1. At the 11th Singapore-Sichuan Trade and Investment Committee (SSTIC) meeting concluded in Chengdu today, key focus areas highlighted for Singapore-Sichuan cooperation include modern manufacturing and modern services, as well as assistance in Sichuan’s post-quake reconstruction efforts. These will not only help propel the growth of Sichuan’s economy and meet their current needs, but also benefit Singapore-based companies as they look into long-term business development plans and investments in the province. Witnessed by SSTIC Advisor1 Mr Lim Swee Say, Minister, Prime Minister’s Office, the workplan was signed by the SSTIC Co-Chairmen Associate Professor Koo Tsai Kee, Minister of State (MOS) for Defence, and Mr Huang Xiaoxiang, Sichuan Vice Governor. 2. Said Minister Lim, “Amidst the current global downturn, market demands will be softer and companies will be more cautious of selection in terms of overseas

expansion and investments. However, this does not mean there will be no business opportunities for business investment and growth. We are working closely with our counterparts in Sichuan and Chengdu to collaborate on three areas – first, modern services, such as logistics, healthcare and F&B; second, education and training; and third, master planning and integrated townships. Singapore companies have strengths in these areas. We can work together to complement each other to create growth for our mutual benefits."

3. Added MOS Koo, “Sichuan province, especially Chengdu, has been a key location of business interest for many Singapore-based companies. From the strong business representation on this mission, it is clear that interest remains positive even after the Wenchuan earthquake in May. In light of this, the SSTIC will provide continued assistance to companies keen to enter Sichuan, and encourage them to go beyond Chengdu to explore the more untapped cities such as and Panzhihua.”

4. Minister Lim and MOS Koo are currently in Chengdu on a trade and investment mission from 26 – 29 October 2008 organised by International Enterprise (IE) Singapore, the Singapore secretariat for SSTIC. They are accompanied by a delegation of 44 members from 33 companies and officials from IE Singapore, the Economic Development Board and Singapore Tourism Board.

5. During the trip, Minister Lim and MOS Koo called on Sichuan Governor Jiang Jufeng, Chengdu Party Secretary Li Chun Cheng, Chengdu Vice Party Secretary Tang Chuan Ping and Chengdu Vice Mayor Wang Zhonglin. Today, Minister Lim and Mr Yeo Guat Kwang, Member of Parliament (MP) for Aljunied GRC and President of Consumers Association of Singapore, also visited Mianzhu, a county- level city in that suffered severe damage in the earthquake.

Moving forward – areas of cooperation

6. Within Western , Sichuan province has the largest economy by GDP, which was RMB 1,050.5 billion (est S$225 billion2) in 2007, an increase of 21.6% over the previous year. Its capital city Chengdu, has been developing well too, with GDP reaching RMB 332.4 billion (est S$71.2 billion3), a growth of 20.9% over the previous year. The province, in particular Chengdu, possesses much business potential.

7. Singapore-based companies could share their experience and explore mutual partnerships with Sichuan companies in the wide range of business opportunities in Modern Services. This would help profile Sichuan as a leading role model for the services sectors’ development in , and also help promote Singapore’s strong branding for its capabilities in Modern Services. B) Modern Manufacturing

8. Singapore’s rich background in manufacturing has resulted in related companies developing strong manufacturing capabilities, especially in electronics and precision engineering. Singapore manufacturing companies, especially those with existing investments in China’s coastal cities, can consider expansion into Sichuan to capitalise on the province’s relatively lower production cost. They can also explore joint collaboration with Sichuan enterprises to complement the existing manufacturing industry there.

C) Exploring untapped cities

9. With majority of Singapore companies’ economic activities concentrated in Chengdu, there remains much untapped potential in other parts of Sichuan. These include cities like Yibin, Panzhihua and outer Chengdu regions like Dujiangyan and .

10. Following the SSTIC meeting today, Minister Lim and MOS Koo witnessed the following signings by Singapore-based companies: Page 3 of 15

i) Memorandum of Understanding (MOU) signing between Mr Yeo Guat Kwang, MP for Aljunied GRC and President of Consumers Association of Singapore, and Sichuan Civil Affairs Department – In May 2008 following the earthquake, a charity drive was organised in Singapore to raise funds through the TV programme “让爱川流不息”, with the aim of providing assistance for the Sichuan children’s welfare. A total of S$10.25 million was raised. Mr Yeo, who represents the Fund Raising Working Committee, will work with Sichuan Civil Affairs Department to look at rebuilding seven schools and one welfare centre for selected areas affected by the earthquake. The welfare centre and one of the schools will be built at Mianzhu, which Minister Lim and Mr Yeo visited earlier in the day. The MOU was signed by Mr Yeo and Mr Gao Kang Jian, Deputy Director of Sichuan Civil Affairs Department.

ii) MOU signing by a three-member Singapore-led consortium comprising Singapore Water Association, Borouge Pte Ltd and Lien Aid Ltd, and Shengli Village4 – The various parties will embark on a project called “A Drop of Hope”, which is an initiative to provide a safe water supply for 10,000 survivors living in a Beichuan County resettlement camp through a mobile water purification system. Besides addressing the acute water needs of the community, the system provides a medium-term solution for the post-quake reconstruction efforts. The companies will pool resources and expertise, with Singapore-based Non-Governmental Organisation Lien Aid working closely with its partners to implement the project. The MOU was signed by Mr Sahari Ani, Chief Executive Officer of Lien Aid, and Mr Xi Cheng You, Party Secretary of Shengli Village. (Please refer to Lien Aid’s media release issued today – Annex 2)

iii) MOU signing between Hyflux Ltd and – Hyflux shall actively participate in three projects in Dayi Industrial Park, namely a project on spent oil recycling, a project on pure water and a project on wastewater treatment pending on the due diligence. The MOU was signed by Mr Shi Wei (Vice President of Hyflux Ltd) and Mr Yuan Xu, Deputy Secretary and Mayor of Dayi County. The collaboration of both water and spent oil business opportunities are expected in the next two to three years.

11. In addition to the above signings, several companies also held opening / groundbreaking ceremonies for their projects:

i) Official Opening of Crestar Education Group’s ELFA Preschool on 27 October 2008 – The ELFA Preschool Egret Island is located at the Chengdu Egret Island International Community, and is Crestar Education Group’s first facility in western China. The school was officially opened by Minister Lim and MOS Koo. (Please refer to Crestar’s media release issued yesterday – Annex 3)

ii) Official Opening of Old Chang Kee’s first flagship store in Chengdu on 28 October 2008 – The food services player officially opened its flagship restaurant in Chengdu. The ceremony was witnessed by MOS Koo, Mr Han Keen Juan, Chairman of Old Chang Kee and Mr Lin Jun Jie, International Superstar from Singapore. (Please refer to Old Chang Kee’s media release – Annex 4)

iii) Groundbreaking Ceremony of CapitaLand’s Raffles City Chengdu on 28 October 2008 – This is one of the four CapitaLand Raffles City developments in China and is scheduled to be completed in 2010/2011. It will comprise two office towers, a retail podium, a 5-star hotel and serviced residences. The investment value for this development is S$870 million. The groundbreaking ceremony was witnessed by MOS Koo and Mr Lim Ming Yan, CapitaLand China Chief Executive Officer.

Bilateral trade and investment

12. From January – August 2008, bilateral trade between Singapore and Sichuan amounted to US$401.7 million. In the same period, exports to Sichuan reached US$172.48 million while imports from Sichuan amounted to US$229.21 million. In 2007, total bilateral trade reached US$318.1 million, a growth of 127% over 2006’s US$140.02 million. In the same year, Singapore's exports to Sichuan grew substantially to reach US$110.6 million, an increase of around 170% from US$40.99 million in 2006. Imports from Sichuan reached US$207.4 million, an increase of around 109% from US$99.02 million in 2006. (Source: Sichuan Commerce Bureau)

13. From January – August 2008, Singapore's actual foreign direct investments (FDI) in Sichuan hit US$217.7 million. As of end August 2008, the cumulative actual FDI amounted to US$819.73 million, with a total of 377 projects. In 2007 itself, actual FDI in Sichuan was US$177 million. As of end 2007, Singapore's cumulative actual FDI in the province was US$602.03 million, a growth of 41.7% over US$425 million in 2006. Singapore was the third largest investor in Sichuan in 2007. Singapore Water Association Borouge Pte Ltd Lien Aid

SINGAPORE CONSORTIUM LAUNCHES S$400,000 PROJECT TO PROVIDE SAFE WATER TO SICHUAN EARTHQUAKE SURVIVORS

Sichuan, China, 28 October 2008 – Singapore’s industry grouping of water and related companies is working hand in hand with a Singapore NGO to provide a stable supply of safe water to displaced survivors of the Sichuan Earthquake during the reconstruction phase of the disaster. .

The consortium, consisting of the Singapore Water Association (SWA), Borouge Pte Ltd and Lien Aid, signed an MOU today with the local government, represented by Mr Xi Cheng You, Party Secretary for Shengli Village of Beichuan County, to launch the project called “A Drop of Hope”.

This project aims to design and deliver a mobile water purification system to a resettlement camp in Beichuan County, one of the areas hardest hit by the earthquake. The S$400,000 system will produce about 60 cubic metres of drinking water per day through reverse osmosis and another 180 cubic metres per day of ultra-filtrated water for general usage – enough safe, clean water for 10,000 people.

The water industry players in Singapore, dubbed as Asia’s water hub, pooled together their resources and expertise, out of a common belief in Singapore’s responsibility to share its technology and know-how with its neighbours, especially in the aftermath of disaster. This initiative is a further testament to the strong ties between Singapore and China, where we are not only invested in their businesses but also in the wellbeing of their communities.

“Our commitment to helping the displaced population in Sichuan and the recovery efforts of the province is long-term. This project not only addresses the acute needs of the community, but also provides a medium-term solution during the reconstruction period which can take years to complete. The mobility of the system also means that it can be deployed quickly to other areas if the need arises. Our aim is to ensure a steady safe water supply, lower the risk of water-borne diseases, and improve overall the health and living environment of the community here,” said Mr Sahari Ani, Chief Executive Officer of Lien Aid.

Collaborative efforts between the private sector, local government and an NGO have enabled this timely solution to be deployed efficiently. “While SWA has capabilities in our own areas, we do not know where the genuine needs are and that is where there is a complementary fit with NGOs like Lien Aid. Being at the frontline, they can identify the right opportunities, and carry out the follow through so we can make a difference to people on the ground.” said Mr Tang Kin Fei, President of SWA.

SWA has rallied its members to build the mobile water purification system and transport it to the designated location while Borouge, a leading plastic solutions provider, will contribute pipe-laying services to the project. Lien Aid is working closely with the local authorities to coordinate the project and will implement the system with SWA's technical support. Various Singapore water companies - members of SWA - have also come forward to make contributions to fund the project. (Please see additional notes)

Lien Aid has also partnered the Lien Institute for the Environment (LIFE) to address the inherent structural problems found in many schools after the earthquake by carrying out seismic retrofitting at two schools - Yunfeng Xiang & Donglin Xiang- in Mianyang City. Page 10 of 15

Compared to rebuilding, retrofitting allows buildings to be repaired and strengthened much faster, at a lower cost, enabling the damaged schools to be safe for use again in a shorter time, while ensuring that they will be better prepared to withstand any future earthquakes. The water and sanitation systems in the two schools will also be improved to enhance the health and wellbeing of the students. Upon successful completion, the schools could serve to demonstrate a rapid and cost effective way of providing a safe learning environment.

Chengdu, Szechuan (China), October 27 2008 – A Singapore-branded preschool that offered itself as a temporary shelter during the Szechuan earthquake was officially opened today by Mr Lim Swee Say, Minister, Prime Minister’s Office, Singapore, and Associate Professor Koo Tsai Kee, Minister of State for Defence, Singapore.

Singapore-based ELFA Preschool, located at the Chengdu Egret Island International Community, is operated by Singapore’s Crestar Education Group (CEG) that first entered the China early childhood education market in 1995 with its first preschool in . It began enrolling children from late last year.

It is Crestar’s first facility in the western region of China, and was offered as a temporary shelter for many of the victims of the Szechuan earthquake in May 2008. The centre stood the violent force of the tremors and sustained only hairline cracks in one of the rooms. All the children were picked up orderly by their parents and brought home unhurt. The preschool was where many elderly citizens found comfort, food and lodging, when the principal and teachers took them in for the night after they abandoned their homes for safety in the streets.

More than half of the 70 students had stopped going to the school after the earthquake, but ELFA teachers went out of their way to deliver classroom activity sheets to the Elfa children who stayed at home in Chengdu after the quake. This was to ensure that they kept up with their learning at home.

ELFA Preschool Egret Island was subsequently renovated and reopened after the authorities gave it the all-clear for safety. It is built on an area of 2,650 square metres and has the capacity to take in 225 students, from 18 months to 6 years of age. Enrolment has almost doubled since pre-earthquake time and, to date, there are 125 students enrolled at the centre. . The ELFA centre has attracted children of local professionals, businessmen and expatriates. It is today the leading foreign preschool brand in Chengdu.

To mark the opening of the ELFA preschool, Minister Lim, who is also Advisor of the Singapore-Sichuan Trade and Investment Committee (SSTIC), displayed his skill in Chinese calligraphy by brushing bold strokes on paper with the message “桃李新苗” before several local officials and members of the International Enterprise (IE) Singapore mission currently in Chengdu, as well as the students and their parents.

ELFA Preschool Egret Island offers a bilingual curriculum, with emphasis on excellence in English. The ELFA core Chinese curriculum has been designed by a team of highly- experienced and well-known Chinese early childhood educators and curriculum researchers. Together with an English Language curriculum that conforms to international standards and developed with a bilingual approach by a team of specialists in Singapore, the ELFA programme prepares students effectively for formal schooling in China. Its ELFA-trained local teachers are supported by two senior teachers from Singapore.

According to Mr Robert Leong, CEG’s Chief Operating Officer, the company had recently completed building a second preschool in Chengdu. It had already begun accepting enrolment since September 2008.

OLD CHANG KEE MARKS ITS FORAY INTO THE PEOPLE’S REPUBLIC OF CHINA (“PRC”) WITH FLAGSHIP RESTAURANT IN CHENGDU

28 October 2008 (Chengdu, PRC) – Old Chang Kee Ltd. (“Old Chang Kee” or “the Group”), operating the Singapore brand, Old Chang Kee, a household name synonymous with the curry puff and a spread of other food products since 1956, announced its foray into PRC with the opening of its flagship restaurant in Chengdu. Witnessed by Guest-of- Honour Associate Professor Koo Tsai Kee, Minister of State (MOS), Ministry of Defence, Singapore, cum Co-Chairman of Singapore-Sichuan Trade and Investment Committee (SSTIC) and International Superstar from Singapore, Lin Jun Jie (“JJ Lin”), this is part of the Group’s continuous effort to expand into the region. The Group is on track to exceed 80 new outlets across the region by 2008.

Situated in the hip and trendy YY Sports Mall along Chunxi Road, equivalent to Singapore’s Orchard Road, the flagship restaurant was designed to have an adequate representation of the idiosyncrasies of the Singaporean culture. In addition, the walkways in the restaurant will be adorned with colorful murals made up of the images of Singaporean expatriates working in Chengdu, giving the restaurant a distinctive local touch.

“Over the years, Singapore cuisine such as our local curry puffs has reached the far corners of the world. Through promoting the Singapore food experience that comprises high quality and a unique blend of cultural heritage and fusion tastes, we want to help our food services players gain greater foothold abroad. With the launch of Old Chang Kee’s first restaurant in Chengdu, PRC, we hope that local must-try dishes will be inextricably linked to Singapore in the minds of diners worldwide,” said MOS Koo.

Mr Han Keen Juan, Chairman of Old Chang Kee said, “With the intent to bring our heritage to PRC, we chose to open our flagship store in Chengdu. We want to further demonstrate our long-term commitment to PRC, and the importance of PRC as a key growth market for Old Chang Kee. We believe Chengdu is a strategic area for us to anchor our flagship Old Chang Kee brand due to its prime location. We are also grateful to International Enterprise Singapore for its strong support in helping us establish this store.”

To attract both the young and old alike, International Superstar from Singapore, JJ Lin will be performing during the opening ceremony. Commenting on the launch of Old Chang Kee’s flagship restaurant in Chengdu, he said, “It is my privilege to grace the opening of Old Chang Kee’s restaurant, the first in PRC. The brand is no stranger to most of us who have grown up eating Old Chang Kee’s curry puffs. I believe the inception of Old Chang Kee’s restaurant in Chengdu will be a roaring success.”

Through the market feasibility test amongst the local, the restaurant located at YY SPORTS Mall #04-02 No 48 Zheng Ke Jia Street, Chun Xi Road, Chengdu, Sichuan, PRC will be named ‘OCK’ in China for better brand retention.
