C. Casualties (TAB C)

• As of 5:00AM, 15 August 2012 , a total of one hundred six (106) persons were reported dead and victims of: landslide - twelve (12), drowning – seventy seven (77), lightning stike – four (4) , electrocution - five (5) , heart attack / cardiac arrest - three (3) , nervous breakdown - one (1) , fallen trees - two (2) , undertermined cause – one (1) and cerebral hemorage - one(1) .. • Five (5) victims of drowning remains to be unidentified. • A total of eleven (11) persons were injured and five (5) persons are still missing. • A total of 62,847 were rescued in Regions I, IV-B, CAR and NCR.

D. Status of Lifelines

1. Condition of Roads and Bridges (TAB D) • As of 15 August 2012 , a total of seven (7) roads and three (3) bridges remained not passable to all types of vehicles in Regions I, III, IV-A and CAR due to damage caused by flooding, landslide and road cut.

• Ipo and Ambuklao Dams closed 1 gate while San Roque and Magat Dams opened an additional one (1) gate. • All residents living in the areas near the Angat, Ipo, Ambuklao, Binga, San Roque and Magat dams are advised to be alert for possible increase in the water level downstream.

E. Damaged Houses (TAB E)

• A total of 11,304 houses were damaged in Regions I, III, IV-A, IV-B and VI, of which 3,417 totally and 7,887 partially damaged. • As of 15 August 2012, a slight increase in the totally and partially damaged houses were noted in Region III and VI.

F. Cost of Damages (TAB F)

• The total cost of damages to infrastructure and agriculture in Regions I, III, IV-A, IV-B and NCR is ₱ 2,265,161,405.14 . • The total cost of damages to infrastructure is ₱ 639,128,230.00 and the total cost of damages to agriculture is ₱ 1,626,033,175.14 .

G. Flooded Areas (TAB G)

• A total of forty two (42) Cities/Municipalities from NCR, Regions III, and IV-A are affected by flooding. • As of 6:00 PM, 14 August 2012, the flooding in all areas of Malabon, Makati and Taguig in NCR have subsided. Flooding in ten (10) Municipalities in Region III have also subsided.

III. EMERGENCY MANAGEMENT

A. Conduct of Emergency Cabinet Meeting

• The NDRRMC conducted an Emergency Meeting with His Excellency President Benigno Aquino III at 10:00 AM, 7 August 2012 at the NDRRMC Conference Room, attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP, PNP, BFP, PCG, other agencies and print / broadcast media. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities • The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based on their respective mandates • The President raised some specific issues that need to be addressed by the concerned agencies. Likewise provided general guidance to the response and relief agencies to require the LGUs concerned to go around their respective areas through the Brgy Captains and provide necessary assistance whenever necessary • President’s instructions to the agencies were the following: DSWD to find a place where they can put tents as additional evacuation centers; DOH to initiate the provision of water for those who depend on deep wells and how to address flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City affected by SW Monsoon, require all LGUs to go around their areas through the captains; and check floodings in and Northern ( . Pangasinan and Ilocos; DOST to fast track the preparation of hazard map of Luzon. DPWH to study the long term solution for Lake. • On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and NDRRMC Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation of the evacuees. • The President then proceeded to the NDRRMOC for a short briefing with the NDRRMC TWG and discussed the current weather situation and forecast, roads accessibility and response measures being implemented. • An aerial damage assessment was conducted by OCD Operations Division Dir. Armando Duque together with PAGASA representatives Deputy Administrator Vic

Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon.

B. Relief and Recovery Operations

DSWD: • Prepositioned P3.31 million standby funds and P38.32 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P41.64 million.

• DROMIC is closely coordinating with DSWD-FOs concerned for any significant updates related to SW monsoon. • Affected families need food, water, clothing, mats, blankets, and diapers for infants

DOH-HEMS: • Closely monitors the status of health services, offices and personnel at all levels; strengthen advisory and health promotion campaign on the preventive measures of Leptospirosis case and other food and water borne related diseases; and released assorted drugs and medicines and rubber boots to CHDs. • CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the LGUs concerned. • Code Red Alert is still raised. • Activation and monitoring of Surveillance in Post Extreme Emergencies and Disaster (SPEED) reports from different health facilities in Regions III, IV-A, and NCR. DepEd: • Reported that 51 schools so far are being utilized as evacuation centers; mobilized teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional for regular classes) to complete 180 days mandatory or make up classes.

DILG: • Provided assistance by search and rescue (SAR) and evacuation in the municipalities of Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy, Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta Teresita, Talisay, Tanauan City • Provincial Engineering Office mobilized heavy equipment (loader, backhoe and dumptrucks) to augment in the clearing operations in the affected barangays of Lemery. • Issued a memorandum addressed to all DILG Provincial/City Directors for the reactivation of the Local Price Coordinating Councils to ensure that all LCE’s adopt measures to address hoarding and exorbitant price increases of essential/prime commodities.

C. Cost of Assistance (TAB H)

• A total amount of ₱ 112,076,236.33 worth of relief assistance was provided to the affected families. The Local Government Units (LGUs) provided ₱ 49,9580,122.45 , Non- Government Organizations (NGOs) provisioned ₱ 7,046,745.78 , Deparment of Health granted ₱ 13,209,614.26 , while the Department of Social Welfare and Development (DSWD) allocated ₱ 41,869,753.54 . ° Region III and NCR have the biggest allocation to date.

D. Search and Rescue (SAR) Operations (TAB I)

• SAR operations were effected through the concerted efforts of the SAR units of AFP, PCG, PNP, BFP, DPWH, DOH and LTO and around 22,914 personnel, 710 vehicles, 311 seacrafts and 32 other assets were mobilized to various areas in Metro Manila.

IV -A • Provided different medicines and doxycycline capsules and prophylaxis to evacuation centers by field office to anticipate the influx of diseases especially Leptospirosis. PAGASA • PAGASA announced the opening of spillway gate with 0.30 m on August 12, 1:00 PM and Angat Dam spillway gate on August 12, 4:00 PM. The water from Ipo Dam is likely to affect the low-lying areas along the Angat River. All residents living in those areas are advised to be alert for possible increase in water level downstream and to take precautionary measures. 11 • Assistant Secretary Florita Villar and FO III’s Operations and Programs Division Aug Chief Irene Crespo conducted damage assessment and provided relief assistance to 1,100 families in Apalit, Pampanga • SWAD teams coordinated with the local counterparts regarding the inquiries, 12 request for relief assistance and rescue of the families in areas still submerged in Aug deep water. • Undersecretary Parisya Hashim-Taradji visited the evacuation centers in San Fernando and Sto.Tomas, Pampanga. • As of August 12, DSWD released a total of 12,900 family packs for the request of DSWD some legislators for their affected constituents in the cities of Manila, Muntinlupa, Taguig, Quezon, Caloocan, Pasig, and Valenzuela. • 161 Battalion deployed 1 squad from Headquarters Company to Tanay, Rizal • 12 Disaster Response Unit (DRU) Charlie Company conducted relief operations and facilitated evacuation of civilians trapped in deeply flooded areas in San Mateo, Rizal • Prepositioned 136,730 food packs in the National Resource Operations Center 13 amounting to ₱ 34,182,500.00. • Continuously conducting water rationing and flashing in Dinalupihan, Pilar, and Hermosa, all in Bataan and Government offices, school and major roads in Zambales. IV -A • Deployed Search and Rescue Unit to flooded areas assisting LDRRMCs in their evacuation and SAR operations. NCR • Continuously monitoring the flooded; clearing of debris; repair/restoration of roads affected; deployment of heavy equipment and maintenance crew to areas affected by landslide, fallen trees and road sections with scoured pavements. DPWH Provisioned barricades and warning signs on road sections with road cut, eroded slope, and affected bridges. III • Dispatched dump trucks to PDRRMC Pampanga to augment the on-going evacuation operation. IV -A • Deployed its personnel to the flood prone areas in the region to assist the motorist traversing along the national roads in the region; provided two (2) dump trucks to support DSWD relief operations. NGCP 13 • As of 10:40 AM, the PNPP-Morong line has been restored. The power AUG transmission line to customers of Peninsula Electric Cooperative (PENELCO) – Morong and Bataan Technopark Incorporated (BTPI) has also been restored. I • OCDRC I coordinated with CGDNL for possible deployment of personnel with RDRRMC rubber boats to conduct evacuation of affected families in Brgy Guelew, Pangasinan • MDRRMC Bugallon advised residents living along river banks to take precautionary measures and to be ready for possible evacuation. Temporary shelters were built to serve as emergency evacuation area as flood waters coming from continue to rise. They also received relief items from the following sources: • 920 family packs from Pangasinan Provincial Government • 592 family packs from Tina Dungca of the GMA Foundation • 300 family packs from Vice President Jejomar Binay • 200 family packs from Bugallon LGU • PDRRMC Pangasinan alerted its member agencies for possible response 10 operations and deployed two (2) dump trucks for San Fabian and Aguilar; and AUG Gov. • PHO Support Team monitored cases of Acute Gastroenteritis and Leptospirosis; 13 provided health counselling / IEC materials in flooded areas. AUG • Pangasinan Provincial Hospital, Lingayen District hospital and Mangatarem District Hospital conducted health assessments and provided medicines to affected areas. • Pangasinan PPO deployed Disaster Response Teams with assets (vehicles, rubber boats, etc) to conduct / assist in evacuation, rescue and relief operations. • MDRRMC Bautista: • Deployed thirty six (36) personnel and five (5) PNP vehicles to assist in evacuation and distribution of relief goods. • Conducted pre-emptive evacuation of affected families in Brgy Poponto. III – • Delivered truckloads of sand and sacks in Camiling, Malayep, Salapungan and PDRRMC Bantog, Victoria in Tarlac for sand bagging operation. Provincial Public Safety Tarlac (PPSC), Tarlac Provincial Office (TPPO) was deployed to the municipalities of Capas, Paniqui, Camiling and La Paz.

• Dispatched Tarlac WASAR team for SAR operations at Brgy Tibag, Tarlac City; PDRRMC was convened and attended by all council members and other line/support agencies at 9:00AM at Capitol Building; • PSWDO/PDRRMC and CADRE Company of 70IB conducted repacking and distribution of relief goods to the affected families; • PSWDO/PDRRMC delivered/airlifted relief goods to isolated families in Brgy. Olongapo Rapid Damaged and Needs Analysis (RDANA) Team made assessment ion various areas within the city. • CDRRMC Palayan Rescue Team conducted rescue operations in Sto. Tomas, San Matias and Minalin Pampanga. • MDRRC San Antonio, San Felipe, Sta Cruz, Botolan and Iba Zambales provided assistance to the affected families. • MDRRMC Subic, Castillejos, San Narciso and Cabangan assisted in evacuation of affected families in low lying Barangays and distributed relief goods and sandbagging.

• RDRRMC III together with DILG, DSWD, DOH, NEDA, PIA and AFP conducted

Ebdane Jr. Conducted ocular inspection to Bucao Dike and assessed the damaged caused by the heavy rains. • Rescue 922 Cauayan City, Isabela conducted rescue operation in Dinalupihan, Bataan on August 7 and reported to OCD III on August 9. • Rescue 206 Santiago City conducted rescue operations at Heroes Hall in City of San Fernando, Pampanga on August 7 – 10. IV -A • RDRRMC IV-A Chairperson alerted PNP PRO IV-A to assist DSWD IV-A in the relief operations and assessed the on-going evacuation and SAR operation in the provinces of Rizal, Laguna and Cavite.

13 • RDRRMC IV-A requested PDRRMC Quezon and CDRRMC Batangas for AUG possible assistance in SAR Operation in Rizal province; assessed the evacuation and SAR operation of the MDRRMC; attended a meeting with MDRRMC and PDRRMC to implement Incident Command System (ICS) in their disaster response operations; attended the Medical Service Committee meeting at the DOH IV-A regional office and discussed the assessment of medical requirements in the affected areas, consolidation of medical resources and WASH plans. • PDRRMC Laguna was instructed to conduct pre-emptive evacuation in the municipalities along . • CDRRMC Sta Rosa conducted pre-emptive evacuation to 137 families and provided family food packs. • CDRRMC Batangas City volunteered to be deployed in the flooded areas of Rizal 13 to augment SAR contingents; sent ₱ 500,000.00 worth of relief goods to Cainta, AUG Rizal and launched “Handog ng Batangueño” project to gather support for the affected population in the province of Rizal. • PDRRMC Quezon dispatched an eight-man (8) response team with Water Search and Rescue (WASAR) to Rodriguez and San Mateo, Rizal. • Tanauan CDRRMC provided food packs to evacuees under their AOR. • DRRMC Bacoor City conducted force evaluation in the flooded areas. • PDRRMC Rizal dispatched additional 4 boats to Rodriguez and San Mateo, Rizal and dispatched Dump truck to Marcos Highway in Antipolo City; coordinated with Manila Water for the provision of potable water in the activated evacuation centers. • MDRRMO Abra de Ilog Occidental Mindoro placed their Operation Center on alert status and advised pre-emptive evacuation especially to those living near the IV-B river. Discussed preparations for the deployment of 1 water purifier, WATSAN and SAR teams to NCR for community assistance. V • RDRRMC Bicol sent a contingent of Team OCD5-Albay composed of WASAR teams from the naval Forces southern Luzon (NAVFORSOL), Tactical Operations Group 5 (TOG)-PAF and the BFP5 together with the Water Sanitation (WATSAN) team equipped with Water Filtration System. The team which is headed by the Deputy Commander of NAVFORSOL as the Task Force Head proceeded to the Flood Control Information Center (FCIC), MMDRRMC for the coordinating instructions. • Team Albay established a Command Post at the MMDA Station at Edsa corner Timog Avenue, Quezon City. • 3 WASAR Teams from BFP-SRU 5, NAVFORSOL and TOG5 PAG, after receiving a briefing from OCD NCR at the MMDA OpCen, were deployed around 4:00PM, 08 August 2012. Its operation resulted to rescuing 278 persons and transporting them to different evacuation centers. As of 10 August 2012, the team was able to distribute 68,000 liters of potable water to residents of Brgys Tunsuya, Catmon, and Kunyugan of Malabon City utilizing the Water Filtration Machine and Page 6 of 8

distribution made using Mobile Lorie (12,000 liters ca pacity). • On 10 August 2012, Team Albay-OCD 5 assisted in the repacking efforts of ABS- CBN Sagip Kapamilya Foundation for possible relief distributions to several affected communities. • WATSAN Team was activated in Malabon City and was able to distribute 68,000 13 liters of potable water to residents of Brgys Tunsuya, Catmon and Kunyugan in AUG Malabon City. VI • PDRRMC Aklan, PDRRMC Antique and PDRRMC Iloilo was placed on alert status to monitor the situation in their AOR particularly the landslide prone area. • OCD-NCR facilitated request of City of manila for fire trucks; request of Marikina for heavy equipment, additional trucks and manpower; request of Muntinlupa for 3,000 family packs; and the requirements of the cities of Malabon and Valenzuela NCR for WATSAN or Water Filtration System. • CDRRMCC Muntinlupa built temporary footbridges at the affected areas near Laguna Lake

• MMDRRMC conducted a meeting presided by Chairman Francis Tolentino and was attended by representatives from member agencies. Advance Command Posts (ACP) were initiated in strategic locations to provide assistance to the identified areas. The locations of the ACP are as follows: Marikina, Malabon, South (Alabang), Manila, Orense and in Quezon City. • OCD-NCR monitored landslide in Brgy Commonwealth, Quezon City. • QC DPOS deployed Rescue Team with rubber boat to the following areas: Brgy Damayan Lagi, Brgy Sto Domingo, Brgy Damayan District I, Roxas District and Brgy Apolonio Samson. • Parañaque Rescue dispatched two (2) dump trucks for the stranded passengers in Evacom and and SM in San Dionisio, Parañaque. Deployed one (1) rubber boat, one (1) dump truck and rescue personnel in Brgy San Isidro to evacuate families from the creek side to the Brgy Hall. • LGU Pasay City deployed two (2) rubber boats with rescue personnel to assist rescue operations.

• LGU Malabon City formed an augmentation team consisting of MDRRMO, PNP

Malabon, Special Action Force, Fire Malabon, City Hall Employees, Navy, Coast

Guard, MMDA, Health, CSWDD and volunteer personnel.

• LGU San Juan City dispatched the rescue vehicles for flood monitoring and

assisting evacuation of constituents in AOR. • LGU Makati City distributed food packs and relief goods to individuals affected by flooding in Brgy Palanan, Brgy Pembo and Brgy Comembo. • Coordinated the request of DSWD-NCR of four (4) units of 6x6 vehicles to conduct relief assistance with President Benigno Aquino III in the National Capital Region affected by Southwest Monsoon. • OCD-NCR joined the Clean-up Provision for Marikina City. • Usec Benito Ramos together with Dir Susana Cruz went to Malabon for the distribution of relief goods and for the medical mission of Philippine Medical 13 Association (PMA) and DOH; visited Manila Bay to check the clean-up activity by AUG the volunteer groups and MMDA; proceeded to DSWD-NROC and deployed volunteers for repacking of relief goods. • CDAG provided firetrucks and manpower. • RDRRMC OpCen maintains its RED ALERT status and is continuously manned by OCD CAR staff / personnel • Continuously disseminating warning advisories to the public, to all LDRRMCs and CAR CRDRRMC member agencies and media practitioners utilizing the SMART info board (2623 or COCD), email, social media network, facsimile and SMS and continuously monitoring AOR. • Continuously advising LDRRMCs to take appropriate action and follow the alert level and discuss local preparedness for possible emergency response. • PDRRMC Benguet ordered pre-emptive evacuation to high risk areas. Mining Operation of small scale miners is still suspended. Assisting DPWH in road clearing operation (with heavy equipment and manual work). Philex mines augmented the SAR teams • Benguet Corp has been assisting in the SAR operation in Bokod since August 5, 2012.

• CDRRMC Baguio City is on alert status and their response teams still on standby and is monitoring water level at City Camp Lagoon • PNP CAR assisting in the monitoring of road conditions and status of communities at high risk areas. Response teams with tools, equipment on standby for deployment • PIA CAR continuously assisting OCD in the dissemination of warning advisories to the general public to stay at home or in safer areas during this weather. • DENR-MGB & EMB monitoring the mine tailings spill situation at Philex Mines and other geo-hazard areas in AOR • DPWH and private contractors, continuously clearing the roads in AOR. • DSWD-QUART is still activated, continuously monitoring AOR. Family packs and Non food Items are ready to be distributed for possible affected families of SW monsoon rains.
