In order to sustain the goals of securing our island’s future economic prosperity and its people’s well-being, the Municipal Council must be able to-through the joint effort of the Tinian Leadership and community leaders-assert its original functions as mandated by law. The pressing need to establish enabling legislation at the Council level must be met through a legislative initiative, a popular initiative, litigation or an appeal to the Supreme Court for a certifying question. The lines of Municipal and State jurisdiction must be set and drawn clearly in order to provide any effective results for the people of Tinian. To achieve the goals of securing a better quality of life for every resident of Tinian as well as the overall goal of securing the economic self-sufficiency of our island, the Seventeenth Tinian Municipal Council must ensure that social programs, such as community beautification programs; youth development programs; cultural programs; and other developmental programs along with duties mandated by law (formulating the annual budget along with the Mayor; approving reprogramming of funds in the approved budget; confirming Resident Department Heads and Board Members; and appropriating local revenues are fully operational. Since the establishment of the Tinian and Municipal Councils in 1986 and the and Northern Islands Municipal Council in 1990, the question of legislative authority has been in existence. The Seventeenth Tinian Municipal Council will continue to work together with the Rota, Saipan and the Northern Islands Municipal Councils to secure its legislative authority to enact local law on matters of a predominantly local nature not pre-empted by the CNMI Legislature.

We work through the joint effort of the Tinian Leadership and community leaders. We hold various sessions, events, do collaborative work for community functions to help assist the people of Tinian.
