe Reservoir, Nanzai Reservoir and Heihushan Reservoir including (a) safety appraisal reports before water storage; (b) technical appraisal reports for project completion acceptance will be prepared after two years of trial operation; (ii) reservoir operation manuals and emergency response plans have been developed by design institutes including: (a) emergency plan for dam safety management; (b) emergency

plan for flood control and emergency rescue; (c) reservoir operation manual; (d) flood season operation plan; (iii) technical reservoir safety panel organized by the SWRD and Shandong Emergency Response Department conducted regular annual operation safety inspection to all medium and large reservoirs in Shandong Province, moreover, SWRD conducted random pre-flood safety inspection during the period of 30 May to 30 September each year, i.e. the technical panel visited 2-5 times to Juchenghe Reservoir, Nanzai Reservoir and Heihushan Reservoir in 2020; (vi) when the Severe Tropical Storm Ampil, Typhoon Rumbia and Super Typhoon Lekima hit Shandong in August 2018 and in August 2019, the three Reservoirs played a very important role in flood control, and after that, the reservoirs are safely operating. The PPMO verified that the water storage safety appraisal reports and emergency plans for the three Reservoirs are in place and in maintaining dam safety and addressed the need to continually review the dam safety during the operation. The related suppoting material on the Processes of reservoir dam safety appraisal have been provided at the Appendix 6.

Ecological flows.

58 Maintaining minimum ecological flows. The official operational guidelines for Nanzai, Qingzhou—Heihushan and Juchenghe reservoirs require that minimum ecological flows respectively are maintained. The following measures are being taken in the three reservoirs: (i) during project operation, official flow requirements have been complied with and checked as part of the overall dam panel monitoring and assessment; (ii) the cost of annual assessment is included in the EMP (Table EMP-10); and (iii) compliance with official flow guidelines is included as a project-specific assurance (Section X). The LIEC visited Nanzi reservoir, Qingzhou—Heihushan reservoir and Juchenghe reservoir and confirmed that ecological flows are being maintained. The status of ecological flow allocations and the monitoring results are provided at the Appendix 4 as the photos forms.

59 During the operation period, the monitoring results of ecological discharge and vegetation restoration of the completed reservoirs to prevent the invasion of alien species show that the flow of the dam spillway of the three completed reservoirs is greater than the minimum ecological flow, and there is continuous flow in the corresponding reaches during the dry season.The monitoring of vegetation restoration on the compaleted construction site shows that all vegetation restoration species (tree species and grass species) are local wide varieties, and there is no invasion of alien species. The monitoring results are shown in the relevant photos (Annex 4).

61The internal monitoring implemented by the Construction contractors and the Independent compliance monitoringassigned to the construction supervision agency and soil and water conservation monitoring agency showed that the most constructors have taken proper mitigation measures to alleviate the potential impacts of construction activities on air, noise, solid waste, soil erosion and surface water.

62External Environmental Monitoring on environmental quality (Appendix 1) showed that the water environment quality, air quality and sound environment quality can meet the related national standards. The construction activity impacts to the local environmental qualities are at slight level and are very un- significant.

In the next stage 63 Continue implement the 4 types of monitoring. To strength the monitoring the sediment contents of Dredging activities will be enforcedwhen the dredging construction occurring, especially for the 3 new -2019 Subproject.The monitoring on the soil erosion and soil and water conservation should be enforced either.

64 The ADB mission emphasized that the on-site occupational health and safety —including the Covid-19 prevention should be further strengthened according to the relevant national laws and regulations, mainly including (i) the employment injury insurance should be paid for every construction worker; (ii) the regular medical 45

check-up for occupational diseases should be conducted if necessary (such as welder); and (iii) close attention should be paid to the management of special operators (such as the operation of welding, cutting and lifting activity) and the worker is prohibited to conduct these operations without the relevant certificate.

C. Public Consultations and Grievance Redress Mechanism

65This section describes the public consultations undertaken during the reporting period and implementation of the project grievance redress mechanism (GRM). During implemetation period, contracts of the 3subprojectscommencedseveral rounds formal public consultation in the form of questionnaireand workshops conducted in the reporting periods. Between July and December 2020, 3 formal public consultation meetings were conducted. There are many informal consultation (home visiting questionnaires) were conducted during the construction and operation stages of the 4counties/cities. The aim of these meetings and questionnaires were to get the information and comments on the construction and operation activities impact and the mitigation. The meetings and questionnaires provided residents and other stakeholders within and near the project sites the opportunity to learn more about the project, including the schedule of works and activities in the coming months. The project GRM was again presented to stakeholders, including key contact details. The following key aspects were consulted by the PIUs and contractors: 1, By the implementation of this project (including construction and operation), the negative impact on water resources and the water environment. and the related mitigation effects; 2, By the implementation of this project, the negative impact on atmosphere: such as the emission of fuel gas from construction machinery, the dust caused by the construction, the odor and the related mitigation effects; 3, By the implementation of this project, the negative impact on sound environment; ascribed by such as noise caused by construction activities (earthwork excavation); noise caused by transportation of construction machinery vehicle and the related mitigation effects; 4, By the implementation of this project construction, the negative impact at constructionwaste treatment, ascribed by such as construction waste, construction workers' living waste and the related mitigation effects; 5, The impact of construction activities on the ecological environment; such as on vegetation (trees, grass); wild animals (rabbits, snakes and other small animals) on aquatic animals and plants (fish, frogs, aquatic plants and the related mitigation effects. The Statistic on the Public consultation people is provided at following table. The consultation results revealed that the residents are satisfied with the implementation of mitigations measures. (See details in Appendix 5)

66Grievance redress mechanism. The indicative GRM proposed in the EIA is displayed as below. Currebtly the project is under implementation stage. Each IA’s GRM syatem, including the focal point, procedures, timelines for different institutions involved, and so on, have ben established and should be gradually improved. The procedure and timeframe for the GRM is as follows.

• Stage 1: If a concern arises during construction, the affected person submits a written or oral complaint to the contractor directly. Whenever possible, the contractor shall resolve the issue directly with the affected person. The contractor shall give a clear reply within five (5) working days. If successful, the contractor shall inform the PIU accordingly.

• Stage 2: If no appropriate solution can be found after the Stage 1 process applied (i.e., after 5 days), the contractor has the obligation to forward the complaint to the PPCU. The affected person may also decide to submit a written or oral complaint to the PIU, either directly or via one of the GRM entry points (local EPB, CSC, village committees, or community leaders). For an oral complaint, proper written records must be made. The PIU shall assess the eligibility of the complaint, identify the solution and provide a clear reply for the complainant within five (5) working days. The LIEC shall assist the PIU in replying to the affected person, if needed. The PPCU shalll also inform the ADB project manager and submit all relevant documents. Meanwhile, the PPCU shall timely convey the complaint/grievance and suggested solution to the contractors or OPFs. The contractors during construction and the OPFs during operation shall implement the agreed upon redress solution and report the outcome to the PPCU within seven (7) working days.

• Stage 3: In case no solution can be identified by the PPCU, or the complainant is not satisfied with the proposed solution, the PPCU shall organize, within ten (10) working days, a multi-stakeholder hearing (meeting) involving all relevant stakeholders (including the complainant, contractor, local EPB, PIU, PPMO). The hearing shall identify a solution acceptable to all, and formulate an action plan. The contractors during construction and the OPFs during operation shalll implement the agreed-upon redress solution and report the outcome to the PIU, PPMO and ADB within the agreed upon timeframe.

67 The PPMO and the five PIUs which subprojects under construction or operation follow the procedures as as presented above. Under the project, any APs eligible to file the complaints or claims are entitles to complain to the IAs, which will take every case in serous and cordial manner to make every effort toward the solution 47

according to the above indicative RRM system. D. Training and capacity building

74During the October 2020 ADB review mission, the formal training was conducted by the ADB staff consultantat Huantai construction sites field investigations. About more than 20 personnel from PPMO, PIUs, contractors participated the the training meeting. The training Topics were about at EMP environmental monitoring program; second round of sediment sampling for new subcomponents;and compliance with project assurances and covenants etc.

75 Due to the requirements of COVID-19's control, strict restrictions on personnel flow and social activities are unnecessary, without personnel gathering and conference activities. During the reporting period, no training activities in the form of meetings were conducted by the LIEC. The LIEC provided the trainings by the forms of mobile interaction communications and Email communication on ADB’s requirements on Covid-19 control and prevention for the ADB financed project. Training was conductedon Site Inspection Checklist for COVID-19 infection controland to fill in the check list of Covid-19 prevention and control measures. Training was also provided for environmental monitoring and public participation during the operation period of the project in the form of mobile interactive communication and online communication.It emphasizes that the contents of previous training are basically effective and need to be implemented.

76During the reporting period, the LIEC provided the trainings by the forms of mobile video interaction communications and Email communication on ADB’s requirements on Covid-19 control and prevention for the ADB financed project.

77 Conclusions and next steps. In general the Trainings are successes. Trainees gained good understanding of regulatory frameworks on ADB Loan Project environmental Management. They got more understanding of GRM and public participation concepts. PIUs, Contractors expressed appreciation for training, requested further guidance especially regarding how to implement corrective actions. Further guidance concerning monitoring procedures and practise should be trained in the next steps.

E. Compliance with loan and project assurances

78The loan agreement and project agreement between the government and ADB includes 14 assurances (or “covenants”) for environmental safeguards and/or related to environmental issues. These relate to the timely and effective implementation of the EMP, as well as project-specific assurances tailored to the current project. Compliance with these assurances is a condition of the loan and project agreements. For the current reporting period is:(i) 14 of the assurances are being complied with; (ii)

80Conclusions and next steps. Progress reporting from the PPMO to ADB complies with the EMP reporting schedule. In general, the quality of the EMRs is improving. The next EMR will be for the periodJan.to Jun.2021 and will be submitted to ADB at end of July. 2021.

IV. LESSONS LEARNED 81The sub-project construction supervision- environmental supervision are undertaken by several agencies respectively. The independent compliance monitoring of sub-projects is also undertaken by a number of engineering supervisors - environmental supervision agencies and soil and water conservation agency.

82 During the construction process, construction contractors minimized the occurrence of dust ascribed by surface development, leveling, temporary waste, material storage, dust caused by wind blowing, dust generated by transport vehicles, and exhaust gas from construction machinery and transport vehicles.

83Temporary and simple domestic facilities are mainly temporary kitchens and dry latrines. The main pollutants in domestic sewage are COD, BOD5, SS, ammonia nitrogen and petroleum. Kitchen wastewater was pretreated by oil barrier pools and used locally in surrounding farmland. Dry latrines were regularly cleaned and transported by villagers nearby. Domestic sewage and production wastewater was disposed of reasonably and effectively to avoid the impact on surface water and groundwater environment.

84Reasonable construction time was arranged, construction plan was conducted out in advance, so as to avoid the simultaneous construction of a large number of high-noise equipment as far as possible. Construction time of high-noise equipment was arranged in the daytime as possible, and construction at night should be prohibited.Reasonable layout of construction site avoided arranging a large number of power machinery and equipment in the same place, and excessive local noise level.Selection of low noise equipment and technology fundamentally reduced the source strength, regularly check, maintained mechanical equipment, lubrication, fastened components, reduced running vibration and noise, kept the overall equipment stable, and maintained good contact with the ground. Vibration absorption foundation was used to reduce noise when conditions permit.

85The IAs and contractors take the highly attention to Covid-19, and conduct the mitigations on control and prevent the Covid-19 as effectively as possible at early stage of the Covid-19 infection at project construction sites and offices. They established an inspection system at key entrances, exits and access ways of the work site, and measured the body temperature and checked the mobile health QR code of the entry personnel.

V. GENERAL CONCLUSIONAND NEXT STEPS 86Predominant environmental impacts observed resulting from these civil works included: solid waste production (demolition spoil and construction solids), noise, wastewater, dust from earth excavation, exhaust from vehicles and equipment, and land clearance for construction site establishment. In general, impacts were of similar scale at each site and adherence to EMP requirements was of a similar standard. Most of the measures defined in the EMP have been implemented. In general, most of them are compliance with EMP.

87Based on observations from site inspections, It can be found that the construction activities have fulfilled the environmental protection and management obligations required by both PRC and ADB. The internal monitoring implemented by the Construction contractors and the Independent compliance monitoring assigned to the construction supervision agency and soil and water conservation monitoring agency showed that the most constructors have taken proper mitigation measures to alleviate the potential impacts of construction activities on air, noise, solid waste, soil erosion and surface water. The following are suggested to enhance solid waste management: • Provide waste collection and storage containers at locations away from surface water or sensitive receivers;

• Arrange with municipal waste collection services for regular collection of waste;

• Properly remove and dispose residual materials, wastes and contaminated soils. Provide sufficient garbage bins at strategic locations and ensure that they are protected from birds and vermin, and emptied regularly by the municipal waste collection systems.

88External Environmental Monitoring on environmental quality (Appendix 1) showed that dredging sediment soil, the water environment quality, air quality and sound environment quality can meet the related national standards. The construction activity impacts to the local environmental quality are at slight level and are very un- significant.

89Water and soil conservation monitoring exercises have been carried out with the results showing that efforts on soil erosion control are still a little bit deficient and should to be strengthened in the next stage. It is recommended that construction waste disposal sites be better considered and strengthened to reduce soil erosion during rainy seasons. The construction contractors have conducted some engineering protection measures as mitigation measures to control the soil and water erosion, gained effective permormance. For this monitoring perid, the construction contractors have conducted some engineering protection measures to control the soil and water erosion, and gained effective performance of the construction activities of 3 new components (2019) in the Appendix 3 of this repoting period.

90No environmental incidents have been reported and there have been no complaints received with respect to environmental impacts from potentially affected persons.

91In the environmental management aspects, the PPMO should take the more responsibilities to establish clear work processes and procedures or guidelines covering four maintasks of management: Planning, Implementation, Monitoring, and Corrective Actions.

93It was noted that some of sub-porjects have been completed their construction or near the construction completion and entered the stage of operation. This Project EMP has environmenttmanagmenet and environmental monitoring requirements for bothconstruction phase and operational phase. Therefore, the consulting teamand the PPMO suggested that each sub projects should begin to consider the environmental monitoring for the operation phase, and try to define the distinction of responsibilities, supervision commissions of themonitoring work, and relevant budget. It is expected that in the projectcompletion report will cover both the content of environmental managementand monitoring for construection phase, and also relevant contents for operation phase.

94 PPMO shall ensure that each subproject follows environmental health andsafety procedures consistent with internationally recognized practices and PRC labor laws and regulations. PPMO and related PIUs need to enforce the environment management process for the new components of Mid Term Review. The new components included the following new components; Qingzhou—Heihushan Reservoir Capacity Expasion, Shouguang—Judian Lake waterDiversionWorks, Huantai—Recharge works by diverting water from Xiaoqing River to Matahu Wetland.

95In general, the COVID-19 epidemic has a slight impact on the project implementation. There is no epidemic spread in the project area (4 county areas), and there is noinfection of people at the sub-project construction site. After the outbreak, timely prevention and control measures were taken, and sanitation and epidemic prevention were carried out to ensure the smooth progress of the project as planned.

96 Since construction of several reservoirs has been completed and the water storage has begun, the domestic completion environmental protection inspection and acceptance is to be prepared. After they are put into operation, the environmental monitoring will continue,and the results will be reported to ADB for at least one year according to the EMP.

简介 为了及时准确的了解、掌握项目建设过程中的水土流失及水土保持情况,我公司成 立了山东省利用亚行(Asian Development Bank --ADB)贷款地下水漏斗区域综合治理 示范项目水土保持监测项目部,下设 5 个子项目监测项目分部。各监测项目分部技术人 员首先编制完成了各子项目水土保持监测实施方案,于 2016 年 8 月底正式开始进行水 土保持监测工作, 伴随着各子项目的土木工程的进展,水土保持监测工作一直持续到本 年度的 12 月。今后还将进行下去。 Introduction In order to understand timely and accurately the situation of soil erosion and soil and water conservation in the process of project construction, our company established the project Department of water and soil conservation monitoring on of Shandong groundwater Protection Project --ADB loan project—An area comprehensive management demonstration project, and set up 5 sub project monitoring projects division. 弃土弃渣情况监测 Monitoring of abandoned soil and abandoned slag 2020 年下半年,山东省利用亚行贷款地下水漏斗区域综合治理示范工程新增土石 方挖填总量 151.37 万 m³,其中工程挖方 53.52 万 m³、填 方 97.85 万 m³,产生弃方 3.49 万 m³。累计土石方挖填总量 3078.93 万 m³,其中工程挖方 1973.26 万 m³、填 方 1093.38 万 m³,产生弃方 879.88 万 m³。 In the second half of 2020, the total amount of new earth and stone excavation in the project area was1513,700 m³. 水土流失状况监测 Monitoring and control of soil and water loss 通过监测分区扰动土地面积、不同区域土壤侵蚀模数、监测周期三项指标,采用通 用方程式计算工程建设区土壤流失量。每个子项目采用的土壤侵蚀模数是根据有关侵蚀 量定位观测和调查情况,结合综合分析不同时期水土流失强度及其影响因素的基础上确 定的平均土壤侵蚀模数。 The soil loss of construction area was calculated by using three indexes by monitoring the area of disturbed land, the modulus of soil erosion in different regions and the monitoring cycle. The soil erosion modulus used by each sub project is based on the observation and investigation of the relative erosion amount, combining with the comprehensive analysis of the average soil erosion modulus based on the soil erosion intensity and its influencing factors at different periods. 2020 年下半年,山东省利用亚行(ADB)贷款地下水漏斗区域综合治理示范工程 共产生土壤流失量 1016t,其中第 3 季度 602t,第 4 季度 414t。 In the second half year of 2020, the amount of soil loss 1016t was produced, which was 6021t in the first quarter and 414t in the second quarter. 具体计算见表 3。The specific calculation is shown in Table 3.

水土保持措施建设 2020 年下半年,山东省利用亚行(ADB)贷款地下水漏斗区域综合 治理示范工程 5 个项目区继续施工,随主体工程进度积极落实各项水土保持措施。昌乐 县南寨水库扩建工程于 2018 年 10 月全部竣工。桓台项目区于 2019 年 12 月基本完工。 高密项目区于 2020 年 7 月基本完工。寿光项目区巨淀湖湿地修复工程中围堤工程、水 系构建工程,益寿新河、塌河生态修复工程中堤防工程、生态防护工程继续施工,完成 了土地整治,栽植乔木、撒播植草等水土保持措施,加大了对扰动区域的防尘网遮盖。 青州市项目区于 2019 年 6 月底基本完工。
