Community Governance Review for Brafferton and Helperby Parishes

We wrote to you last year to ask for your views on the proposal by Brafferton and Helperby Parish Councils to merge both Brafferton and Helperby parishes to create a new parish.

Thank you for your responses to both rounds of the consultation. There was a clear majority of consultees in support of the proposal which was ultimately granted approval in December. The new local governance arrangements were formalised in a Reorganisation Order and will take effect from 1st April 2019.

Below is a summary of the changes that will take effect from 1st April 2019:

1. Brafferton Parish and Helperby Parish will merge to form a new parish ‘Brafferton and Helperby Parish’.

2. Brafferton Parish Council and Helperby Parish Council will be abolished and a new parish council will be formed ‘Brafferton and Helperby Parish Council’.

3. Brafferton and Helperby Parish Council will have seven elected parish councillors.

4. The election of the new parish councillors for Brafferton and Helperby Parish Council will take place on 2 May 2019.

5. The current clerks to Brafferton Parish Council and Helperby Parish Council will transfer to Brafferton and Helperby Parish Council on 1st April. Their contact details are available below.

6. From 1st April 2019 until 7th May 2019 (when the new Parish Councillors take office) Brafferton and Helperby Parish Council will be represented by the District Council’s Ward members for Raskelf and White Horse Ward (Councillor Caroline Patmore) and Ward (Councillors Geoff Ellis, Nigel Knapton and Chris Rooke).
